Prescription audit to start in all hospitals of JK soon

JAMMU: Health and Medical Education Department (H&ME) has accorded sanction for the constitution of prescription audit committees at the Government Health Institutions across the Union Territory of Jammu and Kashmir.

The prescription audit committee will be formed at the Government Medical College, district and sub-district levels.

The prescription committees would keep a check on the prescriptions given by the doctors and to contain the reported unethical practices by some health care professionals.

According to a government order, at the Government Medical College Level, the Medical Superintendent of the concerned hospital shall be the chairman of the committee, while the Assistant/Associated Professor Pharmacology along with the RMO/Sr.CMO shall be the members.

Similarly, at the District Hospital Level, the Medical Superintendent would act as the chairman and District Immunization Officer/DHO along with the Sr. Medical Officer, nominated by the Chief Medical Officer, shall be the members.

At the Block level, the BMO shall be the Chairman along with two Sr. MOs nominated by the Chief Medical Officer. The terms of references of the prescription audit committees have also been notified.

The HODs (Principals) of Government Medial Colleges, Director Health Services Jammu/Kashmir, Director, ISM, J&K shall nominate nodal officers in their respective institutions. The nodal officers so nominated shall at random collect photocopies of at least 1% (one percent) of the prescriptions on daily basis written by the Government Doctors in the OPDs. These prescriptions collected by the Nodal officers shall be scrutinized by the Prescription Audit committees to check whether the prescription are written legibly in Capital Letters with the name of the doctors, his/her signatures and registration number, generic drugs are prescribed and preference given to the drugs which are available free in the Hospital supplies, unnecessary diagnostics test are not prescribed and patients are not referred to private clinics/specialists without requirement and whether drugs are prescribed in contravention to the provision of Drug and Cosmetics Act and Regulations.

It shall be again ensured by the prescription audit committee that fortnightly reports are sent to the HODs. HODs shall prepare a comprehensive monthly report along with their recommendation highlighting the actionable points, which shall be submitted to Administrative Department.

 

Measures underway to provide housing facility to Govt employees: Kansal

SRINAGAR: Principal Secretary, Planning & Development, Monitoring, Estates and Information, Rohit Kansal today said that several measures are underway to provide housing facilities to Government employees.

Chairing a review meeting of the Department of Estates here in Srinagar, Kansal directed the officials to ensure timely completion of residential projects in a stipulated time frame. He reviewed the status of residential flats being constructed at Pampore for employees of Jammu and Kashmir.

In order to accommodate and to meet residential requirements of employees, the officers were asked to redesign the construction of flats viz constructing maximum number of 1BHK flats.

Kansal exhorted upon the officers to speed up the tendering process of the pending residential blocks while taking care of the landscape by adopting proper construction techniques.

The meeting was informed that 32 flats would be handed over to the Department of Estates by March 2020. Officers of the estates were directed to go to the site and take over the completed flats.

Kansal directed the officers to resolve issues related to shifting of HT power line at Pampore site and the same shall be done at an earliest and to ensure completion of project by December 2020.

During the meeting, several issues pertaining to the construction of additional accommodation of Circuit House, Srinagar was also discussed threadbare.

Kansal asked the officers of various departments to work in close coordination for timely completion of the development projects, so that cost escalation is minimized.

The meeting was attended by senior officers of Department of Estates, R&B, Department of Housing and Protocol among others.

Kashmiri student stuck in China appeals GoI to evacuate him

Srinagar: A student hailing from South Kashmir’s Pulwama district currently in China has appealed the union government especially External Affairs Minister Dr. S J Shankar to evacuate the Indian residents who are suck in Wuhan province in China.

According to the wire service—Kashmir News Observer (KNO), Manzoor Ahmad Dar, son of Abdul Majeed Dar, resident of Trichal village of Pulwama in his Facebook post said that many of the people from India are stuck in Wuhan since the deadly Coronavirus spread in China and so far claimed almost 450  lives.

He said that after the spreading of infectious virus in China, he was not allowed to board the Air India flight arranged by the Government of India for the evacuation of stranded Indian residents from Wuhan due to slight higher body temperature (37.5).

The Kashmiri medical student he along with two other students were assured by Indian embassy that they will be airlifted by the next flight, but they were not airlifted so far. “After being disallowed to board in the flight, I have no symptoms of infections or virus. I made several requests to the Indian Embassy to airlift me to India, but to no avail,” he said.

“Although University provides everything whatever we need but every day in Wuhan is marked by fear and frustration. Back home, my parents are very much worried. My mother is a heart patient,” he said in a Facebook post.

Meanwhile, the Kashmiri student appealed the Union government especially the External Affairs Minister Dr. S.J.Shankar to kindly intervene and rescue him from Wuhan.

Nonetheless, his family in Pulwama has said that they are very much worried about him and requested concerned authorities to kindly evacuate him. (KNO)

SSB person injured in Lal Bazar Grenade Blast

Srinagar: A SSB personal was injured in a grenade blast at Lal Bazar area of Srinagar outskirts on Thursday.

Reports that a Sashastra Seema Bal (SSB) personal sustained minor injuries when the suspected militants lobbed grenade towards police station Lazabar which exploded outside the police station.

A police officer said that the Sashastra Seema Bal (SSB) person is being treated at hospital and his condition is stable.

On Sunday, suspected militants also lobbed a grenade at Lalchowk in which two CRPF personal and seven civilians were injured. The grenade was lobbed upon the troops deployed there (KNS).

Srinagar: The special court of National Investigation Agency (NIA) on Thursday extended the judicial custody of suspended Deputy Superintendent (DySP), Davinder Singh by 15 days. Singh was arrested along with Hizb-ul-Mujahideen militants on January 11 this year.

According to the wire service—Kashmir News Observer (KNO), the NIA’s special court has extended Singh’s judicial custody by 15 days.

On January 23, the special court in Jammu sent suspended Jammu & Kashmir police officer Davinder Singh and three others to 15 days’ National Investigation Agency (NIA) custody on Thursday.

Officials said that the suspended cop was today produced before the special NIA court where his judicial custody was extended by more 15 days.

The suspended cop was quizzed by the NIA for allegedly helping terrorists travel out of the Valley. The probe agency also conducted searches at the cop’s residence in Srinagar’s Indira Nagar.

The NIA is also probing Singh’s involvement with Hizb-ul-Mujahideen, Jaish-e-Mohammad, Lashkar-e-Taiba, and other operational and active militant groups.

Meanwhile, the NIA’s special court in New Delhi dismissed the bail application of former independent legislator from Langate assembly constituency, Engineer Abdul Rasheed Sheikh.

The former MLA Langate, who is also the president of Awami Itehaad Party (AIP) was arrested in a case related to the funding of terror activities in the Valley and is currently lodged in Tihar Jail. (KNO) 

17 days after gunfight, another body recovered near Khrew encounter site

Srinagar: After 17 days, the security forces on Thursday recovered another body from the encounter site in Zantrag, Khrew area of Pampore in South Kashmir’s Pulwama district.

According to wire service—Kashmir News Observer (KNO), official sources said that a dead body was found in Zantrag, Khrew Pampore area of Pulwama District, where an encounter took place on January 21 this year in which a top militant, one cop and an Army man were killed.

They said that the people who were walking through the forest area spotted a dead body and informed the police in this regard, adding that the police later reached the spot.

However, the identification of the slain was not ascertained when the report was last killed. Earlier on January 21, an encounter broke out between forces and militants in which a top Jaish-e-Muhammad militant, one cop and an Army man was killed. (KNO)

Justice Magray for speedy disposal of backlog cases of more than 10 years

SRINAGAR: Justice Ali Mohammad Magray, Judge, J&K High Court, today visited District Court Complex Srinagar and asked the judicial officials to clear the backlog of more than 10 years and treat the matter as a top priority.

He impressed upon the judicial officers posted at district headquarters Srinagar to dispose the old cases in speedy manner on a weekly basis.

Justice Magray asked the officials to send progress reports regularly so that proper records are maintained regarding the cases. He emphasized upon the judges to adopt information technology particularly in the criminal justice system and asked the officials to make use of video conferencing invariably to reach out to undertrials.

While highlighting the duties of judicial officers, he said that the standard of judicial conduct of judicial officers has to be very high in order to encourage the confidence of litigant public. He stressed upon the fact that in case any officer faces any problem while dealing with the cases on judicial front, the matter should be brought to his notice immediately.

Justice Magray also interacted with the judges individually and also received firsthand information regarding the pendency and disposal of cases. He said that he expects every judicial officer to work with dedication and impartiality so that the faith of people in the judicial system is reinforced.

On his arrival, Justice Magray was received by Principal District and Sessions Judge Srinagar Abdul Rashid Malik. He briefed Justice Magray about the works being taken up by district judiciary at district headquarters and steps taken by the judges for the quick disposal of old civil and criminal cases.

Militant Attack Foiled;  2 Ultras, CRPF Jawan Killed

SRINAGAR:  Three militants, belonging to two different outfits, and a CRPF jawan were killed while a jawan was injured in an encounter which ensued in the outskirts of city on Srinagar-Baramulla road on Wednesday.

Special Director General (DG) of CRPF Zulfiqar Hasan said that following specific information about a possible attack in the city, a checkpoint was established at Lawapora, about 12 km from here on  Srinagar-Baramulla road.

“Three motorcycle-borne persons were asked by security forces to stop at the checkpoint,” Mr Hasan told reporters during a press conference here on Wednesday.

He said militant who was sitting at the end of the motorcycle got down and fired at the security forces. “One CRPF jawan, who received a bullet on his head, died on the spot,” he said, adding the deceased jawan has been identified as Ramesh Ranjan.

He said the security forces retaliated, ensuing in a brief exchange of fire. “Two militants were killed on the spot while one was arrested in a critical condition,” he said, adding one CRPF jawan was also injured.     However, sources said that the third militant has also succumbed at the hospital.

The CRPF Special DG said the security force party at the checkpoint showed great courage and averted a major militant attack in Srinagar. “The security personnel will be appropriately awarded,” he added.

The slain militants have been identified as Lashker-e-Toiba (LeT) commander Zia-ul-Rehman from Budgam, Hizbul Mujahideen (HM) militant Khafil from Bijbehara and Faraz Lone of JKIS.

Director General of Police (DGP) Dilbag singh said Rehman was involved in the looting of weapons from the residence of former MLC Muzafar Parray and many cases were registered against him. “Khafil’s brother-in-law was also a militant who was killed in one of the encounters,” he added.

The DGP said two pistols and few grenades were recovered from the slain militants.

Meanwhile, traffic on Srinagar to Baramulla and world famous ski resort of Gulmarg was suspended while vehicles were asked to take alternative route.

Sajad Lone, Parra Released After 6 Months’ Detention In Kashmir

SRINAGAR:  Peoples Conference (PC) chairman Sajad Gani Lone and Peoples Democratic Party (PDP) leader Waheed-ur-Rehman Parra were on Wednesday released after remaining under detention for 6 months in the summer capital, Srinagar as the centre scrapped Article 370 and Article 35 A, besides bifurcated the state into two Union Territories (UTs) on August 5.

With this, eight detained leaders were released from MLA hostel, which was converted into sub-jail, since Sunday

Official sources said that Mr Lone and Mr Parra were released from MLA hostel on Wednesday afternoon. Mr Lone was a minister in PDP-BJP coalition government from the quota of the saffron party.

However, Mr Parra said that he has been once again placed under house arrest at his residence in Srinagar.

On Tuesday, PDP MLA Aijaz Ahmad Mir and trade leader Shakeel Ahmed Qalandar, who is former president of the Federation Chamber of Industries Kashmir, were released. Peoples Democratic Party (PDP) leader Mohammad Yusuf Bhat, three National Conference (NC) leaders — Abdul Majeed Larmi, Mohammad Shafi and Ghulam Nabi Bhat — were released on Sunday from the hostel, where now 15 politicians remained under detention since August 5.

Meanwhile, former minister Abdul Haq Khan, former Congress MLA Haji Abdul Rasheed, senior NC leader Nazir Ahmad Gurezi and Peoples Conference leader?Mohammad Abbas Wani were released last month.

The authorities have been releasing politicians in phased manner. However, sources said that the politicians before release have to give undertaking assuring authorities that they would not indulge in any activity that will hamper law and order.

Hundreds of people, including politicians, activists, separatists and business association leaders, were detained to ‘maintain law and order’ after centre abrogated special status of the state. Three former chief ministers – Farooq Abdullah, Omar Abdullah and Mehbooba Mufti – were detained. Former IAS topper turned politician Dr Shah Faesal and former minister Naeem Akhtar also remained under detention. Surprisingly no detained leader has challenged his detention.

Dr Farooq, who was in September slapped with Public Safety Act (PSA), remained under detention at his Srinagar residence while Omar and Mehbooba have been lodged in separate accommodations in the city.

LS: Oppn Walks Out Over ‘Detention’ Of Leaders

New Delhi: Opposition parties led by Congress staged a walk-out in the Lok Sabha on Wednesday, protesting ‘detention’ of political leaders, including National Conference leader Farooq Abdullah’, even after six months since

Article 370 was abrogated. Congress leader Adhir Ranjan Chowdhury said three people have been ‘’languishing in jail illegally’’.

His party colleague K Suresh said it has been six months since Article 370 was abrogated.

‘’Senior leaders, including NC veteran Farooq Abdullah, and Omar Abdullah, have been in detention for six months.  Dr Farooq Abdullah is unable to attend the House for past three sessions,’’ he said.

Jammu and Kashmir’s top mainstream leaders Dr Farooq Abdullah and Omar Abdullah of the NC and Mehbooba Mufti of the Peoples Democratic Party (PDP), have completed six months in detention on Tuesday.

Mr Suresh said Dr Abdullah’s rights were being denied and demanded that his welfare and  his presence in the House be ensured.

Members of Opposition parties, including Congress, National Conference and DMK, trooped into the Well and raised slogans like ‘Save India’ and ‘Save Democracy’ during the Zero Hour.

National Conference MP Hasnain Masoodi also stood in the Well.

Some members spoke during Zero Hour amid pandemonium.

As the ruckus continued, Congress leader Mr Chowdhury said they are staging a walk-out in protest.
