No plans for NRC at national-level yet: Home Ministry

New Delhi:  The Union Home Ministry on Tuesday said no decision has been taken on preparing a National Register of Indian Citizens at the national-level yet.

In a written reply to a question in Lok Sabha, Minister of State for Home Nityanand Rai said, “Till now, the Government has not taken any decision to prepare National Register of Indian Citizens (NRIC) at the National-level.”

He said in Assam, on the direction of the Supreme Court, the hard copies of the supplementary list of inclusions and online family-wise list of exclusions in NRC have been published on August 31, 2019.

On the Citizenship Amendment Act (CAA), the Minister said it has already been notified on December 12, 2019.

In reply to another question on number of Indians who have given up Indian citizenship, Rai said as per Ministry of External Affairs data, a total number of 1,33,83,718 Indian nationals are living in foreign countries.

In 2017, 1,33,049 Indians gave up their citizenship, in 2018, the number was 1,34,561, and it grew further in 2019, reaching 1,44,017 for the year.

However, a drop was registered in the pandemic year, 2020, and only 85,248 took the citizenship of another country. In 2021, by September 30, 1,11,287 Indians have given up their citizenship in India and taken up the citizenship of another country. (UNI)

1300-year-old sculpture recovered in Budgam

Srinagar: Jammu and Kashmir Police in the Union Territory’s Budgam district have recovered an ancient sculpture of Goddess Durga from Khag area, the police said on Tuesday.

“A team of officials from the Department of Archives, Archaeology and Museums were called for examination of the recovered sculpture at district police office, Budgam,” the police said.

“During examination, it was revealed that the recovered sculpture of Goddess Durga dates back roughly to 7th AD (about 1,300 years old).”

The sculpture is carved in a black stone with Goddess Durga seated on lion throne. However, some part of the left side arm is missing. Moreover, the sculpture is having the influence of Gandhara School of Art.

The recovered sculpture was handed over formally to Mushtaq Ahmad Beigh, Deputy Director Department of Archives, Archaeology and Museums and his team by Tahir Saleem Khan, SSP Budgam.

This is the second sculpture of Goddess Durga recovered in Kashmir in 2021.

In August, Jammu and Kashmir police recovered a 1,200 year-old sculpture of Goddess Durga. The sculpture was retrieved from Jehlum river at Pandthrethan area of Srinagar by labourers while extracting sand.

The recovered sculpture of Goddess Durga is carved in a black stone with Goddess Durga seated on lion throne along four attendants.

Join nation building: IG BSF to Kashmiri youth

Srinagar: Inspector General of Border Security Force (BSF), Kashmir Frontier, Raja Babu Singh appealed to the youth of Kashmir to “come and join the nation building for a brighter future.”

“India is calling you (youth), come and join in nation building, it is your country”, Singh told the reporters on sidelines of the Brass & Jazz Band occasion held in view of the 57th raising Day of the force at Sher-e-Kashmir International Convention Centre on the banks of famous Dal Lake in Srinagar on Tuesday.

“If any person or “Beti” from Kashmir qualifies in Indian Administrative Service (IAS) the people in my ancestral home in Uttar Pradesh proudly celebrate their success,” he added.

He said, people love Kashmir as it is “heaven on earth”.

The IG BSF said this year a record number of tourists thronged Kashmir which is worth celebrating.

“I invite people of the country and tourists from all over the world to visit Kashmir and cherish its beauty, it is safe as we (BSF) is here”, Singh said. “Kashmir valley is safe and Srinagar is safe for the tourists and travelers all across the world”, he added.

He said BSF has served in Kashmir valley in the 1990s and did commendable work here to contain the militancy.

He said, on Indo Pak border or Indo Bangla border BSF has given sufficient contribution in national building. “Not only in guarding the borders the force has contained militancy in north east, Punjab and Kashmir also”, he added.

To celebrate the occasion, today the Brass & Jazz of BSF Kashmir Frontier organised a big symphony martial music show at SKICC to spread the message of unity and solidarity among the people of Kashmir valley.

The world famous Dal Lake reverberated with drum beats and trumpets as the band played patriotic songs and music. Visitors and spectators enjoyed it to the fullest, a BSF spokesman said.

The audience also liked the BSF theme song “Hum Seema Ke Prahari Hain” played by Brass and Jazz Band in wonderful tuning with heart touching lyrics.

Admiral R Hari Kumar takes over as new Navy Chief

New Delhi: Admiral R Hari Kumar took charge as the 25th Chief of the Naval Staff on Tuesday, succeeding Admiral Karambir Singh, who retires today after a service of over forty one years in the Indian Navy.

Admiral R Hari Kumar is an alumnus of the National Defence Academy, Khadakwasla. He was commissioned into the Indian Navy on January 1, 1983.

In his career spanning over 38 years, he has commanded Coast Guard Ship C-01, IN Ships Nishank, Kora, Ranvir and the Aircraft Carrier INS Viraat.

A Gunnery specialist, he has held several key appointments, including Fleet Operations Officer and Fleet Gunnery Officer of Western Fleet, Executive Officer (EXO) of INS Vipul, Gunnery Officer (GO) of INS Ranjit, commissioning GO of INS Kuthar and commissioning crew of INS Ranvir.

His shore appointments include Command Gunnery Officer at Headquarters Western Naval Command, Naval Advisor to Government of Seychelles, UN Mission in Somalia (UNOSOM II) at Mogadishu and Training Commander, INS Dronacharya.

As a Flag Officer, he has served as Commandant of the Naval War College at Goa, Flag Officer Sea Training (FOST), Flag Officer Commanding Western Fleet (FOCWF), Chief of Staff, Western Naval Command, Controller Personnel Services and Chief of Personnel (COP) at Naval Headquarters. He has also served as the Chief of Integrated Defence Staff to The Chairman Chiefs of Staff Committee (CISC) at the critical junction during the creation of the institution of Chief of Defence Staff (CDS) and Department of Military Affairs (DMA).

He was the Flag Officer Commanding-in-Chief, Western Naval Command at Mumbai, prior taking over helm as Chief of the Naval Staff on 30 November 2021.

SRH retains Samad, Umran for IPL

Jammu: Speedster from Jammu and Kashmir Umran Malik and all-rounder Abdul Samad have been retained by the Sunrisers Hyderabad ahead of the IPL 2022 mega auction.

Taking to microblogging site, Jammu and Kashmir Cricket Association, administrator Brig (retd) Anil Gupta said “Congratulations. Abdul Samad and Umran Malik both retained by Hyderabad Sunrisers for 4 crore each. Congrats to both.”

Speedster Umran Malik, who had impressed everyone with his raw pace in the recently concluded IPL 2021 season, was also selected into the India-A team for the South Africa tour.

Earlier, part of India T20 squad in T20 World Cup as net bowler, Umran made a mark after impressing everyone with his pace during Indian Premier League (IPL) for Sunrisers Hyderabad in the UAE.

He emerged as the fastest bowler of IPL 2021 by clocking 153 kph and consistently bowling over 150 kph.

Another all-rounder, Abdul Samad, who had represented SunRisers Hyderabad in 2020 and first leg of 2021, has also been retained. (UNI)

Directed banks to boost economic growth in J&K

Jammu:  Chief Secretary, Dr. Arun Kumar Mehta Tuesday chaired the 5th UT-Level Bankers’ Committee meeting and reviewed achievements of banks and financial institutions operating in Jammu and Kashmir for the half year ended September 2021.

Financial Commissioner Finance, Atal Dulloo, Principal Secretary, Rural Development Department & Panchayati Raj, Bipul Pathak Principal Secretary, HUDD, Dheeraj Gupta, Chairman & MD J&K Bank (Convenor J&K UTLBC) R K Chhibber, Director, DFS, MoF (GoI) A.K. Dogra, CGM In-Charge (FIDD), Reserve Bank of India (RBI), Sonali Sen Gupta,  Chief General Manager NABARD, A. K. Sood and other senior functionaries of the Government, RBI, NABARD, Banks, LDMs, line departments, insurance companies, BSNL were also present on the occasion.

In his opening remarks, the Chief Secretary, Dr.Arun Kumar Mehta impressed upon the banks and Financial Institutions to increase their business to boost economic growth in J&K.

Reiterating the directions issued by Finance Minister, Dr Mehta directed the Public Sector Banks to expand their foot print besides scaling up the credit lending in J&K.

He also directed the Public Sector Banks to initiate measures to bring in more Non Banking Financial Corporations (NBFCs) and Micro Finance Institutions (MFIs) having business relations with them to J&K. The PSBs were directed to prepare the plan in this regard by 31st December 2021.

The Chief Secretary asked NABARD to prepare roadmap for utilization pipeline under all schemes and prepare projects for better utilization by 31st December. 2021.

While announcing that agricultural and industrial products for each district have been identified by J&K Government, the Chief Secretary directed Punjab National Bank to take lead in preparing the Plan under One District One Product (ODOP) programme by 15th December 2021 in respect of the products already identified by Government.

Reviewing the performance of banking sector during the first half of FY 2021-22, the Chief Secretary expressed serious concern upon poor lending in the priority sector in general and agriculture sector in particular despite immense potential in these sectors.

He stated that 70% population in J&K is directly or indirectly linked to agriculture and banks need to do more to improve lending in the sector.

In order to improve the lending under Government Sponsored Schemes/ Employment Generation Schemes, the Chief Secretary directed the Information Technology Department to develop online portals by 31st December 2021 for various schemes for online submission of applications on the pattern of the existing PMEGP Portal.

Dr Mehta laid emphasis on end to end digitisation of all beneficiary oriented schemes in J&K and asked the concerned departments and banks to synergize their processes for early results.

While directing banks to clear the backlog of Government sponsored cases, he also directed the sponsoring agencies to scale up sponsorship under the respective schemes in line with the prescribed targets.

The Chief Secretary impressed upon the Banks to take advantage of the digitization of the land records for extending hassle free credit in J&K.

While appreciating the banks for their role in saturating Kissan Credit Card Scheme in J&K, Dr Mehta asked them to create more employment opportunities for the youth by enhancing lending in the priority sector.

While appreciating that J&K is a top ranker in the country in the realm of financial inclusion, he announced that a dedicated financial inclusion campaign will be launched in J&K by the banks from 1st January to 31st march, 2022 to make further advances in the domain of financial inclusion.

Dr Mehta directed the banks to saturate the unbanked areas with banking touch points in J&K by 26th January, 2022.

Manpower shortage mars SMC

Against requirement of 7000 sweepers, corporation has only 2700

Srinagar: The Srinagar Municipal Corporation (SMC) is facing an acute shortage of manpower with officials stating it has sent an approval to the concerned authorities to outsource the sanitation in Srinagar.

According to a local news gathering agency, the officials said that SMC requires a total of 7000 sweepers, but it unfortunately has only 2700, which means the corporation is facing shortage of over 60 percent shortage.

They said that with the shortage of the manpower, the sanitation has finally got affected, besides pushing the existing manpower to the wall.

“The amount of garbage being lifted per day has also increased as against a total of 300 tons per day, the SMC is lifting 650 tons of garbage every day from Srinagar including its outskirts,” the officials said.

They said that there is a need to increase the manpower to ensure that the sanitation is not affected and the safayi karamcharis are not overburdened.

Meanwhile, Deputy Mayor SMC, Parvaiz Qadri, when contacted admitted the shortage of manpower, saying that such is the situation that the representatives from every wards is suggesting to go for outsourcing of sanitation process here in Srinagar as the fewer number of sweepers are not able to cater all the areas with corporation’s jurisdiction.

He also informed that the corporation has sent an approval to the Executive Committee with regard to the outsourcing of sanitation in Srinagar. (KNO)

348 SF men, 195 civilians killed since 2017 in J&K: MHA

Srinagar: As many as 348 security forces personnel including those from J&K Police were killed while 796 were injured in militancy-related incidents in Jammu and Kashmir since 2017, Ministry of Home Affairs said on Tuesday.

Responding to questions by parliamentarians including Vijayakumar Alias Vijay Vasanth, Thirunavukkarasar Su and Parthiban S.R, Minister of State, Ministry of Home Affairs, Nityanand Rai said 195 civilians were killed during the period upto November 15.   He said 534 civilians were injured during the time.

Giving year-wise details regarding casualty of the security forces and J&K police personnel, he said, 80 were killed in 2017, 91 in 2018, 80 in 2019, 62 in 2020 and 35 in 2021 (upto November 15).

Similarly, he said, 226 were injured in 2017, 238 in 2018, 140 in 2019, 106 in 2020 and 86 in 2021 (upto November 15).

Regarding the civilian deaths, the minister, said that 40 were killed in 2017, 39 each in 2018 and 2019, 37 in 2020 and 40 this year.

Regarding injuries, he said, 99 civilians were wounded in 2017, 63 in 2018, 188 in 2019, 112 in 2020 and 72 in 2021.

Regarding question by the parliamentarians about measures under taken by government to protect common man from anti-militancy/ naxal operations,  the minister said that security forces take “utmost care and exercise restraint during anti-militancy/naxal operations to ensure that no common man is hurt.”

“The measures taken by the Government to protect the common man from the (militant) attacks include proactive operations against (militants), identification and arrest of over ground workers/supporters of (militancy), action against members of banned organizations, intensified night patrolling and checking at Nakas, security arrangements through appropriate deployment, coordination meetings amongst security agencies, high level of alertness maintained by the security forces, legal action in cases of (militant) funding, etc,” he said as per the reply. 1678 migrants returned to J&K post abrogation of Art 370: MHA

Srinagar:  Stating that the Central government is taking every step to restore ancestral properties of migrant Hindus, the Ministry of Home Affairs (MHA) Tuesday informed the parliament that a total of 1678 migrants have returned to Jammu and Kashmir after the abrogation of Article 370 for taking up jobs.

In the winter season of parliament, queries were raised regarding the migrant Hindus which include the measures taken to restore ancestral properties and the cases where the property has been restored.

The Minister of State (MoS) in the Ministry of Home Affairs (MHA) Nityanand Rai replied to the queries raised in the Lok Sabha on Tuesday.

The MoS informed that the Government has taken various measures to restore ancestral properties to migrant Hindus. Under the J&K Migrant Immovable Property (Preservation, Protection & Restraint on Distress Sales) Act, 1997, District.

The Minister said that the Magistrates (DMs) of concerned Districts in Jammu & Kashmir are the legal custodians of the immovable properties of Migrants, who take suo motto action on eviction proceedings in cases of encroachment.

“The migrants can also request DMs in such cases”, the minister said in the reply.

He informed that the DMs are further empowered to take all steps for the preservation and protection of such properties.

“As per the information provided by the Government of Jammu & Kashmir, after the abrogation of Article 370, a total of 1678 migrants have returned to Kashmir for taking up the jobs under the Prime Minister’s Development Package-2015”, the Union Minister informed the parliament.

He also informed that as per the information provided by the Government of Jammu & Kashmir, the land of 150 applicants has been restored.

He further said that the Government of J&K has launched a portal on 07.09.2021 to address the grievances of Kashmiri Migrants in this regard. (KNO)

J&K records 171 new Covid-19 cases

Srinagar: Jammu and Kashmir reported 171 fresh covid-19 cases while there was no death due to the virus in the last 24 hours, officials said on Tuesday.

Among the fresh cases, 32 were reported from Jammu Division and 139 from Kashmir, taking the overall tally to 336852.

There was no death due to the virus during the last 24 hours, they said. So far 4476 persons—2185 in Jammu and 2291 in Kashmir—have died due to the virus, they said.

Giving district wise details of the fresh cases, the officials said that Srinagar reported 62 cases, Baramulla 42, Budgam 16, Pulwama 1, Kupwara 5, Anantnag 1, Bandipora 3, Ganderbal 9, Kulgam 0, Shopian 0, Jammu 18, Udhampur 2, Rajouri 2, Doda 1, Kathua 3, Samba 0, Kishtwar 0, Poonch 0, Ramban 1 and Reasi 2.

A number of these cases were confirmed at CD hospital’s diagnostic laboratory and include male (26) (NA) from Parraypora sgr, female (55) (NA) from Humhama, female (55) (NA) from Kawdara, male (63) (NA) from Bemina sgr, female (20) (NA) from Langate, male (17) from Sogam lolab, male (30) Doniwari lolab, female (17) (NA) from Doorusa lolab, female (20) from Darpora lolab, male (40) (NA) from BSF Kupwara, female (68) (NA) from Brain, male (58) from Ishbar, male (43) (NA) from Brain Nishat, male (35) from Batpora, male (15) (NA) from Alamgiri bazar Sgr, female (55) (NA) from Gonjiwara sgr, male (75) (NA) from Naqashpora sgr, male (72) (NA) from Hazratbal, male (37) (NA) from Barzulla, female (46) (NA) from Barzulla, female (45) (NA) from Kupwara and male (47) (NA) from Habbak Sgr.

Moreover, 172 Covid-19 patients recovered during the time, 22 from Jammu Division and 150 from Kashmir, they said.

So far 330751 patients have recovered, leaving active case tally at 1625—191 in Jammu and 1334 in Kashmir.

They said there was no new confirmed case of mucormycosis (black fungus) reported today. So far 49 black fungus cases have been confirmed in J&K, the officials said.

The officials also informed that 52425 doses of covid-19 vaccine were administered during the time in J&K. (GNS)
