Militants desperate to infiltrate: Report

Srinagar:  Indian Army have stepped up its vigil along the Line of control (LoC) following reports that militants were waiting to infiltrate, a report said on Thursday.

Report said that army has diverted more troops to the LoC, mostly from the counter-insurgency grid, to strengthen its vigil along the borderline that divides Jammu and Kashmir between India and Pakistan.

“There are authentic reports of the militants’ concentration at the launching pads across the LoC, waiting to infiltrate anytime as the snow will start melting in the mountainous passes that serve as a deterrent during winters,” report said adding that militants try to sneak into Jammu and Kashmir during the first week of March.

Defense sources told Kashmir News Trust that army is taking no chance as the hard efforts have been put in to gain peace in Valley.

Report further said that Army have already put up fence, flood-lighting and sensors along the LoC to check infiltration. (KNT)

Altaf Bukhari Led Group All Set To Form A Political Party

Srinagar:  Altaf Bukhari led political group is all set to form a new political party in Jammu and Kashmir.

Senior political leader Ghulam Hassan Mir who is one of the political stalwarts in the group confirmed that they will announce the formation of a new political party. However he didn’t give any timeline for the formation of party.

“Discussion and deliberations are going on in regarding the formation and agenda of the political party. We are also in touch with likeminded politicians,” he informed.

Saying that a need was felt to fill a void between people and government, Mir said that only political representatives can fulfil this vacuum.

Regarding the formation of a political party, Altaf Bukhari had told The Kashmir Magazine earlier this month in an interview that there is no such plan in offing.

However he added, “I and my like-minded friends and colleagues have joined hands to address and mitigate the sufferings of our people. Tomorrow if the need arises for a bigger platform to pursue for our rights in an institutional manner, we may think about launching a political platform,” he told The Kashmir Magazine.

On being asked about his scheduled meeting with Muzafar Hussain Beigh, he said, “ beigh bukhari bhai Bhai.”

 

40 Union Ministers To Visit JK To Get First-Hand Info On Development Schemes

New Delhi: A second batch of about 40 Union ministers is likely to visit Jammu and Kashmir in April to get first-hand information about various development schemes initiated there by both the central government and the Union Territory administration, officials said on Thursday.

The Prime Minister’s Office (PMO) will decide the composition of the ministerial delegation that will undertake the follow up of the first visit of 37 Union ministers, who had toured Jammu and Kashmir last month.

“A second batch of about 40 Union ministers may undertake a visit to Jammu and Kashmir. Dates and composition of the team have not been fixed yet but it will be done soon after the Budget session of Parliament,” a government official said.

After the recess, the second part of the budget session will begin on March 2 and it will end on April 3.

The PMO will finalise the list of the ministers and each minister will be assigned a particular district and focus will be on the Kashmir Valley, the official said.

Some of the ministers of the first batch may also be part of the second batch, he said.

The ministers will assess the development initiatives undertaken by the central government as well as the UT administration on the ground and they will not talk about political issues, the official said.

By interacting with the locals, they will try to get first-hand information about the roads, healthcare facilities, power situation, functioning of academic institutions etc. in the UT, he added.

As many as 37 central ministers had visited Jammu and Kashmir last month following a directive of Prime Minister Narendra Modi, who wanted an honest assessment of the various welfare schemes being implemented there.

Among those who had visited Jammu and Kashmir were Law Minister Ravi Shankar Prasad, Sports Minister Kiren Rijiju, ministers of state for home G Kishan Reddy and Nityanand Rai.

The Union ministers have already submitted their feedback to the PMO on the implementation of various development schemes there.

There were two sets of feedback — one on the initiatives taken by the UT administration and the other on the Centre’s initiatives — another official said.

Most of the central ministers stayed overnight at their respective places of visit such as Baramulla, Ganderbal, Doda, besides others.

In August last year, the Centre abrogated Article 370 provisions of the Constitution, which gave a special status to the erstwhile state of Jammu and Kashmir, and bifurcated it into UTs — Jammu and Kashmir, and Ladakh.

Since then, the Centre has been closely monitoring the on the ground implementation of various development programmes there.

Jammu and Kashmir is currently under the President’s rule.

The Lt Governor emphasized the high importance of ensuring round the clock provision of basic civic amenities to the people and asked the Mayor to take all the necessary measures to overcome the challenges and achieve the set goals which would ultimately benefit the public at large.

Case registered as man ‘fraudulently’ withdraws Rs 50, 000 from account of a man working in abroad

Handwara, Feb 20 : Jammu and Kashmir police have registered a case against an individual for ‘fraudulently’ withdrawing Rupees fifty thousand from an account of a person, working in abroad having all credentials confined to his family only.
According to wire service—Kashmir News Observer (KNO), an amount of Rupees fifty thousand were withdrawn from an account of Sajad Ahmad Zargar, a resident of Handwara, who is working in Saudi Arabia for over six years.
Ifthikhar Zargar, brother of the account holder told KNO that “on Saturday, we received a text message from Jammu and Kashmir Bank reading that ‘an amount of fifty thousand rupees has been deducted from your account’.”
Soon after receiving the text, he said that they rushed to main branch of JK Bank Handwara to ascertain the details. “The bank authorities assured us that an amount withdrawn from the account will be transferred back into the account in a day or two. But, the question remains that how can any individual be able to withdraw the amount from any ones account without the proper documents,” he said.
He further said that they have approached the local police in this regard and have requested them to probe the whole matter and take action against the involved person at the earliest.
A police official when contacted told KNO that “we have registered a case under number 20/2020 under relevant sections in this regard and an investigation has been initiated. Hopefully, we will crack the case soon.”

Woman dies due to negligence of doctors in Anantnag, alleges family

Anantnag, Feb 20: A 50-year-old woman, who was undergoing treatment at District Hospital Anantnag for last eight days, died due to the alleged negligence of doctors in the hospital, family said on Thursday.
According to wire service—Kashmir News Observer (KNO), the family of Raja Banoo, wife of Ghulam Mohammed Banoo, resident of Magray Pora in Achabal area of South Kashmir’s Anantnag district said that she was admitted in the hospital a week before with a fracture in her left leg.
They said today at around 3:30 PM, she was taken to the operation theatre for a surgery in her leg. “At least 15 minutes after she was taken to the operation theatre in quite normal condition, the doctors informed us that the lady has died due to cardiac arrest,” they said.
The family members and relatives of the deceased lady protested and alleged that lady has died due to medical negligence, stating that the doctors had given their beloved a general anesthesia and due to overdose of anesthesia, she developed severe health problems and died even before surgery.
Eyewitnesses informed KNO that the protesters also broke the windowpanes and glasses of the hospital, adding that they demanded that an enquiry team must be constituted who will investigate the matter.
Meanwhile, Principal Government Medical College (GMC) Anantnag, Dr. Showkat Geelani said, “After the allegations leveled by the family members and relatives, we have started investigation in this regard.”“The lady was having pre-existing cardiac issues due to which we preferred not to give her general anesthesia, he said.
However, he said that a committee comprising three senior doctors has been constituted in this regard to investigate the matter. “If any doctors will be found involved in any kind of negligence, severe action will be taken against him,” he said.

Stresses on afforestation, peripheral plantation to protect land enclosures

JAMMU, FEBRUARY 20: Chief Secretary, B. V. R. Subrahmanyam on Thursday chaired the 18th meeting of the Steering Committee of the Compensatory Afforestation Fund Management and Planning Authority (CAMPA) to consider the Annual Plan of Operations (APOs) of Forest and Wildlife Departments for the Year 2020-21.Commissioner/Secretary, Forest, Secretary RDD, Secretary Horticulture, Secretary Tribal Affairs, Director, Soil & Water Conservation, Director Social Forestry, PCCF J&K, Director Ecology, Environment & Remote Sensing, Chief Wildlife Warden, APCCF (CAMPA), Chief Conservator Forests, Jammu and representative of MoEF&CC, Regional Office Chandigarh and senior officers of concerned Departments participated in the meeting.PCCF J&K apprised the Committee about the steps taken by the Forest Department to make the Annual Plan of Operations (APOs) under CAMPA more systematic, cost effective and result oriented. He also informed about the initiatives taken to protect the forest areas through digitization of boundaries, use of mobile applications for fire vulnerability mapping and forest damage reporting by the field functionaries.APCCF (CAMPA) Sarvesh Rai made a detailed presentation on the functioning of CAMPA, action taken on the decisions taken by the Committee in its last meeting and proposed APOs of the financial year 2020-21. It was informed that since 2010-11, more than 45,000 hectares degraded forest area has been afforested besides 494 ha covered under ‘River Rejuvenation of J&K’ project with plantation of 331.22 lakh saplings. It was informed that the Department has put in place an effective monitoring mechanism at various levels to closely monitor the CAMPA works. This includes inspection at field level, Departmental Monitoring Committee, hosting of works and GPS coordinates/polygons of works on the departmental website and third party evaluation of CAMPA works and involvement of Village Panchayat Committees.After detailed deliberations on all aspects of the proposal, the Committee approved APOs for the Year 2020-21 with an outlay of Rs.149 crore for J&K Forest and Allied Departments and Rs 36.91 crore in respect of Wildlife Protection Department for its submission to GoI for final approval. The proposed APOs of Forest Department envisage afforestation of 13,364 ha area with planting of 74.50 lakh plants. The interventions proposed include natural and artificial regeneration, plant production, beating up of casualties, forest fire prevention & control, fodder production & augmentation of pastures, enrichment of economically important and medicinal plants, protection of forest lands, soil & moisture conservation works, social forestry, infrastructure and capacity Building related activities and use of drones for monitoring of ongoing works in future.For management of protected areas, an outlay of Rs 20.12 crore has been proposed for 2020-21 to carry out activities in 3 National Parks, 14 Wildlife Sanctuaries, 30 Wildlife Conservation Reserve and 14 Wetland Conservation Reserves.

PHE workers extend ongoing strike by 72 hours across Jammu

Jammu, Feb 20 :The Public Health Engineering (PHE) workers on Thursday extended their ongoing strike by 72 hours in support of various demands including release of pending wages and regularisation of services.
The PHE workers had begun their strike on February 7. The stir has led to a drinking water crisis in most parts of the Jammu region.
“We have decided to extend the ongoing strike by 72 hours and if the government failed to address our issues, we have no option but to hit the roads,” a leader of the protesters said.
Police on Wednesday foiled an attempt by thousands of PHE workers to stage a rally from the office of the chief engineer to the Raj Bhavan here.
“After the end of the 72-hour deadline, over 22,000 workers from across the Jammu region will gather here and come on the roads to press for their genuine demands,” the leader said.
He said the wages of the workers are pending for the last 65 months, while they have served the department for over two decades with a hope that their services will get regularised one day.
“We have only got assurances from time and again and therefore, we will not budge till our demands are met…with or without Article 370, our fate remains the same and our families are suffering due to the failure of the government to address our issues,” he said.

9 Years on: Work on Chakii Dragmulla Bridge stopped due to ‘paucity’ of funds

Kupwara, Feb 20, : People here in North Kashmir’s Kupwara district are aghast after government stopped work on the under construction Chakii-Drugmulla bridge due to lack of funds.
The bridge will connect scores of villages including Hatmulla, Neagri, Shatpora, Malporachak with one another. The project was started in June 2011 under NABAD with a cost of Rs 6 Crore 72 lakh. The first installment of Rs 324 lakh was released after the launch of the project while rest of the installments was instantly stopped. “We were forced to stop the work on this vital bridge half way as government didn’t release the funds. Recently, Government officials visited the spot and assured that funds will be released for the completion of the project, but till date that promise remained limited to lip service only. The locals while seeking the intervention of Lieutenant Governor said that they are facing lot of hardships in absence of this vital bridge.

Saurabh Bhagat reviews progress of centrally sponsored schemes

JAMMU : Commissioner Secretary Labour and Employment, Saurabh Bhagat, today chaired a meeting here to review the implementation of various ongoing centrally sponsored schemes.

Labour Commissioner, A.R. War, Director EDI, Ghulam Mohammad Dar,  CEO, JKBOCWWB, Peer Muzaffar, Director Finance, Barkat Hussain, Managing Director, Women Development Corporation, Naheed Soz, Additional Secretary, Labour and Employment, Showkat Ahmad Rathter,  Deputy Secretary Labour and Employment Surinder Paul Sharma, Deputy Director Planning, Abdul Hamid attended the meeting.

Deputy Commissioners from Kashmir and Jammu divisions along with other concerned participated in the meeting via video conferencing.

During the meeting, Commissioner Secretary reviewed progress of various schemes including Pradhan Mantri Shram-Yogi Maandhan (PM-SYM), National Pension Schemes for Traders (NPS), National Child Labour Project Scheme, Rehabilitation of Bonded Labour Scheme, Seed Capital Scheme, Youth Start-up Scheme, National Minority Development & Finance Corporation(NMDFC).

The meeting also took stock of progress on setting up of 100-bedded Employee’s State Insurance Corporation Hospital at Ompura Budgam, and up-gradation of ESIC Hospital from 75 to 100-bedded at Baribrahmana in Jammu.

It was decided that a mass awareness fortnight beginning from March 01, 2020 shall be organized in every district during which all the schemes being implemented by Labour & Employment Department shall be highlighted.

The Commissioner Secretary stressed upon all the Deputy Commissioners to reconstitute different Committees under Bonded Labour Abolition Act and Child Labour Act and take all necessary steps relating to effective implementation of the Acts.

Deputy Commissioners were directed to identify land for the construction of ESIC Hospitals/ Dispensaries and Provident Office in their respective jurisdictions. They were also asked for identification of land for the construction of Labour Sarai at Anantnag and Ramban districts.
