K’taka Guv lauds govt’s handling of natural calamities

Bengaluru, Feb 17: Karnataka Governor Vajubhai Vala on Monday defended the state government’s management of natural calamities, outlined its priorities especially in irrigation sector and complimented it for prudent management of finances.

In his address to the joint sitting of legislature, being the first session of the year, he listed out the initiatives of the government in attracting investments.

The address, while noting that security is among the priorities of the administration, highlighted that approval has been given to reservation of women in 25 per cent of posts in police recruitment.

Leader of the Opposition in the Assembly Siddaramaiah, in his reaction, slammed the government, accusing it of conveying “false information” through the Governor’s speech.

“The government is conveying false information through the Governor’s speech. Adequate relief measures have still not been taken even after six months since the floods that took place. Many victims are still leading their life without shelter,” he tweeted.

Contrary to expectations in some quarters, the Governor’s address did not have any references on implementation of Citizenship (Amendment) Act in the state.

“Karnataka is known for its prudent management of finances. Being the first state in the country to lay out a fiscal consolidation roadmap to improve its finances, it went on to achieve the fiscal and debt consolidation targets laid out therein well ahead of the timeline prescribed,” Vala said.

Noting that during August-October 2019, Karnataka had suffered heavy damage due to torrential rains and floods, the Governor said the state machinery swung into action along with central agencies and undertook rescue and relief measures on a “warfooting”.

The government has sanctioned Rs five lakh each to houses that have to be reconstructed, Rs three lakh each for repairs to severely damaged dwelling units and Rs 50,000 each for the partially damaged, he said.

“The financial assistance sanctioned for house damage is highest in the country. My government has so far released financial assistance of Rs 827 crore to more than 1.24 lakh damaged houses,” he said.

A sum of Rs 207 crore has been released for 2.07 lakh families, he said, adding enhanced input subsidy of Rs 10,000 per hectare has been paid to affected farmers, Rs 2,104 crore for restoration of critical infrastructure, and 150 days of employment under MNREGS to those affected instead of 100 days.

Vala also said the government intends to start the implementation of a new scheme – “watershed development to prevent drought” – in 100 drought-prone taluks by converging MNREGS and Pradhan Mantri Krishi Sinchayi Yojana (PMKSY).

Highlighting several farmer-friendly initiatives, he said his government has taken up irrigation projects on priority and during the current financial year about 12,000 hectares of irrigation potential has been created through major projects.

Massive fire in GST Bhavan; scores evacuated, no casualty

Mumbai, Feb 17: Scores of employees were evacuated from the GST Bhavan in south Mumbai after a massive fire broke out in the multi-storey building on Monday, but no casualty was reported, civic officials said.

Nearly 3,500 staffers were working in the building in the Mazagon area when the fire broke out around 12.30 pm, Maharashtra Deputy Chief Minister Ajit Pawar said.

He assured a probe into the the fire, but clarified no records were lost in the blaze due to digitisation of documents.

Firefighters battled for almost three hours to douse the flames, which started on the ninth floor of the 10-storey government-owned building, the officials said.

Speaking to media persons at the spot, Pawar said the fire spread rapidly due to presence of papers and wooden material in the building, from where thick smoke billowed out.

Over 20 fire engines were pressed into service to put out the inferno and cooling operation was underway, they said.

The fire started from the ninth floor of the building and spread to the 10th floor, the officials said.

“The fire engulfed the entire ninth floor of GST Bhavan building, said Mumbai’s chief fire officer Prabhat Rahangdale.

He said the building was smoke-logged and hence firemen used breathing apparatus sets to put out the flames.

According to the Fire Brigade, a portion of the building was under repair.

The Brihanmumbai Municipal Corporation (BMC) officials said scores of employees were evacuated from the fire-hit building, but no casualty was reported.

Though some staffers blamed short circuit for the fire, the officials said the exact cause was under investigation.

The building was earlier known as the Sales Tax Bhavan, but since the implementation of the Goods and Services Tax regime in 2017, it was rechristened as GST Bhavan.

Last week, a massive fire had partially gutted a three -storey commercial building in suburban Andheri.

Union Jt Secretary reviews progress on Land Record digitization in J&K

JAMMU : Union Joint Secretary Land Records (LR) Department of Land Revenue Rural Development, Hukum Singh Meena today reviewed the progress of writing and updation of Jamabandis as part of the digitization of Land Records of the Digital India Land Records Modernization Program (DILRMP) in Jammu and Kashmir.
The meeting was attended by Financial Commissioner (Revenue), Dr Pawan Kotwal; Commissioner Survey & Land Records, Shahnawaz Bukhari; Additional Commissioner Jammu, Manisha Sarin; Additional Commissioner Revenue (Central), Nazir Ahmad Baba; Regional Director Survey and Land Records, Jammu, Dr. Mushtaq Ahmad, besides other senior officers of the department.
The Joint Secretary directed the revenue department to meet the deadline and complete the digitization process so that all the scanned documents are updated. He further said that error free revenue land record is imperative for developmental activities and asked the concerned to be careful while updating the documents.
He directed for imparting regular training to the field officials to make them well acquainted with use of modern gadgets and technology. He stated that this way the capacity building of the available manpower would increase manifold.
The Financial Commissioner apprised the Union Joint Secretary that the process of digitization is being monitored at different levels. “The process has been made foolproof and error free as the records are quality checked at each level,” he added.
It was informed that 94.92% of the revenue documents have been digitized in Jammu and Kashmir till date. The 98.61% of old revenue maps have been scanned, while writing of 69% new jamabandies has been completed in revenue villages, the meeting was further informed.
Giving other details, the meeting was informed that survey with DGPs (Geo Referencing) has been completed, while a UT level Data centre,  modern record rooms in all 217 Tehsils and 77 Survey & Land Record Offices are coming up across J&K.
It was also said in the meeting that e-application modules for viewing maps, Khasra Girdawari, making requests for Mutation, Jamabandi, Grievance registration, Feedback and revenue Register have been developed by the department through outsourcing of the same.
Pertinent to mention here that after the completion of the program the access to all of the significant revenue documents would become easy for all. It will also make the data impenetrable for any illegal entries or insertions, besides helping the department to preserve the same for posterity.

Mapping, demarcation of Jehlum, Tawi flood basins

JAMMU:  Advisor to Lieutenant Governor, Rajeev Rai Bhatnagar today reviewed the progress of preliminary work for the mapping and demarcation of flood basins along Jehlum and Tawi rivers, here in a meeting at Civil Secretariat.
The meeting was attended by Commissioner Secretary, Jal Shakti, I&FC, A.K. Sahu; Chief Engineer I&FC, Kashmir, MM Shahnawaz; Chief Engineer I&FC, Jammu, Ashok Sharma; Director CWC, Jammu, S.K Sharma and other officials of the concerned department.
The Advisor stressed upon the officials to expedite the preliminary works for the mapping of river basins and catchment areas to save human inhabitations from flood water by devising an effective action plan.
The meeting discussed several scientific measures for reducing the     risk in flood prone areas.
The Advisor directed the officials to work out plans for risk reduction, risk communication, besides other preventive measures in a coordinated manner. He said it would help to develop a reliable flood warning system.
Advisor Bhatnagar underscored the need for full utilization of the material regarding mitigation measures to minimize the flood risks and impacts.
The Advisor asked the officials to prepare action plan for upcoming peak discharge season of rivers (summer and monsoon) to facilitate de-silting of the river beds through dredging within stipulated time frame.
The meeting was informed that several dredgers have been imported to carry out necessary dredging in the river beds.
Commissioner Secretary, Jal Shakti, I&FC, AK Sahu, informed the meeting that it is mandatory to declare Floor Basin of rivers under Jammu & Kashmir Water Resources (Regulation & Management) Act, 2010, adding that flood management is very critical issue in J&K as the place is prone to severe floods like that of 2014.

Carrier Guidance Cum Counselling Programme held at Anantnag

ANANTNAG: The District Employment & Counselling Centre Anantnag today organised one-day carrier guidance cum counselling programme at Town hall Anantnag for the post Graduate unemployed youth of the district, registered with the centre.
The DDC Anantnag Mr. Bashir Ahmad Dar who was Chief Guest on the occasion urged the youth to take advantage of such awareness cum carrier counseling camps which are being organised to provide employment avenues.
During the programme the participants acquainted with various schemes being implemented in the District for educated unemployed youth for setting up their income generating units.

DPEO Shopian reviews preparedness of Panchayat Bye-Elections

SHOPIAN: District Panchayat Election Officer (DPEO), Shopian, Choudhary Mohammad Yasin, today convened a meeting of nodal officers to review the status of preparedness for forthcoming Panchayat election for vacant Panch and Sarpanch seats in the district.
The meeting discussed various aspects of the preparations for the Panchayat elections including security, transportation plan, complaint redressal mechanism, and training of polling staff.
The meeting also discussed the preparedness with regard to election expenditure and media monitoring. The DPEO impressed upon the nodal officers to ensure that all arrangements are put in place well in time.
During the meeting, the DPEO focused on the finalizing and implementation of election strategies for Panchayat elections in the district
Among others, the meeting was attended by ACR Shopian, DPO Shopian, Nodal officers and other concerned officers.

Strike by J-K PHE daily wage workers enters 11th day, CPI(M) urges LG to intervene

Jammu:  On the 11th day of strike called by casual and daily wage workers of the public health engineering (PHE) department over various demands, CPI(M) leader Mohammad Yousuf Tarigami on Monday urged the Jammu and Kashmir administration to resolve the issue immediately.

The casual labourers and daily wage workers have been on strike in Jammu since February 7 demanding release of their pending wages, regularisation of jobs, filling up of vacant posts, repair and maintenance of faulty pumping houses and water stations and basic facilities at water stations for the staff among others.

While assuring full support to the agitators, Tarigami said, “I urge Lieutenant Governor G S Murmu to look into issues pertaining to regularisation and release of wages to daily rated workers because their strike has impacted utility services leading to drinking water crisis especially in most parts of Jammu and Srinagar cities,” Tarigami said.

“The administration must talk to the representatives of the PHE workers and try to figure out a reasonable solution to their issues urgently,” he said, adding they have been working sincerely for the department for the past many years, but “unfortunately they have been neglected”.

Hitting out the administration’s “lackadaisical” approach, he alleged that this was the reason for the present crisis as successive governments always made deceptive commitments to buy time and avoid the crisis.

“It is apathetic on the part of the administration that instead of holding parleys with the workers on strike, it adopts coercive methods to avoid the crisis,” Tarigami said.

The CPI(M) leader said that any problem concerning employees of important departments which is kept unresolved badly affects the output and the performance of the government.

The administration must understand the difficulties faced by these workers who have no money to pay their children’s school fees or to manage their day-to-day family affairs, Tarigami said.

J-K: Former executive engineer of PHE division booked on corruption charge

Srinagar: The Jammu and Kashmir Anti-Corruption Bureau has registered a case under the Prevention of Corruption Act against a former executive engineer of the PHE division for allegedly misusing his position in the allotment of works and utilisation of funds.

“A case has been registered on the outcome of a verification regarding allegations related to misappropriation by Bashir Ahmad Shah, the then executive engineer, PHE Division Bijebehara Anantnag, and others,” a spokesman of the ACB said on Monday.

He said Shah was accused of corrupt practices in the allotment of works to blue-eyed contractors.

“This included the Kishtwar-Simthan-Anantnag Road project in which the allotments were cancelled and then converted into authorities with four times above the allotted cost,” the spokesman said.

The physical status of permanent flood-restoration works in the division was checked and most works do not exist anywhere, he said.

“During the verification, it also came to the fore that an amount of Rs 4.79 crore has been shown drawn against the execution of different work components executed by the division in the flood-restoration programme without following codal formalities,” the spokesperson said, adding that the diversion of funds without mandatory approval was also detected.

Subsequent to the registration of the case, he said a search was conducted at the residence of Bashir Ahmad Shah.

 

Where is much-hyped Fee Fixation Committee, ask parents

Srinagar : The inordinate delay by J&K government to make much hyped Fee Fixation Committee (FFC) functional has given a free hand to the private schools to fix their fee structure arbitrarily.
According to wire service—Kashmir News Observer (KNO), the FFC became defunct on July 28 of 2019 after the two year term of the Chairman of the committee completed.
“Since then the government has not taken any decision about making the committee functional again,” an official said.
Some years ago, the committee was constituted on the directions of Supreme Court in wake of the complaints against the private schools fleecing parents.
The committee was given a mandate to regular the fee structure in private schools. The committee was headed by a justice (Rtd) and was given other staff members by the school education department.
“After the two year term of Chairman ended, the government should have appointed new Chairman on war footing basis or extended the term of the same Chairman to keep the committee functional. But no such step was taken due to which the committee is defunct from past over six months,” the official said.
As per KNO, amid the delay in making the committee functional, the fee structure in most of the schools has been hiked arbitrarily, with no check from the education department.
The parents complain of being fleeced by schools who are overcharging monthly tuition fee besides other fees charged by school management under various heads.
The parents said the schools have enhanced the monthly fee by Rs 600 to Rs 700 in each class in violation of government norms.
“Even some schools force parents to pay in advance the fee till March of this month,” a group of parents said.
An official at FFC said they also received complaints from parents against arbitrary hike in fee by private schools in various districts but they are not in position to initiate any action.
Commissioner Secretary School Education Department, Hirdesh Kumar was not available for his comments.
However, a top official in civil secretariat, wishing not to be named, said the education department has submitted the file to law department to seek their legal opinion in appointment of new Chairman of the committee. “There has been no response from law department till date,” he said. (KNO)

All the components of Swachh Bharat Mission including Solid waste management, IEC (Information, Education, and communication, Capacity building were discussed at length, a statement issued to KNS reads.

“Commissioner SMC after reviewing  progress on various activities like awareness on waste segregation,  sanitation drives in schools, colleges, Nukad  Naataks, Walkathons, Plogging  etc  directed  I.E.C partners to  organize   innovative ,effective   and result oriented activities so that people are motivated for adoption of  waste segregation at house hold level,” statement added.

He further asked I.E.C partners of SMC to organize different result oriented activities in every nook and corner of the city    in such a way   so that it can bring in behavioral change at grass root level and people do follow various healthy practices in Solid waste management.
