Policeman injured in Doda grenade blast

Doda: A policeman was injured in a blast that took place in the main town of Doda district on Monday.

A police spokesman said that unidentified men attacked a police post in Doda town. “One police man received minor splinter injuries in the attack. Police have cordoned off the area and started searches to nab the attackers.

“According to initial reports the incident took place at around 5 pm when unidentified assailants hurled a hand grenade towards the police post guarding district police lines DPL. One police man on duty received splinter injuries. He was immediately shifted to government medical college hospital Doda where his condition is stated to be out of danger,” the spokesman said, adding that “Immediately after the incident the entire area including adjoining localities have been condoned off and people are being questioned. No arrest has been made so far. Efforts are on to nab the culprit.”

It is pertinent to mention here that Doda has been free from the presence of militants for a long time. Police also claim that there was no movement or presence of militants in Doda district. The incident has taken place in Doda town after many years. (KNO)

Says Admin to provide right platforms to sportspersons

Srinagar: Continuing its endeavours of promoting and strengthening the sports ecosystem in the Union Territory, Lieutenant Governor, Manoj Sinha Monday launched the Golf Training Academy at the Kashmir Golf Club, Srinagar here.

Expressing joy on the occasion, the Lt Governor said that the restoration work of the historic Golf Course after the 2014 floods has been done in the best way while maintaining its originality.

The Lt Governor said that it is a matter of great pride that Kashmir Golf Club, one of the oldest golf clubs with rich history, is the second only in the country after the Royal Golf Club, Kolkata. With best-in-class Golf courses, J&K aspires to be the Golfing capital of the country. A similar Golf Academy with national-level training facilities will be launched in Jammu soon, he added.

Addressing the young sportspersons of the first batch of Golf Academy, the Lt Governor said that countless inspiring stories have originated from the Kashmir Golf Club and they will definitely experience them along with the nuances of the discipline during the coming 15 days of training. He informed that eminent coaches of the country will come to impart training and the first batch itself is starting with the world renowned player and coach of the Indian team Sh. Amandeep Johl.

“We have made golf accessible to the common man of the society. It is no longer the game of elite only. Dream of Inclusive society being realized”, added the Lt Governor.

The Lt Governor enunciated that the talent of the sports can’t be limited, it always comes out in one form or the other and just needs an opportunity. “With proper resources and right training, we can produce Golf champions like Jeev Milkha Singh, Arjun Atwal, Shiv Shankar Chaurasia, Aditi Ashok, Smriti Mehra, and Sharmila Nicollet in Jammu and Kashmir too”, he maintained.

The Lt Governor said that Golf is considered by people to be an elite game, but the J&K administration is trying to make it available to the common people, even to the children studying in government schools.

“Jammu and Kashmir is a powerhouse of sporting talent. The administration is working diligently in creating a flourishing sports culture and providing right platforms to budding sports talents and will provide all possible assistance and necessary infrastructure to develop the potential of young sports talents of the UT”, the Lt Governor observed.

Recalling the directions passed during the review meeting of Sports Department, the Lt Governor said that it was decided that this year more than 17 lakh children will be provided with opportunities to play in different sports disciplines. A multi-pronged strategy has been prepared, which includes developing sports infrastructure, organizing sports events in every nook and corner of the UT, arranging the best coaches, continuously monitoring and fully utilizing the assets we have. It was decided that at least 17 national level sports events would be held in J&K alone this year so that our youth get an opportunity to showcase their talent.

On the occasion, the Lt Governor underscored that the sports infrastructure in J&K is better and more modern than many other regions of the country. “All the 4290 panchayats have been linked with at least 2-3 sports activities, playfields have been made for them and alternative arrangements are being made where there is no panchayat land. During the time of Corona restrictions, virtual training was arranged for 26,000 youth in various sports by the Sports Council”, he added.

The Lt Governor said that for the all-round development of youth, the government has given Rs 513 crore in the budget this year, which is Rs 17 crore more than last year.

He informed that Suresh Raina’s academy for cricket coaching is honing the talents of youth in J&K and more than 2000 players took part in the cricket tournament organized in two districts following the Corona protocol. Whereas, to promote football, programs are being run in 10 districts of J&K and 750 talented youth are being given top-class training. In football alone, 11 tournaments are being organized in J&K this year and around 1.5 lakh players are expected to participate in 3405 matches.

The Lt Governor said that Prime Minister Narendra Modi had given Rs. 200 crore to enhance and upgrade the sports infrastructure of J&K under PMDP. As on date, 20 projects have been completed and 11 others will be completed soon. “We were working on 134 sports infrastructure projects under JKIDFC and out of that 93 projects have been completed and 32 projects will be completed by next month. Apart from this, work is going on many other sports facilities under Khelo India, Capex budget and most of the projects will be completed by the end of this year”, the Lt Governor informed.

The Lt Governor observed that large scale work is being done on promotion of sports in Jammu and Kashmir. The UT Administration is committed to lift the local talent to the national and international level, he added.

Emphasizing the importance of sports activities, the Lt Governor said that sports connects us, puts new energy and new life in the people.

The Lt Governor termed the Golf Academy as a symbol of spirit of unity. “Apart from the technical knowledge of that discipline, every sports discipline teaches us to always put the national interest first. The energy that sports give us is the power to connect, the power of creative action. Our youth have that talent, that energy which will be helpful in taking the country and Jammu and Kashmir forward on the path of progress”, the Lt Governor added.

The Lt Governor informed that last year more than 6 lakh youth participated in programs like Back to Village, My Town My Pride, National Youth Festival, Fit India Movement, Trekking and National Integration Day. “It is our endeavour that this year also, following the Corona protocol, maximum number of young boys and girls should participate in these programs. For this, instructions have been given for vaccination of sports persons on the priority basis”, he said.

Commending the J&K Bank for the renovation works, the Lt Governor said that it is a joyous day that Kashmir Golf Club has been reconstructed after the terrible floods of 2014 and has been opened to the Government school children and golf lovers.

Meanwhile, the Lt Governor launched the Golf Training Handbook, besides handing over the sports uniform kits to the players to mark the day.

The Lt Governor also interacted with the players and took a round of the newly laid course.

While speaking on the occasion, Baseer Ahmad Khan, Advisor to the Lt Governor termed the occasion as the land mark day for the sports sector in J&K.

Dr. Arun Kumar Mehta, Chief Secretary, in his address, has stressed upon the full utilization of sports infrastructure and resources in J&K for tapping the potential of the budding sports persons of the UT.

Sarmad Hafeez, Administrative Secretary, Tourism Department, highlighted the key features of the newly launched Golf Academy.

He informed that 50 budding Golfers (25 boys & Girls each), from the Government run schools, will be trained by the International and National level Golfers.

Amandeep Johl, one of the leading Golf coaches in India to hone the abilities of the local aspiring Golfers of J&K, besides mega Golf Tournaments to be organized in the UT, he added.

Suicides Harram in Islam, Ulemas raise alarm over rising incidents

Srinagar: Stating that committing suicides is haram (prohibited) in Islam, Kashmiri Ulema Monday urged youth of the region to follow basic tenets of Islam to beat the stress so that growing trend of suicides declines rapidly in the Valley once known as peer-e-veer (valley of sufi saints.”

The Ulema also made a fervent appeal to parents to keep a close watch on their wards and not to allow them to use mobile phones 24x 7.

Tehreek-e-Soutul Awliya chief patron Moulana Abdur Rashid Dawoodi said there are many reasons that are responsible for rising incidents of suicides. “One of the primary reasons is unabated use of the internet among youth and ignorance of parents about their children’s activities,” he said.

Moulana Dawoodi said that committing suicide by jumping into rivers or by cutting throat or veins with sharp edged weapons is strongly prohibited in Islam. “It is not just haram (prohibited) but among gunah-e-kabira (highest form of sins). Committing this act will invite Allah’s wrath hereafter,” Daawoodi said.

He urged youth including girls to follow tenets of Islam to beat stress, anxiety and other issues that lead to committing suicides. “Offering prayers five times a day is the best stress buster. Reading the Quran is also one of the best remedies to beat anxiety and depression. Islam is a complete way of life,” Dawoodi said.

Kashmir’s Grand Mufti Nasir-ul-Islam said that suicides are not new in Kashmir but rise in the incidents is something to worry about. “Parents need to play a role before the situation takes ugly turn. Parents need to counsel their children and must watch their activities,” he said.

“Youth including girls having signs of depression should not be kept alone at homes and instead taken to psychiatrists and counsellors. Reciting the Quran is a best way to treat diseases including depression and stress. I urge Valley youth to not to against Islam by taking extreme steps.”

Vice-president Jamiat-e-Ahlihadith (JeH) Moulana Abdur Lateef Al-Qandi said that committing suicide is ‘Qatl-e-Nafs’.

“It is killing own self. There is a quranic verse that states that whosoever commits suicide in whatever way, he or she would meet the same fate on the day of judgement. If someone ends life by consuming poison, the person would get punished in the same way on the day of judgement,” he said.

Moulana Al-Qandi said that primary responsibility lies on the parents and then the civil society and Ulema too. “We need to pinpoint the causes that are pushing our youth towards this extreme and un-islamic step and then plan a way out how we can prevent the youth from going towards suicides,” he said. CRPF man dies due to ‘accidental fire’ in Sgr

Srinagar: A paramilitary CRPF trooper on Monday died due to “accidental fire” at Haft Chinar near Bakshi Stadium in central Kashmir’s Srinagar district, official sources said.

Identified as driver Constable Sachin Yadav they said that the trooper died on spot due to the accidental fire from his service rifle (Carbine) when he was close to the deployment at Haft chinar Srinagar.

CRPF Spokesman Abhiram said that the constable neither died due to fire from outside or as a consequence of suicide. “There was accident fire from his rifle and he died on the spot,” he added. (GNS)

Youth falls from tree in Budgam, dies

Budgam: A 17-year-old youth died after he fell down from a popular tree in Magam area of Central Kashmir’s Budgam district on Monday afternoon.

Sources said that a youth fell down from a tree, resulting in his on spot death.

He identified the youth as Hassain Sofi, son of Ghulam Mohammad sofi of Arampora Magam. (KNO)

Union Additional Secretary reviews implementation of SBM Phase-2 in Anantnag

ANANTNAG:  Union Additional Secretary, Department of Drinking Water and Rural Sanitation, Arun Baroka, accompanied by concerned officers today visited Anantnag and reviewed implementation of Swachh Bharat Mission (SBM) Phase-2 besides taking a brief appraisal of other schemes.

In this regard, Union Additional Secretary convened a meeting with District Development Council Chairman, Mohammad Yousuf Gorsi, District Development Commissioner, Dr. Piyush Singla, Director, Rural Sanitation, Tariq Ahmad Ganie, Block Development Council Chairpersons, Assistant Commissioner Development, Ideel Saleem, Block Development Officers and other concerned officers.

Additional Secretary took stock of various aspects of SBM and its allied components wherein he was briefed about its current status. He stressed for mobilizing all available resources effectively so that desired results are achieved. He emphasized on making efforts for plastic free rural India, grey water conservation besides proper rural sanitation and solid and liquid waste management.

Lauding the district for its commendable work in SBM Phase-1, Additional Secretary impressed upon the officers to focus on more areas during the 2nd Phase.

Govt institutionalizes awards for meritorious service in the field of Forestry and Wildlife Conservation

SRINAGAR:  Jammu and Kashmir Government today institutionalized Awards to recognize outstanding work done by Forest Personnel, Village Forest Committee(s), Educational Institutions and Gram Panchayats rendering Meritorious Service.

The awards would be given on the World Forestry Day (21 March) every year at UT level.

In this regard, Forest, Ecology and Environment Department issued an order stating that the objective of the award is to recognize outstanding work done by Forest Field Staff and to encourage and promote competence and dedication among forest personnel.

According to the order, while mentioning the eligibility of the Award,  20 Forest officials working as Forest Rangers, Foresters and Forest Guards in the Forest Department will be honoured with this award every year (2 Forest Rangers, 6 Foresters and 12 Forest Guards).

The award shall consist of a citation and a medallion along with a cash award of Rs 25,000 to be given to each recipient and will also be noted in the Annual Performance Report of the official.

While giving the selection criteria, the order stated that the awards will be given for meritorious service and achievement of the individual field personnel in the area of Forest Protection and anti-smuggling operations, afforestation and plantation work, working plan, training and demarcation works.

While innovative ideas and practices will be recognized, emphasis will be on the outcomes and contributions made by the individual in the course of discharge of his duties, it added.

Enumerating about the selection procedure, it said that the recommendations for the award will be made by a selection committee   comprising of the Additional PCCF (Central) as Chairperson while CCF Jammu, CCF Kashmir, CCF Planning & Project as members.

The department has also institutionalized an award for outstanding performance in Plantation/Afforestation.

Giving further details about the award, it said that the objective of the award is to encourage peoples’ participation in tree planting and afforestation through Village Forest Committees, Gram Panchayats and educational institutions.

Cash award of Rs 10,000 for the best educational institution at district level (one for each district) and cash award of Rs.20,000 for the best Gram Panchayat at district level (one for every district) will be given for outstanding performance in Plantation/Afforestation.

“These awards will be given each year in the District level function on the World Forestry Day on 21st March. The DFO stationed at District headquarters will act as nodal officer and organize the function at district headquarters,” it stated.

The plantation and afforestation activities should have been carried out continuously over a period of 3 years, including the year of the award (Financial Year) by any nominee or applicant, and the working of all these 3 years and the results achieved will be evaluated separately for each nominee in the process of selection.

For Institution

(1) Nominations can be made in School/College/Educational Institution by the Headmaster or the Principal of the School/College or by the Head of the Institution, directly to the Range Officer having jurisdiction.

(2)The Range Officer will evaluate the Institution’s work in relation to tree plantation over a period of at least 3 years ending 30 September of the year of nomination  based on the criteria prescribed and submit the  evaluation sheets to the concerned DFO by 31 October.

  1. b) For Gram Panchayat:

(1)In case of Gram Panchayats, nomination may be made by the Sarpanch/Executive Officer of the Gram Panchayat directly to the Range Officer having jurisdiction.

(2)The Range Officer will evaluate the Gram Panchayat’s work in relation to tree plantation over a period of at least 3 years, ending 30 September of the year of nomination based on the criteria prescribed and submit the evaluation sheets to the concerned DFO by 31st October. Registered Non-Government Organizations or Voluntary Organizations may facilitate filing  nominations in respect of Gram Panchayats.

According to the scheme of awards so notified, the  applications/nominations in the prescribed form in case of both   Institutions and Gram Panchayats of all Divisions will be received by the concerned Divisional Forest Officer (Territorial) by 31st October.

The verification/scrutiny and selection of the best Gram Panchayat/Educational Institutions in the district within the jurisdiction of the Division will be carried out by the concerned Divisional Forest Officer on the basis of objective and uniform criteria for evaluation of the plantation/afforestation work.

On the basis of such evaluation, district-wise names of two candidates adjudged best from each category along with evaluation records will be sent by the DFO to the CCF by 30th November.

A Committee under the Chairmanship of the CCF and members comprising of the Conservators of Forests, concerned DFOs and the representatives of the concerned Deputy Commissioners will decide the district-wise award winners by the end of 31st January. The decision of the CCF will be final.

Another award to be given during the Wildlife Week (October) at UT Level Award for Wildlife Conservation.

The order said that in order to encourage vital contribution for the conservation of wildlife in the State and for the promotion of awareness of the issues involved in this regard, the “State Award for Wildlife Conservation” will be given every year at District level during the celebration of Wildlife Week.

The UT Level Award for Wildlife Conservation shall consist of a certificate with cash award of Rs 25,000 to be given in each District.

No Award, however, will be declared, if in any year, eligible candidates/institutions are not available.

Any individual or an institution operating in the UT of Jammu and Kashmir and engaged in wildlife and biodiversity conservation, research and education is eligible for the award.

In order to come under the purview of consideration for the award, an individual/institution should have created an appreciable and measurable impact in any of the following areas:

  1. a) Wildlife management and conservation including control of poaching, wildlife animal depredation and extension.
  2. b) Biodiversity conservation.
  3. c)  Eco-development planning and implementation.
  4. Evaluation and Selection: Nominations shall be received at the office of the Wildlife Warden and shall be evaluated by the Evaluation Committee for submission to the UT Level Committee which shall make the final recommendations.

The Evaluation Committees shall consist of Regional Wildlife Warden as Chairman while as Deputy Commissioner (or his Representative) and Wildlife Wardens as Members

It added that the UT Level Selection Committee shall judge the nominations received as per given criteria and recommend the nominations for selection. The UT Level Committee shall be comprised of the Chief Wildlife Warden, J&K, as Chairman while as Additional PCCF (Central) as member and CCF, Ecotourism as Convener.

The final decision on the nominations from the Evaluation Committee will be taken by the Selection Committee. The recipient of the UT Level award will be decided by the UT Government on the recommendation of the Selection Committee, the order said and added that if suitable candidates/institutions are not available in any category, no award may be declared for the specified category for the respective year.

Saurabh Bhagat inaugurates training course at IMPARD Srinagar

SRINAGAR: Director General Institution of Management & Public Administration and Rural Development (IMPARD), Saurabh Bhagat inaugurated three training course at JK IMPARD, Srinagar campus today.

Director Trainings Kashmir, other faculty members and participants were present on the occasion of joint session. The Course Coordinators of their respective training course briefed Director General and participants about the need and importance of these training courses.

Dr K Islam gave the outline of his training course on Career Counselling while as Dr M Ashraf informed the participants about the critically important training course on orientation on Gram Panchayat Development Plan (GPDP) and Dr Shafia Wani highlighted the importance of objectives of Swachh Baharat Mission in J&K.

While inaugurating the courses, DG IMPARD has emphasized on the critical importance of all the three scheduled training courses. He summed up the objectives and motive behind  organizing these courses.

While referring the recently concluded 2-day Regional Conference, he informed the officers that they will be exposed to the new paradigm shifts in governance and planning.

He also emphasised on new initiatives to be taken by J&K IMPA for building the capacity of new entrants to the civil administration and good governance.

The joint inaugural session was concluded with the vote of thanks to the chair and other participating faculty members and officers from various departments.

4 held, 4011 fined for violating Covid norms in Kashmir

Srinagar: In order to ensure strict adherence to Standard Operating Procedures (SOPs), Jammu and Kashmir police on Monday claimed to have arrested four persons and fined a total of 4011 people across the Valley for violating the Covid guidelines in the last 24 hours.

A police spokesman said that over Rs five lakh have been realized from the norm violators.

“During the last 24 hours, Police have arrested four persons, lodged one FIR and also realized fine to the tune of Rs 5,13,370 from 4011 people throughout the Kashmir valley for violating the various guidelines, rules and SOPs regarding Covid-19,” a statement reads.

Besides, nine vehicles were also seized in Shopian for violating Covid norms, police said.

“The special drive against the violators of Covid-19 guidelines and rules continued throughout all the districts of Kashmir Valley to ensure that people adhere to SOPs and guidelines envisaged by the government to curb COVID-19 pandemic,” police said.

Meanwhile, police urged people to cooperate in containing the spread of Coronavirus by following the SOPs, guidelines and protocols for their own safety and for the safety of others. “The special drive shall continue throughout the districts of Kashmir Valley to strengthen the safety measures,” police said.

Class X, XII syllabus to be rationalised, bifurcated into two terms, exams at end of each term: CBSE

New Delhi: The Central Board of Secondary Education (CBSE) on Monday announced that for the 2021-22 academic year, the syllabus for Class Xth and XIIth will be rationalised and bifurcated into two terms and examination be conducted at the end of each term owing to the COVID-19 crisis.

“The syllabus for the Academic Session 2021-22 will be divided into two terms and the board will conduct the examination at the end of each term on the basis of the bifurcated syllabus,” the CBSE said in a statement.

The CBSE said that these steps are taken to increase the probability of having board exams at the end of the academic session.

The syllabus will also be rationalised like the previous academic session and the new syllabus will be notified by July, the board said.

The CBSE said the decision to reduce and bifurcate the syllabus and hold the examination twice was taken after consulting the stakeholders which also included the representatives of schools in rural and far-flung areas.

The board said it has also taken into consideration the concerns regarding the differential availability of electronic gadgets, connectivity and effectiveness of online teachings and other social and economic issues.

The board exams for Class X and XIIth were cancelled this year due to COVID-19 situation. A formula was devised on the basis of internal assessment and marks obtained in previous classes to declare the result which is awaited. The CBSE, however, gave an option of writing the exams physically when the situation permits.
