Spending curbs tightened, e-governance pushed

 Ban on hotel events; curbs on vehicles, travel

Srinagar: The Jammu and Kashmir Government on Saturday announced a series of measures aimed at rationalising expenditure and ensuring fiscal prudence during the financial year 2026-27.

An order issued by the Union Territory’s Finance Department said the measures will come into immediate effect and outlined detailed guidelines to curb non-essential spending.

The order stressed that only essential seminars, conferences, workshops, and training programmes should be held, with departments encouraged to opt for virtual formats wherever possible.

Organising such events outside the Union Territory has been strongly discouraged. It also imposed a complete ban on holding meetings and conferences in private hotels and commercial venues, directing departments to use government infrastructure instead.

Expenditure on ceremonial events, branding, souvenir printing, and other publicity activities has been restricted, with departments advised to prioritise digital dissemination over printed materials.

The government has also discouraged the purchase of new vehicles. Exceptions may be allowed only with the Finance Department’s approval and subject to replacement against condemned vehicles, along with a 20 per cent reduction in fleet size. Departments have been directed to auction condemned vehicles and deposit the proceeds as miscellaneous revenue.

Strict controls have been imposed on official travel. International travel will require prior approval of the Finance Department, while domestic travel should be minimised through the use of video conferencing and virtual platforms. Officials travelling within the country have been asked to use economy class, irrespective of entitlement, where necessary.

The order also highlights the need for fuel and energy conservation, directing departments to avoid unnecessary use of vehicles, generators, air-conditioning systems, and lighting. Movement of official vehicles is to be restricted to essential requirements.

Hiring of new office accommodation has been barred without prior approval and certification of non-availability of suitable government space. Procurement of furniture has also been restricted, except for newly established offices with due approval, while old furniture is to be disposed of through public auction.

Emphasising a digital-first approach, the government has directed departments to minimise physical meetings, paper usage, and the circulation of files by maximising the use of e-Office systems and digital communication platforms.

A complete ban has been imposed on official hospitality events such as dinners, lunches, and receptions, except those hosted by the Lieutenant Governor or the Chief Minister.

The order further states that no new posts will be created, and vacant posts lying unfilled for over two years should be identified for surrender. Engagement of consultants, outsourcing agencies, and contractual staff will be allowed only after assessing functional necessity and available in-house capacity.

The Finance Department has also barred fresh financial commitments on schemes or proposals not included in the approved Budget Estimates for 2026-27. Non-priority works under the capital expenditure budget, including renovation and upgradation projects, will not receive budget releases unless specifically approved.

Administrative Secretaries have been made personally responsible for ensuring strict compliance with these measures. Finance Directors and Advisors will monitor expenditure and submit periodic compliance reports to the Finance Department, the order added.

Vande Bharat records 1 lakh passengers in just 22 days

Jammu: Marking a historic milestone for Indian Railways and Jammu & Kashmir, the state-of-the-art Jammu–Srinagar Vande Bharat Express has successfully carried more than 1,01,050 passengers within just 22 days of its commercial operations, reaffirming its growing popularity as a fast, safe and reliable transport link between Jammu and the Kashmir Valley.

According to a statement, the indigenous semi-high-speed train commenced regular commercial operations on May 2, 2026, after being flagged off by the Union Railway Minister on April 30. Since then, the Vande Bharat Express has rapidly emerged as a preferred mode of travel for passengers, setting a new benchmark in seamless rail connectivity in the region.

The achievement is being viewed as a landmark moment in the history of rail connectivity in Jammu and Kashmir, where travel between Jammu and Srinagar traditionally depended on National Highway-44, frequently disrupted by landslides, snowfall and adverse weather conditions.

Over the last 22 days, the train has maintained remarkable punctuality and operational reliability, providing commuters with a comfortable, efficient and dependable all-weather travel alternative.

Expressing satisfaction over the achievement, Senior Divisional Commercial Manager, Jammu, Uchit Singhal said the overwhelming public response reflects the trust passengers have placed in the service.

“Carrying over one lakh one thousand fifty passengers in just 22 days is a moment of immense pride for Northern Railway.

This remarkable figure is not merely a statistic, but a reflection of our commitment to providing world-class rail infrastructure and services to the people of Jammu and Kashmir,” he said.

Singhal added that passengers have responded positively to the train’s comfort, hospitality, safety standards and travel efficiency, significantly reducing the fatigue traditionally associated with the Jammu–Srinagar journey.

“Our priority remains maintaining the highest standards of punctuality, cleanliness and passenger safety. We sincerely thank the people for making this service a success in such a short period,” he added.

Officials said the Vande Bharat Express has not only strengthened year-round connectivity between the Kashmir Valley and the rest of the country, but has also given a major boost to tourism and trade in the region.

Improved rail connectivity is expected to facilitate faster transportation of Kashmir’s apple produce and handicrafts to markets across India, benefiting local industries and businesses.

The successful operation of the Jammu–Srinagar Vande Bharat is being hailed as the realization of a long-cherished dream of establishing a reliable all-weather rail link connecting the Valley with the national railway network. (KNO)

 

World keen to join India’s ‘Vikas Yatra’: PM Modi

Distributes 51,000 appointment letters

New Delhi, May 23: Prime Minister Narendra Modi distributed more than 51,000 appointment letters to newly-appointed youth in various government departments and organisations at the 19th Rozgar Mela on Saturday and said that the world is very excited about India’s youth and technological progress.

Addressing the gathering virtually, PM Modi said, “Today, more than 51,000 youth have received appointment letters for government jobs and all of you are becoming key partners in the ‘Vikas Yatra’ of the nation… All of you will play a significant role in fulfilling the resolve for Viksit Bharat in the coming years.”

“To reach this point, all of you must have done a lot of preparation and hard work. I congratulate you and your family on this achievement. The contribution of parents and family in reaching this stage is very important. But it is not only the family; society also plays a very big role in your success. We do not reach here only because of ourselves or only because of our families. The contribution of 140 crore citizens of this great nation is also very significant,” he said.

Talking about his recently concluded five-nation visit, the Prime Minister said, “This was not just any tour. During this, I talked to leaders of various big companies, and everywhere, I realised one thing — the world is very excited about India’s youth and technological progress. The world wants to become a part of India’s ‘Vikas Yatra’. India is forming partnerships with different countries, and the sole motive behind this is that India’s youth gets opportunity, employment and confidence, as well as global exposure.”

He listed out the agreements signed during his visit to the United Arab Emirates (UAE), the Netherlands, Sweden, Norway, and Italy, and said, “These agreements will directly benefit India’s youth. All these agreements come with a guarantee of a bright and capable India.”

PM Modi also highlighted the strategic partnership signed between ASML and Tata Electronics to supply and deploy advanced lithography tools for India’s first commercial semiconductor fabrication plant in Gujarat’s Dholera. The MoU was signed during the Prime Minister’s visit to the Netherlands.

In keeping with the Prime Minister’s commitment to prioritising employment generation, the Rozgar Mela is a major initiative aimed at translating this vision into reality.

The 19th Rozgar Mela was held on Saturday at 47 locations across the country. The newly recruited candidates, selected from all parts of India, will be joining various Ministries and Departments of the Government of India, including the Ministry of Railways, the Ministry of Home Affairs, the Ministry of Health and Family Welfare, the Department of Financial Services, and the Department of Higher Education, among others.

  CS orders tougher traffic enforcement in J&K

Seeks accountability, corrective steps

SRINAGAR, MAY 23: Chief Secretary, Atal Dulloo, chaired a comprehensive review meeting of the Transport Department to assess the progress achieved in road safety, traffic enforcement, technology integration and implementation of key recommendations aimed at improving traffic management and reducing road accidents across Jammu and Kashmir.

The meeting besides ACS PWD and Principal Secretary, Home was attended by Commissioner Secretary, Health; Commissioner Secretary, Law; Secretary, Transport; IGP, Traffic; Transport Commissioner; SIO, NIC and other concerned officers.

The meeting focused on the implementation status of the recommendations of the Supreme Court Committee on Road Safety (SCCoRS), functioning of road safety mechanisms, enforcement initiatives, PM-RAHAT scheme, electronic monitoring systems and other flagship interventions being undertaken by the Transport Department in coordination with allied agencies.

Expressing concern over the recent tragic road accident in Udhampur district in which around 21 people lost their lives, the Chief Secretary directed the Deputy Commissioners to submit comprehensive Annual Action Plans regarding implementation of SCCoRS recommendations in their respective districts. He also called for fixing responsibility in the recent Udhampur accident and directed the concerned authorities to furnish detailed accident reports from each district for proper analysis and corrective interventions.

Reviewing the implementation of the hit-and-run compensation mechanism, the Chief Secretary sought detailed action taken reports in all such cases and stressed upon ensuring timely disposal and assistance to affected families.

While reviewing the functioning of the e-Challaning system, the Chief Secretary directed the concerned departments to immediately identify and address all bottlenecks hindering its successful implementation. He emphasized that technology-driven enforcement must be made fully effective to ensure greater transparency, accountability and compliance with traffic regulations.

The Chief Secretary also directed the authorities to explore the feasibility of creating a separate fund head within the Public Works Department (PWD) for rectification of accident-prone blackspots and hotspots across the road network.

He further stressed that executing agencies including BRO, NHAI and NHIDCL should also earmark dedicated resources for roads being maintained by them to undertake corrective measures in a mission-mode. He also emphasized development of passenger zones and designated stopping areas wherever feasible for ensuring safer public transport operations.

Taking serious note of traffic congestion caused by encroachments in urban areas, the Chief Secretary directed the Jammu Municipal Corporation (JMC) and Srinagar Municipal Corporation (SMC) to intensify anti-encroachment drives in the twin cities for smooth traffic movement and better pedestrian safety.

The meeting also reviewed safety measures concerning school transportation. The Chief Secretary directed for conducting a comprehensive audit of school buses to ensure strict adherence to prescribed safety norms and operational standards.

Reviewing the status of trauma care facilities in the UT, the Chief Secretary directed the Commissioner Secretary, Health Department to examine the upgradation of services in Government Medical Colleges for establishment of robust trauma and critical care systems.

He stressed that specialized services including Orthopaedics, Neurosurgery and Anaesthesia should remain available round the clock in these institutions. He further directed the department to submit a suitable proposal in this regard besides ensuring time-bound completion of all Critical Care Blocks being established across J&K.

With regard to implementation of the e-DAR and e-Court portals, the Chief Secretary directed the Information Technology Department to take up the matter with Director General, NIC and Secretary, Ministry of Road Transport and Highways (MoRTH) for making these systems operational in Jammu and Kashmir on the pattern of Delhi and Karnataka, considering the significant number of road accidents reported in the Union Territory.

Emphasizing the importance of scientific road safety management, the Chief Secretary also directed for extensive training of stakeholders under the i-RAD system and called for comprehensive auditing of roads across Jammu and Kashmir to identify deficiencies and undertake timely remedial measures.

The Secretary, Transport Department, Avny Lavasa apprised the meeting that the J&K Road Safety Policy-2025 had already been notified and a detailed Road Safety Action Plan Matrix formulated with clearly defined timelines and responsibilities for various departments.

She added that the action plan envisages interventions including black spot rectification, strengthening of traffic control systems, road safety audits, bus route restructuring, parking policy implementation, installation of crash barriers and scientific traffic calming measures.

The meeting was further apprised that district-level road safety committees have significantly intensified their functioning, with the number of meetings rising from 18 held till March this year to 35 meetings conducted by mid-May across districts of Jammu and Kashmir.

The Transport Commissioner, Vishesh Paul highlighted that under the Road Accident Victim Fund, an amount of Rs 1226.10 lakh had been received so far, out of which Rs 1218.10 lakh was released to districts for providing timely assistance to accident victims and their families.

He further informed that under the hit-and-run compensation mechanism, financial assistance is being extended in accordance with Government of India guidelines and cases are being regularly monitored by district administrations.

Reviewing enforcement measures, the department informed that e-Challan systems integrated with Instant Payment Gateway (IPG) had been implemented across the Union Territory, enabling fully digital enforcement by the Motor Vehicles Department and Traffic Police.

The meeting was informed that enforcement activities by the Motor Vehicles Department had witnessed a substantial increase over the past three years, including seizure of vehicles, suspension of driving licences, blacklisting of vehicles, cancellation of registration certificates and cancellation of route permits against violators.

The Chief Secretary also reviewed the operational status of Integrated Traffic Management Systems (ITMS) in Jammu and Srinagar. The meeting was informed that all ITMS equipment in Jammu had become fully operational since June 2024, while Srinagar ITMS was functioning successfully after rectification of initial technical issues. Hundreds of cameras including ANPR, RLVD, PTZ and surveillance cameras have been installed under these systems to strengthen electronic monitoring and automated enforcement.

It was further informed that over 5.34 lakh challans had been issued through ITMS Jammu since June 2024, while more than 60,000 challans had been generated through Srinagar ITMS since December 2024, resulting in substantial fine realization and improved enforcement coverage.

The meeting also discussed capacity-building initiatives undertaken under the i-RAD programme. The department informed that extensive training programmes had been conducted for stakeholders from Police, Health and Public Works departments to ensure timely and accurate data entry on the i-RAD portal for better accident analysis and future planning.

Reiterating the commitment towards safer roads and efficient mobility, the Chief Secretary called for close coordination among all departments and agencies to ensure effective implementation of road safety initiatives and reduction in accident fatalities across the Union Territory.

In-principle consensus emerges on Ladakh powers

New Delhi, May 23: The Centre has proposed a fresh framework aimed at granting Ladakh greater legislative, financial and administrative authority within the existing Union Territory structure, according to a joint statement issued by civil society representatives after a key meeting with Union government officials.

A delegation comprising members of the Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA) met officials of the Ministry of Home Affairs, along with Ladakh Chief Secretary Ashish Kundra, on Friday to discuss the future political and administrative structure of the Union Territory.

Climate activist Sonam Wangchuk, who had earlier been released from detention under the National Security Act (NSA) on March 14, also attended the meeting.

In a joint statement issued after the meeting, the LAB and KDA said that they had reached an “in-principle understanding” with the Government of India regarding the restoration of democratic governance in Ladakh and the provision of constitutional safeguards similar to those available under Articles 371A, 371F and 371G, which apply to Nagaland, Sikkim and Mizoram, respectively.

“Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) today reached an In-Principle Understanding with the Government of India on restoring democracy in Ladakh and providing constitutional safeguards on the lines of article 371 A, F, and G,” the statement said.

During the discussions, representatives of both the LAB and KDA reiterated the long-standing demands of Ladakh’s people concerning restoration of democracy, constitutional protections, statehood, and Sixth Schedule status for the region.

The delegation said the meeting reflected a collective effort by all stakeholders to move towards an inclusive and sustainable governance model for Ladakh.

According to the statement, detailed and constructive deliberations led both sides to arrive at an in-principle understanding on several key aspects concerning governance and administrative powers in the Union Territory.

“In this model, the legislative, executive and financial powers will rest with elected representatives through a Union Territory-level legislative body,” the delegation stated.

The proposed framework also envisages bringing all bureaucrats of the Union Territory, including the Chief Secretary, under the executive authority of an elected UT-level administration headed by a proposed Chief Minister.

The delegation further said that officials from the Ministry of Home Affairs explained that the primary reason Ladakh could not presently be granted full statehood was the region’s inadequate revenue generation capacity to independently meet revenue expenditures such as salaries and administrative costs.

However, according to the delegation, the proposed arrangement is expected to gradually pave the way for eventual statehood once Ladakh fulfils the required revenue benchmarks.

The LAB and KDA stated that they would continue to work closely with the Home Ministry and constitutional experts to finalise the finer operational and legal details of the proposed framework.

Since 2020, both the KDA and LAB have consistently demanded constitutional safeguards for Ladakh, including Statehood and inclusion under the Sixth Schedule of the Constitution to protect the region’s tribal identity and cultural heritage.

Ladakh was carved out as a separate Union Territory in 2019 following the abrogation of Article 370 and the bifurcation of the erstwhile state of Jammu and Kashmir.

The talks between Ladakhi civil society groups and the Union government had earlier stalled after violence broke out in Leh city on September 24, 2025, during which four persons, including a Kargil war veteran, were killed in police firing.

The last meeting of the high-powered committee headed by Minister of State for Home Nityanand Rai had also remained inconclusive.

The latest round of discussions comes after the release of Sonam Wangchuk from detention under the NSA in March and the April 26 announcement by Ladakh Lieutenant Governor Vinai Saxena approving the notification of five new districts — Nubra, Sham, Changthang, Zanskar and Drass.

The creation of these new districts had earlier been announced by Union Home Minister Amit Shah in August 2024.

Future wars to be multi-domain, technology-driven: CDS

Shirdi, May 23: Chief of Defence Staff General Anil Chauhan on Saturday asserted that future wars will be fought across multiple domains, including land, sea, air, cyberspace and cognitive warfare, with technology emerging as the defining factor in military success.

Addressing a gathering during the inauguration of a defence manufacturing unit in Maharashtra’s Ahilyanagar district, Gen Chauhan said modern warfare is rapidly evolving beyond conventional manpower and platform-centric operations.

He highlighted the growing role of Artificial Intelligence (AI), drones, robotics, cyber systems, autonomous platforms, space technologies, precision-strike weapons and information dominance in shaping future battlefields.

“Future conflicts will be multi-domain in nature where land, sea, air, cyberspace and cognitive warfare will operate in an integrated manner,” the CDS said.

Gen Chauhan emphasized that future battlefields would extend beyond geographical boundaries into digital ecosystems, cyber infrastructure and information networks.

He further stated that nations capable of rapid innovation, faster defence production and quick adaptation by armed forces would gain a strategic edge in future conflicts.

The CDS also underscored the importance of technology, speed and innovation as key determinants of success in military operations in the coming years. (KNC)

CIS likely within 2 months in J&K: Minister

Sopore, May 23: Minister Javed Ahmad Dar on Saturday said the government is likely to implement the crop insurance scheme in Jammu and Kashmir within the next two months, while assuring relief to farmers affected by recent hailstorms after completion of damage assessment surveys.

Speaking to reporters amid widespread crop damage caused by repeated hailstorms in several parts of Kashmir Valley, the minister said officials from various departments have already started visiting affected areas to assess losses suffered by farmers and growers.

“The department has been trying since yesterday to reach every affected area and conduct assessments. Once the final assessment is completed, relief will be provided to the affected farmers,” Dar said.

He said the government is also expediting the process for implementation of the crop insurance scheme in Jammu and Kashmir.

According to the minister, the bidding process for the scheme is scheduled to begin on June 1, and the entire procedure is expected to be completed within one-and-a-half to two months.

The minister said the government has already made budgetary provisions for the scheme, under which the premium amount will be shared by the Government of India, the Jammu and Kashmir administration and farmers.

On the horticulture sector, Dar said the government is in touch with the Centre regarding a market intervention scheme for C-grade apples. He said a team from NITI Aayog had visited Jammu and Kashmir two months ago, during which discussions were held on fixing prices for C-grade apples to support growers.

On the delay in extending insurance coverage to apple crops, Dar said horticulture comes under a separate weather-based crop insurance scheme. He added that apples and saffron have now been included under the proposed insurance framework in Kashmir.

The minister said the government had been attempting to introduce the scheme for years, but the process was delayed due to poor participation by insurance companies during the tendering process.

“Last year also, the process had almost been finalized, but then the Government of India revised the insurance policy framework, forcing us to issue fresh tenders,” he said.

Dar expressed hope that the fresh tendering process would conclude successfully and the scheme would soon be implemented to safeguard farmers and growers from weather-related losses. (KNO)

J&K House in Delhi gets VVIP upgrade

NEW DELHI, MAY 23: Jammu and Kashmir House at Chanakyapuri unveiled its newly redeveloped VVIP accommodation facilities on Friday, adding critical capacity to the Union Territory’s hospitality infrastructure for the dignitaries visiting the national capital.

Resident Commissioner, J&K, Ramesh Kumar, inaugurated the modernized 4th floor of C-Block in presence of Additional Resident Commissioner Anil Kumar Sharma and senior officers of the Resident Commission.

The upgrade has come after the reorganization of the erstwhile State of Jammu and Kashmir, when A and B Blocks were transferred to the Union Territory of Ladakh. That left J&K with only the ageing C-Block, sharply cutting accommodation for the visiting Ministers, MPs, senior civil and police officers, judicial officers and official delegations.

To address the gap, the administration undertook a comprehensive revamp of the 4th floor. The redesigned level now houses three suites including Pashmina, Hangul and Chinar and two VVIP rooms named as Trikuta and Saffron. These all have been built on contemporary hospitality standards for comfort, security and a professional environment.

US Secy Rubio meets PM Modi

New Delhi, May 23: Visiting US Secretary of State, Marco Rubio, on Saturday called on Prime Minister Narendra Modi soon after his arrival in New Delhi and extended an invite on behalf of US President Donald Trump for PM Modi to visit the White House in the near future.

After the meeting, PM Modi said that both countries will continue to work closely for the global good.

“Happy to receive the US Secretary of State, Mr. Marco Rubio. We discussed sustained progress in the India-US Comprehensive Global Strategic Partnership and issues related to regional and global peace and security. India and the United States will continue to work closely for the global good,” PM Modi wrote on X.

Taking to X, US Ambassador to India, Sergio Gor stated that, during the meeting, both sides had a “productive discussion” on ways to deepen US-India cooperation across various sectors.

He also mentioned that India remains a “vital partner” to the United States.

“Great to join Secretary Rubio for a meeting with Prime Minister Narendra Modi. We had a productive discussion on ways to deepen US-India cooperation across security, trade, and critical technologies – areas that strengthen both our nations and advance a free and open Indo-Pacific. India is a vital partner to the United States!” Gor posted on X.

“News! Secretary Marco Rubio extended an invite on behalf of President Donald Trump, for Prime Minister Modi to visit the White House in the near future!”, he added in another post.

Earlier in the day, Rubio arrived in Kolkata, kicking off his four-day visit to India. He was welcomed by Ambassador Gor at the Netaji Subhas Chandra Bose International Airport.

Accompanied by his wife, Jeanette Rubio, the US Secretary of State visited Mother House, the headquarters of Saint Teresa’s Missionaries of Charity in Kolkata.

“Secretary Marco Rubio has landed in Kolkata. This is his first trip to India. Later today, we will call on Prime Minister Narendra Modi in New Delhi. Trade, Technology, Defence, QUAD, and many other items to discuss and advance over the next few days!”, Gor stated on X after Rubio’s arrival in Kolkata.

Rubio was the first US Secretary of State to visit Kolkata since Hillary Clinton travelled to the city in May 2012. His visit comes only weeks after West Bengal witnessed a major political change with a BJP-led government assuming power in the state

Rubio’s India itinerary, scheduled from May 23 to 26 and also covering Agra, Jaipur and New Delhi, is being viewed as diplomatically significant because of planned energy discussions with India and meetings involving ministers from the Quad nations.

India is set to host the Quad Foreign Ministers’ Meeting in New Delhi on May 26. At the invitation of External Affairs Minister S Jaishankar, Australia’s Foreign Minister Penny Wong and Japanese Foreign Minister Toshimitsu Motegi will also be arriving in India to attend the Quad Foreign Ministers’ Meeting along with Rubio.

Ahead of his visit to India, Rubio said that Washington wants to expand energy ties with New Delhi and deepen coordination through the Quad, while describing India as a “great ally” and “great partner” amid global supply disruptions linked to the Strait of Hormuz.

The Ministry of External Affairs (MEA) stated that Rubio’s visit will add further strength to India-USA Comprehensive Global Strategic Partnership.

Drug-traffickers’ assets attached

Srinagar, May 23: Continuing its intensified crackdown against narcotics networks under the ongoing Nasha Mukt Jammu & Kashmir Abhiyan-100 Days Campaign, Srinagar Police has attached multiple immovable properties worth approximately ₹5 crores belonging to individuals involved in drug trafficking and related unlawful activities across Srinagar and adjoining districts.

In a significant action, Police attached two residential properties comprising a single-storey and a double-storey house belongs to Bilal Ahmad Sheikh so of Ghulam Ahmad Sheikh and Aneek Ahmad Sheikh son of Nazir Ahmad Sheikh, both residents of Larbal Beerwah, Budgam, and involved in case FIR No. 37/2024 U/S 8/20 NDPS Act of Police Station Saddar Srinagar.

The properties, valued at approximately ₹30 lakhs and ₹50 lakhs respectively, were attached under Section 68(F) of the NDPS Act after completion of due legal formalities. The proceedings were conducted in the presence of the concerned Tehsildar and respectable members of the locality.

In another action, Police attached a double-storeyed residential house belonging to Suhaib Farooq Khan son of Farooq Ahmad Khan resident of Mini Colony, Chanapora, involved in FIR No. 15/2023 U/S 8/21 NDPS Act of Police Station Chanapora. The property, valued at approximately ₹1 crore, was attached under Section 68-F(1) of the NDPS Act vide Attachment Order No. 02/2026 issued by Police Station Chanapora. The proceedings were carried out in the presence of police officials, Executive Magistrate and local witnesses.

Further, Police attached a three-storeyed residential house with attic belonging to Mohsin Ibrahim Naqash son of Mohammad Ibrahim Naqash resident of Jawahar Nagar, Srinagar, involved in FIR No. 42/2026 U/S 8/21, 29 NDPS Act of Police Station Saddar Srinagar. The property, valued at approximately ₹1 crore, was attached under Section 68(F) of the NDPS Act in the presence of the Naib Tehsildar Rambagh and respectable locals, ensuring transparency and due legal process.

In yet another major action, Police attached a three-storeyed residential house belonging to Farhan Manzoor Pandit son of Manzoor Pandit resident of Kursoo, Rajbagh, involved in FIR No. 18/2026 U/S 8/21 NDPS Act of Police Station Rajbagh. The attached property has an estimated market value of approximately ₹50 lakhs and was attached under Section 68-F of the NDPS Act.

Additionally, Police Station Karan Nagar attached a double-storeyed residential house belonging to Fayaz Ahmad Rather son of Farooq Ahmad Rather resident of Patoo Mohalla Ajas, Bandipora, involved in FIR No. 01/2025 U/S 8/21, 29 NDPS Act and Section 111 BNS. The attachment proceedings were conducted strictly in accordance with legal provisions as part of the ongoing anti-drug campaign.

In a separate action, Police attached a double-storeyed residential house situated at Bakshiabad, Bemina, belonging to Abid Hassan Dar son of Gh. Hassan Dar, involved in FIR No. 18/2022 of Police Station Batamaloo under Sections 8/21, 29, 27-A NDPS Act and Sections 468, 471, 473 IPC. The property, valued at approximately ₹1.7 crores, was attached under Sections 68-F(1) and 68-E of the NDPS Act for alleged forfeiture of illegally acquired property.

Investigations in these cases have revealed that the attached properties were acquired through proceeds generated from illicit drug trafficking. Acting under the relevant provisions of the NDPS Act, Srinagar Police has formally attached these assets as part of sustained efforts to dismantle the financial infrastructure of drug peddlers and narcotics networks.

These actions reflect the firm resolve and unwavering commitment of J&K Police towards eradicating the drug menace and safeguarding the youth from the harmful effects of narcotics.

J&K Police reiterates that any individual found involved in drug peddling or related unlawful activities shall face strict legal action, including attachment and forfeiture of illegally acquired properties under the NDPS Act. The general Public is once again urged to cooperate with Police by sharing any information related to drug peddling or substance abuse with the nearest police establishment. The identity of informants shall be kept strictly confidential.
