Annual meeting of Indo-Pak Indus Commissioners next week

New Delhi: Pakistan’s objections to the hydro-power projects Pakal Dul, Lower Kalnai and Kiru in Jammu and Kashmir are likely to figure in the agenda at the annual meeting of the Permanent Indus Commission between March 1 and 3 in Pakistan this year.

To be held at Islamabad, this will be the 117th meeting of the Permanent Indus Commission since the Indus Water Treaty (IWT) was signed by India and Pakistan in 1960.

Article VIII (5) of the Indus Waters Treaty requires the Permanent Indus Commission to meet at least once a year, alternately in India and Pakistan. The last such meeting was held here on March 23 and 24 last year.

The Indian delegation will be led by Indian Commissioner for Indus Waters, Pradeep Kumar Saxena, and will comprise advisors from the Central Water Commission, the Central Electricity Authority, NHPC Ltd, and the Ministry of External Affairs. There would be three three female officers, a first since signing of the Treaty.

The Pakistan side will be led by its Commissioner for Indus Waters, Syed Muhammad Mehar Ali Shah.

The agenda for the meeting is being fine tuned by the two Commissioners. Pakistan’s objections to the hydropower projects Pakal Dul (1,000 MW), Lower Kalnai (48 MW), and Kiru (624 MW) in Chenab basin in Jammu and Kashmir and few small hydroelectric projects in Ladakh are likely to be discussed during the meeting.

The Indian delegation will leave for Pakistan through Atari border on February 28 and return via the same route on March 4. “We shall be leaving on Monday,” Saxena confirmed.

Under the 1960 vintage IWT, India and Pakistan share waters of six rivers in the Indus basin. Of these, India has complete rights over three eastern rivers – Sutlej, Beas, and Ravi, while Pakistan has rights over the western rivers – Chenab, Jhelum, and Indus.

India can, however, build only run-of-the-river projects on the western rivers. Pakistan gets almost 80 per cent share of the Indus basin waters (approx 135 MAF) against India’s 33 MAF. (IANS)

Crime against women taken seriously: DGP

Jammu: Jammu and Kashmir police chief, Dilbagh Singh Friday said that the crime against women have been taken seriously.

“Attempts are being continuously made from across the border to provide oxygen to the militant groups by dropping weapons through drones and other sources,” Singh said while speaking to media during his visit to Udhampur district.

He said that the Pakistan is using narco sales for militant funding to create disturbance in Jammu and Kashmir, adding, “J&K Police has been working tirelessly with other security forces and with the support of people, the evil designs would be foiled and the peace process would further be consolidated.”

Singh at the inaugural ceremony of the women police station also said that it is the policy of the Government to provide better and separate legal support to the women.

“Crime against women have been taken seriously and to bring down any type of crime against women, the Women Police Station has been opened where the victims of crime will be dealt with by women officers and officials”, he said.

The DGP added that opening up separate Women Police Stations will provide an opportunity to the women of the respective areas to come forward more freely to report crime as they would be able to express their grievances more comfortably. “Women police stations have been opened at all range levels across Jammu and Kashmir”, the DGP informed.

Earlier he inaugurated Shoot House at SKPA, Udhampur and Women Police Station, visited the proposed site of Battalion Headquarters and also interacted with officers undergoing training at SKPA, Udhampur. He was flanked by ADGP, Jammu Mukesh Singh, ADGP (Hqrs), PHQ, M K Sinha. (UNI)

Casual laborers of Estates deptt call off strike

‘Regularisation policy under review in GAD’

Srinagar: As the protests by the casual laborers of the estates department continued in Jammu in support of their demands, the officials of Estates department on Friday said that the policy for regularisation of casual laborers is under review in the General Administration Department, Law department and Finance department.

In a statement issued, Assistant Director, Estates department Jammu said that the casual laborers of the department are to be regularized as per policy notified vide SRO-520 which is under review.

The demands of casual laborers of the department regarding the regularisation of their services shall be considered only after the final decision is conveyed by the general administrative department.

The statement further said that representatives of the casual laborers also agreed to call off the strike after the policy of the government with regard to their regularisation was conveyed to them.

J&K reports 95 fresh Covid-19 cases

Srinagar: Jammu and Kashmir reported 95 fresh Covid-19 cases even as there was no death due to the virus in the last 24 hours, officials said on Friday.

They said 65 of the fresh cases were reported from Jammu Division and 30 from Kashmir Division, taking the overall tally to 452817.

Giving district wise details, the officials said Srinagar reported 18 cases, Baramulla 3, Budgam 3, Pulwama 0, Kupwara 3, Anantnag 1, Bandipora 1, Ganderbal 0, Kulgam 1, Shopian 0, Jammu 27, Udhampur 0, Rajouri 2, Doda 20, Kathua 5, Samba 5, Kishtwar 0, Poonch 1, Ramban 5 and Reasi 0.

There was no death reported in the last 24 hours, they said. So far 4748 persons have succumbed to the virus—2325 in Jammu and 2423 in Kashmir.

Besides, they said, 187 Covid-19 patients—126 from Jammu and 61 from Valley— recovered during the time. So far 447074 people have recovered, leaving the active case tally at 995 — 586 in Jammu and 409 in Kashmir.

They said there was no new confirmed case of mucormycosis (black fungus) reported today. So far 51 black fungus cases have been confirmed in J&K, the officials said. They also informed that 17633 doses of covid-19 vaccine were administered during the time in J&K. (GNS)

 

Plastic Pollution

Single use of plastics remains a major problem, badly affecting the environment. It is used once and thrown away to get ultimately dumped in the open.

Last year, the administration formed Divisional, District and ULB Level Plastic Waste Management Cells and District Level Task Force for elimination of Single Use Plastic (SUP) in Jammu and Kashmir.

Their terms of reference include effectively implementing the Action Plan on elimination of single use plastics and the Plastic Waste Management Rules, 2016  in Jammu & Kashmir as well as to comply with and implement the decisions taken from time to time by the Special Task Force constituted for the purpose.

The District Level Special Task Force, being headed by Additional Deputy Commissioner, has been tasked with the implementation monitoring of the J&K level Comprehensive Action Plan for elimination of SUP in the respective District.

Rightly also, the task force has been tasked with the job to mobilize and build a strong public movement for elimination of SUP by ensuring wider public participation including educational institutions etc.

Besides, it is to encourage and promote manufacture and usage of Eco-friendly biodegradable substitutes for SUP and enforce the Plastic Waste Management Rules, 2016.

The various measures come on the close heels of the Union environment notifying the Plastic Waste Management Amendment Rules (2021) that prohibits the manufacture, import, stocking, distribution, sale and use of some single-use goods made with plastic, polystyrene, and expanded polystyrene, such as plates, cups, glasses, cutlery, wrapping, and packing films. The rules take effect from July 1 this year.

The carry bags must be at least 75 microns thick from September 30, 2021, and 120 microns from December 31 next year, compared to 50 microns at present.

The rules so notified acknowledge the gravity of pollution caused by plastic articles of everyday use, particularly those that have utility just for a few minutes or hours.

The new rules have been made in consonance with the recommendations made by an expert group constituted by the Department of Chemicals and Petrochemicals two years ago.

A National Level Taskforce has also been constituted by the Ministry for taking coordinated efforts to eliminate identified single use plastic items and effective implementation of the Rules.

Large amounts of plastic waste cannot be recycled because of lack of segregation which actually compounds the problem. The concerned authorities need to ensure segregation of the waste.

Kashmir receives intermittent rainfall

Srinagar: Amid intermittent light rainfall in Kashmir parts, the flight operations resumed completely while Srinagar-Jammu highway, the only road connecting the Valley with rest of the States, was open for vehicular movement on Friday.

Director Srinagar International Airport, Kuldeep Singh said that the flight operation resumed completely today as the visibility improved today.

Earlier, 41 flights on Wednesday and eight flights to and fro Srinagar on Thursday were cancelled due to poor visibility.

Moreover, the Srinagar-Jammu highway was open for vehicular movement today.

As per the Meteorological department, several areas of Kashmir experienced intermittent light rainfall today while the weather conditions would improve from tomorrow.

“There is no major forecast of snowfall till the end of February,” the officials in MeT said.

Pertinently, Kashmir received first major snowfall in this winter, bringing life to standstill as both the air as well as the surface traffic remained affected for two straight days. (KNO)

CS inaugurates J&K Bank GSS e-portal for tracking of loan applications

‘Physical processing of loan applications in J&K Bank to be dispensed with’

Jammu: Continuing with the march towards cross cutting digitization in J&K, the Chief Secretary, Dr Arun Kumar Mehta Friday launched the J&K Bank GSS e-portal for real time tracking of credit applications under government sponsored schemes and described it as an important step towards transparency in the processing of loan applications in the bank.

He said this initiative will address the longstanding concerns surrounding the processing of GS loan applications in the bank and enable the applicants and the sponsoring agencies to make timely interventions if and when necessary.

Dr Mehta said the applicant has a right to know about the status of his loan applications, especially the reasons underlying rejection of his application.

The inauguration was attended by secretaries in the government, MD and CEO J&K Bank, Baldev Prakash and other senior officials of the J&K Bank.

Earlier, MD and CEO J&K Bank made a small presentation in which he informed that with the roll out of the J&K Bank GSS e-portal, the physical processing of the applications will cease immediately.

He said that loan applications delayed beyond 15 days will generate exception reports for the higher authorities to step in for correction.

Baldev Prakash said that the portal also has a provision of transmission of SMS requests to the applicants for completing the required loan related formalities.

Lauding the performance of J&K Bank, the chief secretary said it’s a matter of pride that the bank has been adjudged as the best in the country in the domains of digital financial inclusion and cyber risk management and has been rated as the fourth best bank in the implementation of PMEGP in FY 2021-22.

He also congratulated the management upon improvement in the rating of the bank from negative to A+ stable.

Dr Mehta asked the department to enable the portal to send SMS alerts to the applicants intimating the reasons of rejection of their loan requests immediately after the rejections are made.

Dr Mehta asked the Bank to ensure that this portal is mobile enabled and all 15 centrally sponsored schemes are integrated with the portal by 15th March.

The Chief Secretary reiterated his earlier directions to the IT secretary that the ongoing process of end to end digitization of all government schemes/deliverables must be completed by 15th March.

He advised the Bank to ensure that access to the portal dashboard is also given to the secretaries in the government within a week for oversight.

1442 out of 4532 undertrials in J&K prisons involved in drug-related crimes

Srinagar: As many 1442 persons are in jails of Jammu & Kashmir for their involvement in drug-related crimes, official data shows.

The official data reveals that as on December 31, 2021, out of 4532 undertrails lodged in jails of Jammu & Kashmir, 1442 are involved in drug-related crimes.

Of them 1421 are males and 21 are females, the data released by J&K’s Prison department reveals.

Of those involved in cases registered under” The Narcotic Drugs and Psychotropic Substances Act – 1985”, 286 are in the age group of 18-25, 569 in the age group of 25-35, 355 in the age group of 35-45, 199 in the age group of 45-60 and 33 are beyond 60 years of age.

According to the data, 1229 undertrials are lodged in prisons for their involvement in murders. Of them 1129 are males and 100 are females.

The data also reveals that 410 persons are lodged in jails under the cases registered under the Unlawful (Activities) Prevention Act- 1967.

Of them, 165 are in the age group of 18-25, 150 in age group of 25-35, 64 in age group of 35-45, 28 in age group of 45-60 and three are beyond 60 years of age.

According to the figures, 304 persons are lodged in jails of J&K under cases registered against them under the Arms Act.

The data also shows that 43 persons were in jails for dowry-related deaths and 39 for crimes against women.

As per figures, 18 undertrials are in jail under the Protection of Children from Sexual Offences Act- a law enacted by the Parliament to protect children from offences of sexual harassment. (KNO)

Northern Army Commander visits 16 corps, reviews security situation

Jammu: A day after recovery of drone -dropped arms and ammunition from Jammu border, Lieutenant General Upendra Dwivedi, General Officer Commanding-in-Chief Northern Command visited Nagrota based 16 Corps to review the security situation along borders and hinterland.

Jammu based defence spokesperson Lt Col Devender Anand said that the General officer was received by Lieutenant General Manjinder Singh, GOC, 16 Corps, who briefed him on the prevailing security situation and the operational preparedness of the Corps in Area of Responsibility.

This was the maiden visit of the Northern Army Commander to 16 Corps also known as White Knight Corps after taking over the command of Northern Command.

“The Army Commander expressed his satisfaction and confidence in White Knight Corps to successfully meet all challenges at any given time,” the spokesperson said.

The Army Commander interacted with senior officers of the Corps Headquarter and appreciated the ongoing efforts made by all personnel of the Corps towards ensuring security and stability in the region.

“He also lauded the efforts towards upliftment of the youth and the special efforts made towards empowerment of women under various projects of Op Sadbhavana,” the spokesman said.

Earlier, on Thursday Jammu Kashmir Police and Border Security Force foiled a major terror plot of Pakistan after a cache of grenades and explosives dropped by a drone from across the border was recovered by the police in the Arnia area of Ranbir Singh Pura (RS Pura) in Jammu district.

Police said that on the basis of inputs regarding drone activity and dropping of arms and ammunition by Pakistan based terrorist outfits LeT and TRF on the behest of Pakistan agency ISI, a special search operation was launched by SOG and police and three boxes containing arms and ammunition dropped through drone during night hours were recovered in Treva village of Arnia.

The recovery includes one pistol, six grenades, 70bullets, 3 remote controlled IEDs, 3 detonators and other materials.

Additional Director General, (Western Command) Chandigarh of Border Secirity Force, P V Rama Sastry concluded three day long visit of Jammu Frontier.

Accompanied by D K Boora, Inspector General, Jammu Frontier and other officers , The AGD BSF had detailed presentation of all the critical aspects of BSF and domination on Jammu International Border and Line of Control.

A special emphasis was given on the Drone threat posed by Pak Drones a betting Smuggling of Weapons/Narcotics from across the border to Indian Territory.

After road clearance work, waste collection resumes: SMC

Srinagar: The Srinagar Municipal Corporation (SMC) on Friday said that door to door waste collection and removal of waste from roads has resumed after the raods were cleared from the snow.

The man force (Safaiwallas) after the snowfall were assigned the job to clear snow from footpaths, important public places, ration ghats, hospital premises, lanes and bylanes on 23rd and 24th of February,  Chief Sanitation Officer of SMC said.

Assigning them the job of snow clearance led to suspension of the door to door garbage collection, he said.

The Chief Sanitation Officer, Srinagar Municipal Committee in a statement said that the waste management including door to door waste collection and removal of waste from roads resumed on Friday in full swing.
