MeT predicts ‘erratic weather’ in J&K till Feb 8

Srinagar: Meteorological department here on Wednesday forecast “erratic weather” with occasional snowfall at scattered places till February 8.

“Fairly widespread to widespread light to moderate rain, snow is expected during February 2-4 with main activity on 3rd with possibility of isolated heavy rain and snow mainly in South Kashmir and Jammu region,” an official of the meteorological department said.

“Light rain and snow is also most likely at scattered places during February 6 to 7. Some places in Jammu region may receive thunderstorm and hailstorm on February 3,” he said, adding, “Overall, weather likely to remain (erratic) partly to generally cloudy with occasional light snowfall at scattered places till February 8.”

Meanwhile, minimum temperature dropped at most places in Kashmir Valley.

The official said that Srinagar, the summer capital of the J&K, recorded a low of minus 1.9°C against last night’s 1.8°C.

Qazigund, the gateway town of Kashmir, recorded a low of minus 2.8°C against minus 0.3°C on the previous night, he said.

Kokernag, also in south Kashmir, had a low of minus 2.6°C, same as recorded on the previous night, the official said.

Pahalgam, the famous resort in south Kashmir, recorded a low of minus 6.1°C against minus 6.2°C on the last night, he said.

Gulmarg recorded a low of minus 8.0°C against minus 9.0°C on the previous night, he said. The temperature is 0.4°C below normal for this time of the year in the famous resort in north Kashmir’s Baramulla district.

Kupwara town in north Kashmir recorded a low of minus 2.2°C against 0.3°C on the previous night, the official said.

While the ‘Chillai Kalan’, the 40-day long harshest period of winter ended on January 30, Kashmir is under the grip of the 20-day long ‘Chillai Khurd’ which would be followed by 10-day-long ‘Chilla Bachha’.

Jammu recorded a low of 7.1°C against previous night’s 7.2°C. The temperature was 1.3°C below normal for the J&K’s winter capital during this time of the year, he said.

Banihal recorded a low of minus 0.1°C, Katra had a minimum of 6.0°C while Bhaderwah recorded a low of minus 1.0°C, the official said.

Ladakh’s Leh recorded a low of minus 13.6°C against last night’s minus 12.4°C while mercury at automatic station in Kargil settled at minus 18.2°C. Drass, the second coldest place in the world after Siberia, recorded a low of minus 22.0°C against last night’s minus 20.2°C, official said. (GNS)

Comm Secy Revenue reviews revenue matters of Sgr

Directs for immediate encroachment removal, early issuance of land passbooks

Srinagar: Commissioner Secretary Revenue, Vijay Kumar Bidhuri, on Wednesday had a detailed review of revenue matters pertaining to Srinagar district during a meeting held with senior revenue officials of the district.

Deputy Commissioner Srinagar, Mohammad Aijaz Asad briefed the meeting about functioning and achievements of Revenue Department in the district.

Commissioner Secretary took a detailed assessment of recent initiatives of government like Land Records Information System (Apni Zameen Apni Nigrani), Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas (SVAMITVA) besides Digital India Land Records Modernization Programme (DILRM).

He also took stock of progress on various vital issues regarding encroachment drives, demarcation of government land, status of mutations, inspection of revenue records, status of grievance redressal mechanism, Nazool Land, Custodian Land, Migrant properties, holding of camps and attestation of mutations, progress on digitization of Jamabandis/ Girdawari, missing land record, status of Patwar Khana and RDA enquiries, vacancy position and conduct of DPC.

Commissioner Secretary appreciated the Srinagar administration for taking various public centric measures besides retrieving hundreds of Kanals of state land by launching massive anti-encroachment drives.  He laid stress on effective implementation of IEC activities under various schemes in the district and efficient record keeping management of all revenue records.

Commissioner Secretary also directed the district revenue officers to follow the instruction with added zeal and dedication and complete the target within 15 days. He directed the department to expedite updation process of Jamabandies and scanning of revenue records as per the targets. He directed the officers to update all revenue records especially Jamabandies in a mission mode to ensure that the digitization is completed in a time bound manner. He said performance of Revenue Officers will be strictly monitored on the parameters of updataion of revenue records and purification of records preceding digitisation.

While reviewing progress on removal of encroachments on state/kahchari land, Commissioner Secretary directed all the Tehsildars to intensify the anti-encroachment drive so that all identified encroached state/kahcharie land is retrieved. He also directed for immediate completion of encroachment removal operation launched in Chatterhama and other areas to retrieve all encroached land from the land grabbers.

On the occasion, Deputy Commissioner Srinagar gave a brief overview of the district saying that the administration has started several Information Technology enabled services which are helping in delivering public centric services in an effective and transparent manner.

DC said under the Digital India Land Record Modernization Programme (DILRMP), the Revenue department has scanned voluminous revenue records and placed them in the public domain under ‘Apni Zameen Apni Nigrani’ for people’s scrutiny.

He said through the landmark initiative of the Government Land Passbooks are being issued to the legal owners of land as a measure to further improve service delivery, enhance transparency and accountability to fill the information vacuum and promote people’s ease of access to the Revenue record.

During the meeting, the Revenue Officers were familiarized with the Application developed for issuing Land Passbooks through a live demonstration by the experts.

Earlier, Assistant Commissioner Revenue, Srinagar, presented a detailed power point presentation about the functioning of the Department in the district. He also briefed about the progress on Digitization of Revenue records and IEC campaign “Aap Ki Zameen Aap Ki Nigrani” and “SVAMITVA” in the district.

Additional District Development Commissioner, Srinagar, Gulzar Ahmad Bhat, who is also Director land Records,  Additional Deputy Commissioner, Srinagar, Dr Syed Hanief Balkhi, Chief Planning Officer, Mohammad Yaseen Lone, SDM West, Akshay Labroo, SDM East, Owais Mushtaq, Tehsildars and other functionaries of Revenue Department were present in the meeting.

LMS in J&K: DG IMPARD holds meeting with NeGD, ISTM

Srinagar: Director General, Institute of Management Public Administration and Rural Development, Saurabh Bhagat, today convened an online meeting with Director, National e-Governance Division (NeGD), Satya Meena and Joint Director, Institute of Secretariat Training and Management (ISTM), New Delhi, Deepak Bist regarding Learning Management System (LMS) in Jammu and Kashmir.

It was decided in the meeting to adopt online training methodology to expand the outreach of training to thousands of officers and officials and around 34000 PRI functionaries besides other concerned. In this regard, the NeGD and ISTM expressed commitment to support in designing LMS which could be used by IMPARD to provide capacity building training to frontline functionaries of the UT.

National e-Governance Division (NeGD) assured their support in providing technical assistance to J&K IMPARD in their e-Governance projects and also handholding training to the officers of the Institute.

Pertinently, LMS automatically generates certificates, Management Information System (MIS) reports, assessment management, classroom management, skill gap and competency mapping besides other connected services. It will also ensure effective citizen engagement and communication with all stakeholders using offline and social media channels

Thus, equipped with LMS the J&K IMPARD would be in a better position to provide training to functionaries of the UT suitable to present conditions. Also the ISTM will help IMPARD in improving the provision of online Secretariat Assistant Training.

Director General informed the meeting that Department of Administrative Reforms and Public Grievances (DARPG) is planning to launch District Good Governance Index (DGGI) 2.0 Dashboard and LMS of J&K IMPARD on 22nd February, 2022.

Abishek Singh, CEO NeGD, Shilou, General Manager LMS project and Vinay Thoker from NeGD attended the meeting virtually.

The faculty members, Directors Training and other officers of both Srinagar and Jammu offices of IMPARD also attended the meeting.

Jaishankar slams Rahul over ‘govt bought Pak, China together’ remark

New Delhi, Feb 2 (IANS) Responding to Congress leader Rahul Gandhi’s remark that the BJP-led Central government bought “Pakistan and China together”, External Affairs Minister S. Jaishankar said on Wednesday that the two Asian countries have been sharing close ties since the last several decades.

He also rejected Rahul Gandhi’s allegation that “it is India’s faulty foreign policy under the Narendra Modi-led government which made China and Pakistan join hands together against India, and convert into a front”.

Taking to Twitter to respond to the former Congress President’s remarks, Jaishankar said: “Rahul Gandhi alleged in Lok Sabha that it is this Government which brought Pakistan and China together. Perhaps, some history lessons are in order: In 1963, Pakistan illegally handed over the Shaksgam valley to China. China built the Karakoram highway through PoK in the 1970s.”

Speaking in the Parliament on Wednesday, Rahul Gandhi slammed the Central government.

“You put our nation at risk by creating such situations that made Pakistan and China get along against India. The single biggest strategic goal of India should be to keep China and Pakistan separate… and what you have done? You have brought them together. This is a very serious threat to India.

“You have made a huge strategic mistake in our foreign policy. You have taken two different fronts and converted them into one single front,” the Congress leader said.

Responding further, Jaishankar said: “From the 1970s, the two countries also had close nuclear collaboration. In 2013, the China-Pakistan Economic Corridor started. So, ask yourself: were China and Pakistan distant then?”

MD, Women Empowerment visits acid attack survivor at SMHS hospital

Assures her family of all possible support from government

Srinagar: The Mission Director, Women Empowerment, Shabnam S Kamili Wednesday visited a 24 year old acid attack survivor of Srinagar district at SMHS hospital.

The Mission Director took stock of the facilities available to her at the hospital and assured her family of all possible support from the Government.

She strongly condemned the act of acid throwing and reiterated that such crimes degrade us as humans and society. While talking to the media, she said that this is the second incident in the last six months therefore ringing alarm bells to the society that the inculcation of values with regard to the respect and dignity of women need to be upheld.

The Mission Director was accompanied by District Social Welfare Officer Srinagar and her team from One Stop Centre for Women and Mahila Shakti Kendra.

KCCI president anguished over acid attack

Srinagar: Kashmir Chamber of Commerce and Industry (KCC&I) President, Sheikh Ashiq Ahmad Wednesday expressed shock and deep anguish at the heinous crime of the acid attack on a 24-year-old girl near Safa Kadal Srinagar.

Sheikh Ashiq termed the occurrence of the incident very disheartening as it indicates towards the moral degradation of the society at large especially the youth who have fallen prey to drugs and other immoral activities.

He stated that incidents of Acid Attack were alien to our culture and had therefore caused widespread anger and consternation amongst all sections of the society. “The conscience of the society has been shaken to its very core. Whereas we have no doubt that justice will be delivered as swiftly as possible in this case, it is also a time for assessing the reasons for the degradation of social values and moral ethics amongst of our youth,” he said.

Sheikh Ashiq said that Kashmir chamber remains steadfast with the family of the effected girl and also expressed gratitude towards JK Police especially SSP Rakesh Balwal and SP North Raja Zuhaib for the prompt arrest of the culprits involved in this heinous crime. He urged the administration for fast track case conviction.

Ensure all medical, surgical procedures are done: DHSK to CMOs

Srinagar: Director Health Services Kashmir (DHSK) on Wednesday asked Chief Medical Officers, Medical superintendents, Block Medical Officers and other Incharge Administrators of the health institutions to ensure that all the medical and surgical procedures of utmost urgency are done on the basis of RAT test reports of the patients, after following the COVID SOPs properly as per WHO guidelines.

“This has come into the notice of authorities that the medical and other surgical procedures, which otherwise need immediate attention, are getting delayed at the level of District Hospitals, Sub District Hospitals and other health institutions due to non availability of RTPCR test reports, which has been viewed seriously,” reads a circular issued by DHSK.

“In order to provide better & timely patient care services, it is hereby impressed upon all the Chief Medical Officers, Medical superintendents, Block Medical Officers and other Incharge Administrators of the health institutions to ensure that all the medical and surgical procedures of utmost urgency are done on the basis of RAT test reports of the patients, after following the COVID SOPs properly as per WHO guidelines,” it reads, adding, “This circular is issued in the interest of better patient care in view of surge in COVID-19 cases.” (GNS)

India squad members including three players test Covid-19 positive ahead of West Indies ODIs

New Delhi: At least five to six members of the Indian squad including cricketers — Shreyas Iyer, Shikhar Dhawan and Ruturaj Gaikwad — have tested positive for Covid-19 ahead of the beginning of the ODI series against West Indies.

According to sources, Iyer, Dhawan and Gaikwad’s results came on Wednesday evening after the entire squad underwent a mandatory RT-PCR test before joining the bubble in Ahmedabad.

It has been learnt that apart from players a few support staff members have also tested positive. However, a formal statement from the Board of Control for Cricket in India (BCCI) is still awaited.

Notably, the Indian team has been staying in the Hyatt Regency Hotel in Ahmedabad since Monday, when they were asked to assemble. The team is to undergo three-day quarantine before the practice sessions kick off.

The quarantine period entered its third day on Wednesday and the team would have started practising from Thursday, but there is no clarity now if the practice would indeed start as scheduled.

The Indian team has a large contingent (of about 26 members, including net bowlers) and so there seems to be no imminent threat to the series overall.

Meanwhile, the West Indies team, which reached Ahmedabad on Wednesday morning, is also put up in the same hotel as India, and so are the match officials.

Teams are scheduled to play the first of three ODIs at the Narendra Modi Stadium on February 6. The ODI leg will be followed by three T20Is, which are scheduled to take place at the Eden Gardens in Kolkata.

6 doctors among 17 employees found absent in Bandipora

Bandipora: The hospital authorities during a routine inspection found at least 17 doctors and paramedics absent from duties at a district hospital Bandipora following which the medical superintendent has put them on notice and deducted one day’s salary.

The staff “at fault” has been asked to explain their position in a given time frame or face action from the higher authorities.

An order states, “During the routine inspection of all the departments/sections on 1/02/2022 at 11:50 AM, below mentioned doctors/paramedical staff of this hospital were found unauthorizedly absent from their duties thus affecting patient care.”

The hospital MS has also warned that the case will be forwarded to higher authorities for dereliction of duties in case the absent staff fails to explain their position in a certain time frame.

“In this regard below mentioned defaulters of duties are directed to explain their position within 24 hours failing which their case will be forwarded to higher authorities for action as per service rules for dereliction of their duties,” the order states further. “In the meantime”, the MS has ordered a one-day salary deduction for the staff in question.

“The account in-charges are hereby directed to deduct one-day salary of the mentioned staff,” reads another order signed by the medical superintendent.

When this reporter visited the hospital, scores of patients who were waiting for the doctors in the premises, stated that there were no doctors to provide them treatment. They have expressed displeasure over the “mere warning” from the hospital administration and demanded a strong action to correct the mess in the hospital.

The locals said that “the absenteeism and non-professionalism at the DH is a long pending issue and requires an iron fist approach from the higher authorities to correct the mess.”

The patients said that the nursing or helping staff has also created chaos demanding money from poor parents.

Reyaz Ahmad, a local, who was suffering from high fever and also complained about chest pain, was disappointed when he did not find any senior doctors at the OPD. (KNO)

 

Gas pipeline project to J&K: GAIL submits DFR

PNGRB to issue authorization, UT admin directed to levy 0% VAT on natural gas

Srinagar: The Government of India has said the Gas Authority of India Limited (GAIL) has submitted a detailed feasibility report (DFR) of a gas pipeline project to Jammu & Kashmir.

In a document titled implementation of budget announcement of 2021-22, the Union Finance Ministry informed the Parliament that a directive has been issued to the Petroleum and Natural Gas Regulatory Board (PNGRB) to issue authorization for Gurdaspur – Srinagar pipeline to GAIL.

In the 2021-22 budget, Finance Minister Nirmala Sitharaman had announced in the Parliament that a gas pipeline project A gas pipeline project will be taken up in the Union Territory of Jammu & Kashmir. J&K’s LG Manoj Sinha had then hailed the announcement of the gas pipeline project to J&K.

The Centre today also informed the Parliament that the Ministry of Petroleum and Natural Gas (MoPNG) has requested the government of J&K to levy 0% VAT on natural gas in the UT of J&K.

“Public Investment Board (PIB) and Expenditure Finance Committee (EFC) approval for Viability Gap Funding (VGF) grant is under process,” the documents state.

It is worthwhile to mention that a gas pipeline project on almost similar lines was also announced by the then Omar Abdullah-led National Conference and Congress government in 2011. But it couldn’t take off as the company, which was awarded the contract, backed off due to the difficult terrain and cost escalation.
