Police probe on: DGP

Jammu: A police probe into the stampede at the Vaishno Devi shrine will go on along with the investigation of a high-powered committee, and action will be taken against those involved in the scuffle that led to the incident, Jammu and Kashmir DGP Dilbag Singh said on Sunday.

Twelve pilgrims were killed and over a dozen others injured in the stampede at the revered shrine atop the Trikuta hills in Reasi district in the early hours of Saturday after a scuffle between two groups of pilgrims during the New Year rush.

The committee headed by Principal Secretary (Home) Shaleen Kabra, with Divisional Commissioner Jammu Rajiv Langar and Additional Director General of Police Mukesh Singh as its members, has been set up by Lieutenant Governor Manoj Sinha and has been asked to submit a report within a week.

”The committee constituted would look into the causes that led to the stampede,” Director General of Police Dilbagh Singh said.

Replying to a question whether police will take action if those involved in the scuffle were identified, he said ”yes” and added that ”police would do its work simultaneously”.

He said the government has already set up a three-member committee to inquire into the ”unfortunate” incident which was the result of the ”irresponsible” behaviour of some people.

One of the members of the committee is a senior police officer under whose jurisdiction the shrine comes.

The DGP was the first who had indicated that the stampede was a result of a scuffle between some people. This was confirmed late night by the Shri Mata Vaishno Devi Shrine Board.

The stampede happened around 2:15 am on January 1 near Gate No three of the Bhawan. ”The unfortunate incident, due to a scuffle between two groups of pilgrims, resulted in the stampede. In this ill-fated incident, a total of 12 pilgrims lost their lives and 16 others were injured,” the board had said in the statement.

This is the first such tragedy at the revered shrine located atop the Trikuta hills – about 50 km from here – that attracts lakhs of people every year.

Singh had personally visited the shrine in the aftermath of the stampede on Saturday and reviewed the situation. (Agencies)

 

COVID-19: J&K registers 165 fresh cases, no death

Srinagar: Jammu and Kashmir reported 165 fresh covid-19 cases while there was no death due to the virus in the last 24 hours, officials said on Sunday.

66 of the fresh cases were reported from Jammu division and 99 from Kashmir, taking the overall tally to 341624.

There was no death reported due to the virus during the last 24 hours, they said. So far 4530 persons—2199 in Jammu and 2331 in Kashmir—have died due to the virus, they said.

Giving district wise details of the fresh cases, the officials said that Srinagar reported 41 cases, Baramulla 18, Budgam 13, Pulwama 6, Kupwara 5, Anantnag 5, Bandipora 1, Ganderbal 10, Kulgam 0, Shopian 0, Jammu 31, Udhampur 3, Rajouri 1, Doda 6, Kathua 3, Samba 3, Kishtwar 0, Poonch 7, Ramban 3 and Reasi 9.

Moreover, 133 Covid-19 patients recovered during the time, 28 from Jammu Division and 105 from Kashmir, they said.

So far 335665 patients have recovered, leaving active case tally at 1429—508 in Jammu and 921 in Kashmir.

They said there was no new confirmed case of mucormycosis (black fungus) reported today. So far 50 black fungus cases have been confirmed in J&K, the officials said.

They also informed that 55509 doses of covid-19 vaccine were administered during the time in J&K.

SMVDU’s Katra campus  closed  

Jammu: Authorities on Sunday ordered closure of Shri Mata Vaishno Devi University, Kakryal (Katra) campus till further orders after 13 students tested positive for COVID-19.

The campus was allowed to resume offline classes from 03 September 2021 by Shri Mata Vaishnu Devi University Kakryal (Katra) to conduct offline classes by adhering to the Covid protocols.

However, Chief Medical Officer Reasi intimated that during the Covid Tests conducted in Shri Mata Vaishno Devi University, Kakryal (Katra) Campus on 31st December 2021 and 1 January, a total 13 students have been tested positive for the virus.

“It has been found expedient to close Shri Mata Vaishno Devi University Kakryal (Katra) to contain the spread of disease and ensure safety of the students and general public,” Deputy Commissioner Reasi, Charandeep Singh, said in an order, and subsequently ordered closure of the campus till further orders in exercise of the powers vested in him under National Disaster Management Act, 2005 and Epidemic Diseases Act 1897.

Fire guts electronic goods complex in Srinagar

Srinagar:  A massive fire broke out at a commercial complex of electronic goods in Nowgam Budshah Nagar in Srinagar, causing extensive damage to the property, Fire and Emergency services said.

They said the fire broke out at a congested four-story commercial complex of Rather Electronic Stores of Havells Galaxy at Nowgam in uptown Srinagar early Sunday and engulfed the entire building.

Electronic goods of Air Conditions, Washing Machines, fans, wires besides other electric gadgets were extensively damaged due to the fire, they said.

It took six fire tenders to douse the flames, they said and added, no one was injured in the incident. The fire fighting operation lasted more than four hours.

The cause of the fire is believed to be the electric short circuit, they added.

1 killed, 13 injured in road accidents

Jammu:  A person was killed and 13 others were injured in two separate accidents on Sunday in Ramban and Udhampur districts of Jammu and Kashmir.

Police said that a truck collided with a passenger taxi at Nachlana in Ramsoo area of Ramban district, due to which the truck rolled down and fell into a deep gorge.

A person identified as Mohammad Shafi Gujjar of Hingni Ramsu died on the spot and three others, identified as Manzoor Ahmed, Mohd Amin Dar and Hillal Ahmed, suffered serious injuries.

The injured have been admitted to the Sub District Hospital, police said.

In another mishap, a passenger mini bus on way towards Patnitop collided with a tanker in Kud area, injuring 10 passengers.

The injured, all residents of Delhi, have been admitted to District Hospital Udhampur, added the police.

 

Man impersonating as Army Officer arrested

Jammu: A man impersonating as an Army officer was arrested on Sunday by the police in Bari Brahmana area of Samba district.

Police said that during routine patrolling at Telli Basti area, one person in Army uniform was found movig around suspiciously.

“On suspicion, he was detained by the police team,” they said, adding that he was donning the uniform of an Army Lieutenant.

“When put under sustained questioning, he did not give any satisfactory reply and was unable to produce his identity card following which when interrogated, he spilled the beans,” said police.

He identified himself as Raman Singh of Rakh Floura, R S Pura, Jammu, police said adding that a case was registered against him under relevant sections and the matter is being investigated to ascertain the motive behind his actions.

Bridge collapses, 27 labourers injured 

Jammu: At least 27 laborers, mainly non-locals, were injured, two of the seriously, when an under construction bridge collapsed in Koulpur area of Vijaypur area of Samba on Sunday.

Officials said that about 1607 hours the under construction bridge at river Devak near village Koulpur collapsed, leading to the injuries to 27 labourers.

Eleven of the injured have been admitted at Ramgarh hospital and include Santosh Kumar, 26, of Chhattisgarh; Vijay Durdershi, 40 of Chhattisgarh; Sikender Singh, 27, of Jharkhand, Karan Singh, 50, R S.Pura, Vijay Kumar, 30, Chhattisgarh; Sonu Kumar, 28, of Chhattisgarh; Naresh Kumar, 36, Chhattisgarh;

Madan Lal, 50, Rs Pura, , Naryan Kumar, 35 of RS Pura; Santoshi Lohar, 30, of Chhattisgarh, Sudhgar, 36 of Rs Pura.

Others have been admitted at Emergency Hospital Vijaypur and include Yashpal of RS Pura;  Santosh Kumar of Chattishgarh; Moti Lal; Raju; Surinder Lal of R.S Pura; Phirtan Bhai of Chattishgarh; Kajal of Chattishgarh; Kavita of Chattishgarh; Deepak; Om Parkash of Chattishgarh; Murli Dhar of Chattishgarh, Avtar Singh of Chattishgarh; Bhunveshwari Jaiswal of Chattishgarh; Surjeet Singhof Arnia Jammu; Subash Chander of R S Pura and Kanshi Ram Yadav of Chattishgarh. Two of the injured Yashpal and Deepak have been referred at GMC Jammu for further treatment. SSP Samba Dr Abhishek Mahajan confirmed injuries to 27 persons. He said that soon after information, a massive rescue operation was launched by police. He said investigations are underway regarding the incident.

4 booked for duping job aspirants

Jammu: The Crime Branch of the Jammu and Kashmir Police has filed a chargesheet in a court here against four persons for allegedly duping an unemployed youth on the pretext of providing him a government job, an official said on Sunday.

The chargesheeted persons included an employee of the Fire and Emergency Services and a daily wager in the Public Health and Engineering Department (PHE), a spokesperson of the Crime Branch Jammu said.

He said the chargesheet against the accused was filed in the court of Chief Judicial Magistrate Jammu for judicial determination.

The case against the accused was filed in 2015 following a complaint by a youth, Naveen Raina, alleging that his acquaintance Pawan Kumar of Bhagwati Nagar area of Jammu told him that he could get him employed in a government department for Rs 3 lakh with a guaranteed salary of Rs 13,000 per month.

“On payment of advance money, the accused took the complainant to PHE Office here, where he called Saroop Lal and the complainant was asked to submit his joining. Even after payment of Rs 3 lakh to the accused, the complainant received lesser salary from the accused persons as such he demanded his money back,” the spokesperson said.

Subsequently, a cheque of Rs 50,000 was provided to him by accused (Lal) but rest of the amount was not returned and after waiting for quite some time it was found that the appointment order provided by the accused was fake and forged and the complainant was cheated, he said.

On receipt of the complaint, the spokesperson said the Crime Branch Jammu initiated preliminary verification and during the course of enquiry the allegations levelled were prima-facie substantiated, leading to the registration of instant criminal case against the suspects — Kumar, Lal and their two associates Arshad Hussain Bhat, an employee in Fire and Emergency Services, and and Mushtaq Ahmad Dar, a daily-wager in PHE.

He said the offences under relevant sections of law have been fully established against the accused for cheating the complainant with sheer intention after hatching a well-planned criminal conspiracy and knowingly and dishonestly causing wrongful gain to themselves and wrongful loss to the complainant by providing a fake and forged appointment order.

 

 

Placement agencies under scanner, J&K Police seal many offices

‘Before hiring a domestic help, check credentials of agency, person’

Srinagar: The placement agencies providing domestic help services have come under scanner with many placement agencies being sealed. The  police and civil administration have swung into action after a gruesome murder and a theft case that took place in Srinagar.

An old aged women was murdered by her domestic help who was later identified a young boy who was hired through a placement agency. The boy was later arrested when he was trying to escape from the murder spot.

Similarly, few days later this sensational murder, another domestic help looted a huge amount of cash and jewelry from another household.

In order to take immediate measures to control these increasing crime incidents, the civil administration and Jammu and Kashmir Police have started to track all these placement offices and have started sealing those who have failed to furnish relevant documents that are needed to run the placement agency dealing with providing domestic helpers to the needy households.

According to sources, the Rajbagh Police station has so far sealed offices of three placement agencies on the directions of the Executive Magistrate concerned of the area. “Many more such offices of placement agencies will be sealed till they furnish relevant documents,” they said.

A senior police officer told the Precious Kashmir that they have sealed several offices who have failed to furnish relevant documents.

“These placement agencies bring boys and girls from outside states and send them as house servants to the households who need them. But to run these services there is a proper procedure like an interstate license and a license from the Labour Commission are some of the important documents,” said another senior police officer.

The police have requested the general public looking for domestic help to cross check all the details while hiring a domestic help from any  placement agency as many agencies are indulging in frauds.

In most of the cases, according to a police investigation, the modus operandi is to give advertisements in newspapers for providing domestic servants, giving mobile numbers, to attract prospective clients.

These servants work most diligently and try to win the faith of their employers and disappear suddenly, if they have the chance to lay their hands on cash or other costlier but small items like gold, mobile, watch etc. In a related incident, there was reportedly a case wherein a newly recruited maid abducted an 18-month-old-boy and was recovered from Faridabad and four persons were arrested.

 

J&K to streamline implementation of NPS

Set-up committee to devise mechanism to ensure that NPS contributions of employees are credited on time

Srinagar: In a significant move, the administration of Jammu & Kashmir has set-up a committee for streamlining implementation of New Pension Scheme (NPS) in the Union Territory.

Headed by Financial Commissioner (Additional Chief Secretary) Finance Department, the five-member panel has been constituted for streamlining implementation of NPS and to monitor grievances as well as timely registration and credit of contribution to subscribers’ accounts in the UT of J&K.

According to an order, a copy of which is in possession of The Precious Kashmir, the panel has been mandated to ensure that the contribution of employees and the government are credited without delay to the NPS financial architecture both in case of existing employees and newly recruited from time to time.

The order further states that the existing system and procedure being followed for the purpose shall be monitored effectively to ensure that no delay in credit of the contributions takes place.

As per its terms of reference, the committee shall ensure that in case any grievance by any employee is received in regard to delay in credit of contribution, either directly from the employee or through Pension Fund Regulatory and Development Authority (PFRDA), the same shall be looked into and disposed of in a manner to the satisfaction of the concerned employee.

The committee shall also look into any other matter as having a bearing on the issue of crediting/remittance of NPS contributions.

“The committee shall devise its own mechanism as also appropriate checks and balances to ensure that NPS contribution are credited on time in respect of all employees under NPS system,” the order further states.

The order further states that the committee shall meet at least once in three months to review the progress and in case any slippages are noticed, it shall take immediate corrective action.
