Comm Secy Jal Shakti reviews water supply status to Sgr city

Srinagar: Commissioner Secretary, Jal Shakti Department, M. Raju, Friday convened a meeting to review status of water supply to Srinagar city and peripheral areas in the backdrop of affected water supply to these areas for the past few days.

Commissioner, Srinagar Municipal Corporation, Chief Engineer, PHE Kashmir, Chief Engineer, I&FC Kashmir, Jal Shakti Department Srinagar and Executive Engineer, Water Works Jal Shakti Division Srinagar attended the meeting.

It was informed that water supply in some parts of Srinagar City remained affected for the last few days due to issues in Power Canal of Ganderbal Preng and Sindh Extension Canal which is the only source of raw water to four Water Treatment Plants of PHE department from which water is supplied to major portion of Srinagar City.

The water was being used for power generation and irrigation of local fields which considerably reduced raw water supplies to the treatment plant. The matter was taken up with Power Development Corporation and as a result the power generation at Ganderbal was stopped to spare water for drinking and irrigation purposes. The supply position has been restored to normal now.

The concerned Chief Engineer and Executive Engineer of Jal Shakti Department informed that the water supply to the Srinagar city at the moment is quite normal as 93 MGD (Million Gallon per day) is being supplied to  the city and its outskirt through 9 modern water treatment plants which are running quite normal and to their full capacity.

They further apprised that there are some pockets in city like parts of Omer Colony including Gousia Mohalla which fall at the tail end of the water supply system and get water for a limited duration only. This situation shall be countered by installation of a new production well at Malbagh replacing an already abandoned tube well for which finances have been arranged under Capex this year.

People have been asked to immediately contact the control room of PHE Jal Shakti Department at telephone numbers 0194-2452047, 0194-2477207 in case of any problem related to water supply to their respective area.

Preventing Drowning Deaths

Having endured relatively prolonged winter and erratic weather, associated with rains and hailstorms lately, people in Kashmir valley have been grappling with unusual heatwave from the last few days. The mercury has already scorched to 34.7 degrees Celsius in Srinagar, the second highest temperature recorded during the month of June in almost 12 years. North Kashmir’s Kupwara town, surrounded by lush forests and big mountains, recorded the hottest June day in over a decade on Thursday.  The heat wave has actually pushed people, especially young and children, to look for cooling options amid the present covid-19 crisis. Easy option, more so in villages, is to dive into the water bodies. However, it has led to tragedies already. A number of children and youth have already drowned.  The administration and the people cannot let their guard down when it comes to safety at water bodies including those in backyards.

The higher temperatures will continue for at least a few more weeks, and it’s vital that everyone follow simple water safety steps to help prevent a tragedy.  People should be more cautious and keep a watch on children. Rather they should never leave them unattended in or near a water body.

While the drowning deaths are devastating, they are also preventable.  Of late the district administrations would even ban swimming and bathing. In a related development, authorities in Bandipora district on June 10 banned swimming and bathing in Nallah Madhumatti with immediate effect  as the flow in the water body “increases tremendously in summers and few people especially children venture out for swimming and bathing .” The Deputy Commissioner, who passed orders for the ban, underlined that it was aimed to save lives. “This trend has resulted in loss of lives by drowning in the past,” the Deputy Commissioner said and as a precautionary measure to safeguard the precious lives, ordered complete ban on swimming and bathing in the water body with immediate effect till further orders.

The concerned should work on strategies to prevent drowning deaths and in this regard resort should be taken to educate people about the risk of drowning associated with hot weather and, in particular, also issue specific warnings.  There is also need for stricter checks and as has been directed by the Deputy Commissioner Bandipora, local Executive Magistrates , police , officers of allied departments should ensure strict vigil alongside the banks of water bodies and take measures to prevent drowning deaths.

J&K Govt to set up Youth Commission

‘Will function as nodal agency for overall development of youngsters’

By: Sameer Showkin Lone

Srinagar: In order to tap the increasing unemployment, the Jammu and Kashmir government is mulling to set up a Youth Commission in the Union Territory to reach out to the youth.

The Youth Commission will act as a Nodal Agency for the overall development of the youth with varying talents so that they are engaged and shown a path to the best possible career ladder.

“We have youth with varying talents. Some are good at art work, calligraphy, writing, sports and many other things. But they don’t have any idea how to excel further. If we catch them young and teach them right, they will have a successful career,” said an official.

The official sources in the government told The Precious Kashmir that the once the Commission or the Board, as it will be called, is constituted it will be a big leap towards channelising the energy of youth.

“We see how youth of J&K show their talent in different areas. We read in media about the success stories. But there is no proper mechanism to institutionalise this talent or can say a platform to give them a way forward,” said another senior official.

He said there is no youth board or commission that can guide youth in their areas of interest. It is said that this commission, once established, will function as a nodal agency for overall youth development.

Pertinent to say here that there is already a department called Youth Services and Sports, but there are dealing with sports activities only.

“Youth in Jammu and Kashmir have excelled in many areas beyond sports. We need to channelise that and provide them the due platform,” said the official, who said he didn’t want to be named.

According to him, the youth services and sports department is primarily dealing with sports activities, which doesn’t suffice when it comes to overall youth affairs.

Apart from sports, there is another section of youth who are not interested or engaged in sports.

The government, according to sources, would create a professional platform of engagement for youth who have other areas of interest like art work, community development, social sectors, welfare works needs an institutional mechanism.

Vaccinate all citizens at earliest: HC tells Govt

Srinagar: Jammu and Kashmir High Court has expressed hope that the government would advance itself to face the covid-19 third wave, if any.

For this purpose, a division bench of Chief Justice Pankaj Mithal and Justice Vinod Chatterji Koul said that care should be taken to vaccinate each and every citizen at the earliest, by carrying out fresh drive “institution wise” so that if anyone has remained unvaccinated he is also covered.

“The Government may also ensure establishment of oxygen generation plants in every Government and allied hospitals or at any other place deem fit and proper,” the court said while hearing a Public Interest Litigation.

The court underlined that there may not be any shortage of oxygen presently but for future to combat the anticipated third wave of Covid-19, it would be appropriate to have oxygen generation plants in each of the Government Medical Colleges or the allied hospitals. “This would be beneficial for the medical world for all times to come in extending medical treatment to all categories of patients.”

At the same time, the court said, the temporary arrangements so for made may not be completely dismantled and may be kept in readiness for future.

Rejecting prayer by an advocate that relatives of the covid-19 victim shall be allowed to see face and carry out religious rites and rituals, the court said that guidelines by the Ministry of Health and Family Welfare, Directorate General of Health Service (EMR Division), take care of it.

“According to the guidelines, the dead body has to be carried to the cremation/ burial ground in a secured bag by the authorities for the performance of the last rites which shall ordinarily be in the presence of the relatives. We are informed that a maximum of 20 relatives are permitted. The guidelines also provides for viewing of the face of the deceased by the relatives and performing of rituals except for touching of the body,” the court said, adding, “In view of the above guidelines and the permission accorded to view the face of the dead body by unzipping the bag and to perform last rites and rituals without touching the body, we are of the opinion that the religious sentiments of the family members have been sufficiently taken care of by the Government.”

The court also rejected prayer for converting Government stadiums into vaccination centres.

“We do not think that such a prayer requires to be considered by the Court as it is for the administration to consider, if they are short of place for vaccination centres. If there is any shortage or need for extra place for vaccination centres, the administration would certainly evolve methods to arrange for adequate space and establish the same,” the court said, adding, “Moreover, the administration has undertaken the vaccination drive even institutional-wise, in a way converting important institutions into vaccination centres temporarily for a limited purpose.

The creation of large vaccination centres, the court said, may not be ex-facie feasible as it would result in concentration of large number of people at one place which would be very risky and may be a cause of spread of Covid-19. (GNS)

Hajj-2021: Will go by Saudi Govt’s decision: Naqvi

Mumbai: Union Minister of Minority Affairs Mukhtar Abbas Naqvi held a review meeting about Haj 2021 at the Haj House in Mumbai on Thursday. He however said that “while we have done our preparations, India will go by the decision of the Government of Saudi Arabia.”

“While some countries are not able to send their citizens to Haj 2021, India has decided that we will stand shoulder to shoulder with the Government of Saudi Arabia, we will go ahead in line with the decision taken by the Saudi Government. Our priority continues to be the health and well-being of people of both nations and also of humanity,” Naqvi said at a press conference, which followed the review meeting.

According to an official statement, Naqvi said that a nationwide campaign will be launched by various social and educational institutions to “curb and crush” rumours and apprehension regarding the vaccination drive going on in India.

“State Haj Committees, Waqf Boards, their associated organisations, Central Waqf Council, Maulana Azad Education Foundation and other social and educational institutions will be part of the campaign,” he added.

Naqvi said that Women’s Self Help Groups will also be included in the campaign. These organisations and Women SHGs will also encourage and persuade the people to get vaccinated to tackle the Corona pandemic.  The campaign will be called “Jaan Hai To Jahaan Hai” and will be launched especially in villages and remote areas of the country.

Recalling his visit to some villages and the prevalence of vaccine hesitancy among people, due to lack of awareness, the Minister said “unfortunately some narrow-minded elements are creating confusion and fear on the vaccination front. They are not only enemies of the health and well being of the people but also of the country”.

Responding to a question on vaccination, the Minister assured: “whether it is in one state or another, the government is that of the people. It is our national responsibility to clear all confusion and fear and get ourselves vaccinated and encourage others too, to do the same.”

Naqvi also assured that there will be no shortage of vaccines or any other essential requirement in the country. He said already 24.3 crore people have been given vaccination.

“Even though we had fewer medical facilities in comparison to many advanced countries, we augmented our capacity of oxygen supply, ventilators and other essentials,” the Minister added.

Speaking about the country’s preparations for Haj 2021, Naqvi said that a review has been taken of the current position on vaccinations, based on directions given by the Haj Committee of India and the guidelines given by the Health Department of the Government of Saudi Arabia.

More than 2.5 million people perform the Haj pilgrimage in the holy city of Mecca every year.  It may be recalled that last year, due to Covid 19 pandemic, the Saudi Arabian Government had announced that it would hold ‘limited Haj’ confined to people of different nationalities already living in the Kingdom.

India’s Ambassador to Saudi Arabia, Dr. Ausaf Sayeed; Consul General of India in Jeddah Shahid Alam and senior officials of the Union Ministry of Minority Affairs attended today’s meeting through video conferencing. The Haj Committee of India CEO M A Khan and other officials were also present.
