Trap case: ACB produces chargesheet against 2 Govt officials in Udhampur

Jammu: Anti Corruption Bureau (ACB) on Monday produced chargesheet against former JE, RDD, Block Kulwanta and ex-GRS Panchayat Halqa Chigla Balota RDD block, Kulwanta, Udhampur in a trap case.

A spokesman in a statement said that ACB produced chargesheet against Ved Bhushan, son of Gian Chand of Daranga, District Doda, the then JE RDD Block Kulwanta, Udhampur and Anil Kumar, son of Girdhari Lal of Balota Chigla Tehsil Ramnagar, District Udhampur, the then GRS Panchayat Halqa Chigla Balota, Block Kulwanta, Udhampur in trap case before the court of Additional District & Session Judge, Anti-Corruption Udhampur in a case under FIR number 04/2019 under section 5(1) (d) r/w 5(2) J&K P.C Act Svt. 2006 and section 4-A of J&K P.C Act Amendment-2014 and section 120-B RPC registered against them in P/S ACB Doda.

“On 29-04-2019 on the basis of a written complaint, a successful trap was laid against Anil Kumar, the then GRS Panchayat Halqa Chigla Balota, Block Kulwanta, Udhampur and during trap the said GRS was caught red handed by the trap team while demanding and accepting of Rs 8000 from the complainant in presence of independent witnesses. The accused was arrested in the said case and subsequently bailed out by the court,” the statement said.

“During the course of investigation, it has prima facie established that the accused Anil Kumar, then GRS and Ved Bhushan, then JE RDD Block Kulwanta, Ramnagar District Udhampur by abuse of their official position as public servant had demanded and accepted an illegal gratification of Rs 8000 from the complainant for preparation of bills of work construction of water tanki in Morha Dabbar W.No. 5, Balot Chigla.”

After completion of the investigation the case was processed for obtaining Govt. sanction from the competent authority and after obtaining the sanction, the case was challaned in the competent court for judicial determination, the statement said, adding that the next date of hearing has been fixed for 31-12-2021.

DGP sanctions scholarship for 49 wards of deceased policemen

Jammu: Director General of Police (DGP) Dilbag Singh Monday sanctioned scholarship of Rs 2.45 lakh in favour of wards of deceased police personnel.

According to a statement, a police spokesman said that the scholarship has been sanctioned in favour of 49 wards of deceased police personnel who passed away while in service due to natural/accidental deaths.

The scholarship of Rs 5000 each has been sanctioned in favour of nine wards studying in primary classes, 10 wards studying in middle classes, 14 wards studying in higher secondary classes, 12 wards studying in senior Secondary classes and four wards who are pursuing graduation for the academic year 2020-21. The scholarship has been granted out of the Central Police Welfare Fund.

The scholarship schemes of Jammu and Kashmir Police include scholarships for wards of serving/deceased/ martyred Police personnel/ SPOs. Special reward is also given to the students who perform exceptionally well in the college/universities and technical courses.

Rewards are also given to the wards that crack competitive exams like UPSC, JKPSC, NEET, NET, CSIR etc.

Sanat Nagar residents demand separate sumo service

Srinagar: The residents of Sanat Nagar and Hakeem Bagh Rawalpora are up in arms against the unavailability of transport services in the area, especially during evening hours.

A delegation of the area headed by Mohammed Shafi staged a protest, demanding separate sumo stand for Sanat Nagar and Rawalpora locality.

The delegation was aghast against the lack of transport services to the area.

“Our area comprises of Sanat Nagar and adjacent Hakeem Bagh Rawalpora. This is a well populated area but ironically there is no Sumo service to this area at all. While we move out in search of transportation nobody picks us up as the Sumo service operates only from Rangreath area and while they reach Hakeem bagh/Sanat Nagar they come already booked and don’t stop anywhere in our area,” the delegation said.

They said they despite waiting for hours together they find it impossible to get a set in the sumo.

“These Sumos don’t even stop here while they rush towards Lal Chowk,” they said.

The people complained that the student community suffers in particular followed by the office goers.

“Everyone here doesn’t own a car or private transport especially the young ones who need to reach their institutions early but in vain we have to wait for long as no public transport comes to our rescue,” the residents said.

They urged the Regional Transport Officer (RTO) Kashmir to immediately look into the matter and establish a separate Sumo stand at Hakeem Bagh or Sanat Nagar area so that they get some respite.

Govt imposes Rs 18 lakh fine against food adulteration in 7 months

Srinagar: Deputy Commissioner, Food Safety, Kashmir in a meeting revealed that under meat and other eatables drive, the food and safety organisation has imposed nearly eighteen lakh fine from April 2021 to 31 October 2021.

Divisional Commissioner, Kashmir, P.K Pole was informed that several drives were launched for checking the adulteration of milk and milk products across Kashmir.

Also, 40 prosecutions were launched against the meat sellers or butchers who were selling the meat in insanitary conditions.

Pole in the meeting said that various complaints have been received regarding the meat provided to the public is not up to quality while as public has been charged for A-grade meat.

In a meeting it was revealed that nearly 528 total numbers of prosecutions were launched while 5000 inspections were carried out by Food Safety Compliance through regular inspection and sampling from April 2021to 31-10-2021.

“Penalty or fine imposed by the food and safety organisation was Rs 17,67,200 and the penalty including imprisonment was sixty thousand during that period,” reads the document.

Under the drive, the license fee realized by the organisation was nearly 50 lakh and 403500 values of food items were seized while 39800 values of food items were destroyed.

Pole was also informed that in addition to routine market checking, fortified mustard oil was tracked, identified and seized, sold by unscrupulous persons.

“Complaints with regard to presence of low quality eatables in the market have also been received which needs to be properly checked and stopped, besides a long term mechanism must be in place to check this menace,” reads the document. (KNO)

Sumo drivers fleece passengers in City, authorities in slumber

Srinagar: Charging of exorbitant fare by some cabs operating on different routes of Srinagar is taking a heavy toll on commuters.

Passengers alleged and complained that the common man is forced to pay extra fare as per the will of drivers. The commuters alleged that cabs plying on Dargah route from exchange road are overcharging fares and violating the fare rates fixed by the government through Transport Commissioner.

They said due to lack of check by the concerned department transporters are taking undue advantage, commuters are left with no option but to pay according to the will of the drivers, a passenger Jalees from Khanyar complained.

Commuters said overcharging in fares is unjustified as drivers are rarely strict to government rates and arbitrarily charge more and most importantly the quality of the service does not warrant a hike.

If you travel from exchange road to Baba-demb which is just a one kilometre distance, the sumo charges Rs 20 against the Rs 10, which is otherwise approved rate,” said Adil Ahmad, a commuter.

A sumo charges Rs 20 from Rainawari to Hazratbal. Thus, I have to spend Rs 40 daily from my home to school to attend classes,” said Adnan, a student.

The passengers also complained about overloading in the Sumos. Another passenger, Showkat Ahmad, said that as per the rules, the middle seat of the Sumo is reserved for three passengers.

But, he said, without caring for the rules, four passengers are pushed into the middle seat. “It becomes very inconvenient particularly when there is a female passenger,” he said.

Not only overcharging and overloading, commuters have accused the drivers of resorting to misbehavior.

“Whenever we complain about overcharging, they ask to get down from the vehicle and humiliate us. I was deboarded on Habak road during late hours before two days as driver on finding passengers for Shalimar route asked Habak passengers to deboard his cab ”, complained a female passenger from Habak.

The aggrieved passengers castigated the authorities for subjecting them to inconvenience, adding that transporters mostly Sumo drivers plying their vehicles on said roads are blackmailing the poor passengers who have been left with no other chance except to pay the fare as per the demand of the driver of the vehicle.

Commuters have urged authorities to implement proper transport fare rates across Srinagar city so that commuters do not get fleeced any more by the transporters charging exorbitantly from passengers.

Regional Transport Officer (RTO), Sajid Yahya couldn’t be available for the comments as he didn’t respond despite repeated calls being made to his phone. (CNS)

Omicron Shadow On Tourism  

Tourism sector is a major engine of economic growth of Jammu & Kashmir. It contributes about 7% of the GDP of Jammu and Kashmir.
Of late, the tourism industry in the country including J&K has seen a bit of revival after being battered by the covid’s first and 2nd waves. However, there is worry setting in as alarm bells are ringing across the world over Omicron, a new variant of the coronavirus. Omicron, first detected in South Africa, has caused several nations to impose restrictions on flights from that country and its neighbours, and the World Health Organisation has labelled it a ‘variant of concern’.
There are rightly calls from officials regarding the need to be vigilant and proactive, and J&K must be rigorous in monitoring inbound travellers.  A key learning from coronavirus experience is that life just cannot be brought to a standstill. It is well known how there was economic downturn, job losses and a sharp rise in poverty due to lockdown. The pandemic has endangered lives and livelihoods and there is a need to strike a balance between health security and financial security. On their part, the people must adhere strictly to the Covid-19 protocols.
Kashmir has historically been an attraction for anyone who wants to relax, and enjoy. In the past, the stakeholders have not been able to promote the Kashmir Valley, its unique weather, mountain peaks, water bodies, vast fields and orchids, archeological sites, and cultural signposts. However, to at least see tourism back on rails in Jammu and Kashmir, both the local and central governments need to ensure that omicron does not cast its shadow on the industry. Every effort must be taken to keep it at bay. Else consequences could be dangerous.  The has rightly asked the divisional and district administrations to ensure universal testing of all foreign travellers to Jammu and Kashmir in the light of the emergence of Omicron.
The Chief Secretary rightly underscored the need to adhere to the laid down guidelines and test all the incoming foreign travellers through international flights. As per the guidelines, the negative travellers will be sent for home quarantine of 7 days and re-tested on the 8th day, whereas, the COVID positive patients will be sent to institutional quarantine centres for 15 days and their samples will be sent for genome sequencing at ICMR designated testing laboratories. It is imperative to ensure the directions sans any laxity.

New Delhi: The Ministry of Home Affairs (MHA) on Sunday held a high-level review meeting with the officials concerned in the wake of new Covid-19 variant ‘Omicron,’ here.

The meeting was convened a day after Prime Minister Narendra Modi held a detailed review meeting with top government officials on Saturday.

“Following a high-level review by the Prime Minister on the new Covid-19 variant ‘Omicron,’ an urgent meeting was chaired by the Home Secretary at 1130 hrs,” an official statement said here.

The Ministry said the decision on effective date of resumption of scheduled commercial international passengers services will be reviewed, as per the evolving global scenario.

“Closer watch on emerging pandemic situations within the country will be maintained,” it added.

Various experts, including V K Paul, Member (Health), NITI Aayog; Vijay Raghavan, Principal Scientific Adviser to the Prime Minister and senior officers from Health, Civil Aviation and other

Ministries participated in the meeting, convened by Home Secretary Ajay Kumar Bhalla.

Amid fear of the spread of Omicron, the Home Ministry said the government will review the Standard Operating Procedure on testing and surveillance of incoming international passengers, especially for the countries identified under the ‘at risk’ category.

Union Health Secretary Rajesh Bhushan has written to the states and Union Territories over the Omicron variant of Covid-19, asking them to enforce intensive containment and active surveillance measures and also increase the coverage of vaccination.

First identified in South Africa, Omicron has now been detected in several countries, triggering concerns over its alarming transmission rate. (UNI)

Covid-19: 2 more die, 145 test positive in J&K

Srinagar: Jammu and Kashmir reported two deaths due to the Covid-19 while 145 persons tested positive for the virus in the last 24 hours, officials said on Sunday.

Among the fresh cases, 18 were reported from Jammu Division and 127 from Kashmir, taking the overall tally to 336531.

There were two deaths— both from Kashmir division— due to the virus during the last 24 hours, they said. So far 4475 persons—2185 in Jammu and 2290in Kashmir—have died due to the virus, they said.

Giving district wise details of the fresh cases, the officials said that Srinagar reported 61 cases, Baramulla 31, Budgam 5, Pulwama 7, Kupwara 3, Anantnag 5, Bandipora 7, Ganderbal 7, Kulgam 0, Shopian 1, Jammu 4, Udhampur 0, Rajouri 2, Doda 2, Kathua 0, Samba 1, Kishtwar 0, Poonch 1, Ramban 1 and Reasi 7.

Moreover, 209 Covid-19 patients recovered during the time, 25 from Jammu Division and 184 from Kashmir, they said.

So far 330398 patients have recovered, leaving active case tally at 1658—273 in Jammu and 1385 in Kashmir.

They said there was no new confirmed case of mucormycosis (black fungus) reported today. So far 49 black fungus cases have been confirmed in J&K, the officials said.

The officials also informed that 19152 doses of covid-19 vaccine were administered during the time in J&K.

GAD tells officers to submit APRs within 1 week

94 pending at initiation level, 387 at review level

Srinagar: The Jammu and Kashmir government has directed the officers to submit the pending annual performance reports of the Jammu and Kashmir Administrative Service (JKAS) officers at different levels within a week’s time.

In a communiqué, a copy of which is in possession of The Precious Kashmir, the General Administration Department has drawn the attention of the authorities towards the fact that an appreciable number of APRs are pending at initial level and review level despite the lapse timeline for processing them.

The GAD has pointed out that 94 APRs of JKAS officers are pending at initiation level and 387 at review level.

The deadlines for the initiation authority and review authority were respectively September 30 and November 15.

According to GAD communiqué, the concerned authorities at the initiation level and review level are advised to complete the required action on pending APRs within a week’s time i.e. 05-12-2021 positively.

The communiqué also reveals that 218 APRs of officers are pending at “accepting level. The deadline for the accepting authority is December 31, 2021.

As per the process governing submission of APRs, every officer, to be reported upon, has to record his self-assessment for the preceding year and submit the same to the Initiating Officer, who after filling in the appraisal column on his performance and recording comments about the self-assessment of the officer is to submit the same to the Reviewing authority. After recording his/ her remarks, the Reviewing Authority has to submit the APRs to the Accepting authority.

2 ponny walas set another example of honesty, hospitality in Kashmir  

Travelled to Srinagar from Pahalgam, return valuable bracelet to Gujrati visitor

Anantnag: Setting an another example of honesty and hospitality in Kashmir, two ponny operators of the famed tourist spot Pahalgam have returned the golden bracelet to a tourist from Gujrat, which he had lost during his stay in the tourist resort a few days ago.

The duo travelled all the way from Pahalgam to Srinagar in a passenger vehicle to return the bracelet to the tourist that he had received as gift from his wife on his engagement.

Afroz Ahmad and Arif Ahmad Wani, who are operating ponies from Pine and Peak hotel ponny stand found the bracelet while taking the tourists to some scenic spot on their ponies.

As soon as they found the golden bracelet, the duo at the very moment decided to locate its owner and return it to him.

Since the tourist having lost the costly bracelet had left Pahalgam for Srinagar, the ponny wallas started inquiring about his further travel plans from the hotel staff.

The duo managed to locate the contact number of the driver who had ferried the tourist to Srinagar from Pahalgam.

“We contacted the driver who got us in touch with the tourist. We asked him to drop the photo of his lost bracelet on Whatsapp which he did. After seeing the photo when it turned out to be the same bracelet that we had found we immediately called him back and assured him that the his bracelet is in the safe hands,” said the duo.

The two poor pony operators boarded the passenger vehicle to reach Srinagar in order to handover the bracelet to him.

“During our travel, the tourist called us many a time. He seemed to be unsure about getting his bracelet back but all the way we kept on telling him to be at ease and that you will get back your bracelet as soon as we reach Srinagar,” the duo said.

As soon as the duo reached Srinagar, they rang the tourist to know his location and within half-an-hour they arrived at the hotel he was staying in and handed him his the lost bracelet.

“The man was more than happy when we returned him his bracelet. His joy knew no bounds as the bracelet besides costly was valuable for him for the reason that it had been gifted to him on his engagement,” the duo said.

Since the tourist had lost all the hopes, the duo said, he showered praises not only on the honesty of Kashmiris but their hospitality as well.

The duo for last three days has been praised on social media sites for the honesty with many saying that they proved beyond doubt that Kashmiris are honest and hospitable.
