Case For Reopening Schools

There has been a consistent drop in the Covid-19 caseload and positivity rate in Jammu and Kashmir. In the last 24 hour, J&K logged 1153 fresh convid cases, lowest in 26 since January 11. The scenario has built a strong case for reopening schools for all classes across Jammu and Kashmir.

In a cautious and careful move, the authorities have ordered to continue the “online” teaching in all colleges, schools, polytechnics, ITIs, etc, it has allowed Coaching Centres for Civil Services, Engineering, NEET etc. to resume in-person teaching at 50% of their capacity subject to condition that both faculty members as well as students are fully vaccinated.

According to government data, at least 95 per cent of the teaching and non-teaching staff in schools in all states and UTs has been vaccinated, while some states have achieved 100 per cent vaccination coverage for the staffers. These figures should reassure parents and prompt them to send their children to school without any fear or hesitation.

The losses suffered by children during their these years is inestimable. The school closures not only affected learning process but affected children on various other fronts.

Over these years, worldwide, many credible institutions have raised red flags about the deteriorating mental health conditions of students after school closure. Educationists and NGOs are voicing similar concerns on various platforms. Concerns galore on far-reaching and deadly implications on the future of youngsters. All this has naturally added to the concern of the people and authorities to reopen schools.

Online education can never replace offline education and this fact stands proved beyond doubt. The excessive caution is now harming students and as such efforts must be done to reopen the schools.  Vaccination should be ensured to all eligible.

Lieutenant Governor rightly emphasized that the vaccination is a critical tool to help stop the Covid pandemic. He also made a “humble request” to the young people to get vaccinated. He also rightly emphasized people not to be complacent after getting vaccinated. It’s crucial to continue following COVID protocols and guidelines. The government needs to create awareness and boost confidence among the people, especially among the parents of the eligible children, to get vaccinated. What has been seen is that the vaccination has surely helped reduce hospitalizations.

Assuming that the worst of the pandemic is over, it’s time to restore pre-Covid normalcy to the school campuses. Measures should be taken now so as to ensure hassle-free reopening of the schools after winter vacations in Kashmir as well as in the summer zone of Jammu.

Sgr-Jmu highway to remain open for both ways today

Srinagar: Jammu-Srinagar highway, the only surface link connecting Kashmir valley with the outside world, shall remain open for both way traffic tomorrow, officials said.

“On 06-02-2022, subject to fair weather and better road conditions LMVs(passenger)/private cars shall be allowed from both sides on Jammu-Srinagar highway viz Jammu towards Srinagar and vice-versa ,” a traffic department official here said, adding, “TCU Jammu/Srinagar shall liaise with TCU Ramban before releasing the traffic.”

He said cut off for LMVs/private cars from Nagrota (Jammu) will be at 0700 hours to 1200 hours, from Jakheni (Udhampur) at 0800 hours to 1300 hours and from Navyug Tunnel (Qazigund side) 0800 hours to 1300 hours “(subject to change depending on the road position then)”

He said no vehicle shall be allowed before and after cut off timings.

Regarding HMVs/Load carriers, he said, “subject to fair weather and better road conditions, they shall be allowed from NAVYUG Tunnel (Qazigund side) towards Jammu after assessing the traffic situation on highway.” He said TCU Srinagar shall liaise with TCU Ramban before releasing the highway.

Meanwhile, Mughal Road, connecting Shopian with Poonch and Rajouri districts, remained closed for vehicular movement in view of snow accumulation at Peer Ki Gali.

Also,Srinagar-Sonamarg-Gumri road remained shut for vehicular movement in view of snow accumulation on Zoji la axis and has been closed till further orders. Kishtwar-Sinthan road also remained closed in view of snow accumulation, the traffic department official said.

Drug peddler ‘commits suicide’ in Hiranagar

Jammu: A drug peddler allegedly committed suicide by hanging himself in police custody at Police Station Hiranagar in Kathua district of Jammu and Kashmir.

Police said that the drug peddler identified as Sunil Verma, 32, resident of Ghagwal, on Sunday morning hanged himself in the custody.

He was arrested on February 3 under NDPS Act.

“He was a habitual drug peddler and was also an addict,” said police.

“The body was shifted to the hospital for postmortem,” they said. (UNI)

India logs 1.7 lakh fresh Covid cases

New Delhi: India has recorded 1.07 lakh fresh Covid-19 cases in the last 24 hours, while the daily positivity rate stood at 7.42 percent in the country, as per the Health Ministry data on Sunday.

As many as 865 fresh fatalities were also recorded in the past 24 hours, taking the total death count in the country, as a result of coronavirus, to 50, 1979.

The active cases stands at 12,25,011 which now comprise 2.90 per cent of the total infections, while the national COVID-19 recovery rate has decreased to 95. 91 per cent.

Meanwhile 2,13,246 recoveries were reported in the last 24 hours, increasing the total recoveries to 4,04,61,148.

On the vaccination front, the government has been continuously speeding up the vaccination drive across the country. According to the bulletin issued by the Ministry on Sunday 74.01 Crore tests for Covid-19 have been done so far.

In the last 24 hours, a total of 14,48,513 tests have been conducted. “India has administered 169.46 Cr doses of Covid-19 vaccine so far under the ongoing nationwide vaccination drive” Ministry data said.

More than 167. 47 crores vaccine doses were provided to States/UTs so far. Over 11.83 the crores balance and unutilized Covid vaccine doses are still available with the States/UTs to be administered, the ministry said.

Meanwhile, Delhi continues to witness a decline in Covid-19 cases as on Saturday the city reported 1604 news covid-19 cases and 17 deaths. The positivity rate also saw a declining trend as it stood at 2.87 and the total active cases in the city were 9,9969, as per the Health Ministry data. (UNI)

 

 

 

Winter Olympics: Sweden, Norway lead as Australia, Japan, Germany win gold medals

Beijing: Sweden won their second goal and joined Norway at the top of the medals table even as Russian Olympic Committee (ROC), Germany, Japan, Australia, and New Zealand opened their accounts with gold medals on the second day of competition at the Beijing 2022 Winter Olympic Games on Sunday.

Russian Olympic Committee athlete Alexander Bolshunov won his first Olympic gold in men’s 30km cross-country skiathlon on Sunday.

The skiathlon began with 15 kilometres of classic skiing and switched to freestyle after the half-point. The 25-year-old opened a big gap in the second half and crossed the line with a comfortable lead, winning in one hour, 16 minutes and 9.8 seconds.

His compatriot Denis Spitsov surpassed Finnish athlete Livo Niskanen in the second half to take his third Olympic silver medal in 1:17:20.8. Niskanen finished third in 1:18:10.0.

This is Bolshunov’s first Olympic gold medal after the Russian won three silver medals (50km mass start, team sprint, 4x10km relay) and one bronze (sprint) at Pyeongchang 2018.

Van der Poel bags gold

World record holder Nils van der Poel took gold in the men’s 5,000m speed skating competition on Sunday, the second gold for Sweden in this Games.

The 25-year-old Swede clocked a winning time of six minutes and 08.84 seconds to lower the Olympic record set by Dutchman Sven Kramer.

Patrick Roest of the Netherlands, who qualified first in the discipline at the Dutch trials, took the silver medal with 6:09.31. Hallgeir Engebraaten of Norway finished third in 6:09.88.

At nearby Chongli, Zhangjiakou, Japanese ski jumper Ryoyu Kobayashi claimed the men’s normal hill individual gold medal on Sunday.

Kobayashi collected a match-leading 145.4 points in the first round. Despite his 129.6 points only ranking fifth in the final round, a total of 275.0 points was enough for the Japanese to stand atop the podium.

Fueled by 136.3 points in the final round, Manuel Fettner from Austria climbed up from the fifth position after the first round to the second with 270.8 points.

The bronze medal went to Dawid Kubacki from Poland, who collected 265.9 points from two jumps.

Germany’s Johannes Ludwig won men’s singles gold at Beijing 2022 luge event held at the Yanqing Sliding Centre on Sunday. The 35-year-old Ludwig, this winter’s overall World Cup winner, clocked a combined time of three minutes, 48.735 seconds in four runs for the gold medal.

Wolfgang Kindl of Austria, who was crowned European champion last month, won silver in 3:48.895. Italian luger Dominik Fischnaller came third in a total time of 3:49.686.

In Chongli, Jakara Anthony of Australia won the freestyle skiing women’s moguls gold on Sunday. The 23-year-old garnered 83.09 points from a combination of time, air, and turns, becoming the first Australian female to win an Olympic medal in moguls.

Jaelin Kauf of the United States took silver with 80.28 points, and Russian Olympic Committee athlete Anastasiia Smirnova took bronze with 77.72.

Administrative Council approves J&K Sports Policy 2022

Jammu: To promote sporting culture and harness the energy of youth in Jammu and Kashmir, the Administrative Council (AC), which met here under the chairmanship of Lieutenant Governor, Manoj Sinha, approved the rollout of the J&K Sports Policy 2022.

Farooq Khan and Rajeev Rai Bhatnagar, Advisors to the Lieutenant Governor, Dr. Arun Kumar Mehta, Chief Secretary, J&K, and Nitishwar Kumar, Principal Secretary to the Lieutenant Governor attended the meeting.

The new Sports Policy is aimed at promoting sports in the Union territory by developing sports infrastructure and incentivizing sportspersons to excel in their respective games/sport. The Policy strives to achieve excellence by involving all the stakeholders and establishing inter-departmental synergies for composite development of sports.

The basic cannons of the Sports Policy are to ‘Scout’- identify talent and catch them young; ‘Engage’- ensure grassroot inclusive engagement in sports & games (Sports for All & Fitness for All); ‘Facilitate’-provide sports infrastructure, facilities, know-how, and training; and ‘Recognize’- acknowledge the achievements and contributions through awards and further employment.

The Policy incorporates various annual awards like Award for Excellence in Sports for10 sportsperson, J&K Khel Protsahana Award for Sports Association, and two veterans/ experienced sportspersons/ organizers or referees, Parshuram Award for 5 best Coaches in different disciplines.

To further motivate the UT’s sporting talent, the Sports Policy announces special cash awards to the winners in Olympics, Asian Games, Commonwealth Games, Asian Championship (Seniors/ Juniors), World Cup/ Championships, Youth Olympic Games, South Asian Games, and World University Games/ Championships; in the range of Rs. 1.00 lakh to Rs. 1.00 crore.

Further, the winners in all recognized National competitions and National School Games in various sports disciplines will be granted specified scholarships from the Directorate of Youth Service & Sports.

Moreover, special emphasis has been laid to meet the sporting needs of the specially-abled sportspersons through sufficient infrastructure and training facilities to ensure their full participation in various events. The Department will also organize several para-games at District and UT levels.

Furthermore, the Policy provides for the annual recruitment of outstanding sportspersons achieving podium finish/ participation in recognized international and national competitions. The expertise of outstanding players will also be utilized to impart specialized training/ coaching to budding players and athletes across the UT. Through inter-departmental convergences, new vistas of employment will be opened for youth in the fields of Tourism, Education, and Adventure/Winter Sports.

Approves action plans of JPDCL and KPDCL

DISCOMs to focus on 100% smart metering, 24×7 electricity in all districts

JAMMU: The Administrative Council (AC), which met here under the chairmanship of Lieutenant Governor, Manoj Sinha, approved the action plans of Jammu Power Distribution Corporation Limited (JPDCL) and Kashmir Power Distribution Corporation Limited (KPDCL) under the Revamped Distribution Sector Scheme (RDSS) for 2021-22 to 2024-25.

The approved action plans aim at achieving 100% prepaid consumer metering and 100% system metering (DTR), and include distribution infrastructure work for loss reduction and modernization, and training/ capacity building of the workforce.

The Power Development Department is working towards improving the quality, reliability and affordability of power supply to consumers; reducing AT&C losses; and improving operational efficiencies and financial sustainability of DISCOMs.

The action plans of DISCOMs focus on reduction of ACS-ARR gap and AT&C losses through 100% smart prepaid metering including System metering with communication features, AB Cabling/ HVDS in high loss areas among other components as per scheme guidelines. This will provide quality and reliable power to consumers and assist in the progress towards a 24×7 power supply in all districts.

The action plans also include policy and structural reforms, increasing recruitment of manpower, creating a separate cadre of IT employees, developing a training Policy of employees with targeted annual training on modern lines.

The DISCOMs were directed to reduce the AT&C losses to Pan India levels of 15% and ACS-ARR gap to zero by 2024-25, while the state-wise targets for each year will depend on their current levels of AT&C losses and ACS-ARR gap.

Takes note of J&K’s macdamization 

Stresses on standardization, uniformity in project execution

JAMMU: The Administrative Council (AC), which met here under the chairmanship of Lieutenant Governor, Manoj Sinha, took note of the Public Works Department’s J&K Macdamizaton (Execution and Quality Control and DLP Enforcement) Manual and J&K PWD Bridge Manual 2022.

The Department has compiled these manuals by incorporating the best practices in the field in accordance with the latest standards and endeavours to bring about uniformity in practices, promote transparency and ensure engineering perfection. To improve the quality of riding surface of J&K’s road network, the J&K Macdamizaton Manual categorizes the road length in the Union territory as Inter-District Roads, Major Roads, District Roads, Rural Roads, Local roads, etc.

The Macdamizaton Manual further establishes a Quality Control (QC) and Quality Assurance (QA) protocol to be strictly adhered to during macadamization works. In case of any breach in quality, the contractor will also be made equally responsible for technical divergences due to negligence or execution of poor-quality works. All Divisions will be mandated to review the performance of every macadamization work post-winter/monsoon season, so as to assess pavement distress and map the same for subsequent prerogatives under the Defect Liability Period (DLP).

The Administrative Council also noted the J&K PWD Bridge Manual 2022 which standardizes the engineering practices in bridge construction to bring uniformity, transparency, and accountability in project execution. Accordingly, the Department will be required to uniformly undertake Project Preparation, Feasibility Study, Preliminary Project Preparation, Detailed Project Preparation, Formwork and Staging, Quality Systems for Road Bridges, Project Scheduling and Monitoring of Works, Bridge Inspection and Maintenance, Bridge Numbering in light of IRC 7:2017, Structural Health Monitoring of Bridges; for proper maintenance the catalogued bridges in the Union territory.

It was also informed that PWD is also following the Standard Operating Procedure for optimal maintenance of roads during snow clearance activities. The SoP lays down the short-term measures to be taken by the PWD in snow clearance operations which include snow clearance with conventional attachments to be provided to all R&B Divisions, Town Area Committees, and Srinagar Municipal Corporation.

For long-term intervention, the SoP requires the Disaster Management Department to procure technically approved machinery as is being used in several developed countries for scientific clearance of snow causing minimal damage to the road surface.

The snow clearance protocol recommends commencement of clearance operations only after 100mm of snowfall by 50mm vehicle blades to avoid damage to the road surface, besides sprinkling of salt over frosted surfaces to improve surface friction.

However, if the road damage after a snowfall is attributed to poor macadamization work rather than snow clearance operation, the contract DLP Clause will be enforced, and contracting agencies will be made responsible to rectify reported damages due to their negligence.

The SoP further allows for the empanelment of private players with appropriate machines for snow clearance operations through incentives like a long-term contract for 10-15 years. The rates for the snow clearance items will be based on an analysis of rates as per MoRTH/ BRO. Besides, the contracting agencies/ unemployed youth will also be incentivized under credit-linked schemes of the Industries & Commerce Department, Labour and Employment Department, and Tourism Department for procurement of suitable machinery under the technical supervision of the Mechanical Engineering Department.

The Administrative Council directed the Department to regularly update the manuals and guidelines and ensure optimal quality and cost efficiency consistent with the mandatory provisions of GFR and e-tendering.

Covid third wave relents, J&K reports 1429 new cases, 3 deaths

Srinagar: Jammu and Kashmir reported 1429 new coronavirus cases, lowest in 24 days, while three persons succumbed to the virus during the last 24 hours, officials said on Friday.

They said 607 of the fresh cases were confirmed from Jammu Division and 822 from

Kashmir valley, taking the overall case tally to 443891.

They said that case tally was lowest in the last 24 days as 1148 infections were reported on January 11 last.

Giving district-wise details, they said, Srinagar reported 266 cases, Baramulla 108, Budgam 86, Pulwama 34, Kupwara 55, Anantnag 64, Bandipora 47, Ganderbal 45, Kulgam 96, Shopian 21, Jammu 228, Udhampur 53, Rajouri 12, Doda 135, Kathua 60, Samba 4, Kishtwar 47, Poonch 19, Ramban 26 and Reasi 23.

A number of the cases were confirmed at diagnostic laboratories associated with GMC Srinagar and GMC Anantnag.

Regarding the fresh fatalities, the officials told GNS that one was reported from Jammu division and two from Kashmir valley. So far 4702 people have died due to the virus—2300 in Jammu and 2402 in Kashmir Valley.

Besides, they said, 4057 Covid-19 patients recovered during the time— 1437 from Jammu Division and 2620 from Kashmir. So far 415109 people have recovered, leaving the active case tally at 24080—6851 in Jammu and 17229 in Kashmir.

They said there was no new confirmed case of mucormycosis (black fungus) reported today. So far 51 black fungus cases have been confirmed in J&K, the officials said. They also informed that 48961 doses of covid-19 vaccine were administered during the time in J&K. (GNS)

LG reviews Covid-19 situation

Says Govt will continue to strengthen critical healthcare network

Jammu:  Lieutenant Governor, Manoj Sinha today reviewed the Covid-19 situation in J&K UT in a series of meetings with members of Covid Task Force, DCs and SSsP.

During the meeting, the to-date situation of the Covid-19 was discussed, where ACS Health presented Covid analysis based on various parameters.

The chair also took district-wise assessment of vaccination coverage of 15-18 age group, besides the status of distribution of Sehat Golden health cards across the UT.

The Lt Governor observed that though the number of new positive cases have declined, there is no room for complacency. “We must continue awareness campaigns across the UT with the active support of representatives of PRIs”, he said.

The Lt Governor directed the Health & Immunization Department to focus on booster doses to senior citizens, frontline workers and vaccination among the 15-18 age group, adding that, continued adherence to Covid Appropriate Behaviour is paramount.

Underlining that J&K is a front runner in SDG’s ‘Good Health and Well-Being’ goal, the Lt Governor directed the Health Department to ensure 100% coverage of Sehat Golden Card.

“Our aim is to provide the best treatment to people from village to city. We will continue to strengthen critical healthcare network”, he added.

While interacting with DCs and SSsP, the Lt Governor complimented their tireless efforts for effective management of the third wave of Covid-19.

Emphasizing on the significance of Covid Appropriate Behaviour, the Lt Governor said that we need to continue following CAB until the pre-Covid normalcy is restored.  He directed the SSsP for proper enforcement of CAB.

The Lt Governor also passed specific directions to the DCs to monitor and ensure proper functioning of all online services in their respective districts providing best and hassle-free public services.
