JK Govt gives nod to implementation of ‘PARVAZ’

Srinagar: The Jammu and Kashmir government has accorded sanction to implementation of ‘PARVAZ’, a market linkage support scheme for shipment of Agriculture and Horticulture perishables being harvested in Jammu and Kashmir through Air Cargo.

As per a government order issued here today in this regard, provision of 25 per cent subsidy on perishable fruits harvested in Jammu and Kashmir for shipment through Air Cargo on the rates will be notified separately.

Further, subsidy shall be provided on Air Cargo charges inclusive of Airport handling charges for shipment through one or more empanelled Airlines by the government from time to time and in the DBT mode to the farmers/FPOs/SHGs and registered intermediaries besides subsidy shall be paid in the reimbursement mode as per the original invoices/bills of the concerned Airlines in offline mode only till 31.08.2021. Thereafter, the support shall be paid through online medium in DBT mode by creating a platform between Directorate of Horticulture, Jammu and Kashmir besides the concerned Airlines.

The order further said that the scheme could be adopted by Animal, Sheep Husbandry and Fisheries Departments for milk based perishables and Trout fish subject to availability of funds.

Raj Bhawan, Civil Sect declared ‘no fly zone’

Jammu: District Magistrate, Jammu, Anshul Garg, in exercise of powers vested to him under Section 144 Cr. PC, has declared Raj Bhawan, Jammu & Civil Secretariat, Jammu as  ”No Fly Zone”- strictly prohibiting flying of Drones & Unmanned Aerial Vehicles (UAVs) over & above these premises with immediate effect.

As per an order, there shall also be complete prohibition on flying of Drones & Unmanned Aerial Vehicles (UAVs) over all areas/venues in District Jammu as & when Lieutenant Governor is scheduled to visit in connection with holding of events.

“Since it is not possible to serve individual notices to all the persons concerned, this order is being passed ex-parte” the order stated.

Sr. Superintendent of Police, Jammu shall ensure implementation of this order in letter and spirit.

The move, as per the order, has come “In view of the security threat posed due to recent trends of carrying out drone attacks by anti-National Elements.”

Estates deptt seeks attendance of employees lodged in JKTDC, other places

Jammu: Estates Department has asked all the departments to furnish the attendance of employees lodged in Pvt. Hotels, Guest Houses and JKTDC hotels during the current year.

“In view of prevailing circumstances, reportedly some employees have remained out of their headquarters whether on leave or otherwise and in this regard, all the Drawing and Disbursing officers are requested to furnish Leave Statement / Tour Diary of all such employees enabling this office to make payment to the hoteliers in accordance with actual attendance of the inmates in their respective hotels after deducting leave period. The requisite information for the month of May and June, 2021 is required to reach the office of the undersigned by or before 15th July, 2021” a communication issued by the department reads.

It further stated that “In case no information is received by or before 15th July 2021, it will be presumed that no officer / official under your administrative control and availing Hotel / Mess facility has proceeded on leave and payment shall be released in favour of the hoteliers on your risk and responsibility. The information may please be ensured to be sent to this office through a special messenger under proper acknowledgement.’

JKBOSE declares 10th class result as per approved criteria

Jammu: Jammu and Kashmir Board of School Education (JKBOSE) has declared 10th class results as per the approved criteria, an official communiqué said on Thursday.

It added that consequent upon the cancellation of class 10th Annual Regular Summer Zone 2021 examination vide Government letter No. Edu/Nc-SE/04/2021dated: 17-06-2021, the result of the students who had enrolled themselves for the said class was declared by the JKBOSE according to the decision of the Academic Committee, which was finally approved by the government.

According to this approved criteria those students, who had appeared and passed both the papers which have actually been conducted by JKBOSE, were awarded proportionate marks in all other papers, which could not be conducted.

The said criteria was notified vide notification No. F(Acad-C) Result/X)2021, dated: 23-06-2021 reads as ” In case of class 10th Annual Regular Examination 2020-21 of Summer Zone areas of Jammu Division who have appeared in two subjects and passed both the subjects, the average of the percentage of marks obtained by the candidates in the Papers (English and Social Science including Internal Assessment) for which examination has been conducted shall be calculated on the basis of average percentage of marks thus obtained, which shall be awarded in the language Paper viz. Hindi/Urdu.

The average of marks in best of the two papers out of the three subjects (English, Social Studies, Hindi / Urdu) shall be worked out and thus the average marks so obtained shall be the benchmark for awarding marks in Science. Further, the average of marks obtained by the candidate in best of two papers out of four subjects (English, Social Studies, Hindi/Urdu and Science) shall be the benchmark for awarding marks in Mathematics”

The candidates who have  remained absent or declared fail in one of the two above mentioned subjects of which the examination was actually conducted, or those candidates who are not satisfied and ready to accept their results declared after awarding marks on average basis as detailed above, such candidates will be given chance to appear again in ensuing examination of Class 10th, which are likely to be conducted in Sep-Oct this year.

However, the examinees who have failed in one of the two subjects as mentioned above, can apply for re-checking / re-evaluation of their answer sheets as per BOSE regulations. Further, those who have been provisionally enrolled in class 11th can continue to study as per clause (i) of Govt. Order No. 119 dated: 15-03-2017.

It is reiterated for all those students, who have failed to qualify this time that they should avail the opportunities admissible under norms, as stated above.

J&K reports 4 deaths, 262 Covid positive cases

Srinagar: The Jammu and Kashmir Union Territory on Thursday recorded four deaths due to Covid-19 while 262 fresh positive cases were also reported, taking the number of total active cases in the UT to 3,344.

With four more deaths the death toll in the UT has reached to 4,353 and 262 fresh positive cases reported on Thursday has pushed the tally of positive cases to 318,023

Of the exact number of 318,023 cases, 197,480 are from Kashmir division and 120,543 from Jammu division. Officials said that among 262 new cases, 142 belong to Kashmir division while as 120 are from Jammu division, adding that the total number of positive cases in Kashmir division have reached to 197,480 including 193,399 recoveries and 2,228 deaths while as total number of positive cases in Jammu division have reached to 120,543 including 116,927 recoveries and 2,125 deaths.

The officials said that the total number of active cases in Jammu and Kashmir are 3,344 including 1,853 from Kashmir division and 1,491 from Jammu division.

With 353 more recoveries, the tally of total recoveries in Jammu and Kashmir has reached 310,326 which is 97.58 percent of the total cases.

“Cases tested positive in J&K include 53 from Srinagar, 22 from Baramulla, 05 from Budgam, 08 from Pulwama, 11 from Kupwara, 14 from Anantnag, 07 from Bandipora, 11 from Ganderbal, 11 from Kulgam and 00 from Shopian in Kashmir division while as 120 from Jammu division include 25 from Jammu, 11 from Udhampur, 16 from Rajouri, 21 from Doda, 06 from Kathua, 03 from Samba, 03 from Kishtwar, 08 from Poonch, 10 from Ramban and 17 from Reasi,” officials disclosed

Meanwhile, authorities on Thursday said that one fresh case of Mucormycosis popularly known as black fungus was reported in the UT and the tally has reached to 31.

Out of 04 deaths reported today, 01 died in GMC Jammu, 02 in GMC Doda, one in SMHS Srinagar and 01 died in SKIMS Soura.

As per officials figures, 70,510 positive cases including 831 deaths and 69,028 recoveries are from Srinagar, 23,368 including 280 deaths and 22,855 recoveries are from Baramulla, 22,703 including 22,311 recoveries and 204 deaths are from Budgam, 14,995  including 14,671 recoveries and 193 deaths are from Pulwama, 13,913 including 165 deaths and 13,585 recoveries are from Kupwara, 16,205 including 15,905 recoveries and 204 deaths are from Anantnag, 9,364 cases including 9,182 and 100 deaths are from Bandipora, 9,705 including 9,463 recoveries and 77 deaths are from Ganderbal, 11,154 including 10,902 recoveries and 116 deaths are from Kulgam and 5,563 including 5,497 recoveries and 58 deaths are from Shopian.

In Jammu division, 52,500 including 50,936 recoveries and 1,137 deaths are from Jammu district, 11,224 including 11,027  recoveries and 132 deaths are from Udhampur, 10,781 including 10,463 recoveries and 222 deaths are from Rajouri, 6,991 including 6,645 recoveries and 121 deaths are from Doda, 9,226 including 9,062 recoveries and 149 deaths are from Kathua, 7,094 including 6,924 recoveries and 119 deaths are from Samba, 4,534 including 4,391 recoveries and 43 deaths are from Kishtwar, 6,158 including 5,929 recoveries and 94 deaths are from Poonch, 5,891 including 5,740 recoveries and 65 deaths are from Ramban and 6,144 including 5,819 recoveries and 43 deaths are from Reasi.

As per the daily information bulletin 2,516,553 persons in Jammu and Kashmir are under observation while 7,572 persons have been kept under home quarantine besides that 3,344 persons are in isolation.

According to the bulletin, 2,239,474 persons have completed the surveillance period and 261,810 persons are under home surveillance besides that so far results of 10,441,369 samples are available. Out of 10,441,369 the number of samples tested negative stands at 1,012,346 while as 318,023 have tested positive, among them 3,344 persons are active, 310,326  persons have recovered and 4,353 persons have died. PSC’s Kashmir tour to Kashmir concludes

Srinagar: The Parliamentary Standing Committee on Education, Women, Children and Youth & Sports concluded its 2-day study tour of Kashmir with discussions and deliberations over the development and availability of sporting and other infrastructure facilities to sportspersons and athletes of Jammu and Kashmir.

The committee was led by its chairman and Lok Sabha member, Rajendra Agrawal. In its last day of the two-day study tour, the standing committee today inspected Water Sports Center at Nehru Park situated in famous Dal Lake while witnessing training sessions with respect to various water sports disciplines.

The committee members appreciated the coaching standards and International Standard Water Sports Equipments at the facility, besides they also interacted with the water sports players who have won laurels at various national and international games.

They enquired about the training and courses of water sports activities being held at the facility.

The Parliamentary Standing Committee had arrived on July 7 on its two-day study visit to the Union Territory of Jammu and Kashmir where the members from both the houses of Parliament (Rajya Sabha and Lok Sabha) met several stakeholders to receive feedback on the subject matter of the committee.

On the occasion, J&K Sports Council officials delivered a presentation with regard to different sporting and infrastructural activities in J&K.

They informed the committee members about the renovation and upgradation of Bakhshi Stadium in Srinagar under PMDP and the construction of other outdoor and indoor stadium across the UT.

Speaking on the occasion, Rajendra Agrawal lauded the role of the J&K Sports Council and Youth Services & Sports department in promoting sporting and gaming activities in the UT and hoped that J&K would play an important part during the participation of sporting events at international level.

He said the objective of the committee to visit the Valley was to talk to stakeholders and understand the issues on ground in order to make valid recommendations to the Government in resolving difficulties, if any.

He also appreciated the facilities and trainings being provided to the local youth which would encourage them to choose sports as their career while competing both at national and international level.

Commenting on the Water Sports Center at Nehru Park, the committee members said that Dal Lake has huge potential to host most of the water sports events in India.

The committee members also interacted with outstanding sportspersons and enquired about the issues and difficulties while pursuing their career in their respective sports and games.

Calling the deliberations with senior officials and sportspersons as fruitful, the Committee Chairman, Rajendra Agrawal summed up the proceeding of the session and said that J&K has a huge potential in terms of producing world-class athletes and sports personalities while the need is to explore and groom the region’s talent in right direction.

Eid-ul-Adha: Govt fixes rates for sacrificial animals in Kashmir

Srinagar: The government on Thursday fixed the rates of sacrificial livestock in Kashmir ahead of this year’s Eid -ul-Adha.

As per an order issued by Director Food, Civil Supplies and Consumer Affairs (FCS&CA) Kashmir Dr Abdul Salam Mir, the rates for Delhi Walla and Merino Cross varieties of Sheep have been fixed at Rs 285 a kg while as those of Bakerwal and Kashmiri varieties as Rs 270 a kg. The rate for goat has been fixed as Rs 260 per kg, reads the order. The new rates are Rs 50 across the board compared to last year.

The Thursday’s order comes consequent upon the decision taken in a meeting of officials regarding the fixing/review of rates of the sacrificial (Qurbani) livestock.

The rates have been fixed under the J&K Mutton Licensing and Control Order 1973 and SRO 31 of 1974, the order adds. (GNS)

JLNM hospital starts normal functioning

Srinagar: As the Covid-19 cases recorded decline, the JLNM, one of the major hospitals, under administrative control of DHSK, has started functioning normally from Thursday.

The normal functioning of the hospital has resumed after the gap of nearly one and half years.

Director Health Services Kashmir had visited the hospital recently and directed hospital authorities to start normal functioning while keeping separate facilities for Covid patients in the hospital.

The decision of the Directorate has been widely hailed by public at large. DHSK has issued similar directions to all other institutions across valley to start normal functioning immediately.

SEECC meets Principal Secretary School Education, submits memorandum

Srinagar: The School Education Employees Coordination Committee (SEECC) Thursday met Principal Secretary of School Education B.K. Singh and apprised him of the most important issue of the confirmation of CEOs and the lingering process of confirmation of in-charge lecturers in the department at plus two levels since 2013.

The Chairman SEECC Dr. Manzoor Ahmad along with president JKTF Mohammad Akbar Khan submitted a memorandum wherein they demanded confirmation of in-charge CEOs mostly retired now and in-charge lecturers working in the same pay and grade since 2013, clear cut annual transfer drive of the employees with proper posting details minimizing the inconvenience to the stakeholders. The reference of employees of the DODA district was given who experienced unavoidable circumstances through annual transfer drive (ATD).

The other demands include restructuring of DIETs and SCERTs at the earliest as per the NEP 2020 guidelines to make these institutes vibrant knowledge and research institutes in the Jammu Kashmir to boost the system of research and training for the holistic development of the teaching community and the professional development of the HOIs of different educational institutes.

“Rationalization of teachers and other allied staff as per PTR and as per subject-specific requirements in the middle, primary and high schools as envisaged in NEP 2020. This is the most important issue in the current times as a huge disparity is experienced in the urban-rural ratio of teachers in the schools. Promotion of masters as headmasters as a huge number of high schools are without heads thus leading to the issues of management and leadership in marshaling the resources smoothly in the schools,” the memorandum reads.

It added that adequate fund allocation to the schools for upgrading sports and digital infrastructure as per NEP 2020 recommendations.

ICC CEO Manu Sawhney sacked, has 5 days to appeal

Dubai: Exactly four months after suspending its CEO Manu Sawhney, the International Cricket Council (ICC) on Thursday sacked him, the world body said in a terse 36-word statement.

“The ICC today announced that Chief Executive Manu Sawhney will leave the organisation with immediate effect. Geoff Allardice will continue as acting CEO supported by the ‘leadership team’ working closely with the ICC Board,” said the statement.

Sawhney, who was suspended on March 9, has five days to appeal to the same 16-member ICC Executive Board that on Thursday decided to sack him. It is gathered that Bangladesh skipped Thursday’s meeting, but that did not make any difference to the final outcome of the meeting.

If Sawhney appeals, his plea could be taken up at the next ICC Board meeting on July 15, though it is highly improbable that the same directors would reverse their own decision. The ICC annual general meeting is on July 18.

Sawhney was appointed ICC CEO in January 2019, when India’s Shashank Manohar was the ICC chairman. The CEO’s tenure lasted a little over two years.

There were broadly four allegations against Sawhney, originally from India. He was accused of “targeted acts of bullying against certain [ICC] staff”; of “physical aggression, such as fist banging”; of having “impacted directly and indirectly on individuals’ health and wellbeing through [his] behaviour”; and, that he did not “properly report to the [ICC] Board and have implemented decisions or changes without proper consultation with the Board”.

Sawhney has been sacked on the basis of a culture review of the ICC employees, conducted by PricewaterhouseCoopers (PwC) and reportedly cost the ICC up to $200,000. He alleged that he was not given the PwC report initially, and received it only after seven days of his suspension, when he asked for it.

Sawhney, in an apparent final attempt to get a favourable decision, sent a two-page letter to each member of the ICC Board on Wednesday and appealed to them to appoint an “independent ethics tribunal” to hear his case, and “uphold the basic principles of the ICC — accountability, fairness, and integrity”.

On Thursday, however, the ICC Board rejected his appeal.

“Sawhney now has five days to appeal to the ICC Board against its own decision,” someone who has followed the case told IANS. “Interestingly, the Bangladesh Cricket Board did not attend Thursday’s Board meeting.”

After Manohar, a former president of the Indian cricket board, declined to accept a third term as ICC chairman, the election to choose his successor turned out to be a bitter one, with the ICC divided vertically into two camps.

“It was during this indecisiveness of how to choose Manohar’s successor Sawhney was caught in the crossfire,” said an observer.

In his two-page letter sent to the ICC Directors on Wednesday, Sawhney complained that no one has replied to his mails etc.

“Throughout the last few months I have been deeply concerned and saddened by the unfair process which I have been subjected to and which could potentially result in my unilateral removal as the CEO of the ICC. The process has been undertaken without any accountability, transparency, and fairness. It sets a very dangerous precedent at the ICC and undermines the integrity of the ICC Board,” he wrote.

“The Board has ultimate authority over my ongoing employment with the ICC and yet I have grave doubts over whether my case has even been presented to the Board, whether accurately or at all.”

Sawhney also claimed that he even raised his case with the ICC’s independent director Indra Nooyi, but “regrettably, I have not received any response”.
