110 hours, 8 bills passed; 2,231 cut motions
JAMMU: Speaker, Jammu and Kashmir Legislative Assembly, Abdul Rahim Rather Saturday adjourned the House sine die, marking the conclusion of the Budget Session 2026, while also detailing the business conducted during the session and directing the government to safeguard the dignity and privileges of MLAs.
Presenting a comprehensive account, the Speaker informed that 22 sittings were held during the session, consuming 110 hours and 6 minutes of proceedings. He said 8 government bills were received, introduced and passed, while 25 papers and one ordinance were also laid in the House.
Regarding private members’ business, the Speaker said 36 previous pending and 39 new private members’ bills were received. Of these, 36 were admitted and 3 disallowed. A total of 72 bills were listed, 24 taken up and 2 introduced.
On questions, he said 1,528 were received, including 802 starred and 726 unstarred. Of these, 1,379 were listed, 151 taken up, 144 disallowed, 2 withdrawn and 3 not listed, with 331 supplementaries raised.
He further informed that 110 calling attention notices were received, of which 47 were admitted, 63 disallowed, 26 listed and 26 taken up.
Regarding resolutions, 128 were received, with 101 admitted and 27 disallowed. Fourteen were balloted and listed, and four taken up, though none were adopted.
On short duration discussions, two notices were discussed during the session. The Speaker also said 2,231 cut motions were received, with 2,059 allowed and 172 disallowed.
Concluding the session, Rather directed the government to take corrective measures within two months to ensure the dignity, privileges and protocol of MLAs are upheld.
The direction came during a short duration discussion initiated by MLA Pawan Kumar Gupta, who raised concerns over alleged erosion of members’ dignity and lack of consultation in development planning.
Deputy Chief Minister Surinder Choudhary assured the House that maintaining members’ dignity remains a priority and promised strict action against officers found violating privileges.
Chairman Privileges Committee Nizam-ud-din Bhat and Hasnain Masoodi also participated in the discussion.
