Dr MA Rather enumerates the achievements of health department
Srinagar: Director Health Services Kashmir, Dr Mushtaq Ahmad Rather on Thursday in a press conference appealed people to visit Health Melas being run by the government at each and every health block by the health department.
He said that the Health Melas are being held with regard to the Union Ministry of Health and Family Welfare which has adopted a strategy of organizing Health Melas to provide health education, and early diagnosis besides providing health care services, free of cost.
The director said that during the health melas they are stressing on Non-Communicable Diseases (NCDS) and on health programs like National Program for Prevention and Prevention of cancers, diabetes, cardiovascular diseases and stroke.
In addition to that Dr MA Rather said there is stress on the National Health Program for care of elderly for which the Lieutenant Governor recently inaugurated 10-bedded geriatric wards for the convenience of the elderly patients in districts. They are being treated and admitted separately and besides there is a separate OPD and other facilities for them.
He said the department also runs National Program for Control of Blindness, Ayushman Bharat, Jan Ashudi programs, National Tobacco Program, Rashtriya Bal Swasthya Karyakram (RBSK).
MA Rather said that under RBSK, health workers go to school going children from 0-18 for their medical check-ups including congenital issues, deficiencies and other diseases. Once these issues are detected early treatment is given to them.
DHSK also runs the National Mental Health Program, which is a very vital program of the Government of India in which many mental issues like anxiety, depression and several other issues are covered and patients take the maximum benefits.
“Mental health is more important than physical health. Mental health needs immediate cure and treatment and people should take maximum benefits of the scheme,” he said.
MA Rather said in addition to it DHSK has set up 8 Addiction Treatment Facilities (ATFs) centres in Kashmir. He said in every district hospital there are mental health programs and appealed to people to come to hospitals where they will be counselled and treated.
The director said these Health Melas and fairs are held to provide information on wellness behaviour, preventive measures for diseases along with healthcare services for early detection and treatment of diseases, have been found to be popular with the masses.
These programs are being organized across hospitals of DHSK to spread the message to the general public informing them about the various health programs of the government and to fill the gap between people and the health system.
Talking about drug addiction he said they need cooperation of people, civil society members, senior citizens, teachers and all the stakeholders in order to fight drug abuse.
On the occasion, the director said it is important to organize such programs to connect the general public and make them aware about the beneficial schemes of the health department.
“It is very important to have preventive measures at home as we do not eat food properly and do not go for exercise properly due to which NCDs have increased,” he said.
MA Rather said awareness is very essential for the people and by these camps people get to know about the facilities and also about hidden diseases which they are not aware of. He said screening helps in a longer way in the early identification of different diseases.
The director appealed to people to take maximum benefits of the government schemes and register themselves for Ayushman Bharat golden card schemes which is a unique feature in Jammu and Kashmir meant for both BPL and APL families.
He said in addition to schemes medicines are being provided free of cost to patients at primary health and secondary care centres.
While enumerating the achievements of the health department, MA Rather also briefed about the physical work on indicators of hospitals across Kashmir division.
About OPD services he said 11158073 patients availed OPD services in FY 2021-2022 compared to 8779900 in FY 2020-21. Similarly, 387073 patients availed IPD services in FY 2021-2022 compared to 269751 in FY 2020-21.
Likewise, 11666 patients availed Dialysis services in FY 2021-2022 compared to 6244 in FY 2020-21.
Similarly, 31673 major surgeries were done in FY 2021-2022 compared to 17889 in FY 2020-21. Figures said, 241050 minor surgeries were done in FY 2021-2022 compared to 185686 in FY 2020-21.
Similarly, 20414 LSCS were done in FY 2021-2022 compared to 17078 in FY 2020-21. Similarly, 23018 normal deliveries were conducted in FY 2021-2022 compared to 23319 in FY 2020-21.
Similarly, 5058012 lab tests were conducted in FY 2021-2022 compared to 2914932 in FY 2020-21. Similarly, 264419 USGs were conducted in FY 2021-2022 compared to 193406 in FY 2020-21. Likewise, 531950 x-rays were conducted in FY 2021-2022 compared to 372274 in FY 2020-21.
Similarly, 293133 ECGs were conducted in FY 2021-2022 compared to 218637 in FY 2020-21. As per figures, there were 25119 referrals in FY 2021-2022 compared to 24461 in FY 2020-21.
Under National Tuberculosis Elimination Programme 3 districts of Kashmir Division were awarded with gold Medal by the Union Ministry of Health & Family Welfare GOI.
Regarding ICU& SNCU Status Intensive care units have been established in all district hospitals in few SDHs.
Under the recently launched Nasha Mukht Bharat Scheme 5 Addiction treatment facilities have been established at Budgam, Bandipora, Pulwama, Shopian & Kulgam in Aug 2021.
Dialysis: Under the Pradhan Mantri Dialysis program all the District Hospitals have established Dialysis Centers and as of date more than 15000 dialysis sessions have been conducted
Academics: District DNB program 9 District and sub-district hospitals are at various stages of seeking accreditation for various disciplines. Up-gradation of 5 ANM/GNM schools to the level of Nursing Colleges was done. 1300 students are currently undergoing various paramedical courses.
Trauma Care: All the District Hospital’s and Sub-District Hospitals have established specialized Emergency Rooms.
Tertiary Care Services: Medical and surgical services have been upgraded and Operating Theatres, Blood banks, laboratories, radiology have been equipped.
High quality tertiary level surgeries are routinely being conducted in most hospitals. Laparoscopic surgery is available in all District hospitals and most of the Sub-District level Hospitals. Advanced interventions including pacemaker implants, and spine surgeries etc. available in some centers
Recently some of our health care institutions were awarded under the Kayakalp programme of quality assurance by the Government of India.
Day care Chemotherapy centers: In order to provide treatment facilities for cancer patients, day care Chemotherapy centers are beung established in all Districts Hospitals of Kashmir Division. Doctors & Paramedic are being currently Trained for the same in SKIMS Soura, and the services will be started soon.
Shri Amarnath Ji Yatra: The Director Health Services, Kashmir is also entrusted with the medical arrangements for Shri Amarnath Ji Yatra. Specialtie like Critical Care, Orthopedics, and Surgical Services Physicians are available at Base Hospitals. There is a Heal facility after every 1.5 Kms.
Jan Aushadi: 140 Jan Aushadi Kendras have been established in phase wise manner in all districts of Kashmir Division.
Blood Banks: Blood centers have been established in all districts of Kashmir division.
DNB Institutions: 6 district hospitals & 2 sub-district Hospitals have been identified for District Residency Programmes out of which 2 district hospitals and 1 sub-district hospital has been started DNB Programs which include JLNM hospital Rainawari, DH Kulgam and SDH Kupwara in year 2021-22.
Regarding Covid-19 he said 2008 Covid dedicated beds In 18 facilities made available with High Flow Oxygen delivery.
Total oxygen generation capacity was enhanced from 900 LPM to 30000 LPM till date in 29 institutions which is a major achievement of the health department. Similarly, 6817 Oxygen Concentrators, 2726 oxygen cylinders (17bulk cylinders) are available.
Notably, during the second wave the referral rate from the districts to the tertiary level has come down from 17% to 12%. A total of 1.15 Crore tests have been done till date which include 27 lac rt-PCR tests.
Special sampling points in all major hospitals, recreational places, and other places in addition to sampling being routinely conducted in containment zones and random sampling in offices, shopping centers etc.
On the other hand, out of about 2.88 lakh Covid-19 cases 2.86 lakh have been cured. Deaths due to the Covid-19 are 2423.
Similarly, the director said total vaccines administered till date is 1.24 Crore doses while 100 percent vaccine coverage has been achieved among the Health Care workers, front line workers & population above 18 age group for the first dose of the vaccine.
