AG brings non-maintenance of records in govt’s notice

Srinagar: The administration of Jammu & Kashmir Union Territory has directed all the works departments to maintain records like works abstract register, contactors ledgers and measurement books after the Account General(AG) brought it into its non-notice that departments are not maintaining these records

The J&K Government’s Finance department has directed all the works departments to advise their subordinate offices to maintain the records like works abstract register, contactors ledgers and measurement books as per government order issued on December 21, 2012.

The Finance department passed these directions after the office of AG observed during the audit inspections that none of the records like works abstract register, contactors ledgers and measurement books are being maintained in divisions.

“ It has also been brought into the notice that in absence of records like works abstract, contractors ledger, form 64, it is not possible to relate a payment made in a work with the previous payments made by the department and the possibility of overpayments cannot be ruled out,” the directive states.

According to the Finance department’s circular, the non-maintenance of records has been viewed seriously by the authorities.

It is worthwhile to mention that the Government of J&K dispensed with cheque system in Public Works Department, Public Health Engineering department, Flood Control, Forest divisions and cheque drawing units from April 1, 2013 through an order issued on December 21, 2012.

The switchover to civil accounting system was to start with maintenance of civil cash book. The payment of works was continued to be prepared on form 24,25, 26 and 27 of the J&K Public Works Account Codes. The work abstract register, contractors ledgers, measurement books and all the relevant records maintained in the divisions were advised to be maintained.
