J&K logs 20 new Covid cases

Srinagar: Jammu and Kashmir reported 20 fresh Covid-19 cases while there was no death due to the virus in the last 24 hours, officials said on Sunday.

They said five of the fresh cases were reported from Jammu Division and 15 from Kashmir Valley, taking the overall tally to 453813.

Giving district wise details, the officials said that Srinagar reported 10 cases, Baramulla 0, Budgam 0, Pulwama 0, Kupwara 2, Anantnag 3, Bandipora 0, Ganderbal 0, Kulgam 0, Shopian 0, Jammu 4, Udhampur 0, Rajouri 0, Doda 3, Kathua 1, Samba 0, Kishtwar 0, Poonch 0, Ramban 0 and Reasi 0.

There was no death reported in the last 24 hours, they said. So far 4750 persons have succumbed to the virus—2327 in Jammu and 2423 in Kashmir.

Besides, they said, 33 Covid-19 patients recovered during the time and two of them were from Jammu and 31 from the Valley. So far 448896 people have recovered, leaving the active case tally at 167— 17 in Jammu and 150 in Kashmir.

They said there was no new confirmed case of mucormycosis (black fungus) reported today. So far 51 black fungus cases have been confirmed in J&K, the officials said. They also informed that 4014 doses of covid-19 vaccine were administered during the time in J&K.

NEW DELHI : Speaking on the eve of 42nd Foundation Day (Sthapana Divas) of Bharatiya Janata Party (BJP), Union Minister and Senior Central BJP leader, Dr Jitendra Singh said here today that at the first Convention of BJP held on 6th April 1980, Atal Bihari Vajpayee has predicted that a day will come when “Lotus (BJP poll symbol) will bloom and Narendra Modi actualised this prediction when he became the Prime Minister of the first-ever government formed by BJP on its own after winning 282 seats in the Lok Sabha election of 2014.

In the Mumbai rally referred to as BJP Maha Adhiveshan, Dr Jitendra Singh recalled, Vajpayee had said “Andhera Chhatega, Sooraj Niklega, Kamal Khilega (The darkness will go, the Sun will come out and the Lotus will bloom)”. In the years to come, it was Narendra Modi, who fulfilled this pledge and led BJP to an astounding victory, which was followed by Modi’s oath ceremony as Prime Minister on the evening of 26th May 2014. This was the most widely watched oath ceremony of any Head of the State anywhere in the world, with the glaring visuals of thousands of television sets actually lightening up the twilight darkness and marking the beginning of a new journey under Modi’s visionary leadership, he said.

Dr Jitendra Singh said, one of the founding fathers of Bharatiya Jan Sangh, Pandit Deen Dayal Upadhyay gave us the concept of integral humanism and “Antyodaya”, but it is Narendra Modi, the longest serving head of government for over 20 years, first as Chief Minister and then as Prime Minister, who successfully initiated pro-people schemes and programmes, which ensured that the benefits reach the last man in the last queue. He said, this has been possible because BJP is not a mere political party but an idea which is seeded in the minds of every nationalist Indian and follows the uniform fair dictum of “justice for all, appeasement to none”.

As the largest political party of the world today, Dr Jitendra Singh said, BJP has vindicated Modi’s work culture of full time devotion with absolute sincerity and 24×7 dedication to work to improve the lot of the deprived.

Inspired by Modi, BJP under J P Nadda and Amit Shah has actually introduced a new political culture in India, which other political parties are seeking to emulate for their survival.

Clinical Punjab Kings outplay Chennai Super Kings by 54 runs

Mumbai: Punjab Kings rode on a superb bowling performance to beat Chennai Super Kings by 54 runs in their IPL 2022 match at the Brabourne Stadium here on Sunday.

Punjab, after posting 180/8 in their 20 overs, rattled the four-time IPL winners with early wickets as debutant Vaibhav Arora claimed two while Kagiso Rabada, Odean Smith and Arshdeep Singh got a wicket apiece as CSK were reduced to 36/5 in the 8th over.

Shivam Dube struck a 30-ball 57 and former skipper MS Dhoni scored 23 but their efforts were too little and too late as Punjab Kings romped to their second win in the event.

Earlier, Punjab Kings scored 180/8 in their 20 overs thanks to a half-century by Liam Livingstone.

Livingstone lived a charmed life and capitalised on two dropped chances as he blasted 60 off 32 deliveries after Punjab had lost skipper Mayank Agarwal and Bhanuka Rajapaksa cheaply with only 14 runs on the board on being asked to bat first.

The 28-year-old England batter added 95 runs for the third wicket with Shikhar Dhawan (33) that put Punjab Kings on course for a big total but Chennai Super Kings reeled them and restricted them to 180/8, from 109/3 in the 10th over.

Manipur: 10-yr-old girl attends classes with sister in lap

Imphal: Meiningsinliu Pamei — a 10-year-old girl in Manipur, goes to school while babysitting her sister in lap. A photograph and a video of Pamei — a student of Class 4, attending classes while babysitting her sister went viral on the social media, drawing the attention of Manipur Power, Forest and Environment Minister Th. Biswajit Singh.

Promising to support the girl, the minister tweeted: “Her dedication for education is what left me amazed ! This 10-year-old girl named Meiningsinliu Pamei from Tamenglong, Manipur attends school babysitting her sister, as her parents were out for farming and studies while keeping her younger sister in her lap.”

In a bid to extend support to Pamei, he contacted the girl’s relatives and asked them to bring her to Imphal for a meeting with him.

“As soon as I noticed this news on social media, we traced her family and asked them to bring her to Imphal. Spoke to her family that I will personally take care of her education till she graduates. Proud of her dedication!” Singh, who also holds the Agriculture, Science and Technology department, said in another tweet.

Pamei’s family resides in Tamenglong district in northern Manipur.

According to the officials of Tamenglong district, since the girl’s parents were out of their home in the daytime for farming, the girl attended her classes while babysitting her sister, aged around 2 years, in her lap.

J&K Police arrest 5 drug peddlers

Srinagar: The Jammu and Kashmir Police on Sunday arrested five drug peddlers and recovered contraband substances from their possession in Kashmir, officials said here.

Acting on specific input, a police party established a checkpoint at Herri Market area of north Kashmir’s Kupwara district, during which two drug peddlers, identified as Zahoor Ahmad, resident of Meelyal, Kralpora and Mohd Anwar Shah of Dardpora, Kralpora were arrested.

On search, Brown Sugar weighing 22 gm was recovered from their possession, police said.

Similarly, two drug peddlers were nabbed at a checkpoint at Dooninad crossing in Pampore. They were identified as Yawar Bashir Mir alias Gunja, resident of Namblabal and Tariq Ahmad Sheikh alias Patanjali Tiger of Tulbagh Pampore. Five kg poppy straw was recovered from their possession.

Police also arrested a person from checkpoint at Baboosipora Bridge and recovered 300 gm Charas from his vehicle. He was identified as Tariq Ahmad of Ganderbal. The vehicle used in the commission of crime was also seized.

Cases under relevant Sections of law were registered at concerned police stations, police added.

Additional teacher deployed to Tanghdar school: ZEO

Srinagar : Education authorities on Sunday said that additional teacher has been deployed to primary school Dramyan in educational zone Tanghdar.

Zonal education officer (ZEO), Chamkote said that to meet the academic needs of students enrolled in school, one more teacher has been deployed to the school.

The ZEO in the order has asked the teacher to deem himself to be relieved from the school and that his salary will be released only after the compliance report is submitted by the headmaster, PS Dramyan.

The shortage of teachers and infrastructure in the school had been highlighted by a section of print media.

 

Keep Traffic Moving

The number of vehicles clogging roads is huge. The traffic volume is only increasing with each passing day. The problem of traffic jams simply refuses to go away despite some efforts to address it.  The situation on the traffic front continues to be nightmarish at places at most times. Most of the time, the roads witness serpentine queues of stranded vehicles and people are left wandering in their vehicles which is agonizing. Underling that the government was alive to the problem, the Chief Secretary earlier this year chaired a high-level meeting to review traffic scenarios in Jammu and Kashmir.

As per also official statement, the top most civil officer of the J&K expressed serious concern over the “alarming figures of fatal road accidents” on the Jammu-Srinagar Highway and other major roads in J&K. In a right direction he has directed National Highways Authority of India (NHAI) to prioritize installation of crash barriers and parapets throughout the accident prone areas and black spots. Besides, NHAI has also been asked to install mesh coverings at landslide-prone areas to ensure safety of plying vehicles. Besides, the traffic police was asked to ensure adequate deputation of traffic personnel on the congested stretches to enforce speed limits and discipline in lane driving. Measures to reduce traffic speed are considered essential to reducing casualties on the road. Globally speed cameras are increasingly helping to reduce traffic speeds and as a consequence casualties. There is a need for an expansion in the use of cameras. Also health professionals need to be engaged in an informed debate about the effectiveness of cameras and also propagate awareness.

There is also a need to check over-speeding by the drivers and ensure strict compliance to the fixed speed limits. The chief secretary has also rightly directed the concerned to conduct checking of vehicles in a regulated manner without causing disruption to the smooth traffic movement on highway. Police checking and nakas in haphazard manner prove bad in overall traffic scenario.  The enforcement agencies have been asked to submit the factual reports of each checking drive with the higher authorities for ensuring suitable penal action against the delinquents. This is a right step and efforts must be taken to ensure transparency in this account. The chief secretary has rightly ordered the wearing of body cameras by the concerned officials, besides ensuring installation of traffic cameras on all traffic interceptors.

Chairs high-level meeting on effective implementation of initiatives announced in J&K budget 2022-23

Jammu: Lieutenant Governor Manoj Sinha Friday chaired a high-level meeting to discuss ways for effective implementation of initiatives announced in Jammu and Kashmir Union Territory budget 2022-23 with an objective of sustaining growth momentum and bringing about synergy and convergence among various departments.

The Lt Governor said that the action oriented plan is to reflect fast economic development, strengthening institutions for rapid social change while ensuring growth with equity so that every citizen benefits from J&K’s prosperity.

The Lt Governor asked the Administrative Departments and District Administrations to work in close-coordination and furnish the UT and District plans in consultation with public representatives and other stakeholders to realize the vision of “Sabka Saath Sabka Vikas, Sabka Vishwas, Sabka Prayas”, bringing transformative changes in the lives of people without any discrimination.

We have a substantial increase in the budgetary support for infrastructure development, education, healthcare, strengthening PRIs, facilitating investment & growth, employment, youth, women empowerment & social sector schemes to reach out to the last person in the last row, added the Lt Governor.

The Lt Governor advised for formulating works plan around six important components – Objectives, Total Outlay, Broad Guidelines, Measurable Outcomes with Timelines, Expenditure Phasing & Evaluation. Specific directions were passed for the completion of the tendering process by the month of May.

UT and District plans must be a road-map of J&K’s development, progress and prosperity; reflective of the needs and aspirations of the people of J&K, the Lt Governor further added.

Speaking on the governance reforms introduced in the last one and a half years, the Lt Governor said that efforts made to streamline the overall development process have yielded favourable results.

Tax collection reached Rs 15,180 cr with 25.33 % hike in the last FY; all Treasury Bills, verified Contractors and pending languishing projects bills, Rs 810 cr Power Purchase liability cleared. An increase of Rs 625 cr registered in Power receipts, besides Rs 600cr equity contribution of J&K in Kiru and Ratle projects were paid, he added.

Expressing his faith in the government machinery, the Lt Governor said that absolute transparency in the system, timely release of Capex Budget component & completion of tendering process, timely submission of UCs will lead the government to achieve unprecedented feat in project completion in FY 2022-23.

Administrative Secretaries, Deputy Commissioners and other concerned officials were directed to put special focus on the development of border areas & villages, women & youth empowerment, welfare of senior citizens, Nasha Mukti Abhiyaan, Jal Jeevan Mission, saturation of CSS, MGNREGA, tribal welfare, rural economy & infrastructure.

The Lt Governor also suggested for analysis of the chosen works to be done to assess their effective implementation.

Dr Arun Kumar Mehta, Chief Secretary asked the officials to work on mission mode for accelerating the pace of economic development in the UT of J&K.

J&K is among the top performing UTs in terms of e-governance, e-office, ease of living, transparency, and saturation of welfare schemes. All the vital aspects must be taken into consideration in the UT and District plans to replicate the success of the previous financial year, he added.

Atal Dulloo, Additional Chief Secretary, Finance department said that the historic Rs 1, 12,950 crore budget of the UT of J&K for the year 2022-23 envisages all-round development in Jammu and Kashmir, meeting the aspirations of people. He also highlighted the achievements recorded in the previous financial year.

All Administrative departments were asked to upload the approved Works Plan on BEAMS portal with the approval of competent authority by 10th April, 2022.

Departments to initiate the e-tendering process immediately in the month of April, 2022 and shall ensure that each e-NIT must be issued by or before 30th April, 2022 and the exercise of tendering is carried out in a time bound manner and all the tendering processes must be concluded by or before 31st May, 2022.

The flow of funds to the subordinate offices will be in online mode through BEAMS and all departments shall be required to submit monthly reports regarding the progress made by them under various components.

The projects undertaken during the year will need to meet basic discipline of Administrative Approval, Technical Sanction and e-tendering. Geo-tagged photographs will be necessary before commencement of the work and after completion of the work for incurring expenditure. The activities will be available for public viewing through EMPOWERMENT web-portal (www.janbhagidari.gov.in).

Further, All the District Development Commissioners have been asked to furnish the District Plans (project/work/activity wise) in consultation with the PRIs, BDCs and DDCs of the concerned District at the earliest.

Pertinently, the Government has accorded sanction to authorization of 50% Revenue and Capex budget including District Capex out of Budget Estimates 2022-23 through Budget Estimation, Allocation and Monitoring System (BEAMS) within the appropriation approved by the Parliament.

LeT militant killed in Shopian gunfight: Police

Two soldiers injured, hospitalized: Army

Srinagar: A Lashker-e-Toiba (LeT) militant was killed and two soldiers were injured in an overnight gunfight in Shopian district of south Kashmir on Friday, officials said.

“Based on specific input regarding presence of (militants) in Turkwangam area of Shopian, a joint cordon and search operation was launched by Police alongwith (army’s) 44RR and 178 battalion CRPF in the area,” a police spokesperson said.

“During the search operation, as the search party proceeded towards the suspected spot, the hiding (militant) fired indiscriminately upon the search party which was retaliated effectively, leading to an encounter,” he said.

In the ensuing encounter, he said, one militant was killed. He has been identified as Muneeb Ahmad Sheikh son of Shah Mohammad Sheikh of Tak Mohalla Shopian, affiliated with LeT. Official sources said the he had joined militant ranks in January this year.

The police spokesperson said that “incriminating materials, arms and ammunition including a Chinese pistol, one magazine and 5 rounds were recovered from the site of encounter.”

”As per police records the killed was a categorized (militant) and part of groups involved in several cases including attacks on Police/SFs and civilian atrocities.”

Meanwhile, Army in a statement said that while the cordon was being tightened at around 10:30 pm on Thursday, the militant lobbed a grenade, causing injuries to two soldiers of the Indian Army, who were subsequently evacuated to 92 Base Hospital, Srinagar.

“Fire continued to be exchanged throughout the night into the intervening morning of April 1,” he said, adding, “The (militant) was subsequently neutralized. A thorough search of the house was conducted in the morning and on finding no other (militants), the operation was called off. Warlike stores have been recovered from the encounter area,” army said in a statement”. (GNS)

3 JeM aides held in Pulwama: Police

Srinagar: Three associates of Jash-e-Mohammad militant outfit were arrested in Pulwama distinct of south Kashmir on Friday, police said.

“Police alongwith 55RR and 182 and 183 battalion CRPF busted a (militant) module of JeM by arresting three (of its) associates in Pulwama,” a police spokesperson said.

They have been identified as Owais Altaf son of Altaf Hussain Ganai resident of Jandwal, Aqib Manzoor son of Manzoor Ahmad Mir resident of Gudoora and Waseem Ahmad Pandit son of Ghulam Mohammad Pandit of Karimabad Pulwama.

“Preliminary investigation revealed that the arrested trio was involved in providing logistics and transportation to (militants) in the district,” the spokesperson said, adding, “Incriminating materials, arms & ammunition including 01 AK rifle, 03 magazines, 69 AK rounds and a grenade were recovered on their disclosure.”

Accordingly, he said, a case (FIR No. 77/2022) under relevant of sections of law stands registered in Police Station Pulwama. “Further investigation into the matter is in progress,” he added.
