Additional charge syndrome mars Education Department

Takes heavy toll on officers, several await promotions

Anantnag: With authorities failing to clear the promotions of officials in the education department, several education zones and higher secondary schools continue to remain headless.

However, the Zonal offices and HSSs are being looked after by the Zonal Education Officers (ZEOs) and Principals of other zones and Higher Secondary Schools, thus simultaneously making them overburdened.

In one such instance, a Principal on of the Schools has been tasked to look after one education zone, having over 100 schools and four Higher Secondary Schools in Bijbehara, Srigufwara and Pahalgam areas.

Official sources said that the official is actually posted as Principal Higher Secondary School Marhama but has been given the additional charge as Principal of three other Higher Secondary Schools and one of the largest educational zones, Srigufwara which has more than hundred schools.

“It is not humanly possible for a person to run the administrative affairs of four HSSs and an education zone with around hundred schools but authorities hardly bother about it. They overburden the officers with additional charges but are sitting over the promotions of officials who could have been posted in these headless institutions and zones for their smooth functioning,” said an official.

The officer, he said, few months back had to look after six HSSs but later charge of two of them was assigned to other principal.

Besides, dozens of other HSSs and education zones in Anantnag and other district continue to remain headless for a year or two, official sources said.

Similarly another official of the department for nearly last two years has been looking after one education zone, a Higher Secondary School (HSS) and a High School in Aishmuqam area.

An official posted in one such HSS said that though these officers are putting all their efforts to ensure smooth functioning of these institutions, but still the teachers and the clerical staff have to face severe inconvenience in getting their official works done.

“These officers are virtually on toes throughout the day moving from one institution to other to ensure administrative affairs are not hit anywhere. But teachers in urgent matters, many a time, have to travel long distances to locate them to get their documents signed,” the official said.

Ironically, sources said, authorities have not been clearing the promotion cases of the officials, who are due for promotion as ZEOs or Principals.

A top officer in the department said that the authorities have now started clearing the promotion files of officials due for promotion as a result of which many headless institutions got heads in the last two to three months.

“Yes we still have many HSSs, zones or high schools without heads, which overburdens the officers holding additional charges,” the officer admitted.

 

Integration Of Mental Health Services

Recently, the Government informed the parliament that it conducted the National Mental Health Survey (NMHS) of India through the National Institute of Mental Health and Neuro Sciences (NIMHANS), Bengaluru, as per which the prevalence of mental disorders in adults over the age of 18 years is about 10.6%. Significant gender differentials exist with regard to different mental disorders. The overall prevalence of mental morbidity was higher among males (13.9%) than among females (7.5%); Prevalence of mental disorders/morbidity in age group 13-17 was 7.3%, 18 – 29 years: 7.5%, 30-39 years: 14.6%, 40-49 years: 18.4%, 50-59 years: 16.1% and 60 years and above: 15.1%.

The more things are supposed to change the more they remain the same. The covid-19 pandemic, unfortunately, added a toll on mental health.

Public health experts have repeatedly said that there is a manifold increase in mental health cases amid the virulent disease with many attributing the rising stress and anxiety levels to isolation, loss of loved ones, economic uncertainty and the fear of contracting the disease.

As per an expert, nearly half of patients do not have any history of mental illness and despite the lifting of lockdowns; the number of cases remained largely the same.

Without a doubt, the lives have been disrupted, livelihoods of the people hurt, or even destroyed due to the pandemic. As a consequence, evidently, there is anxiety, fear, stress, and trauma.

The pandemic has surely aggravated the situation, leaving those having such issues to struggle with the symptoms and disabilities that result from what is basically and undeniable a disease which to a large extent is curable. What makes the challenge more difficult is stereotypes and prejudice such people face purely as a result from misconceptions about mental illness. As a result, people with mental illness are robbed of the opportunities that define a quality life—good jobs, satisfactory health care, and association with a diverse group of people.

The people having mental illness not only face the public stigma which is the reaction that the general population has towards them  but also self-stigma which is defined as prejudice which they turn against themselves.

The Mental Healthcare Act, 2017 provides for integration of mental health services into general healthcare services at all levels of healthcare including primary, secondary and tertiary healthcare and in all health programmes run by the appropriate Government. As such, the mental healthcare services need to be extended through various levels of healthcare delivery systems.

Rs 1623 cr Jhelum flood management plan to be part of FMBAP

Srinagar: The Rs 1623 crore ambitious plan for flood management of river Jhelum and its tributaries would be part of the Centrally Sponsored Scheme “Flood Management and Border Areas Programme” for the period 2021-26.

The Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti has informed the administration of J&K Union Territory that the project would be part of the Flood Management and Border Areas Programme(FMBAP) for 2021-26.

“The Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti has informed that the scheme has been included under centrally sponsored scheme FMBAP 2021-26. Action for seeking cabinet approval has been initiated. Approval is expected approximately after two months,” reads a document in possession of The Precious Kashmir.

The project was granted technical clearance on December 9, 2019 by technical advisory committee (TAC) of the Central Water Commission. Subsequently, the project was accorded investment clearance on February 19, 2020 but the same was communicated on July 30, 2020.

According to documents, the Jammu and Kashmir government has submitted a budget proposal for Rs. 684.61 crore to the Union Ministry for release of funds. This includes Rs 227.44 crore UT share.

It is worthwhile to mention that the project is part of the Prime Minister’s Development Package for Jammu & Kashmir. The development package worth Rs 80000 crore was announced by the Prime Minister Narendra Modi during a joint PDP-BJP rally at SK Stadium, Srinagar on November 7, 2015. Out of 53 projects being executed under the package in J&K, 21 have been completed while nine are being completed in the ongoing financial year.

GMC Anantnag’s emergency jam-packed with patients, healthcare goes for a toss

‘Most cases put on trolleys to accommodate huge patient influx’

Anantnag: With block A of the Government Medical College (GMC) Anantnag still under construction, the space starved causality ward of the healthcare facility is witnessing huge chaos during the night hours due the flow of patients.

The ward having the capacity of less than 20 beds remains stuffed with at least fifty patients, thus putting the burden on the doctors & hospital staff and leaving the patients as well as the attendants to suffer.

The corridor of the ward leading to different rooms including the one where ventilators are installed also remains virtually blocked with trolleys fixed by the hospital management to deal with the huge patient rush.

In the ward meant for emergency cases, there is hardly any space between the beds making it difficult for attendants, medical staff to move.

Para-medics on night shift are seen struggling to reach and attend to patients.

Attendants of patients admitted in the ward throughout the night have to bring in trolleys from outside and then find a space for the same.

It takes nearly 20 to 30 minutes for attendants to find some space for their patients in the ward with Para-medics on night duty expressing helplessness in both arranging beds or finding space for the patients.

This reporter saw many attendants pleading the Para-medics to attend to their patients without beds.

“You first find some space for your patient then only I can attend her. How can I put him on IV fluids unless she finds a bed or trolley,” replied one of the Para-medic.

The chaos in the ward is such that some attendants prefer to leave and take their patients back home even without consulting doctors.

This reporter spoke to an attendant who after failing to find the space for his patient decided to move back home to avoid, what he said, more agony to the patient and catching infection himself.

“My sister is suffering from severe stomach and abdomen pain. Doctors advised some injectables with IV fluids but for the last 15 minutes I cannot find a space where I can place her on trolley. Now I thought it is better to move back home and get a neighbouring medicate who can put her on IV fluids. Here it only means furthering the agonies of the patient. This is a joke in the name of healthcare,” the man told this reporter before leaving the ward with his patient.

This reporter on seeing chaos in the ward spoke to a Para-medic on the night duty, who said that these scenes happen every night in the ward.

“Don’t you see patients in the ward are three times more than its capacity? We are now used to such chaotic situations here as we have to handle such rush, some times more than this, every night. This chaos will end only after the new block of the hospital is completed and made functional,” the Para-medic said.

Principal, GMC Anantnag, Dr Tariq Qureshi admitted that the emergency ward remains hugely overcrowded but added that the issue will be solved by March 2022 when the new block gets ready.

“In new block, we will have almost 100 beds for emergency purpose. What made the things worse is that we had to designate two wards for Covid management,” Principal told Precious Kashmir.

Covid-19 claims 4 lives, 126 test positive in J&K

Srinagar: Jammu and Kashmir reported four fresh fatalities due to covid-19 while 126 persons tested positive for the virus in the last 24 hours, officials said on Sunday.

15 of the fresh cases were reported from Jammu Division and 111 from Kashmir, taking the overall tally to 338871.

There were four deaths reported from the Valley due to the virus during the last 24 hours, they said. So far 4495 persons—2189 in Jammu and 2306 in Kashmir—have died due to the virus, they said.

Giving district wise details of the fresh cases, the officials said that Srinagar reported 52 cases, Baramulla 19, Budgam 11, Pulwama 7, Kupwara 3, Anantnag 2, Bandipora 9, Ganderbal 8, Kulgam 0, Shopian 0, Jammu 9, Udhampur 0, Rajouri 1, Doda 0, Kathua 1, Samba 0, Kishtwar 2, Poonch 2, Ramban 0 and Reasi 0.

Moreover, 176 Covid-19 patients recovered during the time 48 from Jammu Division and 128 from Kashmir, they said.

So far 332835 patients have recovered, leaving active case tally at 1541—385 in Jammu and 1156 in Kashmir.

They said there was no new confirmed case of mucormycosis (black fungus) reported today. So far 58 black fungus cases have been confirmed in J&K, the officials said.

They also informed that 20499 doses of covid-19 vaccine were administered during the time in J&K. (GNS)

Banks play major role in prosperity of country: PM Modi

‘Over 1 lakh depositors got their money back that was stuck for years’

New Delhi: Prime Minister Narendra Modi on Sunday said that more than one lakh depositors have got their money back that was stuck for years as several banks struggled to stay afloat or sank, thanks to the new law that guarantees timely refunds.

As much as Rs 1,300 crores has been refunded to such depositors in the last few days, he said.

In a major relief to depositors, especially small ones, the government has raised the bank deposit insurance cover to Rs 5 lakhs from Rs 1 lakh earlier. It has also been provided that the depositors will get their money back within 90 days if a bank is restrained by the RBI.

Deposit insurance covers all deposits such as savings, fixed, current, recurring deposits, etc. in all commercial banks, functioning in India. Deposits in State, Central and Primary cooperative banks, functioning in States/Union Territories are also covered.

“Understanding the concern of the poor, understanding the concern of the middle class, we increased guaranteed amount to Rs 5 lakh,” said Prime Minister at a function on “Depositors First: Guaranteed Time-bound Deposit Insurance Payment up to Rs 5 Lakh” here today.

He noted that banks play a major role in the prosperity of the country and for the prosperity of the banks, it is equally important for the depositors’ money to be safe.

“If we want to save the bank, then depositors have to be protected,” Modi said.

The Prime Minister also handed over cheques to some of the depositors.

The Prime Minister said any country can stop the problems from getting worse only by timely resolution of them. However, he said, for years there was a tendency to avoid problems.

“Today’s new India strives for solving problems, today India does not avoid problems,” he said.

The Prime Minister noted that over the years, by merging many small public sector banks with large banks, their capacity, capability and transparency have been strengthened in every way. When RBI monitors co-operative banks, it increases the confidence of the common depositor in them, he said.

Modi said that banking had not reached women of the country in any significant way earlier while his government accorded priority to it.

“Of the crores of bank accounts opened under Jan Dhan Yojana, more than half belong to women. The effect these bank accounts have on the economic empowerment of women, we have also seen in the recent National Family Health Survey”, he said. (UNI)

Govt committed to provide world class facilities for pilgrims: LG

Interacts with Amarnath Shrine Yatra Langar, Bhandara Associations

New Delhi: Lieutenant Governor, Manoj Sinha, Sunday said that the Jammu and Kashmir government is committed to providing world class facilities for the pilgrims.

Sinha interacted with the members of various associations of Langars and Bhandaras, which serves the pilgrims during the annual Shri Amarnath Shrine Yatra.

As many as 20 members representing Shri Amarnath Burfani Langars Organization (SABLO) and Shri Amarnath Yatra Bhandara Organization (SAYBO) met the Lt Governor and discussed various aspects of the smooth conduct of the Yatra.

The meeting was attended by Principal Secretary to the Lt Governor, Nitishwar Kumar; Additional CEO SASB, Rahul Singh and Dy CEO Vikas Anand.

Speaking on the occasion, the Lt Governor observed that the UT Government is committed to providing world class facilities for the pilgrims, besides facilitating Langars and Bhandaras during the yatra to the Holy Cave.

“The holy Yatra is a symbol of compassion, spirituality, service, and peace. Continuous efforts are being made to make the yatra more comfortable, modern, and safe for the pilgrims”, he added.

The Lt Governor further informed the representatives of the associations about the substantial upgradation of facilities and infrastructure development for the Yatris achieved in the past two years.

He observed that three Yatri Niwas are being created to provide better boarding and lodging facilities to pilgrims on way to the Holy cave. These include Chandarkote Yatri Niwas coming up at District Ramban, which would provide accommodation to around 3200 yatris, besides Jammu Yatri Niwas and Srinagar Yatri Niwas with capacity of accommodation of 3000 and 2250 yatris, respectively.

The representatives of the Langar Associations appreciated the efforts of UT government and confirmed their active participation in the Yatra arrangements. They also offered their help through donations in terms of monetary as well as material resources required for the infrastructure. The associations also made certain suggestions for further improvement in infrastructure and facilities for pilgrims.

Earlier, Additional CEO, SASB, Rahul Singh briefed the gathering on the existing facilities and infrastructure of Shri Amarnath Shrine Board.

India has won direct wars with Pak, will also win indirect one: Rajnath

New Delhi: Defence Minister Rajnath Singh on Sunday said that India has won direct wars with Pakistan and will also win indirect one as well.

Singh was speaking after inaugurating ‘Swarnim Vijay Parv’ celebration at India Gate on 50 years of India’s 1971 war.

Singh said, “After the defeat in 1971, Pakistan is continuously fighting a proxy war. Pakistan wants to disrupt peace in India by promoting terrorism and other anti-India activities. The Indian forces foiled their plans in 1971 and work to eliminate terrorism from its root is underway. We have won in a direct war and the victory will be ours in an indirect war as well,” he added.

Talking about strong anti-India sentiment of Pakistan, Singh said, “The anti-India feeling in Pakistan can be seen from the fact that they name their missiles after invaders who attacked India – Ghori, Ghaznavi, Abdali, whereas India’s missiles are named Akash, Prithvi, Agni. Now one of our missiles has also been named Sant”.

Singh congratulated Defence Research & Development Organisation (DRDO) for the successful flight test of indigenously designed and developed helicopter-launcher Stand-off Anti-tank (SANT) Missile on December 11.

The Defence Minister termed the 1971 war as among the most decisive after two World Wars. “This war tells us that the partition of India on the basis of religion was a historic mistake. Pakistan was born in the name of one religion but it could not remain one,” he added.

Singh mentioned that the 1971 war is a classic example of India’s morality and democratic traditions. “It will be rarely seen in history that after defeating another country in a war, a country does not impose its dominance, but hands over power to its political representative. India did this, because it is a part of our culture. India has never invaded any country, nor has it ever captured an inch of land of any other country,” he said.

The Defence Minister recalled India’s contribution in the establishment of democracy in Bangladesh and appreciated the fact that it has progressed rapidly on the path of development in the last 50 years, which is an inspiration for the world.

Singh said that the atrocities on the people of then East Pakistan were a threat to the entire humanity and it was India’s responsibility to liberate them of that injustice and exploitation.

He paid rich tributes to the brave Indian soldiers, sailors and air warriors and their families who ensured the victory in the 1971 war, and said that the country will always be indebted to their sacrifice.

Remembering general Bipin Rawat, India’s first Chief of Defence Staff, Singh said that in the untimely death of General Rawat, India has lost a brave soldier, an able advisor and a lively person.

The event will also mark the culmination of the year-long journey of the Victory Flame, the Swarnim Vijay Mashal which, having traversed the length and breadth of the country and collected soil samples from the villages of the gallant soldiers of the war, will converge in New Delhi on December 16, 2021 in a grand ceremony. JeM militant killed in Awantipora: Police

Srinagar: A newly recruited Jaish-e-Mohammad militant was killed in an encounter with joint team of police and army on Sunday, officials said.

“Based on a specific input generated by Police regarding presence of a (militant) in village Bargam area of Awantipora, a joint cordon and search operation was launched by Police, 42RR and 130Bn CRPF in the said area,” a police spokesperson said.

During the search operation, he said, as the presence of the (militant) was ascertained, he was given ample opportunities to surrender. However, he denied the surrender opportunities and fired indiscriminately upon the joint search party which was retaliated, leading to an encounter, the spokesman said.

“In the ensuing encounter, the trapped (militant) was killed and his body was retrieved from the site of encounter,” he said.  The militant has been identified as Sameer Ahmad Tantray son of Ghulam Mohammad Tantray resident of Bargam Awantipora.

“As per police records, the killed (militant) was a categorized terrorist linked with JeM and was part of groups involved in several cases,” he said, adding, “Before joining (militant) folds he was working as a (militant) associate and involved in providing logistic support to the active (militants) in the area.” As per a police officer, Sameer had joined JeM outfit on 2nd November of this year and was under C- category,

The spokesperson was also involved in pasting threatening posters of the outfits in Awantipora and adjoining areas to threaten the law abiding citizens and keep them away from democratic activities, he said.

“Incriminating materials including arms & ammunition were recovered from his possession. All the recovered materials have been taken into case records for further investigation.”

Have inputs about vehicle bound IEDs: Police

Deny house detention of Mehbooba Mufti

Srinagar: Police on Sunday said that it was not ‘advisble’ to hold any public gathering in high security Gupkar area here amid inputs about “vehicle bound IEDs being used to target civilians and security establishments” even as it denied placing PDP chief Mehbooba Mufti under house arrest.

“It was learnt that PDP was scheduled to hold a Youth Convention at Fairview, a government bungalow which is also the residence of Ms Mehbooba Mufti, on Gupkar Road,” a police spokesperson said in a statement.

“Gathering of at least 1000 people was expected. Given the prevalent Covid situation and larger security implications resulting from allowing such a large number of people and accompanying cars and vehicles into a high security zone, it was not advisable to allow such a large flow of people and unchecked vehicles.”

He said there are “credible inputs of vehicle bound IEDs being used to target civilians and high security installations.”

“The Gupkar Road houses high security buildings of various organisations and security sensitive establishments and intelligence agencies.” He said allowing large number of vehicles to be parked in this high security zone would have jeopardised the security in the area. “It is pertinent to mention that no such gatherings and amassing of vehicles were allowed on the road earlier too.”

Moreover, he said, no official residence has been known to have hosted large political rallies on Gupkar Road in the recent past.

“Legal Orders for necessary restrictions on the convention were passed by the Executive Magistrate, South Srinagar keeping in mind the COVID protocol and security sensitiveness of Gupkar zone,” he said, adding, “It is completely incorrect that Ms Mufti is under house arrest.”

However, he said, local administration had advised PDP to apply for holding this convention in a more open area in view of Covid-19 and security reasons. (GNS)
