2 persons get 3 year imprisonment for duping man

Srinagar: A court in Anantnag Tuesday convicted and sentenced two persons to three years jail for duping a person to arrange MBBS seat for his son against Rs 15.30 lakhs in a Karnataka college in 2005.

A spokesman of the Crime Branch Kashmir said that the Court of Special Mobile Magistrate Anantnag convicted two accused persons— Muzaffar Ahmad Khan son of Mohammad Abdullah Khan of Anchidora, Anantnag and Fayaz Ahmad Bhat son of Mohammad Rajab Bhat of Dialgam at present Anchidora, Anantnag under section 420, 120-B-RPC.

Besides sentencing them to three in jails years, the court also imposed fine of Rs. 5000 each in case FIR number 25/2005 of Police Station Crime Branch Kashmir, the spokesman said.

The case was registered by Crime Branch Kashmir based on a written complaint from one Ali Mohammad Dar son of Haji Mohi-Ud-Din of K. Kalan Bijbehara Anantnag alleging therein that one Fayaz Ahmad Bhat and other motivated him for paying Rs 15.30 lacs for the purpose of arranging MBBS seat for his son namely Rameez Ali Dar in MRI College Gulbarge Karnatka.

The complainant also stated that neither MBBS seat was arranged, nor the amount was repaid to them, he said.

“Enquiry conducted into the matter revealed that above named Fayaz Ahmad in connivance with Muzaffar Ahmad Khan have cheated the complaint for wrongful gain for himself and his associate,” the spokesman said.

On receiving this information, he said, a case FIR No. 25/2005 U/S 420, 120-B-RPC was registered in Crime Branch Kashmir and investigation set into motion. On completion of investigation, the charge-sheet was filled before the court against the accused persons and consequently two accused persons mentioned were convicted by the Court.

J&K reports 104 Covid-19 cases

Srinagar: Jammu and Kashmir reported 104 fresh covid-19 cases even as there was no death due to the virus in the last 24 hours, officials said on Wednesday.

39 of the fresh cases were reported from Jammu Division and 65 from Kashmir, taking the overall tally to 341028.

No death was reported either from Kashmir Valley or Jammu division due to the virus during the last 24 hours, they said. So far 4525 persons—2197 in Jammu and 2328 in Kashmir—have died due to the virus, they said.

Giving district wise details of the fresh cases, the officials said that Srinagar reported 33 cases, Baramulla 12, Budgam 4, Pulwama 3, Kupwara 2, Anantnag 0, Bandipora 2, Ganderbal 8, Kulgam 2, Shopian 0, Jammu 22, Udhampur 2, Rajouri 1, Doda 8, Kathua 1, Samba 2, Kishtwar 0, Poonch 2, Ramban 1 and Reasi 0.

A number of these cases were confirmed at CD hospital’s diagnostic laboratory and include male (21) (NA) from Maharaj gunj, male (50) (NA) from J&K, female (31) (NA) from Sonwar Sgr, male (50) (NA) from Kulgam, female (35) (NA) from Kakapora, female (32) (NA) from Pulwama, male (12) (NA) from Drubgam pulwama, female (22) (NA) from Pinglish, female (50) (NA) from Kavil and female (60) (NA) from Kralpora Budgam.

Moreover, 124 Covid-19 patients recovered during the time, 21 from Jammu Division and 103 from Kashmir, they said.

So far 335227 patients have recovered, leaving active case tally at 1296—365 in Jammu and 911 in Kashmir.

They said there was no new confirmed case of mucormycosis (black fungus) reported today. So far 50 black fungus cases have been confirmed in J&K, the officials said.

They also informed that 111573 doses of covid-19 vaccine were administered during the time in J&K. (GNS)

 

ACB traps Patwari, his agent while accepting Rs 1 lakh bribe

Srinagar: Anti-Corruption Bureau on Wednesday trapped and arrests Patwari Halqa Kathwar, Khansahib, Budgam, Raja Mudasir Ali Khan, and his “agent” Nawaz Hussain Mir while demanding and accepting bribe Rs 1,00,000 (one Lakh) for mutation of land records.

“Anti Corruption Bureau received a complaint alleging therein that Raja Mudasir Ali Khan, Patwari, Halqa Kathwar, Khansahib, Budgam is demanding Rs. 1,00,000 (one lakh) as bribe for affecting transfer of land in favour of the maternal cousins of the complainant,” the ACB said in a statement.

On receipt of the complaint, a spokesman of the ACB said that a case (FIR No. 38/2021) under section 7 PC Act 1988 was registered in this Bureau and investigation taken up.

“During the course of investigation, a trap team was constituted by ACB. The team laid a successful trap and caught red-handed  Raja Mudasir Ali Khan, Patwari, Halqa Kathwar, Khansahib, Budgam while demanding and accepting bribe amount of Rs 1,00,000/-(Rs 10,000 cash + Rs 90,000 via cheque) from the complainant through agent  namely Nawaz Hussain Mir of Khanpora Budgam,” he said, adding, “The bribe money was recovered from the possession of the accused in presence of independent witness.” Accused Raja Mudasir Ali Khan along with agent Nawaz Hussain Mir were arrested on spot, the ACB said. “During the search of personal vehicle of the accused Rs 82,000/- (cash) was also recovered and seized,” the ACB said, adding, “Search was also conducted at the house of accused public servant.”

Further investigation into the case is going on, the ACB added.

165 militants, 39 security forces personnel killed in J&K this year

Srinagar: Around 165 militants and 39 security forces were killed in different encounters and attacks in Jammu and Kashmir this year.

Around 41 civilians have been killed and 80 injured in Jammu and Kashmir in militancy related incidents also this year.

Minister of state for home affairs Nityanand Rai in response to a question in the Lok Sabha on 30 November informed that 35 personnel of the government forces, including Jammu and Kashmir Police were killed in militancy incidents till 15 November while 86 were injured.

However, after 15 November, three cops were killed in a militant attack in Zewan area of Srinagar and one ASI was killed in Bijbehara area taking the toll of slain security forces to 39.

Top officials said that in dozens of encounters in J&K around 165 militants were killed among them around 140 were locals.

They said that this year most of the militants killed in J&K were locals as just around 15 percent of militants killed were non- locals while 85 percent were locals.

Officials added that 220 militants were killed in J&K in 2020 while 148 were killed in 2019.

Top officials said that 41 civilians and political workers were also killed in Jammu and Kashmir in the year 2021.

They added that TRF which is an offshoot of Lashker e Toiba has emerged as a target killer as most attacks were claimed by TRF in 2021.

Srinagar district witnessed 12 killings followed by five from Kulgam, four from Tral area of Awantipora police district while whole north Kashmir witnessed just three civilians killings.

Shopian in South Kashmir, Ganderbal in central Kashmir and Kupwara in north Kashmir witnessed zero civilian or political workers killings this year.

Some of the civilian/political workers killings include:

On 27 January, Nadif Hanief Khan, a resident of Soura who was shot and injured by gunmen at his residence on the first of December last year, succumbed to his injuries.

On 28 February, Akash Mehra, the son of a popular dhaba owner in Srinagar, who was critically injured in a militant attack on February 17, succumbed.

On 29 March two councillors namely Riyaz Ahmad Peer and Shams ud din Peer were killed after councillors met in the Sopore area of Baramulla district.

On 11 April, an ex-cop Nisar Ahmad of Magam Budgam was killed after he was attacked in his locality.

On 29 May Sanjeed Ahmad Parry and Abdul Azeem Parry, two civilians from Jablipora Bijbehara were killed in their locality.

On 02 June, Rakesh Pandita, a municipal councillor affiliated with BJP was killed in Tral area of South Kashmir’s Pulwama district.

On 23 June, Umar Ahmad a resident of Habba Kadal was killed by gunmen in his locality.

On 27 June, SPO Fayaz Ahmad along with his wife Raja Begum and daughter Rafiya Jan were killed in Hariparigam area of Awantipora in Pulwama district.

On 23 July, Javaid Ahmad Malik, 35, of Lurgam village in Tral, an employee of the education department was killed by a gunman near his residence.

On 27 July Mehran Ali Pathan a resident of Safa Kadal who was said to be a part of local gang was killed in NawaKadal area of Srinagar.

On 09 August, a couple namely Ghulam Rasool Dar and his wife Jawahira Begum from Redwani Kulgam were killed at their rented residence in Lal Chowk Srinagar.

On 17 August, Javaid Dar, a political worker affiliated with BJP was killed near his residence in Brazloo area of Kulgam district.

On 19 August, Ghulam Hassan Lone, affiliated with Apni Party was killed near his residence in Devsar area of Kulgam district.

On 18 September, a non-local labour identified as Shankar Kumar Chowdhary a resident of Preetnagar Kathiyar Bihar was killed by gunmen at Nehama area of Kulgam.

On 02 October, Majid Ahmad Gojri a resident of Chattabal Srinagar was killed in Karanagar area of Srinagar while as Mohammad Shafi Dar a resident of Batamallo was killed in his locality.

On 05 October, Dr Bindroo Lal a chemist, Virendar Paswan a non local street vendor and Mohammad Shafi Lone president Sumo drivers association Naidkhai were killed in Iqbal Park area, Lal Bazar and Shah Gund Hajin in Bandipora area respectively.

On 07 October, two teachers namely Deepak Chand and Supinder kour were killed in Safakadal area of Srinagar.

On the same day a civilian namely Parvaiz Ahmad from Larnoo Anantnag was killed allegedly by CRPF after he didn’t stop the vehicle he was driving and CRPF opened fire in Monghall area of Anantnag.

On 16 October, Arvind Kumar a non local street vendor and Sageer Ahmad a non local carpenter were killed in Srinagar and Litter Pulwama respectively.

On 17 October, two non local labourers namely Raja Reshi and Joginder Reshi were killed in Wanpoh area of Anantnag.

On 24 October, a civilian named Shahid Ahmad from Kharpora Nowpora Kulgam was killed near CRPF camp Babapora Shopian allegedly by CRPF, however, police later said he was killed in cross firing.

On 08 November, a civilian identified as Mohammad Ibrahim Khan son of Ghulam Mohammad Khan resident of Astengoo Bandipora who was working as salesman at Kashmiri Pandits shop was killed at Borikadal area of Srinagar.

On 15 November, four people were killed in an encounter in Hyderpora which included Mohammad Altaf, Dr Mudasir Gul and Aamir from Ramban along with a foreign militant. According to police Altaf was killed in a cross firing, while Gul was killed by a militant.

The police said that Mudasir was in touch with foreign militant while Aamir was a militant associate.

On 22 December, civilian namely Rouf Ahmad Khan (45) son of late Muhammad Shafi Khan of Merjanpora Safakdal who was a real estate broker by profession was killed in Eidgah area of Srinagar. (KNO)

Dy Dir DHSK felicitates health workers of Batamaloo zone

Srinagar: Deputy Director, Directorate of Health Services Kashmir, Dr Bashir Ahmed Chalkoo on Wednesday in presence of senior health officials felicitated doctors and paramedical staff of Batamaloo Zone for their commendable contributions during the Covid-19 pandemic.

They were felicitated at an impressive function held at Zone Batamaloo, where Chief Medical Officer (CMO) Srinagar, DHO Srinagar, spokesperson DHSK Dr Mir Mushtaq, Zonal Medical Officer (ZMO) Batamaloo besides other concerned officials were present who hailed the health care workers for their tireless work during the pandemic.

The message of appreciation from the Director DHSK, Dr Mushtaq Ahmad Rather was also communicated to the participants and the awardees at the event.

The director’s message included that the fight against Covid was almost impossible without the work of health workers while the support of allied departments was paramount.

The facilitators were encouraged to continue their work for the welfare of the people and others were also requested to hone their missionary zeal in the discharge of their duties.

They were told that the whole gamut of the fraternity has catapult itself in facing the challenge laying ahead of us in view of the dynamic global issues on health fronts.

Don’t grant permission for conversion of over 12 ½ acres of land: Govt to DCs

Srinagar: The Jammu & Kashmir government has directed district collectors that they shall not grant permission for conversion of land more than twelve and a half standard acres (12 1/2) in accordance with the procedure notified by the Revenue Board.

In an order, the government has directed district collectors that while exercising powers under The Land Revenue Act, they shall not grant permission for conversion of land more than 12 ½ acres.

“…………In exercise of the powers conferred by section 141 of Jammu and Kashmir Land Revenue Act, Svt. 1996, the Government hereby directs that the district collector while exercising powers under section 133A of the Act shall not grant permission for conversion of land more than twelve and a half standard acres in accordance with the procedure notified by the Board in this behalf,” reads an order issued by commissioner secretary, Revenue department, Vijay Kumar Bidhuri.

Under section 133-A of The Land Revenue Act, no land used for agricultural purposes shall be used for any non-agricultural purposes except with the permission of the district collector.

According to the order, the ceiling limit for which the district collector shall grant permission for conversion of agricultural land into non-agricultural land has not been prescribed under section 133-A of the Land Revenue Act.

The order states that The Jammu and Kashmir Agrarian Reforms Act-1976 provides the ceiling area to extent of land measuring twelve and a half standard acres for the purpose of Act.

“ …..It has been felt that the competent authority may face difficulty in proper implementation of the provision of section 133A of The Jammu and Kashmir Land Revenue Act, Svt. 1996,” the order states.

According to the order, the government is empowered under section 141 of The Land Revenue Act to make provisions for removal of difficulties in implementation of the Act.

“If any difficulty arises in giving effect to the provisions of this Act, the government, may be order, published in the official gazette, make such provisions, not inconsistent with the provisions of this Act, as it appears to be necessary or expedient for the purpose of removing the difficulty,” reads section 141 of the law. Delhi Police prepare for battle against Omicorn

New Delhi, Dec 29 (IANS) The police in the national capital have rolled up their sleeves to fight a possible battle against the new strain of novel coronavirus, Omicron.

Sepcial CP (Welfare), Shalini Singh, on Wednesday held a meeting with all the district and unit heads and other stakeholders to check the overall preparedness in the wake of a possible community spread of Omicron.

The official emphasised on strict adherence to the revised SOPs issued recently by Delhi Police Commissioner Rakesh Ashana on health welfare of police personnel.

Under the revised SOP, DCPs and unit heads have been designated as nodal health officers (NHOs).

The NHOs have been directed to ensure that an officer of the rank of inspector or above personally meets the hospitalised personnel or their kin on a regular basis till he/she gets fit. In case of outstation case, video conferencing with the ailing person or his/her family members should be ensured.

Sharing details about the latest directions, Delhi Police PRO Chinmoy Biswal said that all the eight wellness centres and two Covid care centres in Rohini and Shahdara will be activated for any medical emergency.

“District/unit heads should take stock of oxygen cylinders, concentrators, sanitisers, masks, preventive medicine etc., and keep all equipment in ready condition. They should also liaise with the doctors for counselling the personnel in prevention and cure of infection,” the directions read.

Centurion: South Africa pace spearhead Kagiso Rabada stated that captain Dean Elgar is aware his mission is not over yet with South Africa still needing 211 runs to win on day five of first Test against India. He added that the team has to show belief in itself to complete an improbable chase. Elgar put up a strong resistance of unbeaten 52 runs as South Africa reached 94/4 at stumps on day four.

“Dean has done this countless times, where he shows fight when it is the toughest. He did it today and will know his job is not over. He is out there, doing his best for his team and country. So, he is leading from the front,” said Rabada in the virtual press conference.

“We just have to show belief. We will strategise overnight and work out how we want to approach this. Every sportsman has to believe that they can win from any position. They have to have that belief. There has been a chat over when it is going to rain or not. At the same time, it is an uncontrollable and have to think of actually coming out and having a full day’s play of cricket,” added Rabada.

Rabada, who took 4/42 in the second innings, was in praise of debutant all-rounder Marco Jansesn picking 4/55 after taking 1/69 in the first innings. “He’s a phenomenal talent as everyone has now seen. He’s an awkward customer to face. He’s tall and has got some pace and can swing the ball as well. So, there’s seam, bounce and pace coming at you. In the second innings, he justified his selection and why the selectors, captain and all of us have faith in him. He seems like he wants to learn and is a hard worker. So, rest is up to him to decide what he is really keen on doing all for himself and for his team.”

Talking about the changing nature of the pitch, Rabada said, “I think the pitch was a bit slow, very slow on day one. It then quickened up and the movement just happens quicker. Batsmen have less time to react as the ball shoots up through a little bit more. But I also do feel like we tightened up our lines too.”

The 26-year-old was in praise of India’s pace attack doing well at the SuperSport Park, especially with Jasprit Bumrah knocking over Rassie van der Dussen and Keshav Maharaj in the last 20 minutes of day four. “They have got some quality bowlers. Shami is very experienced and Bumrah also, quite experienced. Siraj has been bowling well for them in some time now in the recent past. They have got a good attack and have got pace and skills. So, they are showing why they are a good attack.”

Rabada, who bowled 17 no-balls in the match, signed off by saying he will look to improve upon this issue ahead of the second Test at Johannesburg. “It’s not acceptable. It’s something that I need to work on. The rhythm is not too bad. Quite happy with it as the bowling has been better.”

NITI Aayog’s Health Index  

Kerala, with composite score of 82.2 out of 100, has emerged as the best performer for the fourth consecutive year among large states on NITI Aayog’s Annual Health Index. The ranks are based on performance of states and Union Territories for 2019-20 on 24 key indicators.

Data is collected online through a portal maintained by NITI on agreed indicators. The data is then validated through an independent validation agency selected through a transparent bidding process.

Jammu and Kashmir lies in the bottom of the list among UTs in terms of performance. However it has emerged as the leading performer in terms of incremental performance along with New Delhi. In incremental performance, J&K is ranked at number second position with a score of 9.55. In J&K, most of the indicators are in the improved/most improved/fully achieved category so far as the Incremental Performance from the Base Year (2018-19) to Reference Year (2019-20) is concerned.

The Health & Medical Education Department said a “robust and acceptable” mechanism is used for measuring performance by NITI Aayog.

The importance of this annual tool is reemphasized by MoHFW’s decision to link the index to incentives under the National Health Mission. This has been instrumental in shifting the focus from budget spending and inputs to outputs and outcomes.

As per the report, the health index comprises three domains –health outcomes, governance and information, and key inputs and processes. In terms of overall health performance, the J&K has moved one position up and is categorized as an aspirant and has substantial scope for improvement, the NITI Aayog statement added.

It is important to note that the lowest-ranked states on the index are also the poorest in the country, with the lowest per capita income, lowest per capita GDP and lowest Human Development Index scores. At the same time state like Odisha has shown that change is possible with a focused approach. The state has shown improvement on all indices in recent decades. The other states and UTs should make changes if they are serious about changing the lot of people.

The Health Index makes the important point that some States and Union Territories are doing better on health and well-being despite lower economic output, while others are not improving upon high standards.

It is to be noted that local governments now have greater capital at their command, and, in partnership with the government of India, they should use the funds to transform health care for the better.

J&K unveils scheme for levying of charges for change in land use permitted under Master Plan

Srinagar: The administration of Jammu and Kashmir has unveiled a scheme for levying charges for change in land use as permitted in the Master Plan and or the zonal plan.

The scheme, a copy of which is lying with The Precious Kashmir, has been notified under section 11-A of “The Jammu and Kashmir Development Act-1970”.

The scheme notified by the Housing & Urban Development Department will be applicable where a Master Plan or a zonal plan notified in terms of the Jammu & Kashmir Land Development Act-1970, has come into force, and the permission for change in land use shall be strictly in accordance with the permitted land use under such master plan or zonal plan.

“The development authority having jurisdiction over the area in respect of which the permission for change in land use is sought shall be the competent authority to grant permission for change in land,” reads the scheme guidelines.

The scheme defines how the fee for change in land use shall be calculated.

According to the scheme, no fee shall be charged for change in land use for plots measuring upto one Kanal for residential purposes.

The scheme also prohibits charging of fee for change in land use if the applicant establishes that the fee for change in land use has been paid under the provisions of The Jammu and Kashmir Land Revenue Act.

According to the notification, any amount received by the concerned authority on account of these charges shall be kept in a separate account to be used by the authority for acquisition of any land that may be required to be acquired in terms of section 50 of The Jammu and Kashmir Development Act-1970.
