India’s COVID vaccination successful

New Delhi:  The government on Sunday said that the media reports about India’s Covid-19 vaccination campaign not achieving the target are misleading.

The Union Ministry of Health and Family Welfare said that India’s National Immunization Campaign is the most successful and largest among many developed Western countries in the global fight against Covid-19. The ministry said that such reports in the media are misleading and do not reflect the full situation.

ccording to the ministry, 90 percent of the eligible citizens have been vaccinated for first dose and 65 percent for the second dose so far in the National Immunization Campaign that started from January 16, 2021.

India has achieved many unprecedented milestone in this campaign.

More than one hundred crore vaccine doses have been administered in less than nine months in India.

The ministry said that only 73.02 percent of the eligible population in the US has been vaccinated against Covid-19.

In Britain, 75.9 percent, France 78.3 percent and Spain 84.7 percent of the eligible population have been given the first dose of vaccine.

 

J&K to have district level Good Governance Index: Jitendra Singh

New Delhi: Union Minister Dr Jitendra Singh on Sunday said that Jammu and Kashmir will soon become the first Union Territory (UT) in the country to have a district level Good Governance Index.

The Minister said this here after receiving an update from the newly appointed Secretary of Department of Administrative Reforms and Public Grievances (DARPG), Union Ministry of Personnel, V. Srinivas.

Dr Singh said, “The Centre will set up the District Good Governance Index (DGGI) in J&K and the DARPG will carry out this task in collaboration with the UT government. The framework of the proposed Index has been finalised with the technical support from the Centre for Good Governance (CGG) Hyderabad.”

The Minister pointed out that Prime Minister Narendra Modi is keen that we should replicate in J&K, the same best practices of governance which are followed in other States and UTs of the the country. “For a long time, as a result of certain constitutional and administrative constraints, many of the Central Rules of DoPT and ARPG were not applicable in Jammu & Kashmir, but in the last over two years, there has been a fast-track attempt to change the work culture and to follow the Mantra of ‘Maximum Governance, Minimum Government’, which has been the guiding principle of the Centre and States ever since the Modi government came in 2014,” he said.

Dr Singh mentioned that ‘Good Governance Index’ at the district level will enable each of the 20 districts of J&K to rise to the level of some of the best administered districts of the country, with time bound disposal of office files and other matters, increased transparency, increased accountability and increased citizen participation. “The next step would be to carry forward these Good Governance practices down to tehsil and block level,” the minister said.

The DGGI Framework has 58 Indicators drawn from different aspects of development and district administration distributed in all-encompassing 10 sectors such as agriculture and allied sector, Commerce and Industry, Human Resource Development, Public Health, Public Infrastructure & Utilities, Economic Governance, Welfare & Development, Public Safety and Judiciary and Citizen Centric Governance.

These indicators were finalised after a series of consultations with the district officials of the government of J&K, academia, subject specialists, etc. Looking at the availability of authentic published data and other key principles, the set of indicators have been finalised from a larger list of 135 to 58.

 

After stampede, LG chairs SMVDSB meet

Besides Rs 10 lakhs ex-gratia, additional Rs 5 lakhs each to be given to NoKs of  deceased pilgrims

JAMMU: Lieutenant Governor Manoj Sinha today chaired a special meeting of Shri Mata Vaishno Devi Shrine Board (SMVDSB) at Raj Bhavan, wherein several important decisions were taken to ensure safety of the pilgrims.

The meeting was convened in the backdrop of an unfortunate incident of stampede that occurred at Shri Mata Vaishno Devi Bhawan in the intervening night of 31st December, 2021 and 1st January 2022.

Dr. Ashok Bhan; Justice (Retd) Permod Kohli; Maj. Gen (Retd) S.K. Sharma; Sh K.K. Sharma; Sh K.B Kachru and Sh Vijay Dhar- Members of Shri Mata Vaishno Devi Shrine Board, and Sh. Ramesh Kumar, Chief Executive Officer, SMVDSB attended the meeting.

Dr. Arun Kumar Mehta, Chief Secretary and Sh Nitishwar Kumar, Principal Secretary to Lt Governor were special invitees to the meeting.

The Lt Governor, who is also the Chairman of SMVDSB, critically reviewed the causative factors leading to the stampede incident and the various steps taken immediately thereafter by the management of Shrine Board.

The Board appreciated the commendable post-incident efforts of Shrine Board, District Administration and Police Personnel towards the quick rescue and timely shifting of injured to Shrine Board’s Hospital at Kakryal. The Board felt that as a consequence of these efforts, a number of lives were saved. The board was briefed by the CEO Shrine Board that 35,000 pilgrims were allowed to proceed for the Yatra on December 31 and January 01 as against the National Green Tribunal’s cap of 50,000 a day, keeping in view the pandemic.

While reviewing the status of release of compensation amount to the victims, the Board decided to provide an additional amount of Rs 5 lakhs each to the next of kin of the pilgrims who lost their lives in the unfortunate tragic incident. An ex-gratia of Rs 10 lakhs was already announced by the Lt Governor on January 01.

A slew of directives were issued for physical and systematic improvements wherever required after critical examination.

The Board directed the Chief Executive Officer, Shrine Board for taking urgent action on diverse fronts including effective crowd management, augmentation of infrastructure, making booking of yatra 100% through online mode; working out plans for decongestion of the entire track, particularly the Bhawan area, separation of entry and exit routes at Bhawan.

The Lt Governor emphasized on appropriate use of technology and putting in place RFID Tracking system for effective crowd and queue management.

The Lt Governor advised for roping in technical experts and adopting best crowd management practices.

The Board directed the CEO for making concerted efforts towards early implementation of the Master Plan for the Bhawan area in a phased manner strictly in accordance to the timelines and also reiterated for expediting construction work and early completion of Durga Bhawan for the pilgrims.

Directions were issued for carrying out required improvisations in 2nd and 3rd Phase of Master Plan to take care of all foreseen challenges.

The Board discussed the modalities for suspension bridge and skywalk for effective queue management, besides identifying more halting spots to cater to large crowd at Bhawan and Katra.

The Board also considered various suggestions for making requisite improvements that can be carried out to safeguard against similar mishaps in future.

Discussions were also held on exploring possibilities of ropeway from Katra for the aged and infirm pilgrims.

The CEO was asked to consider resumption of the token/group number system that was discontinued six years ago. The Board also directed for early undertaking of an exercise for critically examining the safety audit of physical infrastructure and fire safety at main Bhawan, shopping complex and other important areas. The Members of the Shrine Board will monitor the implementation of directions and works to be undertaken.

The meeting ended with two minutes of silence, praying for the pilgrims who lost their lives in the stampede.

Army foil BAT action in Kupwara, infiltrator shot dead

Srinagar: In a first major breach by Pakistani Army of  February 2021 ceasefire agreement, Army on Sunday claimed to have foiled an attempted Border Action Team (BAT) action in frontier district of Kupwara by killing a Pakistani infiltrator.

General Officer Commanding (GoC) of Kupwara based 28 Mountain Division Major General Abhijit Pendharkar said alert troops guarding the Line of Control (LoC) in Keran sector foiled a BAT attempt when they eliminated a Pakistani infiltrator who was trying to sneak into this side from across the border on Saturday.

Addressing a press conference at Kupwara, Major General  Pendharkar said yesterday around 1500 hours “in a complete breach of the ceasefire understandings arrived between the two Director General of Military Operations (DGMOs)” one armed intruder in “Pathani suit” and a “Black Jacket” was detected moving from areas under the control of Pakistani Army across the LoC.

“You can say it was a BAT attempt, an infiltration bid attempted in the Keran sector of Kupwara district on January 1”, he said.

He said the swift action by the troops deployed at the LoC foil the bid and eliminated the “terrorist”  who was later identified as Mohammad Shabir Malik, a Pakistan national equipped with weapons, arms and ammunition and war like stores.

Major General  Pendharkar said the incident site is located on the Pakistan side as the Anti Infiltration Obstacle System was kept under surveillance by the Indian army to effectively counter any nefarious activity by the Pak infiltrators or Pakistani army.

Giving details of the operation he said an ambush was laid along the lightly routes that could have been adopted by the intruder and his movement was tracked and followed till about 1600 hours.  “The ambush was sprung at an opportune moment and the infiltrator was eliminated”, he added.

He said, the body of the slain infiltrator was recovered alongwith one Ak-47 rifle and large quantity of arms and ammunition including 7 hand grenades.

Major General Pendharkar said, the surveillance of the area is still in progress though  bad weather conditions are prevailing in the area.

A search of the belongings of the slain infiltrator revealed a Pakistani Identity card with his name written there as Mohammad Shabir Malik, a vaccination Certificate issued by the Ministry of National Health Services Regulations and Coordination of The Government of Pakistan.

Besides,  a photograph of the infiltrator in a Pakistani army uniform with the name tab as “Shabir” prescribed on was also recovered, he added.

The operation is still on, Major General Pendharkar said.

He said Incidentally this route “Randori Behak” was also adopted by a group of five infiltrators who tried to sneak to this side  in April last year and were killed by the alert Indian army.

He said Pakistan is continuing unabated “cross border terrorism”, Major General Pndharkar said.

Encourage youth to take up sports as profession: PM Modi

Meerut: Prime Minister Narendra Modi on Sunday said that with sporting infrastructure coming up in villages and small towns it was his resolve and dream that youths should be encouraged to “take up sports as as a profession.”

The Prime Minister’s remarks came while laying the foundation stone of Major Dhyan Chand Sports University in Meerut, Uttar Pradesh.

Speaking on the occasion, the Prime Minister said, “In Indian history, Meerut has not just been a city but a significant center of culture and strength.” He said for sports to thrive in the country, “it is necessary that the youth should have faith in sports and should be encouraged to take up sports as a profession. This is my resolve, and my dream.”

Kashmir, Ladakh receive fresh snowfall, rains

Srinagar:  Many places in Kashmir Valley including tourist resorts of Gulmarg, Pahalgam and Sonamarg, received fresh snowfall and rains.

According to the Meteorological Department Centre, the night temperature improved in Kashmir Valley and Ladakh in view of the snowfall and rains. Srinagar recorded a minimum of 0.3 degree Celsius against the average -2.1 degree Celsius this season. Srinagar has received 1.2 mm of rainfall since Saturday night.

They said the famous ski resort of Gulmarg in north Kashmir received 4.2 cms of fresh snowfall much to the delight of the tourists. Affarwath and Kongdoori in the valley of meadow also received about six inches of snowfall. The minimum temperature settled in Gulmarg as minus 6.2 degree Celsius against minus minus 6.0 recorded the previous night.

Reports of snowfall were also received from south Kashmir’s Shopian as it recorded 1.5 cms snow last night while Gurez in Bandipora recorded 3-4 cms. Gund-Kangan and Sonmarg in central Kashmir also received fresh snowfall of 3 cms.

Qazigund on the Srinagar-Jammu national highway recorded minus 1.0 degree Celsus against minus 4.0 a day ago.

The famous tourist resort of Pahalgam in south Kashm received 7 cms of snow. The minimum temperature was recorded as minus 1.7 degree Celsius against the minus 6.1 recorded the last night.

Kokernag also in south Kashmir recorded a minimum of minus 1.9 degree Celsius against the minus 3.5 degree Celsius the previous night.

The frontier Kashmir district of Kupwara was recorded 1.6 degree Celsius against the minus 1.8 degree Celsius. Kupwara also received a rainfall of 1.3mm on Saturday night.

Reports of fresh snowfall on the upper reaches of Ladakh including Zojila pass, Captain more and Drass areas were also received. About 3-4 inches of snow accumulated in these places, according to sources.

Leh in Ladakh recorded a minimum of -9.2 degree Celsius and at automatic stations of Kargil minus 102 while at Drass it was recorded as minus 9.2 degree Celsius, the official said.

Srinagar-Ladakh, Mughal roads closed

Srinagar:  Srinagar-Ladakh national highway and historical Mughal road connecting Shopian district in south Kashmir to Rajouri in Jammu region were closed for vehicular traffic due to fresh snowfall, a traffic official said.

They said the traditional Mughal road, which was closed since December 23, 2021 following the fresh snowfall at Bafliaz and peer Ki Gali, received another spell of snow on Saturday. The snow clearance operation could not be taken up due to the slippery road conditions, the official added.

Srinagar-Ladakh road was also closed for the moment of traffic following fresh snowfall at Sonamarg, Gumri, Captain more, Zojila pass and at Drass.

They said about 3-4 inches of snow had accumulated on the road and the men from the Border Roads Organisation (BRO) had pressed into service with sophisticated machines to clean the snow from the highway.

Meanwhile,  Srinagar-Jammu National highway was open for traffic from either side for light motor vehicles while heavy motor vehicles were allowed to move from Jammu to Srinagar.

Kupwara-Keran road in north Kashmir was also closed for vehicular traffic following another spell of snowfall. The snow clearance operation is going on, the official said and added the road is likely to be put through by the evening.

Snow clearance operations were also going on at Bandipora-Gurez  and Tulail road to restore the traffic movement, according to sources.

 

India, Pak exchange list of nuclear installations

New Delhi:  India and Pakistan exchanged lists of nuclear installations and facilities, covered under the Agreement on the Prohibition of Attack against nuclear Installations and facilities between both the countries.

The Minister of External Affairs said that the Agreement, which was signed on December 31, 1988 and entered into force on January 27, 1991 provides, inter alia, that India and Pakistan inform each other of the nuclear installations and facilities to be covered under the Agreement on the first of January of every calendar year.

This is the 31st consecutive exchange of such lists between the two countries, the first one having taken place on January 1, 1992.

Pakistan has five operable reactors, with a further unit under construction, with China’s help. Pakistan’s nuclear weapons capabilities have arisen independently of its civil nuclear fuel cycle, using indigenous uranium.

Pakistan is outside the Nuclear Non-Proliferation Treaty due to its weapons programme. Because of it, Pakistan is largely excluded from trade in nuclear plants or materials, which hinders its development of civil nuclear energy.

Amid this, China is positively cooperating with Pakistan’s nuclear ambition.

Pakistan, as of date, has a nuclear weapons stockpile of approximately 165 warheads, according to The Arms Control Association, a neutral membership group located in the US.

DDC Chairperson, Vice-Chairperson; other delegations call on LG Sinha

JAMMU: Ms Nuzhat Ishfaq, Chairperson, DDC Ganderbal, Ms Sangeeta Bhagat, Vice-Chairperson DDC Doda, delegation of District Gurdwara Parbandhak Committee (DGPC) Jammu, besides Sh. Sheikh Muzaffar, President, Jammu & Kashmir Nationalist People’s Front (JKNPF), called on Lieutenant Governor Manoj Sinha at Raj Bhavan here.

Ms. Nuzhat Ishfaq, DDC Chairperson, Ganderbal accompanied by Former Legislator, Sh. Ishfaq Jabbar met the Lt Governor and apprised him of various developmental issues of her district pertaining to upgradation of health facilities at DH Ganderbal; strengthening of road network, besides other matters of public welfare.

Similarly, Ms Sangeeta Bhagat discussed with the Lt Governor about identification and promotion of more tourist destinations like Seoz Dhar, Kelar, Jantron, Dedhni, Desa valley, and giving prominence to District Doda on the map of tourism, besides other issues.

While interacting with the delegations, the Lt Governor impressed upon them to continue their endeavour for promoting the welfare of general public of their respective districts. He assured them of redressal of all their genuine issues on merit.

Meanwhile, a delegation of DGPC Jammu led by S. Karan Singh Wazir, comprising its General Secretary, S. Fateh Singh, members S. Avtar Singh, S. Manmohan Singh, and S. Narinder Singh presented before the Lt Governor the issues of Sikh community of J&K.

The issues included promotion of Punjabi language; conducting elections of the DGPC J&K, besides other welfare issues of Sikh community.

President JKNPF also met the Lt Governor and raised various issues pertaining to welfare of daily wagers and Anganwadi workers, among others.

The Lt Governor gave a patient hearing to the issues put forth by the delegations and assured them that their genuine issues would be taken up on priority and redressed on merit at the earliest.

Later, a joint delegation comprising Sh Lalit Mahajan, Chairman Federation of Industries (FOI) Jammu; Sh Satish Kaul, Chairman JK Pharmaceutical Manufacturers’ Association; Sh S.K. Bansal, President, J&K Pesticide Manufacturing Association, and Sh Ajit Lal Bawa, President, Kathua Industrial Units Association, called on the Lt Governor and expressed their gratitude for various steps taken by the UT government with regard to Industrialization and employment generation.

They discussed with the Lt Governor various issues for sustainable growth of existing units, besides promotion of new Industries for generating better employment avenues for the local youth.

The Lt Governor assured the members of the delegation that their suggestions would be duly incorporated in the decision making process.

Mata Vaishno Devi stampede probe: Div Com Jammu issues public notice, asks people to share evidence  

Jammu: Divisional Commissioner Jammu Raghav Langer, probing Mata Vaishno Devi stampede incident that claimed the lives of 12 pilgrims on Saturday, has issued a public notice stating that those desiring to submit any evidence or facts may appear before the enquiry committee either online or in-person by January 5.

“It is for the information of the general public that any person who desires to furnish any facts, statements, electronic evidence etc. regarding the said incident; may share the same on the email id: [email protected] or Whatsapp No: 09419202723 or Landline No: 0191-2478996 by or before 05-01-2022,” the notice stated.

“Any person who desires to meet in person, may appear before the said Enquiry Committee in person between 11:00 am to 01:00 pm on 05-01-2022 in the Office of Divisional Commissioner, Jammu, Rail Head Complex, Panama Chowk; to furnish any statements/ facts/ evidence,” it added.

A three-member panel has been set up by Jammu and Kashmir government to probe the stampede incident at the Mata Vaishno Devi shrine. The panel is required to give its report within a week, as per an official order.

Following the incident, the J-K government on Saturday ordered a high-level probe headed by Principal Secretary (Home) to investigate the incident in which 12 persons died and 16 others were injured. The probe team includes the Additional Director General of Police (Jammu) and Divisional Commissioner of Jammu.

“The committee shall submit its report within a week’s time to the Government. The committee shall examine in detail the causes/reasons behind the incident and point out the lapses and fix the responsibility thereof,” the official order said.

The committee has also been asked to suggest appropriate standard operating procedures and measures for preventing the recurrence of such incidents in the future.
