J&K Govt to revise stamp duty rates, to be applicable from Jan 1

Jammu: Jammu Divisional Commissioner Jammu, Dr Raghav Langer who is also the chairman of Divisional valuation Board on Monday chaired a meeting of Deputy Commissioners and senior officers to discuss revision of Stamp duty rates for year 2022 for Jammu Division.

The Chair was informed that the preparation and revision of Market value guidelines as per SRO 303 2011 and SRO 221 of 2018 by the Finance Department have been initiated.

Threadbare discussion was held on various functions of Divisional Valuation Board and its function, official spokesman said.

He said that the Divisional Valuation Board will analyze the circle rates of land/ market values proposed by the district valuation Committees and grant the final approval so as to notify the market value guidelines for different areas such as general Value of house sites, type and structure of buildings, classification of land, stamp duty rates etc the meeting decided.

While reviewing the district wise revision of Stamp Duty rates, Deputy Commissioner Doda informed the meeting that the district administration has proposed increase of value over the current year; of residential plots from 33.3% to 73.16% and Commercial plots from 52.38% to 163.74% in urban area, while in rural areas it is average 10%to 40 %.

Deputy Commissioner, Rajouri informed that in urban areas the proposed increase in value of residential plots is 5 to 6% and Commercial plots is 6 to 7.5%.

For district Udhampur, the proposed increase in value of residential plots is 2% and no increase in Commercial plots, while in rural areas it is an overall increase of 5 to 8% across all types of land. For District Kishtwar, the increase in value of land in Urban and Rural areas is roughly 3%.

In district Ramban, the value of all urban land is 10% and in rural areas it is 5%. Increase of residential value as well as commercial plots is 5% and in rural areas it is 7 to 30%, was informed in the meeting.

For Poonch urban areas, the proposed increase value is 11 to 14 % and rural area is 3 to 34 %, the Chair was informed by Deputy Commissioner, Poonch.

The proposed value of residential as well as commercial buildings in Reasi is proposed to be hiked upto 4 to 5% and in the rural areas upto 6 to 36%, was informed by Deputy Commissioner Reasi.

The Divisional Commissioner directed all the officers for personally reviewing the process of Market valuation to finalize the stamp duty rates for the year 2022 of Jammu division.

He also directed for correction of aberration or mismatch in previous rate schedule and clearance of variations in any area and including those areas in the upcoming year rate list, which were left out or missing in previous list while preparation of market value and stamp duty rates.

All DCs were directed to seek details of such villages/urban pockets wherein maximum sale deeds/conveyance deeds have been registered by the Sub-Registrars in the current calendar year especially near to infrastructure projects, major highways and growth corridors.

Dr Langer further asked the concerned to re-visit the rate list of proposed market value and compare with previous three year for various categories of land as per the facilities available like important road networks, other amenities, facilities of irrigation in terms of agricultural land, imp mega projects in the area etc.

Rs 1584 cr kept in J&K budget for PRI, DDCs, BDCs: Govt to parliamentary panel

Srinagar: The government has informed the department-related parliamentary standing committee on Home Affairs that Rs 1584.25 crore has been provisioned for Panchayati Raj Institutions, block development councils and district development councils in Jammu and Kashmir’s budget for the ongoing financial year.

In its action taken report submitted to the panel, the government has informed the panel that funds to the tune of Rs1,313 crore have been provisioned for Panchayati Raj Institutions (PRIs) and Rs 271.25 crore for district development councils (DDCs)/block development councils (BDCs) out of Union Territory’s budget 2021-22 for strengthening local body Institutions.

The ATR further reveals that the Government of Jammu and Kashmir is in a process to devolve adequate funds, functions & functionaries to Panchayats in terms of 73rd constitutional amendment, besides to ULBs under 74th constitutional amendment.

The ATR was submitted as the parliamentary panel had earlier recommended to the government to devolve more funds, functions and functionaries to the Panchayats in the UT to bring it at par with Panchayats of the other States/UTs.

“The Committee notes that School Education, Health, ICDS, Rural Development, Social Welfare and other Departments have been transferred to Panchayat Raj Institutions at various levels along with financial powers. The Committee is of the view that adequate delegation of power should be made for the grassroots institutions of Panchayats. Therefore, the Committee recommends to devolve more funds, functions and functionaries to the Panchayats in the UT to bring it at par with Panchayats of the other States/UTs,” read the report.

The elections for three tiers of Panchayati Raj were held after BJP withdrew support to Mehbooba Mufti-led government in June 2018.

While Panchayat and BDC polls were held in 2018 and 2019 respectively, the DDC polls were conducted in 2020. (KNO)

Gurez-Bandipora road to remain closed till further orders

Bandipora: Authorities in north Kashmir’s Bandipora district have informed that the traffic movement on Bandipora-Gurez and Dawar-Tulail road will remain suspended from tomorrow till further orders in the wake of fresh weather advisory.

The road to Gurez that passes through the Razdan Pass has been closed for traffic movement. The instructions were passed by the authorities following an advisory from the meteorological office.

An order issued by the Sub-Divisional Magistrate Gurez read, “In view of weather forecast issued by Meteorological Department and as precautionary measures, traffic civilian on Dawar -Bandipora and Dawar-Tulail road shall remain suspended on 14-12-2021till further order,”.

“SHO Police station Gurez, SHO Police station Badugam and 1/c Police post Izmarg are hereby directed to not allow any vehicle from Dawar to Bandipora and from Dawar to Tulail and vice versa, ” it reads.

Gurez area remains cut off from the rest of the Kashmir valley due to the accumulation of snow on the road. (KNO)

Rajouri admin steps up efforts to achieve 100% saturation of SEHAT scheme

Rajouri: Intending to achieve 100% saturation of SEHAT scheme, the District Administration Rajouri Monday started its special two day PM-JAY enrollment camps at different locations to add all the leftover beneficiaries under the scheme.

The camps are being organized on the directions of the District Development Commissioner Rajouri, Rajesh K Shavan.

PM-JAY is the world’s largest health insurance/ assurance scheme fully financed by the government. It provides a cover of Rs. 5 lakhs per family per year for secondary and tertiary care hospitalization across public and private empanelled hospitals in India.

The VLEs, Arogya Mitras and staff of the Education Department have been deployed for the task and they have been directed to ensure cent percent coverage of all the eligible beneficiaries under the scheme during these camps.

An enthusiastic response from the general public was witnessed on the occasion as a large number of people participated in the camps and got themselves registered under the scheme.

The field functionaries deployed for the task also highlighted the importance of SEHAT scheme saying that the scheme provides an easy access to affordable healthcare facilities during health emergencies and everyone must avail the benefits of such welfare programs.

The registration activities are being personally monitored by the in-charge panchayat officers and they have been given strict instructions to cover all the leftover beneficiaries of their areas within three days.

 

Kabamarg residents decry lack of basic facilities

Anantnag: The residents of Kabamarg area in Larkipora belt of south Kashmir’s Anantnag district said that they have been deprived of the basic facilities like roads, water supply and electricity infrastructure in the area causing locals to suffer.

Locals said that the area lacks proper transport facilities, network connection, scheduled power and water facilities since the last several years.

Mohammed Sultan, a local, said that despite having historical importance, the area has been neglected as the roads leading to the area are narrow and no public transport is available on the roads.

“There is no scheduled power supply in the area due to which their water supply is also getting affected,” Sultan said.

The residents also alleged that the Power Development Department (PDD) had not upgraded electricity transmission lines in the village.

“The high-tension and low-tension transmission lines are of poor quality and are lying low. They often develop snag, affecting electric supply to the village,” locals said.

Shakoor Ahmad, another local resident, said that there is no proper cellular and internet connectivity in the area.

“Whether it is BSNL, Airtel or Jio, no mobile network is working in the area,” Shakoor said. “We have brought our issues in notice of higher ups several times but to no avail.”

Kabamarg has historical importance as thousands of people from different areas of Kashmir visit the place to offer Friday prayers and have a glimpse of holy things associated with Prophet Mohammed (PBUH) and his companions.

The residents appealed Lt Governor Manoj Sinha and the district administration to intervene and redress their grievances. (KNO)

Jammu Police arrest 2 with Chinese pistol, magazine near Airport

Jammu: Police on Monday averted a major tragedy by arresting two persons with a Chinese Pistol and a magazine near the Jammu Airport, police spokesman here said.

The spokesman said that a police team from Satwari Police Station this evening during routine patrolling near Jammu Airport, found one vehicle parked along the roadside in the darkness.

“Police team inquired the occupants about the motive of parking the vehicle on which they started shouting and assaulted the police officials on duty,” said the police spokesman.

He said that the alert team acted swiftly and overpowered them and during the search one Chinese pistol along with a magazine was recovered from their possession which they had carried for committing some serious crime in the area.

Both the persons identified as Randeep Singh and Lobjot Singh, both residents of Nanak Nagar, Jammu, were arrested.

“A case has been registered under relevant sections and investigation is taken up,” police added. (UNI)

Awareness camp of value-added products held

Rajouri: An awareness program cum demonstration on value-added products was organized by JKNRLM in collaboration with the Horticulture Department here at BMMU Manjakote.

As many as fifty members of the Self Help Groups participated in the camp.

The resource persons including Sunil Mahnoori; Tasleem Arief; Rajinder Kumar; Hans Raj and Mohd Ashraf made the participants aware of many income-generating activities and urged them to avail themselves of the benefits of the same.

District Level Subject Matter Specialist (POMOLOGY), Jyoti Prakash disseminated detailed information about the feasibility of various fruit plantations in Manjakote block and schemes of the horticulture department including Ultra High-Density Apple plantation, MIDH, PMKSY, PMPD, SMAM and other schemes being implemented by the Horticulture Department in the district.

They also demonstrated the techniques of value addition in horticulture products and explained the techniques of making Jam and Pickle.

They also assured that such awareness programs will continue to organise in near future for SHGs, VOs and CLFs.

Jammu admin retrieves 158-kanal encroached State land

Jammu: District Administration Jammu retrieved 158-Kanal encroached State land during an anti-encroachment drive, here at village Shiba, Tehsil Nagrota.

A team of Revenue officers/officials headed by Tehsildar Nagrota/Dansal, Dhruv Gupta and Police team comprising SDPO Nagrota and SHO Nagrota retrieved the encroached state land measuring 158 kanal worth Rs. 7.5 crore as per the current stamp duty rates with khasra no. 241.

The retrieved state land also includes seven kanal land proposed for development of a playground of Government Middle School Shiba, which was handed over to school authorities.

Similarly, during the drive 6 illegal structures raised on the state land by the encroachers was also demolished during the drive.

IIT-D develops kit that tests Omicron in 90 minutes

New Delhi: Researchers at IIT Delhi’s Kusuma School of Biological Sciences have developed an RT-PCR based assay for the specific detection of the Omicron (B.1.1.529.1) variant of SARS-CoV-2.

The assay is based on detecting specific mutations, which are present in the Omicron variant and absent in other currently circulating variants of SARS-CoV-2. Primer sets targeting these unique mutations in the S gene were designed for the specific amplification of either the Omicron variant or other currently circulating variants of SARS-CoV-2 and tested using real time PCR. Using synthetic DNA fragments, the assays were optimised to distinguish the wild-type from the Omicron variant in a dynamic range from 107 to less than 100 copies per reaction.

Currently, the identification or screening for Omicron is done world-wide using next-generation sequencing based methods, which require over 3 days. By using this RT-PCR based assay, it will be possible to test for the presence of the Omicron variant within 90 minutes.

This can be used as a rapid screening assay for the identification and isolation of individuals with the Omicron variant. IIT Delhi has filed an Indian patent application for the same and is in the process of initiating talks with potential industry partners.

IIT Delhi had earlier obtained ICMR approval (first academic Institute in India to do so) for an RT-PCR kit for the diagnosis of SARS-CoV-2, which was successfully launched in the market. (IANS)

Sr National hockey: Punjab first to enter quarters; Karnataka, Chandigarh log second wins

Pune: Hockey Punjab became the first team to make it to the quarter-finals of the 11th Hockey India Senior Men’s National Championship at the Major Dhyanchand Hockey Stadium, Nehrunagar-Pimpri on Monday, beating Hockey Andhra Pradesh 7-1 in a preliminary league match here.

Hockey Karnataka and Hockey Chandigarh remained unbeaten and stayed on the course of quarter-final berths registering second wins respectively pools. Hockey Karnataka downed Le Puducherry Hockey 4-1 in Pool C and Hockey Chandigarh edged out Manipur Hockey 1-0 in Pool E.

In a Pool D encounter, Punjab thrashed Hockey Andhra Pradesh to remain unbeaten in a group reduced to three teams after Hockey Andaman and Nicobar failed to turn up for the championship.

Punjab began their match with India international and 2020 Tokyo Olympics bronze medallist Rupinder Pal Singh (2nd min) converting his team’s second penalty corner. Thereafter, Hockey Punjab displayed a collective show with Lovepreet Jainth (5th); Ranjot Singh (19th), Sudarshan Singh (29th) sounding the board. Hockey Andhra Pradesh surprised Punjab when Venkata Sree Arjipineni Balaji (26th) scored to end the first half 4-1.

Changing ends, Parampreet Singh (40th), Sankalp Singh (42nd), and Sudarshan completed the tally.

Earlier, Hockey Punjab beat Hockey Uttrakhand on Day 1 of the competition and now have a game against the no-show Andaman and Nicobar. Hockey Punjab (6 points) qualified for the knock-out stage, while Hockey Andhra Pradesh, who lost their first match bowed out.

In Pool E, Hockey Chandigarh found their hero in Amandeep (42nd) en route a 1-0 win over Manipur Hockey.

Manipur Hockey, coming off the back of a massive win over Tripura Hockey in their first match, fell to a deft deflection by Hockey Chandigarh’s Amandeep in the third quarter which stood to be the decider. Hockey Chandigarh remain unbeaten and now have six points to their name. Hockey Manipur and Hockey Rajasthan have 3 points each.

In another match in Pool E, Hockey Rajasthan defeated Tripura Hockey 18-0 after Vijendra Singh (25th, 28th, 40th, 48th, 50th, 57th) putting on a six-star effort.

In an all-South zone Pool C clash, Hockey Karnataka downed Le Puducherry Hockey 4-1 in the opening match of Day-3. A goal in each quarter of the encounter did the job for Hockey Karnataka. Harish Mutagar (5th) opened scoring, before S Deekshith P (25th) made it 2-0 at halftime. S Deekshit’s goal was memorable as it logged the 150th goal of the tournament. Shamanth Cs (40th) and Pavan Madivalar (49th) completed the tally. Hockey Karnataka have six points after two matches.

There was a last-second drama in the last match of the day. In a Pool-B game, Delhi Hockey scored seconds from the final hooter to defeat Hockey Madhya Pradesh 3-2. Braj Gopal (60th) deflected the ball home from close to seal the issgue
