Maintain records: J&K administration directs Works Deptt

AG brings non-maintenance of records in govt’s notice

Srinagar: The administration of Jammu & Kashmir Union Territory has directed all the works departments to maintain records like works abstract register, contactors ledgers and measurement books after the Account General(AG) brought it into its non-notice that departments are not maintaining these records

The J&K Government’s Finance department has directed all the works departments to advise their subordinate offices to maintain the records like works abstract register, contactors ledgers and measurement books as per government order issued on December 21, 2012.

The Finance department passed these directions after the office of AG observed during the audit inspections that none of the records like works abstract register, contactors ledgers and measurement books are being maintained in divisions.

“ It has also been brought into the notice that in absence of records like works abstract, contractors ledger, form 64, it is not possible to relate a payment made in a work with the previous payments made by the department and the possibility of overpayments cannot be ruled out,” the directive states.

According to the Finance department’s circular, the non-maintenance of records has been viewed seriously by the authorities.

It is worthwhile to mention that the Government of J&K dispensed with cheque system in Public Works Department, Public Health Engineering department, Flood Control, Forest divisions and cheque drawing units from April 1, 2013 through an order issued on December 21, 2012.

The switchover to civil accounting system was to start with maintenance of civil cash book. The payment of works was continued to be prepared on form 24,25, 26 and 27 of the J&K Public Works Account Codes. The work abstract register, contractors ledgers, measurement books and all the relevant records maintained in the divisions were advised to be maintained.

Branded And Generic Drugs

A generic drug, as per celebrated definition, is a medication created to be the same as an existing approved brand name drug in dosage form, safety, strength, route of administration, quality, and performance characteristics.

Once in a while, there are calls from some quarters regarding the prescription of generic drugs by the officials and doctors in Jammu and Kashmir. Drug Controller J&K while making such a call said generic medicines available at Jan Aushadhi Kendras across Jammu and Kashmir are not only cheaper and affordable but at par with the branded name medicines when it comes to quality and efficacy.

Generic medicines cost 80 to 90 percent less than the branded medicines, the doctors body says it would make drugs accessible to poor patients who are otherwise finding it hard to buy expensive branded medicines.

The progressive step to say the least was recommended by the erstwhile Planning Commission’s High-Level Expert Group on Universal Health Coverage very long ago. While the step will surely reform the way essential medicines are distributed to patients, those in favour of the status quo on price and distribution have succeeded so far.

It is important to note that competition often leads to substantial lowering of prices for both the original brand-name product and its generic equivalents.

As per an analysis by the Generic Pharmaceutical Association carried almost seven years ago, generics accounted for 88% of the 4.3 billion prescriptions filled in the US.

The code of ethics issued by the Medical Council of India in 2002 calls for doctors to prescribe drugs by their generic names only.

The relative merits of branded and generic drugs have been discussed, with varying opinions. The solution to the problem of branded versus generic drugs only lies in strengthening the existing quality control structure. The government needs to work on all fronts including strengthening the quality control makeup.

Efforts from the government agencies are lacking awareness on the availability of affordable alternatives to expensive brands. It is a known fact that the majority of cancer patients die for want of treatment because they cannot afford expensive branded drugs. While generic drugs make treatment affordable to the poor, researches have shown that generic drugs significantly reduce deaths among cancer patients.

The administration must work to make it a reality and ensure that problems of the past do not come in achieving the endeavor for the larger public interest.

Expenditure on armed forces is an investment: Gen Naravane

Gandhinagar: Indian Army chief General Manoj Mukund Naravane on Wednesday said that expenditure made on armed forces should not be viewed as a burden on the country’s economy.

Speaking at the Rashtriya Raksha University in Gandhinagar, the Army chief said: “For a country to prosper, you need a stable and peaceful environment. That will happen only if you have strong armed forces that will secure your borders. Therefore, whenever we talk of our armed forces and the expenditure made on our armed forces, we should not see it as an investment. ”

He said that expenditure on armed forces is an investment from which “you can get good returns and it should not be seen as a burden on the economy”.

He also said that one should see how the economy suffers the moment there is a crisis.

“The moment there is a war anywhere or instability in the region, the impact can be seen on the stock markets. You can survive that kind of shock only if the armed forces of the country are strong,” Gen Naravane said.

He said that the security of the nation, however, does not only depend on the armed forces but also on its people.

“The citizens of the country also have a major role to play. Each one of us is responsible for the security and well-being of our country. We can do that by being outstanding citizens and not spreading fake rumours on WhatsApp. Little bit of rumour mongering leads to riots. Buses get burnt. Whose loss is it? It is a loss to the country,” he said.

Delimitation in J&K  likely to be over by this month end

New Delhi: The Centre will take a final call on elections in Jammu and Kashmir after the Delimitation Commission submits its final report by April-end, NDTV reported on Tuesday.
Quoting sources it said that the decision on polls will be taken after the Centre reviews all aspects, including security.

“The report will be submitted to Ministry of Law and Justice as they had notified the Commission. And after which a summary revision of Electoral Rolls will be taken up by the Election Commission,” said a senior government official.
According to him, after the next three four months, draft rolls will be published and verification done door to door. “After all this process, it seems the government might call an all-party meeting and take their opinion,” he added.
The Commission has proposed six new constituencies in the Jammu region — to be carved out of Udhampur, Rajouri, Doda, Kathua, Samba and Kishtwar districts.
This would take the strength of the Jammu region to 43, up from the existing 37 in the J&K assembly. One new seat has been proposed for Kashmir, which will be carved out in the Kupwara district, taking the Valley’s existing tally of 46 seats in the legislature to 47.

Headed by Retired Justice Ranjana Prakash Desai and comprising Chief Election Commissioner Sushil Chandra and State Election Commissioner KK Sharma, the Commission was established on March 6, 2020, with a one-year term which was extended by another year. While the term was due to expire on March 6, 2022, it was granted two months’ extension.

JAMMU:  Lieutenant Governor Manoj Sinha today chaired the meeting of newly constituted Shri Mata Vaishno Devi Shrine Board, here at Raj Bhawan.

The meeting was attended by all members of SMVDSB – Mahamandleshwar Shri Swami Vishveshvaranand Giriji Maharaj; Sh. Baleshwar Rai; Dr Ashok Bhan; Sh. Kul Bhushan Ahuja; Dr Neelam Sareen; Sh. K K Sharma; Sh. Suresh Kumar Sharma (Retd. Judge) and Sh. Raghu K. Mehta.

The Lt Governor, who is also the Chairman of SMVDSB, while welcoming the members of the reconstituted board, complimented the efforts put-in by former members and lauded their commitment and valuable contributions.

During the meeting, the Board discussed and approved various proposals related to facilities for the devotees to make their pilgrimage hassle-free.

The new members of the Shrine Board gave their valuable suggestions for developing and continually upgrading the pilgrim-centric facilities.

Efforts are being made to create modern facilities like skywalk, new Durga Bhawan, spiritual theme park and services such as RFID tag for devotees within a stipulated time-frame for the pleasant divine experience, said the Lt Governor.

The Lt Governor observed that the number of devotees visiting holy shrine from India and abroad is continuously breaking records.  The new facilities and upgradation works will ensure that pilgrims from the world over have access to state-of-the-art amenities and connect between local economy and pilgrimage is further strengthened, added the Lt Governor.

The Lt Governor while reviewing the ongoing projects of the Shrine Board, directed for adhering to the timelines for the completion of ongoing projects including Durga Bhawan.

With the aim of avoiding congestion at Bhawan, inter-alia due to criss-crossing of pilgrims, it was decided to have multidirectional flow through measures such as “Yatra Queue Management (Sky Walk)” which would be implemented at an estimated cost of Rs.9.89 cr. The project to be executed through CPWD, shall have a total length of 160-170 m approx. and width of 2.5 m with two rescue areas.

During the discussion regarding developing a Spiritual Theme Park in or around Katra, the Lt Governor observed that having such a facility would prolong the stay of pilgrims, giving a fillip to the town’s economy. The Board asked the CEO to take expeditious steps for early start of the Theme Park.

A brief appraisal of peripheral institutions like SMVDNS Hospital, SMVD College of Nursing, SMVD Gurukul and SMVD Sports Complex was presented in the meeting. The board expressed deep satisfaction over the management initiatives and functioning of these institutions towards welfare of the public at large. The Lt Governor emphasized that the board may not be driven by profit considerations, yet, adequate steps must be undertaken to make these institutions self-sustaining.

The Lt Governor asked for taking appropriate action with respect to getting the curriculum in SMVD Gurukul recognized at par with other academic courses, by the JKBOSE and other relevant bodies for better outcomes and employability of the pass-outs.

He asked the CEO to bring the registered sportspersons under the ambit of Health Insurance scheme and further called for promoting the sports disciplines among the youth.

While approving the proposals relating to Operation & Maintenance of Passenger Ropeway through M/s Garaventa AG, Switzerland and M/s Damodar Ropeways Construction Co. (P) Ltd, Kolkata, the Board asked the CEO to ensure that there is no let up in regard to the safety of passengers.

The board expressed satisfaction over the recently augmented Pilgrim Centric facilities of Niharika Complex of Shrine Board at Katra and approved additional construction of staff accommodation at Katra and Adhkuwari.

Reviewing the proposals relating to Slope Stabilization Project, the Lt Governor directed that rather than going in a phased manner, the entire stabilization work must be duly assessed and executed in one go.

The Annual Greening Plan for the year 2022-23 was also reviewed and approved by the Board.

The board, keeping in view that the offerings and donations are the mainstay of the income of the Shrine Board, and are utilized for the creation of infrastructural facilities for the visiting pilgrims as well as for general upkeep and maintenance of the Holy Shrine, has approved ‘Corporate Donation Policy’. The policy is based on the suggestions received from time to time from various segments of devotees.

The proposal of the passenger ropeway between Katra and Adhkuwari for the benefit of pilgrims, particularly the senior citizens, was also discussed in the meeting. The board expressed a unanimous view that this added facility for pilgrims would certainly result in an increase in the footfall of pilgrims and would benefit the local businesses and entrepreneurs.

The board reviewed the Master Plan of Bhawan area, various underway projects, yatra statistics & trends and emphasized for timely completion of augmenting the facilities for pilgrims.

The board further desired early appointment of a suitable incumbent to the post of Director (Enforcement and Security) and to ensure that the post remains filled at all points of time, so as to ensure that the critical aspects of security, enforcement and crowd management are adequately addressed on a continuing basis.

Earlier, Sh. Ramesh Kumar, Chief Executive Officer, SMVD Shrine Board gave a presentation on the to-date status of different activities and action taken in regard to implementation of various decisions of the Board taken at the previous meetings.

Dr. Arun Kumar Mehta, Chief Secretary; Sh. Nitishwar Kumar, Principal Secretary to the Lt Governor; Sh. Navneet Singh, Additional Chief Executive Officer, SMVDSB and other senior officers of SMVDSB also attended the meeting.

India has capability, will to respond and define escalation: IAF Chief

New Delhi:  IAF Chief Air Chief Marshal VR Chaudhari on Tuesday said that it should be made clear to the world that “today’s India has the capability and more importantly, the will, to respond at a level that we deem appropriate and to define our own escalation matrix.” Speaking at the All India Management Association event on ‘The Future of Air Warfare: Securing the Skies and Beyond’, the IAF Chief said that as a nation, there is a need for strong and robust strategic communication. Talking about the Russia Ukraine conflict, the IAF Chief said, “At the other end of the spectrum are the hypersonic weapons and there are reports of some of these being used in the ongoing Russia-Ukraine conflict.” He said that due to very high speeds, these missiles are difficult to intercept making existing air defence systems redundant. “The Air Force is actively involved in research and development for such weapons and in developing counter measures,” he added. The Air Force Chief elaborated upon various aspects of the modern warfare and the need to develop capabilities in all the domains. “Cyber and Information have become the modern tools for shaping the battlefield. A well created narrative in the information domain to adversely affect the enemy, can have devastating effects. As we become more and more interconnected, a cyber-attack on our networks can cripple command and control structures,” he said. He said that in the next war, the enemy might not be a country or an organisation. “We may never know the perpetrators of a Distributed Denial of Services attack and we will not know when and from where the attack will take place. In the future, we could be attacked on all fronts, ranging from economic strangulation to diplomatic isolation and military standoffs to information black outs in the form of attacks by Distributed Denial of Services. All this will happen well before the first bullet is fired or the first aircraft goes across the border,” he said. He said that traditionally, wars have been fought on the land, at sea,in the air and to some extent, in space but in the past two decades, this spectrum has increased to encompass cyber and information domains. “The first four domains are classically physical and the other two are virtual. The overarching effect of cyber and information on the conduct of conventional wars has created a new, hybrid and multi domain spectrum of conflict resulting in older tactics and strategies becoming passé,” he said. The IAF Chief said that traditionally we all look at a Soldier on the battlefield, a Sailor on a ship and an Airman in an aircraft as combatants who will fight wars. Talking about the way the shifting pattern of modern warfare, the IAF Chief said, “A College student creating memes, a 25 year old sitting in front of a computer, a banker analysing the fiscal health of a company, a diplomat making foreign policy and a politician, all of them and many more would also be combatants waging tomorrow’s wars alongside the soldier, sailor and airman.” “This brings me to the term Comprehensive National Power which is the sum total of the Diplomatic, Information, Military and Economic heft of a country. In modern warfare, the Comprehensive National Power of a country must be brought to bear on the adversary if we want decisive victory,” he said. The IAF Chief also spoke on India’s efforts towards indigenization of defence forces and its importance. We are hugely cognizant of the fact that no nation can be truly sovereign without meeting its basic needs from indigenous sources, this applies greatly to the defence needs, he said.

Northern Army Commander reviews preparedness on LoC

Srinagar: Northern Army Commander, Lt Gen Upendra Dwivedi, on Tuesday reviewed the situation on the Line of Control, operational preparedness and measures instituted to “thwart the adversary’s designs”, officials said.

“On the final day of his visit to Kashmir Valley, Northern Army Commander, Lt Gen Upendra Dwivedi, spent the morning hours interacting with soldiers at forward locations and reviewing the security situation along the Line of Control with the Formation Commanders,” a defence ministry spokesman based here said in a statement to GNS.

The Army Commander, who arrived here on a 3-day visit to Valley on Sunday, was accompanied by Lt Gen DP Pandey, GOC Chinar Corps during the visit, the spokesman said.  “The local Commanders briefed the Army Commander on the security situation on the Line of Control, operational preparedness and measures instituted to thwart the adversary’s designs,” he said, adding, “Local Commanders also briefed about the development defence works being carried out at their respective locations.” The Army Commander, while interacting, laid special emphasis on being vigilant and maintaining the sanctity of the Line of Control.

“He was appreciative of the measures and Standard Operating Procedures instituted by the units and formations to meet the challenges posed by the inimical elements,” he said, adding, “During his interaction with the soldiers, the Army Commander was appreciative of the sharp vigil and alertness along the Line of Control and high morale of the troops.”

Later in the day, he said, the Army Commander visited Radio Chinar, the Community Radio Station at Mazbug and interacted with youth employed at the Radio Station. “He appreciated the wide variety of programmes being broadcast, while meeting the aspirations of listeners of all age groups,” the spokesperson said, adding, “He urged them to include more programmes, which would essentially benefit the youth of the area.”

1.5 lakh free Dish to be distributed in border areas: Union Secretary I&B

Visits far flung areas of Kangan to assess outreach of free Dish service

GANDERBAL:  Union Secretary, Information and Broadcasting (I&B), Apurva Chandra, today visited far flung areas of Kangan Sub Division to assess outreach of DD Free Dish in the area.

During the visit, Union Secretary was accompanied by Joint Secretary, Union Ministry I&B, Vikram Sahay, Principal Director General News, All India Radio, N V Reddy, Director General, Doordarshan, Mayank Agrawal, Additional Director General, Press Information Bureau Srinagar, Rajinder Choudhry, Joint Director Information Kashmir, Inam-ul-Haq Siddiqui, Deputy Director News DDK Srinagar, Qazi Salman, SDM Kangan and other officers of district administration.

To achieve the goal of reaching out to people living in far-flung and border areas through the platform of DD Free Dish, Union Secretary said that the Government has proposed to distribute 1.5 lakh free Dish in such areas where cable service is not available for which tendering is under process and will be completed soon.

Speaking on the occasion, Union Secretary complemented Doordarshan Kendra Srinagar for performing its duties efficiently despite many challenges in the past. He said that the Kendra is aptly representing the local culture and traditions through its programmes reaching the people with authentic information.

On the occasion, Union Secretary also interacted with the people using DD Free Dish at Margund Kangan who shared their feedback about the programmes available on various channels especially DD Kashir. They thanked the government for providing free Dish Service which has become vital in developing and promoting regional languages and meeting the aspirations of the people especially those living in far-flung areas as it has wide range of channels including entertainment and news available free of cost.

Asks Board to launch helpline, app for sharing real-time information

JAMMU: The Chief Secretary, Dr. Arun Kumar Mehta today chaired the 11th meeting of the High Level Committee of Shri Amarnathji Shrine Board (SASB) to review the preparations being made for a safe and hassle-free Shri Amarnathji Yatra 2022.

Additional Chief Secretary, Finance Department, Additional Chief Secretary, Health & Medical Education Department, Principal Secretary, Animal Husbandry Department, Principal Secretary, Public Works (R&B) Department, CEO, Shri Amarnathji Shrine Board, Administrative Secretaries of departments of General Administration, Forest, Ecology & Environment, Jal Shakti, Planning, Monitoring & Development, Tourism besides Principal Chief Conservator of Forests, Divisional Commissioners of Kashmir & Jammu, concerned Deputy Commissioners and Additional CEO SASB participated in the meeting.

The Chief Secretary observed that this year, the Yatra may see significant increase in footfall of pilgrims and as such, the holding capacity equipped with all essential services, across the concerned districts, needs  to be enhanced and augmented. The Divisional Commissioner, Kashmir was asked to oversee and monitor creation of additional holding and lodging areas at Manigam, Shadipora, and nearby areas.

Further, both the Divisional Commissioners were asked to monitor the arrangements being put in place in transit camps along the Yatra route. They were asked to ensure the functionality of toilet blocks throughout the National Highway and at all transit camps, with proper signage to be installed within a week. They were further asked to prepare respective traffic management plans within a week, and ensure time-bound movement of yatra convoy on the national highway by enforcing traffic rules and norms.

Furthermore, Dr. Mehta emphasized undertaking a media campaign to promote adherence to the registered travel dates, timings, and other yatra norms, among all devotees. The Board was asked to launch a helpline number/ mobile-based application for sharing real-time information on the availability of nearest lodging facility, langar, and other public utilities vis-à-vis the pilgrim’s live location.

For maintaining hygienic conditions at the camp sites, the Board was asked to explore the possibility of installing bio-digesters and strictly enforcing solid waste management protocols. Dr. Mehta also directed keeping all the pathways spic and span through a dedicated cleanliness plan.

Regarding the preparations for weather vagaries, the Chief Secretary directed installation of snow/rain shelters on the higher reaches of the yatra, besides ensuring telecom connectivity and fire & emergency services along with a dedicated disaster mitigation and management SOP. He directed integration of isolated surveillance systems and organization of mock drills for establishing response clarity among various agencies.
