Clear demarcation of defence land crucial for security: Rajnath

 New Delhi: Defence Minister Rajnath Singh on Thursday said that clear demarcation of defence land will prove to be crucial for security purpose.

The Defence Minister made the statement after giving away awards to the personnel of Defence Estates for their contribution in the successful completion of survey of 17.78 lakh acres of defence land using modern technologies.

Terming the survey as historic he exuded confidence that the accuracy of the measurement of land and the reliable records born out of the survey will save considerable amount of energy, money and time that goes into resolving land disputes.

Awards were given to 11 officers and 24 personnel of 38 Defence Estates Offices and four Assistant Defence Estates Offices.

The Defence Minister also lauded Directorate General Defence Estates (DGDE) for using drone imagery, satellite imagery and 3D modelling techniques in such a survey for the first time, which, he said, has made the results even more accurate and reliable. The Minister also highlighted the important role played by cantonment areas in the socio-economic and cultural development of the country.

“Today, when the government proposes an allocation of Rs 173 crore in its budget for the construction of boundaries on defence land, it does not only mean financial grant, it also symbolises our commitment to save and develop the cantonment areas. In this context, this survey was extremely important,” he added.

As per the records maintained by the Defence Estates Office, Ministry of Defence owns about 17.99 lakh acres of land, out of which 1.61 lakh acres of land is located within 62 notified cantonments across the country.

The Defence Estates Organisation is responsible for the management of defence lands and the municipal administration of 62 cantonments with a population of about two million.

Rajnath Singh also launched an e-chhawani webinar. Representatives of 27 municipal corporations of 13 states and 62 cantonment boards are taking part in the day-long webinar. (UNI)

CS inaugurates Shankaracharya trekking trail

Srinagar: Chief Secretary, Dr Arun Kumar Mehta, Thursday inaugurated 5.5 km gentle forest trek route around Shankaracharya hills, known as first learning ground for hiking enthusiasts in Srinagar.

Pertinently, the Shankaracharya 360 degree trekking trail offers a 360-degree view of Srinagar city and the surrounding landscapes.

Chief Secretary said that trekking is emerging as potential adventure tourism in Jammu and Kashmir and asked the department to optimally utilize their men and machinery towards tapping the same.

He asked the officers for ensuring all requisite basic amenities besides signages, sitting benches and viewpoints along this trail to facilitate the trekkers without disturbing or affecting the aesthetic wealth and environment of the area. He also asked for keeping the trekking routes free form plastics and other wastage.

Chief Secretary also interacted with the trekkers and enquired them about the equipments and other logistics being made available to them by the authorities.

He said that trekking in Jammu and Kashmir provides a closer peep into the culture of mountain dwellers as one enjoys the rugged mountains, lush green meadows, diverse forests and breathtaking scenic views.

Divisional Commissioner, Kashmir, P K Pole, Principal Chief Conservator Forests (PCCF), Deputy Commissioner, Srinagar and other officers accompanied the Chief Secretary during his visit.

Chief Secretary also visited the Hokarsar Wetland Conservation Reserve and reviewed progress on conservation works being executed on Ramsar site. He directed for initiating measures towards maintaining at least 3 feet level of water at the conservation reserve all the time. He asked for strenuous efforts to get rid of plastics there besides ensuring proper care of environment and the habitat of bird species.

He also enquired about the number of bird species visiting the place saying that facilities should also be put in place for convenience of visitors.

Later, Chief Secretary visited Dal Lake and launched modern machine with latest technological interventions in a bid to speed up cleaning operations of the Lake.

Highlighting the significance of Dal in Jammu and Kashmir, Chief Secretary said that it is the second largest lake in the Union Territory which is integral to culture, tourism and recreation in Kashmir and is famously known as the “Jewel in the crown of Kashmir”. He said that all efforts are being made towards complete extraction of unwanted weeds from the famous Lake.

‘Student feedback, academic audit to be introduced’

Jammu: Principal Secretary Higher Education Department, Rohit Kansal Thursday said that the focus of Higher Education must be the quality of learning and teaching.

To this end, all colleges would get themselves evaluated and accredited by the National Assessment and Accreditation Council (NAAC) within the shortest possible time, Kansal said while chairing a meeting of Principals of colleges of Jammu Division here

Besides, an academic audit to determine the quality of academic input, need for course or options revision and modernization of syllabus must be introduced in all colleges, he added.

He said that with the introduction of the New Education Policy NEP 2020, the focus had moved to quality education, flexibility in curriculum and globalization of outlook.

In his message to the principals, the Principal Secretary stressed that while good infrastructure was important for any institution, the true aim of an institute of higher learning was to impart a humanistic, modern and high quality education. He asked the Principals to introduce regular systems of pupil feedback and added that the feedback of the educators would form an important part of their evaluation. The Principal Secretary instructed the principals to adopt technological tools like Enterprise Resource Planning (ERP) and Learning Management Systems (LMS).

He also said that colleges would be given greater flexibility and autonomy, they too would need to strive hard to achieve quality standards and learning outcomes. He also assured that conditions for utilisation of Local Funds would be made more flexible.

During the course of the meeting, the Principal Secretary informed all about the implementation of New Education Policy-2020 from academic session 2022-23 onwards. He also informed about the new Bachelor in Vocational Skills (B. Voc) degree. Besides, colleges would now be encouraged to exchange knowledge and expertise globally. Innovation and incubation would be fostered in a hub and spoke model and expert assistance and guidance would be provided by the universities and other premier institutes such as the IIT-Jammu, IIM-Jammu and others. Startup competitions and research would be given special attention under the NEP-2020, he added.

Earlier, the Principal Secretary reviewed the physical and financial expenditures under Capex for the current financial year of the various degree colleges. He also reviewed status of infrastructure and other projects in these colleges. He took a serious view of projects which had been completed and handed over but not yet put to use because of pending issues such as water supply and electricity. He directed the Principals as well as executing agencies to ensure that all future DPRs should be comprehensive include all relevant items so that once handed over, a project should be put to use immediately. He directed rectifications of all pending matters in Bani and Paloura within 2 weeks.  The Principal Secretary assured that wherever there was a genuine need, funds would not be a constraint.

The Principal Secretary reviewed the status of the newly established colleges. He noted that the enrollment in most colleges was below expectations and called upon principals of the colleges to ensure that the enrollment ratio was improved. He reviewed the availability of land in colleges where there were bottlenecks and asked the Divisional Commissioner top resolve the same immediately.

He also asked the executing agencies to prepare phase-wise Detailed Project Reports (DPRs) for the college buildings so as to make them functional within the shortest possible time period. He called for creating standardised designs for different kind of projects which could be easily replicated by other colleges with minimal intervention as and when required.

Besides the above, languishing projects, staff vacancies, disciplines and streams and many other issues of the colleges were also discussed at length in the meeting.

Those present at the meeting included officials of the Higher Education department including Special Secretary Rakesh Badyal, Director Finance Abdul Majid Butt, Director Planning Ghulam Ganie, Superintending Engineer R&B Kuldeep Nathyal besides Principals of degree colleges and other senior officers.

3 suspected impersonators held at Jammu airport

Jammu: The troops of CISF on Thursday apprehended three suspected impersonators at Jammu Airport.

Police sources said that CISF personnel on suspicion intercepted three persons when they were on way to board a flight for Leh.

“Due to some suspicion, CISF personnel asked them to produce documents and during frisking, the suspected persons produced fake Aadhaar cards following which they were detained on the spot,” police sources added.

However, police added that the suspects as per the initial findings are labourers and were about to travel on someone else tickets by impersonating.

“They had produced fake documents, which raised the eyebrows,” police added and said that they were handed over to the Police Station Satwari for further action.

The nabbed persons were identified as Yasir Hussain, Parvinder Kumar and Mohd Rafi, all residents of Doda.

A case under relevant sections was registered and investigation started. (UNI)

Petrol pump, shrine donation box looted in Kashmir

Srinagar: Gunmen looted a petrol pump station while burglars broke open the donation box of a highly revered shrine overnight in Kashmir.

Police sources said three looters carrying pistols took away Rs 1.59 lakh from a petrol pump station in south Kashmir Shopian district overnight.

“Burglars also broke open the donation box at the Peer Dastgeer Sahib shrine in Khanyar area of Srinagar during the night and took away an unknown sum of money,” sources said.

FIRs have been registered in both these incidents in the concerned police stations, sources added. (IANS)

J&K taking strides in e-governance models

CS launches Digital JK, Districts, Panchayats

Srinagar: Chief Secretary, Dr. Arun Kumar Mehta Thursday chaired a meeting to launch Digital JK, Digital Districts and Digital Panchayats campaign to bring in various e-governance initiatives on a single platform towards promoting ease of living in Jammu and Kashmir.

Administrative Secretaries of departments of Health & Medical Education, School Education, Revenue, Rural Development, Food, Civil Supplies and Consumer Affairs and Information Technology were present in the meeting.

The Chief Secretary asked the IT consultants to work towards evolving an integrated ‘Digital J&K, Digital Districts and Digital Panchayats’ model in Mission mode by creating unified platform to provide all government services by May 2022.

He maintained that more than 200 government services offered by various departments will be brought online on a single platform with a provision for Single Sign-On (SSO) through first registration which will go a long way in assisting the public to avail multiple government services by using their unique digital IDs.

Dr. Mehta entrusted upon the concerned Departments to undertake major procedure simplifications across departments by doing away with unnecessary compliance burden and use of technological interventions to further streamline the service delivery. All the services will be delivered through State Data Centre (SDC) and all the existing services will also be shifted on the SDC to ensure coherence and seamless integration.

He further directed that the services may be delivered in three languages i.e. English, Hindi and Urdu with Voice-to-Text conversion and Document Extraction facilities. Services will be end-to-end digitized and documents will be issued and delivered to the applicant online via ‘Digi Locker’ without any human interference. Finally, efforts should be made to ensure that all the services will be available on ‘UMANG’ platform.

All these efforts will improve the service delivery system and enhance system efficiencies besides reducing unnecessary footfall in offices. The IT Department was asked to start this programme with a campaign titled ‘Your Mobile, Our Office’ and promote e-services literacy among the beneficiaries.

J&K records lowest COVID-19 tally in 33 days at 547 cases, 7 deaths

Srinagar: Daily Covid cases in Jammu and Kashmir fell to 33-day low, with 547 infections reported in the last 24 hours even as seven persons succumbed to the virus during the time, officials said on Thursday.

They said 307 of the fresh cases were reported from Jammu Division and 240 from Kashmir Valley, taking the overall infection tally to 449333. On January 8, 655 cases were reported while 542 persons had tested positive on January 7.

Regarding the fatalities, the officials said that four were reported from Jammu division and three from Kashmir Valley. So far 4739 persons have succumbed to the virus so far—2320 in Jammu and 2419 in Kashmir.

Giving district-wise details of the cases, they said, Srinagar reported 103, Baramulla 16, Budgam 22, Pulwama 17, Kupwara 28, Anantnag 11, Bandipora 15, Ganderbal 19, Kulgam 8, Shopian 1, Jammu 176, Udhampur 13, Rajouri 9, Doda 22, Kathua 17, Samba 12, Kishtwar 12, Poonch 4, Ramban 39 and Reasi 3.

Besides, they said, 2258 Covid-19 patients recovered during the time— 662 from Jammu Division and 1596 from Kashmir. So far 436082 people have recovered, leaving the active case tally at 8512—3288 in Jammu and 5224 in Kashmir.

They said there was no new confirmed case of mucormycosis (black fungus) reported today. So far 51 black fungus cases have been confirmed in J&K, the officials said. They also informed that 52941 doses of covid-19 vaccine were administered during the time in J&K. (GNS)

Govt sets up maintenance and appellate tribunals

SDM/ ADM to head maintenance tribunal, DM to preside over appellate tribunal

Srinagar: In a significant development, the administration of & Kashmir government has set-up maintenance tribunals and appellate tribunals in the Union Territory.

In a notification, the government has constituted a maintenance tribunal for each sub-division/ with additional district magistrate/sub-district magistrate concerned as its presiding officer.

The notification states that ADM/ SDM shall be assisted by assisted by concerned deputy superintendent of police, concerned tehsildar and concerned tehsil social welfare officer.

These tribunals will decide on the monthly maintenance amount payable to senior citizens by children.

The government has also constituted an appellate tribunal for each district with district magistrate concerned as its presiding officer.

The DM will be assisted by additional district magistrate/ sub-divisional magistrate (other than the presiding officer of the maintenance tribunal whose order is in appeal), concerned additional superintendent of police and district social welfare officers.

These bodies have been set-up have under “The Maintenance and Welfare of Parents and Senior Citizens Act- 2007” and The Jammu & Kashmir Maintenance and Welfare of Parents and Senior Citizens Rules- 2021.

The law became applicable to Jammu & Kashmir from October 31, 2019- the day when Jammu & Kashmir was reorganized and downgraded into a Union Territory.

The law was enacted in 2007 to provide financial security, welfare and protection for senior citizens.  It requires children to provide maintenance for their parents, and the government to provide old age homes and ensure medical care for senior citizens. (KNO)

Hospital lacks staff to operate facility

Anantnag: The establishment of Neonatal Intensive Care Unit (NICU) at the main campus of Government Medical College (GMC) Anantnag in Janglat Mandi area, five months ago, has failed to serve any purpose as it continues to remain non-functional.

The purpose behind the setting up of NICU at the main hospital campus was to prevent the referrals of children from GMC associated, but the space starved Maternity and Child Hospital (MCH) continues to shift patients to Srinagar for ventilator support.

However, sources said that the setting up of facility has served no purpose as the children brought to MCH and needing ventilator support are directly referred to Srinagar instead to the facility.

Sources said that none of the five ventilators installed in pediatric intensive care unit (PICU) at the hospital campus is in use.

Though the principal of the GMC had put up all his efforts to make the NICU functional at the hospital to avoid referrals but due to the dearth of staff, sources said, the facility continues to remain non-functional.

“Since the setting up of facility not a single child has been put on ventilator support there,” a doctor posted at GMC Anantnag said.

Once, the doctor said, all the leads of a ventilator burnt after it was plugged in on trial basis.

“It is only the sign board reading ‘NICU’ that is visible at the entrance of the room and inside ventilators are gathering dust for want of use,” said another doctor.

He, however, said that the principal is making all his efforts to shift the space starved MCH to main GMC hospital campus.

“Once the pediatric wing of the MCH is shifted to the main campus, the department will only then see its ICU functional. But, I can tell you that principal is very much serious in getting the MCH shifted from congested Sherbagh to main GMC hospital campus,” the doctor said.

Principal GMC, Anantnag, Dr Tariq Qureshi, however, said that the facility is functional very much with five ventilators.

Asked why children are referred to Srinagar then, Principal said that only neonates are referred. “Doctors cannot put the normal children on ventilator at the facility,” Principal said.

J&KBOSE rejects allegation about ‘unfair’ 30% concession application in 12th Class exams

Srinagar: J&K Board of School Education on Thursday rejected as “mere fancy and whimsical” the allegations of “unfair” application of 30% marks concession offered to the 12th standard students due to covid-19 pandemic this season.

“Allegations by some candidates who have scored less than 30% marks regarding stripping off the concession announced by BOSE is mere concoction of confusion and bad rumors,” Joint Secretary BOSE, Aijaz Ahmad Hakak said.

“The marks exhibited on marks certificates and shown on Internet are derived after the application of all the relaxation measures and criteria. What the candidates allege is mere fancy and whimsical,” he said.

He said the facts can be proved by means of obtaining the Xerox of answer scripts. “Every confusion and allegation leveled shall be put to bay once the Xerox is obtained and actual marks obtained by the candidates get revealed accordingly,” he said, adding, “The system devised for tabulation of result is uniform for all the candidates irrespective of the marks scored and once the candidates gets the required pass percentage he or she is declared passed or otherwise as the case may be.”

Earlier, a group of students who were declared unsuccessful by the Board in the recent declared class 12th examination accused authorities of ‘unfair evaluation’, alleging that they have not been granted the 30% relaxation while evaluating their answer scripts.

The JKBOSE had announced 30 percent relaxation in the syllabus for 10th to 12th class annual regular-2021 examination following the academic losses suffered by students due to COVID-19 pandemic.

The students were required to attempt 70 percent marks from the question paper which was to be treated as 100 percent for result computation, thereby a resultant concession of 30 percent was offered. Marks obtained by students who attempt less than 70 percent from the question paper were to be raised proportionately. For subjects having no practical course, a student was required to attempt questions with a total of 70 marks out of 100. However, for subjects having both theory and practical components, the concession applied to theory part only.

The unsuccessful group of students alleged that 30% relaxations were not awarded to them during evaluation process of their answer papers.

The Students alleged that the 30% relaxation criteria has been applied to only those students who obtained more than 36% marks. (GNS)
