Shopian Fake Encounter:Process of recording evidence completed: Army

Srinagar, Dec 24: The Army on Thursday said that the process of summary of evidence has been completed with regard to the July 18, 2019, Amshipora, Shopian fake encounter in which three labourers were killed.
In a statement Army’s Srinagar based spokesman Colonel Rajesh Kalia said: “The process of recording the summary of evidence has been completed. The same is being examined by the concerned authorities in consultation with legal advisors for proceeding further.”

Colonel Kalia said that the army is committed to the ethical conduct of operations. “Further details will be shared in a manner so as not to prejudice the proceedings under army law,” he said.
On July 18, this year, three labourers after being labelled as militants were killed in a fake encounter at Amshipora, Shopian.

 

ACB produces charge-sheet against ex Chief Engineer UEED, others

Srinagar, Dec 24: The Anti Corruption Bureau (ACB) on Thursday produced charge-sheet against the then Chief Engineer (CE) of Urban Environmental Engineering Department (UEED) Mohammad Hanif Lone and others in disproportionate assets case.
A spokesman of the ACB said this evening that bureau produced charge-sheet in case FIR Number 29/2018 Under Section 5(1)(e) r/w 5(2) J&K Prevention of Corruption Act & 109 RPC against Lone for possession of assets disproportionate to his known sources of income and against his wife and sister-in-law for abetment of offences in the Court of Special Judge Anti Corruption Srinagar.
He said during investigation, accused Chief Engineer was found in the possession of immovable properties, including one double storey house on one kanal of land at Wanbal Rawalpora Srinagar, one double storey house on one kanal and three malras of land at Naz Colony Bandipora, one double storey house on one kanal 13 marla land at Khandyal Gurez, one flat in Tawi Apartments at Sidhra Jammu,one flat in Royal Apartments at Talab Tillo Jammu,one flat in Gulposh Apartments at Bemina Srinagar, one three storey shopping structure at Bandipora Town, three kanals of land at Mujgund Srinagar.
Spokesman said the accused Chief Engineer was also found to have accumulated huge movable assets including seven personal cars, bank balance of Rs 2.18 crore, Cash of Rs 6,58,000, foreign currency, LIC Policies, Metlife Policies and Mutual funds.
He said investigation established that value of assets possessed by accused Chief Engineer Lone is hugely disproportionate (129 per cent) to the income received by him from all sources, which constitutes an offence of criminal misconduct u/s 5(1)(e) r/w 5(2) J&K Prevention of Corruption Act Svt 2006 against him.
He said investigation also revealed that Wife and Sister-in-Law of accused Chief Engineer have facilitated him in raising the assets from money earned through corrupt practices by allowing to invest clandestinely in different properties in their names, which tantamount to the offence of abetment u/s 109 RPC r/w J&K 5(2) J&K Prevention of Corruption Act Svt 2006 against them.
The spokesman said all the three accused were produced in Anti Corruption Court Srinagar and charge-sheet was filed against them, after Government accorded sanction for prosecution.
He said next date of hearing has been fixed on March Ist, 2021.

 

3 unsung philanthropists who sold their belongings to help stranded people outside Valley

Srinagar, Dec 24: Three Kashmiri unsung heroes over the years have been helping thousands of Kashmiris living outside the Valley.
In times of distress like in 2014 floods, 2019 lockdown, and now in Covid pandemic, the trio has come to rescue for many people stranded outside Kashmir.
Dr Owais Qasim Mir, a Qazigund resident who is working as a Dental surgeon, Dr Mohammad Rafiq, a Soura Srinagar resident who is a junior scientist in Chennai and Shakir Hussain Bhat, a young businessman settled in Rohtak Haryana have facilitated many Kashmiris looking for help in different parts of India.
“During 2014 floods when Kashmir living outside the valley were very much distressed, so we used social media to connect with people who need help. And in no time, we started receiving calls from students who had to pay their semester fee, labourers who were stranded on the way home, and patients for treatment,” Mir said.
He said in the initial days of their philanthropic work, they spent their all saving even remaining without food for days to help others.
“Later we came up with the idea of Kashmir helpline 24/7,” he said. “The news of starting this platform spread like fire and many people start offering to pay students fee, rent etc.”
Shakir Hussain Bhat said that once they received a call from Nagpur where some Kashmiri students were forced to vacate the rented room and they had found shelter in a mosque.
“Somehow I managed to book their tickets and we transferred some cash to them. After, that incident we started receiving around 200 such calls every day,” he said, adding that people also then join hands to help them.
To streamline the things, Rafiq collected the information of all the people and registered them as volunteers who were ready to extend help.
“I can recall when we received a call from a group of girls who required money to get their friend admitted to a hospital in UP. The patient required Rs 2 lakh for treatment so Dr Owais sold his new bike, while Dr Shakir donated my his salary,” Bhat said.
During the communication blockade following the abrogation of Article-370, the trio helped thousands of people to get in touch with their loved ones via landline phones besides providing them financial help.
“During the COVID-19 pandemic, we have donated masks, PPE kits, and medicines at various hospitals, in villages, and in quarantine centers throughout Jammu and Kashmir,” Bhat said.
“During these days the workload for such activities is not that much as we are just moderating the connections between the donors and the volunteers,” he said, adding that we are also ready for any such kind of disaster in the future—(KNO)

JK gets first woman bus driver

Ferries passengers from Kathua to Jammu

Jammu, Dec 24: Jammu and Kashmir on Thursday got its first woman bus driver, who ferried passengers from Kathua to Jammu here in a private bus.
Pooja Devi, a resident of remote belt of tehsil Basohli in Kathua district, on Thursday drove a private bus from Kathua to Jammu with passengers on board.
Speaking to reporters here, Pooja said that she was passionate of cars and buses since her teen days and had a dream of driving.
“No a day, women are flying jet fighters and I wanted to break this of taboo that only men can drive passenger buses,” she expressed.
She said that she started with tempo vehicle and then drove mini bus.
The owner of the bus gave opportunity to her with confidence and faith in her, she added and said,”I loved this profession and have been fully supported by male colleagues.”

 

Sitting LAHDC Leh councilor detained under cybercrime

Leh, Dec 24: Police in the Union Territory of Ladakh Thursday said it arrested a sitting councilor of Ladakh Autonomous Hill Development Council (LAHDC), Leh under a cybercrime.
In a statement, District Police Leh said that it has arrested a sitting Councilor of LAHDC Leh in connection with Cyber Crime who was granted bail by court today.
The statement said that working out the complaint lodged by a lady that a mischievous person is making her fake profiles on various social media accounts and transmitting obscene words and pictures and sharing her phone number all around. “On which instant case FIR No.121 /2020”, the statement said.
It said that under section 67-A, 66-C IT Act was registered at Police Station Leh, and an investigation was taken up.
During the investigation, the accused was tracked down through technical surveillance & investigation, He was arrested on 23-12-2020 and kept in Police lock-up, the statement said.
It further said that the accused is currently granted bail by the Court today—(KNO)

Independent woman DDC member joins PC in Srinagar

Srinagar, Dec 24: A woman independent candidate who has won from a Srinagar seat in District Development Council (DDC) has joined Peoples Conference (PC), party general secretary Imran Raza Ansari.
A spokesman of the PC taking to micro-blogging site Twitter said this evening that “We are pleased to welcome Ali Mohd Sb from Harvan into the Peoples Conference. He joined in presence of party General Secretary Mr @imranrezaansari”.
He further said, “His wife won the DDC elections from Barji, Harvan as an independent candidate”.
He further said “today Ali Mohd Sb of Harvan Barji joined @JKPC_in my presence. His wife was Independent DDC candidate from said area who won with a huge margin”.
Ali Mohammad was heard in a video message that they were not given mandate by the National Conference (NC) . Later we fought the election as independent candidate, he said adding we won with huge margin. It was a homecoming for us to join PC, he said adding his wife has authorized her to choose her next step. We will for the people of the area irrespective of any creed, colour and religion, he said.

Irfan dissociates himself from Apni Party

Srinagar, Dec 24: A day after the DDC poll results were declared, Irfan Naqeeb, a former Congressman, has disassociated himself from the newly launched Apni Party.
According to the news agency—Naqeeb has announced his disassociation from Apni Party through his twitter handle. “I have disassociated myself from JK @Apni Party,” Irfan tweeted.
Naqeeb said that the ideological difference was the reason to quit the party. “There was nothing besides than ideological differences. I remained in a biggest political party, but the work culture in this party was different from political party,” he said.
He added that although there are prominent leaders in the party, but it would take time to witness the party emerging as the party. “At present there is political instability and we are not even able to serve the people in this juncture. The leaders are being detained. There could be scams and other things, but that need to be probed properly,” he said.
Naqeeb said he will hold discussion with his workers and cadre to decide the future steps—(KNO)

RT-PCR Remains Reliable Test

The Ministry Of Health, Government of India, has issued guidelines that require all state and UT governments to subject all passengers coming from UK to Reverse Transcriptase Polymerase Chain Reaction (RT-PCR) tests on arrival. In case of a positive sample, spike bases RT-PCR tests have to be performed as per the guidelines. This is apart from the declaration of the travel history of the last 14 days by all international travellers. Those passengers who test negative through the method will be advised home quarantine.
The guidelines come in the wake of the distinct phylogenetic cluster of SARs-CoV-2 which is believed to be more transmissible than the current strain of the virus that has already infected around 77 million people worldwide and caused about 1.7 million deaths globally, including 1853 in Jammu and Kashmir.
While the directive is a correct step and administration in Srinagar has already put in place the mechanism in compliance to the SoPs, it is also indicative of less reliability of rapid antigen tests that administration has been markedly using to detect novel coronavirus. Governments around the world have been looking for an accurate test for COVID-19 infection. The diagnostic RT-PCR test to confirm the presence of the virus, using a nasal swab in a laboratory setting, remains the most reliable. However, what transpires on the ground is that rapid test is used more than the RT-PCR.
Indian Council of Medical Research (ICMR) has recommended the use of Standard Q COVID-19 Ag detection assay (antigen detection test) as a point of care diagnostic assay for testing under certain settings in combination with RT-PCR test.
Those who test negative for COVID-19 by rapid antigen test are to be definitely tested sequentially by RT-PCR to rule out infection, whereas a positive test should be considered as a true positive and does not need reconfirmation by RT-PCR test. In this scenario, the over-reliance on rapid test detection is not something to be followed as a sole test. Rather RT-PCR should now be used solely for testing the virus.
Also, it is important that the new variant of the virus is not beyond the control of the people and it is for the entire society to fight it together. In March people might be ignorant about the virus but a lot has been known about the virus now. Everyone knows how it spreads from person to person. We also know that two-fifths of infected people can be asymptomatic and is life-threatening for the elderly and people with comorbidities. Importantly prevention remains the key while awaiting the vaccine.

 

DDC Poll Results :PAGD wins 110 seats, BJP emerges as single largest party bags 75 constituencies

Jammu, Dec 23: Peoples Alliance for Gupkar Declaration (PAGD)—an amalgam of mainstream parties in Kashmir—bagged 110 seats, while Bharatiya Janata Party emerged as the single largest party by winning 75 seats in the recently held District Development Council elections in Jammu and Kashmir.
Addressing a press conference here on Wednesday after the counting of votes was completed, the State Election Commissioner K K Sharma informed that Bhartiya Janata Party (BJP) emerged as the single largest party with registering win on 75 DDC constituencies followed by J&K National Conference with 67 seats while PDP won 27 and Indian National Congress (INC) won 26 seats. Similarly, newly formed J&K Apni Party (JKAP) won 12 while JKPC and CPI-M bagged 8 and 5 seats respectively, he added.
The PAGD which comprises of NC, PDP, PC, CPI (M) and other parties won 110 seats.

The SEC informed that the results were declared in 278 seats barring Drugmulla in Kupwara and Hajin-A in Bandipora districts.

He said that independents turned out to be the major reflection during these elections winning 18 percent of the total seats while registering their win on 50 seats.

 

Likewise, JKNPP and PDF registered win on two seats each and BSP emerged victorious on one seat from Kathua district.

The SEC further informed that 2855509 votes were counted in total in the 278 DDC constituencies.

Among the political parties BJP got 24.82 percent votes followed by JKNC with 16.46%, INC 13.82%, PDP 3.96%, JKAP 5.3%, JKPC 1.98 vote share while rest of the vote share went to others including independent candidates.

The SEC also lauded the efforts of all the employees, security forces, police personnel and health officials who remained engaged in the counting of votes till early morning on Wednesday.

The SEC reiterated that despite the cold conditions particularly in Kashmir and some parts of Jammu province, all the counting officials and allied arrangements have put in their great efforts by remaining at their counting stations very early on Tuesday morning till Wednesday morning.

 

He said that people and media alike were abreast with recent trends of constituencies through website by flashing election trends and results online dynamically.

He added that the information was readily available besides SEC officers and officials remained available for any query during the counting process.

The SEC said that on Tuesday morning counting was deferred in Drugmulla,   Kupwara and Hajin-A, Bandipora constituencies in view of a question that has arisen on eligibility of one each contesting candidates from the seats.

“A final decision in this regard will be taken after taking all aspects into consideration,” he added.

The SEC also complimented all the district administrations for the arrangements that were put in place for the counting process besides ensuring smooth conduct of the election process.

BJP won’t conduct Assembly polls anytime sooner: Omar

Srinagar, Dec 23: Former chief minister and National Conference (NC) vice president Omar Abdullah on Wednesday alleged that the BJP-led NDA government in the centre won’t conduct Assembly elections in Jammu and Kashmir anytime sooner following defeat in District Development Council polls.

The Peoples Alliance for Gupkar Declaration (PAGD) swept the first-ever DDC election in J&K by bagging 112 seats while the BJP secured 74 seats out of 288 seats in 20 districts of J&K.

Upping the ante at BJP, Abdullah said that if the saffron really believes that the democracy has won, they should accept that people have rejected August 5, 2019 decision by voting en mass for PAGD.

Omar , who is the vice president of National Conference, said that it’s amusing to see the desperation of the ‘BJP propaganda wallas’. “Yesterday they were talking about three seats in the valley and today it’s about being the single largest party,” he said, adding that the BJP isn’t even embarrassed about making comparisons with NC which contested far fewer seats due to the alliance.

“With this defeat, I don’t think that the centre will conduct Assembly elections here anytime soon. Had they believed in democracy, they would have announced the Assembly polls by now,” he told reporters during a press conference.

“BJP is not ready to digest the fact that the PAGD has won… so now they are saying that the democracy has won. If the decision would have been in their favour, they have shouted from the top of buildings that anti-nationals and pro-Pakistani have lost. But now that they have lost, they say democracy has won… We are also saying that the democracy has won, we have always been for the democracy and democratic process in J&K,” Abdullah said.

The former chief minister said that the alliance has been from day one saying that it will fight for the rights of the people democratically and within the ambit of the Constitution of India. “We are not here to disrupt the atmosphere. We are here to make the atmosphere conducive… But if you really believe that the democracy has won then you need to listen to the voice of the people. People have in large numbers said that they don’t accept the decision of August 5,” he said.

The centre on August 5, 2019 abrogated Article 370 and Article 35 A, besides divided the erstwhile state into two Union Territories – J&K and Ladakh.

“Till yesterday BJP was saying that the PAGD has no support at ground level and it is an alliance of two families. Now we have participated in the elections and proven you wrong…

with the decision of August 5, 2019? How long will you tell the world that people of J&K have nothing to do with Article 370? If this would have been the truth, you (BJP) would not have performed in DDC polls so badly,” he said.
