Jammu: Titans of India’s Real Estate Sector, including promoters in Residential, Retail & Commercial space, Entertainment Industry, Tourism & Hospitality, Logistics & Warehousing and Financing Institutions came together for the growth of J&K at the first-ever ‘Real Estate Summit-2021’.

In presence of Hardeep Singh Puri, Union Housing & Urban Affairs Minister; Manoj Sinha, Lieutenant Governor, J&K and Dr. Jitendra Singh; Union MoS, 39 MoUs worth Rs 18,300 Crore were signed today to foster growth and development in Jammu and Kashmir. It includes investments in the residential, commercial, infrastructure, and film sectors.

During his address, the Union Minister, Hardeep Singh Puri said that Real Estate, being the second largest employer in the country will create innumerable opportunities for economic growth in J&K.

The natural endowments in the UT of J&K and resilience of its people are second to none in the world which now need to be translated into economic development, prosperity and ease of living, said the Union Minister.

The Lt Governor, Manoj Sinha termed the event as a historic milestone in J&K’s Real Estate sector.

Last few years have seen tremendous change in terms of good governance, delivering development & transforming the infrastructure of the UT. Barriers to businesses in J&K have been removed. The UT of Jammu & Kashmir is now an attractive place to do business and invest, said the Lt Governor.

The Lt Governor announced that the next ‘Real Estate Summit’ will be organized in Srinagar on 21st and 22nd May 2022.

Development of local businesses is imperative in scripting the growth story of J&K. Besides national players in real estate, local developers of J&K will also be at the focus of this new dawn of development of real estate sector in the UT, he added.

The Lt Governor expressed his gratitude to the Prime Minister Narendra Modi and the Union Minister for Housing & Urban Affairs, Hardeep Singh Puri for revolutionizing the real estate sector in J&K.

The multiplier effect of the first-ever Real Estate Summit in J&K will be felt across the entire UT in coming years, added the Lt Governor.

Highlighting the key features of the Model Tenancy Act which was adopted today by the government, the Lt Governor said that the Act has been prepared with the objective of balancing the interests and rights of both, the landlord and tenant, and to create an accountable and transparent ecosystem for renting the premises in an efficient manner.

Owning a house is the dream for everyone and we are making a committed effort to bring it into reality. The launch of many portals including RERA portal, Housing Portal, integrated auction portal will facilitate a transparent and accountable framework in Real Estate Sector. Such initiatives will help both Developers and Homebuyers as one-stop portal for all their needs, said the Lt Governor.

We have also launched three Housing Schemes today under which about 1000 EWS apartments (under PMAY) and another 150 MIG and HIG apartments are being launched. Many more would be launched in the coming months, added the Lt Governor.

The Lt Governor said that the regressive land laws were amended providing relief to many sectors from farming to industries, education, real estate, hospitals and IT. Several progressive policies and procedural reforms have been implemented on the ground.  The best single-window Clearance System and every possible support of the government will be ensured to facilitate the investors, he added.

Recently, we have made changes in the Land Use Policy so that the companies eager to set up industries do not face the problem of land, said the Lt Governor.

Despite being endowed with immense natural wealth, business opportunities and excellent human capital, the progress of the industries in J&K were stalled. Since, 5th August 2019, J&K is undergoing a massive transformation, and Industries from all over the country are seeing Jammu and Kashmir as their preferred destination for investments and business ventures, observed the Lt Governor.

Efforts of Prime Minister and Home Minister are yielding favorable results with the new Industrial Development Scheme attracting huge investments in J&K. Within a year, we have received the proposals for investment worth Rs 44,000 crore. By March 2022, we will be able to bring an investment of Rs 60,000 crore to Jammu and Kashmir, said the Lt Governor.

In Jammu and Kashmir alone, Rs 1 lakh crore is being spent on highways, tunnels, and related infrastructure, due to which the nature of urban infrastructure will be completely transformed within two-three years, added the Lt Governor.

Union MoS (I/c), Ministry of Science & Technology, Earth Sciences, MoS PMO, Ministry of Personnel, Public Grievances and Pensions, Atomic Energy & Space, Dr Jitendra Singh, in his address, said that J&K is now entering the mainstream journey of PM Modi’s New India & the first-ever ‘Real Estate Summit’ today is one of the important links to connect it to mainstream India.

Speaking on the occasion, Durga Shanker Mishra, Secretary, Ministry of Housing & Urban Affairs (MoHUA), said that a paradigm shift in terms of development has been witnessed in every sector in J&K. The real estate sector will create a plethora of opportunities for the people of the UT in terms of employment, investment etc, he added.

Dr. Arun Kumar Mehta, Chief Secretary, J&K, during his address, said “Good connectivity, clean air, robust infrastructure, and lowest crime rate makes J&K an ideal investment destination”.

Niranjan Hiranandani, Vice Chairman NAREDCO India noted that – Incentivization by the Central and the UT Government will go a long way in accelerating the real estate growth in Jammu & Kashmir.

Signing of MoUs will help in exploring new opportunities in untapped locations which hold huge potential for future real estate development in the UT, said Sh Rajan Bandelkar, President, NAREDCO.

In his welcome address, Dheeraj Gupta, Principal Secretary, HUDD, J&K highlighted the growth potential of real estate in J&K.

On the occasion, the Government of J&K signed an MoU on skilling with the National Real Estate Development Council (NAREDCO) under which NAREDCO will 10,000 thousand workers in various skills of the construction industry–electrical, plumbing, masonry, carpentry, and the likes.

A coffee table book capturing the true essence of the new J&K was also released.

The Real Estate Summit- 2021 is organized by the Department of Housing & Urban Development Department, Government of Jammu and Kashmir in collaboration with the Ministry of Housing and Urban Affairs, Government of India.

Don’t feel any such need: Sinha on review of AFSPA in J&K

Jammu: Jammu and Kashmir Lieutenant Governor Manoj Sinha on Monday said there is no need to set up a panel to review the Armed Forces (Special Powers) Act (AFSPA) in the Union Territory.

Sinha was asked if Jammu and Kashmir feels the need to set up a panel to review or repeal the AFSPA as is beng done in Nagaland.

“Do not be concerned about it. I am looking into it. I do not feel any such need (to set up panel to review it),” Sinha told a press conference here.

The Centre on Sunday constituted a high-level committee, headed by a secretary-rank officer, to examine the possibility of lifting the controversial Armed Forces (Special Powers) Act in Nagaland, apparently to soothe the rising tension in the northeastern state following the killing of 14 civilians.

Vivek Joshi, who is Registrar General and Census Commissioner of India, will head the five-member committee while Additional Secretary in the Union Home Ministry Piyush Goyal will be the member secretary of the panel. Other members of the committee are chief secretary and DGP of Nagaland and DGP of the Assam Rifles, a government official privy to the development had said.

LG Sinha outright rejected apprehensions among some political leaders in Jammu and Kashmir about demographic change in the union territory. “I outright reject it. I will not react to statements of leaders,” Sinha said while replying to another question.

In bid to address such apprehension, the LG said, a large chunk of local youth have been given employment in hydro power, tunnel and road projects in J&K.

He said it is an attempt to incite people. “We will take people on board,” he said. (Agencies)

NITI Aayog’s health index: Among UTs, J&K emerges 2nd best performer in terms of incremental performance

Srinagar: Jammu and Kashmir has bagged the second slot among the Union Territories in terms of incremental performance in the state health index released by the NITI Aayog on Monday.

According to the report, a copy of which is in possession of The Precious Kashmir, among the UTs, Delhi and Jammu & Kashmir secured first and second ranks respectively in terms of incremental performance.

“The UTs of Delhi, Jammu & Kashmir, Lakshadweep, Puducherry and Andaman & Nicobar observed positive incremental change whereas DH & DD and Chandigarh registered negative incremental change. Delhi observed the highest incremental change of 9.7 percentage points while Andaman & Nicobar observed the lowest incremental change of 0.1 percentage points,” reads the report.

The fourth edition of the State Health Index for 2019–20 was released by the NITI Ayog on Monday.

The report, titled “healthy states, progressive India”, ranks states and Union Territories on their year-on-year incremental performance in health outcomes as well as their overall status. The report focuses on measuring and highlighting the overall performance and incremental improvement of states and UTs over the period 2018–19 to 2019–20.

The report reveals that nearly 60 percent of the indicators in J&K were in the improved/most improved/fully achieved category so far as the incremental performance from the base year (2018-19) to reference year (2019-20) was concerned.

“On the other hand, Lakshadweep had only around 24 percent of the indicators in these categories. In all UTs (except J&K and Chandigarh), more than 55 percent of the indicators were either stagnant, or had worsened in the reference year (2019-20),” the report further states.

Man-animal conflict: Kashmir records 233 deaths in last 15 years

This year alone, 9 people lost lives in Valley

Srinagar: The man-animal conflict in Kashmir has claimed over 230 lives in the past 15 years while this year alone, a total of nine persons have died across the Valley, official data available with Precious Kashmir revealed.

There has been a steep rise in man-animal conflict here in the Valley as more and more such cases are being reported from across the Valley with each passing day.

As per the official data, from 2006 till ending Nov 2021, 233 persons have lost their lives while 2,896 persons have suffered injuries in man-animal conflict.

Officials believe that the reasons behind the rise in the incident of the conflict are increase in the human population, habitation degradation, rise in stray dogs and LoC fencing.

According to the data, in 2006-07, 18 persons have died and 134 persons have been injured in human-animal conflict in Kashmir Valley.

In 2007-08, 15 persons lost their lives and 141 were injured. In 2008-09, 22 persons died and 193 persons were injured.

In 2009-10, 20 persons died and 232 were injured and in 2010-11, 24 persons lost their lives and 306 were injured in human-animal conflict.

Similarly, in 2011-12, at least 28 people were killed and 315 were injured, the following year (2012-13) recorded 11 deaths and 259 injuries while in 2013-14, 28 deaths and 333 injuries were reported.

In 2014-15, 11 deaths and 189 injuries were reported. 10 deaths and 259 injuries were reported in 2015-16. Seven deaths, 127 injuries were reported in 2016-17 while eight deaths and 120 injuries were reported in 2017-18.

The year 2018-19 witnessed six deaths and 83 injuries while figures mount to 11 deaths and 85 injuries in 2019-20. As many as five people were killed while 87 injuries were reported in the conflict in the year 2020-21.

In ongoing year, till ending year nine persons have lost their lives while as 57 persons were injured in man-animal conflict.

Chief Wildlife Warden Suresh Gupta said that the department is facing several challenges in Jammu and Kashmir but the main challenge is man-animal conflict as bear and leopards are moving to residential areas in Kashmir, while snakes are found in houses in Jammu due to urbanization.

Gupta said in Jammu people feed monkeys in residential areas and their number has been increasing, which are later damaging crops of the people while ensuring no property loss is also a challenge.

He said people must follow the wildlife advisories in letter and spirit and instead of panicking, inform police or wildlife control rooms so that humans as well as animals can be saved.

Govt tackling single-use plastic, achieved non-fossil energy targets: Modi

Mandi (Himachal Pradesh): Prime Minister Narendra Modi on Monday said the Centre is working towards tackling the problem of single-use plastic and the country has already achieved the target set for 2030 of making 40 per cent of its installed electricity capacity from non-fossil energy.

Addressing a massive public meeting at the Paddal ground in this Himachal Pradesh town, known as Chotti Kashi, on the completion of the four years of the BJP government led by Jai Ram Thakur, the Prime Minister said that the government is also alert about the damage caused to the mountains due to plastic.

“Along with the nationwide campaign against single-use plastic, our government is also working on plastic waste management.”

Urging the tourists, he said it is also their responsibility not to litter the hills and rivers with plastic.

After inaugurating and laying the foundation stones of four mega hydropower projects of Rs 11,000 crore, Modi said these projects are a part of the climate-friendly new India and aim at conserving the environment.

Highlighting the country’s efforts towards conserving the environment along with building developmental infrastructure, the Prime Minister said this step was being recognised even globally.

“From solar power to hydropower, from wind power to green hydrogen, the country is working continuously to make full use of every resource of renewable energy,” Modi said.

“India has achieved the target which was set for 2030, of making 40 per cent of its installed electricity capacity from non-fossil energy this year itself. The whole world is praising India for how our country is accelerating development while saving the environment. Our country is working continuously to make full use of every resource of renewable energy.”

Modi laid the foundation of the Rs 7,000-crore Renukaji dam project along with other hydro projects. The Renukaji dam in Sirmaur district, which was laying pending for three decades, will substantially add to the water supply of the national capital. Six states — Himachal Pradesh, Uttar Pradesh, Haryana, Rajasthan, Uttarakhand and Delhi — were brought together by the Centre for making the project possible.

Before launching the projects, Modi, whose visit to the state in the Jai Ram Thakur government was fourth, also attended the second ground-breaking ceremony of Himachal Pradesh’s Global Investors’ Meet that is expected to give a boost to investments through 287 projects of Rs 28,197 crore.

The first groundbreaking ceremony was held in the state capital on December 27, 2019, in the presence of Union Home Minister Amit Shah.

Repeatedly enumerating the benefits of the ‘double engine government’, meaning the same party government both in the Centre and the state, the Prime Minister, who was donning a Himachali cap and shawl, said the development and transformation of Himachal Pradesh under the BJP has not stopped. “In these four years, for two years we fought strongly against corona and also didn’t allow development projects to stop.”

“Several developmental projects have come up in the state, and infrastructure has improved drastically under the Jai Ram Thakur government.”

Trying to build rapport with the people, Modi, who started his half an hour speech in a local dialect and said he was blessed to be in ‘Chotti Kashi’, congratulated the state government for completing four years. “Four years have seen the state transform rapidly under the leadership of Chief Minister Jai Ram Thakur.”

He said his government has decided that the age of marriage for daughters and sons should be the same. “With this move, the daughters will get full time to study and make a career,” said Modi, who got a loud applause from the women audience.

The Prime Minister, who thanked the audience for gathering despite the harsh winter, said Himachal Pradesh had set an example through organic and natural farming as the state. He said the state has an immense potential in pharmaceuticals, besides food processing and agriculture and these must be developed.

“The work done by our government in the last seven years to increase the security of the country, the decisions taken for the soldiers, ex-servicemen, have benefited the people of Himachal as well.”

Indirectly slamming the previous Congress governments, Modi said, “There are two development models in the state. One is ‘Sabka saath, sabka vikas and sabka vishwas’. The other model is ‘Khud ka swarth, parivaar ka swarth’. The Himachal government is working on the first model.”

Interestingly, local Congress Member of Parliament Pratibha Singh was conspicuous by her absence from Modi’s programmes.

Earlier, Chief Minister Thakur said the state government has reformed in every sector and benefited its citizens.

He thanked the Prime Minister for his special attention and love for the state. (IANS)

PM reviews ‘Made in India’ low-cost landslide monitoring system at Mandi

New Delhi/Mandi: Prime Minister Narendra Modi on Monday reviewed the Landslide Monitoring and Early Warning System developed by the Indian Institute of Technology, Mandi during his visit to Himachal Pradesh.

Developed by IIT Mandi’s Associate Professor, School of Computing and Electrical Engineering, Dr Varun Dutt and Assistant Professor, School of Engineering, Dr K.V. Uday, the device is a low-cost alternative to conventionally used monitoring systems and reduces landslides by predicting the soil movement in advance.

“The Landslide Monitoring System provides soil movement alerts via hooters and blinkers installed on the road remotely via text message. Additionally, the system sends rainfall alerts in advance if more than 5 mm of rain is predicted. Landslides are predicted 10 minutes before they actually occur by monitoring changes in soil movement. The system also predicts extreme weather events with the help of artificial intelligence (AI) and machine learning,” said a release from IIT, Mandi.

The prototypical device was first deployed in July-August 2017 at an active landslide area on the Gharpa hill near IIT Mandi’s Kamand campus. The first field deployment was at Kotropi Landslide in 2018 with the support from the Mandi district administration.

The device’s utility was witnessed on July 27, 2018, when a tragedy was averted at Kotropi along the Mandi-Joginder Nagar national highway due to rains and a flash flood by the system.

Minutes before the disaster, the system issued a warning prompting the police to stop road traffic before a flash flood. The road was washed away due to the flash flood, but no one on the road was affected due to the timely warning, the release said.

The selling price of the system with its sensors and alerting mechanism is about Rs 1 lakh, which is nearly 200 times lower than a conventional counterpart that runs into crores of rupees. Four patents have been filed on the developed system and it will be made commercially available via a faculty-led startup, Intiot Services Pvt Ltd, India.

Until now, 18 systems have been deployed in Mandi district apart from three systems in Balianala (Nainital district), Uttarakhand, three at Dharampur along the Kalka-Shimla track of the Indian Railways, and, three systems at Sirmaur district, Himachal Pradesh.

Several other deployments are in the pipeline in several districts in Himachal Pradesh and Maharashtra.

Landslides are the third biggest natural disasters in the world, with India experiencing the biggest bulk of them – 15 per cent of India is prone to landslides. More than 5,000 people are buried alive every year globally. (IANS)

Higher reaches experience fresh snowfall in Kashmir  

Srinagar: Higher reaches including Gulmarg received fresh snowfall while rains lashed plains in Jammu and Kashmir, officials said on Monday. The snowfall has led to closure of Bandipora-Gurez as well as Srinagar-Leh roads besides Machil, Keran and Karnah.

Mughal road, connecting shopian with Poonch and Rajouri districts as well as Kishtwar-Sinthan road are closed.

Reports said that there were 3 inches of fresh snowfall around Razdan top and other adjoining areas, leading to the closure of the Bandipora-Gurez highway.

Reports of 2 inches snowfall was recorded in Kishtwar—Machial (2 inches), Ishtayari (3 inches) Marwah (3 inches) and Warwan (6 inches).

Reports from Kupwara said that Machil recorded 5 inches, Z Gali (7 inches) Firkantop (6 inches) and Sadna top (7 inches) while it was still snowing.

“As expected, light snow/rain occurred at many places in both J&K and Ladakh,” a meteorological department official said.

Regarding forecast, he said, weather will remain generally cloudy in both J&K and Ladakh with chances of light snow at some places, mainly over higher reaches during the next 24 hours.  “There’s no forecast of any major snowfall till ending December.”

He said from tomorrow, “appreciable” rise in day temperature and fall in mercury during night. “There would be warmer days and colder nights till approach of next Western Disturbance,” he added.

Meanwhile Srinagar, the summer capital of J&K recorded a low of 2.2°C against last night’s minus 1.8°C.

Kashmir is presently under the grip of 40-day long harshest period of winter, known locally as ‘Chillai Kalan, which started from December 21. It is followed by a 20-day long ‘Chillai Khurd’ and a 10-day-long ‘Chilla Bachha’.

The mercury settled at minus 6.0°C against minus 7.5°C on the previous night at the world famous resort of Gulmarg.Reports said Gulmarg recieved around 4 inches of fresh snowfall while tangmarg had 2 inches of fresh snowfall in north Kashmir’s Baramulla district, the official said. It is normal for the famous resort.

Qazigund, the gateway town of Kashmir, had a low of 1.2°C against minus 1.2°C on the previous night, he said.

Pahalgam, the famous resort in south Kashmir, recorded a low of minus 4.1°C against minus 3.8°C on previous night.

Kokernag, also in south Kashmir, recorded a low of minus 2.3°C against minus 0.3°C on previous night, the official said.

Kupwara town in north Kashmir recorded a minimum of 1.5°C against minus 1.5°C on the previous night, the official said. (GNS)

Centre goes for top-deck bureaucratic rejig

New Delhi: In a top-deck bureaucratic reshuffle, the Centre on Monday shifted as many as nine senior officers to new posts while approving in-situ upgradation of eight.

Appointments Committee of the Cabinet (ACC) has approved appointment of senior IAS officer Pankaj Jain as Secretary in the Ministry of Petroleum & Natural Gas.

The 1990-batch officer is currently Additional Secretary in the Department of Financial Services.

Leena Nandan, 1987-batch IAS officer of UP cadre has been moved to Ministry of Environment, Forests & Climate Change as Secretary from Department of Consumer Affairs where she had been at the helm of bureaucracy.

Vini Mahajan, presently in the cadre, has been posted as Secretary, Department of Drinking Water and Sanitation, Ministry of Jal Shakti.

The ACC has approved posting of MP cadre IAS officer Sanjay Kumar Singh, presently in Department of Administrative Reforms & Public Grievances and Department of Pensions & Pensioners Welfare as Secretary, Ministry of Steel.

Rajeev Ranjan, Special Secretary, Department of Expenditure, Ministry of Finance has been moved as Secretary in the National Commission for Backward Classes in the rank and pay of Secretary to the Government of India.

The ACC has also approved in-situ upgradation of several officers to the level of Special Secretary in the rank and pay of Secretary to the Government of India.

Accordingly, Sanjay Malhotra, Chairman and Managing Director, REC Ltd has been upgraded in the rank and pay of Secretary to the Government of India.

Alkesh Kumar Sharma, Additional Secretary, Cabinet Secretariat has been upgraded to the rank of Special Secretary.

Among other senior officers, Raj Kumar Goyal, Additional Secretary & Financial Advisor, Ministry of External Affairs has been upgraded as Special Secretary & Financial Advisor. (UNI)

Only Covaxin to be administered to children aged 15-18 yrs

New Delhi: As the vaccination process for the teens aged 15 to 18 years will commence from January 3 across the nation, the government has said only Covaxin will be administered.

The Centre on Monday issued guidelines for the vaccination of youngsters of 15-18 years and precaution dose for healthcare and frontline workers along with 60 plus population with comorbidities.

The union health ministry has said that only Covaxin would be available for the children. “Covid-19 vaccination of children in the age-group of 15-18 years to be started from January 3, 2022. For such beneficiaries, the vaccination option would be ‘Covaxin’ only”, said the guidelines.

Meanwhile, the precaution dose for the healthcare and frontline workers would be given after the completion of 9 months or 39 weeks from the date of administration of the second dose. The precaution dose for HCWs will start from January 10 nationwide. “As a matter of abundant precaution, for those healthcare workers (HCWs) & frontline workers (FLWs) who have received two doses, another dose of Covid-19 vaccine would be provided from January 10, 2022. The prioritization and sequencing of this precaution dose would be based on the completion of 9 months i.e. 39 weeks from the date of administration of 2nd dose”, said the ministry in the guidelines.

On the same pattern, all persons aged 60 years and above with comorbidities will be administered the precaution dose based on the completion of 9 months i.e. 39 weeks from the date of administration of second dose. However, they will be administered the precaution dose on doctor’s advice.

The registration process for adolescents vaccination on CoWIN app will begin from January 1. Eligible teens can register themselves on the app through their Aadhaar Card and school IDs. If someone doesn’t have the Aadhaar Card, they can register with their school IDs also. All the options have been made available on the CoWIN App. (IANS)

Moderate intensity earthquake jolts Kashmir

Srinagar: A moderate intensity earthquake measuring 5 on the Richter scale shook Kashmir on Monday but no loss of life or damage to property has so far been reported from anywhere.

Met Department Director Sonam Lotus said: “An earthquake measuring 5 on the Richter scale occurred in J&K at 7.09 p.m.

“The epicentre of the earthquake was in J&K region and its coordinates are latitude 35 degrees 68 minutes north and longitude 75 degrees 31 minutes east.

“The intensity of the earthquake was moderate.”

No report of loss of life or damage to property has been received from anywhere so far, administrative sources said.

Kashmir is situated in a highly earthquake prone region. Past quakes have wrought havoc in the Valley.

Over 50,000 people were killed on both sides of the Line of Control (LoC) when an earthquake measuring 7.6 on the Richter scale hit J&K on October 8, 2005. (IANS)
