JKPA decides not to meet PCI members visiting Kashmir

Srinagar: Jammu (JKPA) has decided not to meet Press Council of India (PCI) members, who are on a visit to Kashmir valley, alleging that no action was taken by the council on the memorandums submitted by it in previous meetings.

‘We received an invitation from the PCI members to meet them today in Srinagar,’ JKPA president Ghulam Hassan Kaloo said in a statement issued here on Saturday.

However, he said the JKPA members decided not to meet the PCI delegation, which is currently visiting Kashmir. “We have sent a letter to PCI informing it about our decision,” he added.

‘The Executive Members of JKPA are conscious of the fact that the PCI is the self-regulatory watchdog of the Press that operates under the Press Council Act of 1978 and has been safeguarding interests of Journalists countrywide in a big way,’ JKPA said in a letter sent to the PCI chairman.

‘But we regretfully bring to your kind notice that no delegation of the PCI visited Kashmir Valley when it was struck by an unprecedented tumultuous situation in 1989 and in the process, some of our Journalists lost their precious lives and many others faced humiliation of the worst order,’ it alleged.

The letter said it was in June, 2012, after a gap of 22 years, that a PCI delegation chose to visit Kashmir Valley when situation had almost stabilised. ‘Later, the PCI delegations visited Kashmir Valley in July, 2017, October, 2017 and in July, 2018,’ he added.

It said the JKPA members interacted with them and presented Memoranda on all occasions, but no action was taken on our issues despite repeated assurances. ‘This establishes beyond any shadow of doubt that our meetings yielded no positive dividends. It will not be an exaggeration if we say that all such meetings were exercises in futility. This is the reason that JKPA members decided not to meet the delegates presently on tour to Kashmir Valley,’ the letter said.

However, it said JKPA place on record deep appreciation for showing concern by Justice Katju, the former Chairman PCI, when Kashmir Valley was overtaken by a major Flood in 2014. ‘We were invited by the PCI to New Delhi where a seminar was organised which was presided over by Late Jethmalani and attended by eminent personalities of India. No doubt, the PCI has been taking action on our communications from time to time regarding some cases of harassment caused to our Journalists on different occasions for which we are indebted to it,’ he added.

COVID19: Over 160 persons complete surveillance period, two tested positive so far in J&K

Jammu: Jammu and Kashmir Government on Saturday said that 164 persons have completed their 28-day surveillance period and, so far, only two cases have been tested positive in Jammu and Kashmir Union Territory.
The Government spokesman here said that 1878 travellers and persons in contact with suspected cases have been put under surveillance while as 1567 persons are under home quarantine.
Persons who are in hospital quarantine stand at 24 and 123 persons are under home surveillance, he added.
Further, the spokesman said that 89 samples have been sent for testing, of which 78 tested as negative and only two cases have tested positive, so far while as reports of nine cases are awaited till March 14.
The public in general has been requested to lend its support in efforts of the government to strengthen surveillance mechanism by making self-declaration about their foreign travel history to health authorities.
Moreover all social, religious and political organisations are urged to avoid large gatherings.
Reiterating that there is no need to panic, he advised public to maintain social distancing, avoid unnecessary travel and use of public transport; avoid crowded places and large gatherings, taking basic precautions for personal hygiene; frequent hand washing with soap and water; and observing coughing and sneezing etiquettes.
“If anyone has fever, cough and difficulty in breathing, seek medical care at the earliest,” the spokesman said.
People have been urged to rely only on the information released by the government in this regard through the daily media bulletin to print and electronic media.
The general public has been advised to adhere to advisories issued by the Ministry of Health and Family Welfare, GoI & UT Government of J&K from time to time in the background of the present COVID-19 outbreak.

NC president Farooq meets son Omar in sub-jail in Srinagar

Srinagar: National Conference (NC) president Farooq Abdullah on Saturday met his son and former chief minister Omar Abdullah in a sub-jail in the summer capital, Srinagar, following his release on Friday from detention after seven months under Public Safety Act (PSA).

Dr Abdullah, a former chief minister and MP from Srinagar, drove from his residence to nearby Hari Nivas in Srinagar, where Omar Abdullah remained under custody under PSA since August 5, when the Centre abrogated Article 370 and bifurcated the state into two Union Territories.

Official sources said that Mr Abdullah had sought permission from the J&K administration to meet his son. ‘The father-son duo stayed together for about an hour,’ they said.

After his release from detention, Dr Abdullah on Friday visited his father Sheikh Abdullah’s grave and offered players.

The NC MP from Srinagar, who was accompanied by his wife Moile and other family members, offered players at the grave of his father situated on the bank of Dal Lake in Hazratbal.

Dr Abdullah could not visit the grave of his father on his death anniversary on December 5, 2019 as he was detained under Public Safety Act (PSA).

Jammu and Kashmir administration on Friday revoked detention of Dr Abdullah after over seven months. The revocation of detention of the former chief minister comes just two days after Public Safety Act (PSA), which was slapped on him in September last year, was extended for another three months on March 11.

‘In exercise of powers conferred under Section 19(1) of the Jammu and Kashmir Public Safety Act, 1978, the government hereby revokes the detention order bearing No DMS/PSA/120/2019 issued by District Magistrate, Srinagar,’ a statement issued by the J&K administration said.

Dr Abdullah and two other former chief ministers — Omar Abdullah and Mehbooba Mufti — besides dozens of other former ministers and legislators were detained on August 5, when the Centre abrogated Article 370.

Azad calls for restoration of democracy, statehood to J&K

Srinagar: Hitting out at the government for imposing Public Safety Act (PSA) on National Conference (NC) president and MP Farooq Abdullah, Leader of Opposition in Rajya Sabha and senior Congress leader Ghulam Nabi Azad on Saturday said democracy should be restored in J&K for any political process to start.

He demanded the release of political detainees, including two former chief minister Omar Abdullah and Mehbooba Mufti, booked under PSA. “Democracy can be restored once all the leaders behind bars — either in jails or in guest houses or under particular act — are released. Let every individual of J&K be released from jail. Let democracy prevail and then we can pick up other fights,” Mr Azad told reporters during a press conference here on Saturday.

The senior Congress leader, who met Dr Abdullah here on Saturday, also called for restoration of statehood to J&K. “The decision to declare the state of Jammu and Kashmir as a Union Territory is an insult to the people of the state. It must be revoked. Jammu and Kashmir should be declared a state again,” he alleged.

He further said that he met Dr Abdullah on behalf of all the MPs and Opposition parties who have been taking about the release of the former chief minister.
“I am happy I could speak to Dr Abdullah after more than seven months. He has been kept under detention. People who have committed a crime are usually detained like this but here they have been detained for no reason. I have not only come in my personal capacity but on behalf of all the MPs and parties who have been constantly talking about his release,” he said.

Jammu Crime Branch lodges FIR against two for cheating on OLX

Jammu: Sleuths of Jammu Crime Branch on Saturday registered an FIR against two persons on charges of cheating OLX.
Crime Branch spokesman here said that an FIR has been registered against Satnam Singh and Atul Kumar, both residents of Muktsar Sahib, Punjab, for cheating the complainant OLX by mischievously exchanging his hypothecated Scorpio.
Acting on a written complaint by Parnav Ganjoo of Anand Vihar, Bohri Jammu in Crime Branch Jammu alleged that on December 30, 2018 he contacted Satnam Singh and Atul Kumar through OLX and made deal to exchange their cars.
“Subsequently the complainant exchanged his BMW car with Satnam Singh and he handed over the Registration Certificate of Scorpio, copy of Aadhar Card and Blank Transfer set duly signed by owner with undertaking that there is no liability on said Scorpio,” he added.
The accused Satnam Singh also gave assurance to complainant that he will send other documents of Scorpio within a few days. After some days, the complainant repeatedly called Satnam Singh and found his mobile switched off, said the Spokesman.
After that the complainant found contact number of Atul Kumar who told him that Scorpio has liability of loan from AU Small Finance Bank and he would return his BMW car within 2-3 days and thereafter Atul Kumar had also switched off his mobile, he said.
The spokesman said that on the receipt of the complaint, a preliminary verification was conducted by Crime Branch, Jammu.
During the course of enquiry, it was established that Satnam Singh and Atul Kumar hatched a criminal conspiracy to cheat the complainant by exchanging their Scorpio which had the liability of loan of Rs 5.50 lakh of AU Small Finance Bank with BMW Car of complainant and gave assurance to complainant that there is no loan on the said Scorpio and also handed over the fake documents (transfer set of Scorpio) to complainant, he said.
Thus commission of offences under section 420,465,467,468,120-B IPC against accused persons were substantiated.
In this connection a formal FIR has been registered by the Crime Branch Jammu and the investigation is underway, the spokesman said.

Kashmir: 2 OGWs held; arms, ammunition recovered in Kupwara

Srinagar: Police on Saturday arrested two Over Ground Workers (OGWs) of a militant outfit and recovered arms and ammunition from them in the frontier Kashmir district of Kupwara.

A police official said that on specific information, police arrested two associates of militants at a checkpoint established near Kralgund-Ananwan Hajan crossing in Kupwara.
”The duo was identified as Nazir Ahmed Wani and Bashir Ahmed Wani, residents of Sheikhpora Tarathpora, Vilgam,” he said, adding that incriminating material and arms, including an AK rifle, a Chinese Pistol, UBGL, besides huge cache of ammunition, were recovered from their possession.
”A case under relevant Sections of law has been registered in Kralgund Police Station and further investigation in the matter is in progress,” he added.

PM assured ‘restoration of statehood’, decisions to be taken in J&K’s interest: JK Apni Party

Jammu: A 25-member delegation of the newly-floated political outfit, Jammu and Kashmir ‘Apni Party,’ on Saturday met Prime Minister Narendra Modi, who assured them of ‘restoration of statehood’ status to the recently-created Union territory and also told them that the decisions taken in the future, will be in the interest of both the regions.

The erstwhile state bifurcated into two Union Territories on August 5, 2019, after the abrogation of Article 370. J&K became a UT on October 31, 2019.

Leading the delegation, party president Syed Altaf Bukhari said, ‘We had more than an hour-long meeting with the Prime Minister and he has assured that there will be no change in the demography, while laws to secure job and land rights of the people in Jammu and Kashmir will also come into force soon.’

Talking to UNI on phone, Mr Bukhari said the delegation members raised the domicile certificate issue vis-à-vis of demographic change and delimitation exercise.

‘We expressed that people of Jammu and also of Kashmir want statehood, on which the Prime Minister assured that it would be considered after the delimitation exercise was over,’ he said, adding that the process would be fair and transparent.

According to Mr Bukhari, selective application of laws like Indian Tribal and Forest Act, which is in the interest of people, was also discussed and the Prime Minister assured that it will soon be applied.

The Prime Minister has also assured the delegation that the citizens rights, including that of the domicile, would be protected, he added.

‘Concerns like UPSC, age relaxation and return of Kashmiri Pandits were also taken up during the meeting,’ he said and added that the delegation has expressed that Jammu and Kashmir has no separate agenda and they are facing similar problems.

‘The Prime Minister told us that we have a chance to meet the aspirations of both the regions as a ‘state’ party and assured that whatever decisions will be taken, will be in the interest of people and entire Jammu and Kashmir.’

On conducting of Assembly elections, Mr Bukhari said, ‘We have expressed our desire to hold elections in the newly carved out UT ‘as soon as possible’ and Mr Modi has said that the exercise will begin, once the delimitation process is over.

‘The response of the Prime Minister was overwhelming and he interacted with every delegate and listened to their demands,’ he said.

Meanwhile, one of the members in the delegation said, ‘The Prime Minister spoke about the scrapping of Article 370 and said the decision was taken in the interest of people and was aimed at opening ways for development and prosperity in the region.’

Mr Bukhari led ‘Apni Party’ was officially launched at Srinagar on March 8.

CBI challans ex-minister’s son; Cluster, Branch Heads of J&K Bank

Jammu: The Central Bureau of Investigation and the Anti-Corruption Bureau of Jammu on Saturday produced challan against three people, including the son of a former Finance Minister of Jammu and Kashmir and top officials of J&K Bank for misappropriation of crores of rupees from the bank, within 10 days after registration of FIR.
According to a Spokesperson, the case related to the alleged misappropriation of crores of rupees from the term loans, sanctioned by Jammu and Kashmir Bank, for an ambitious township project of Hilal Rather, son of J&K Ex-Finance Minister Abdul Rahim Rather, in connivance with Arun Kumar, Cluster Head J&K Bank Ltd Sambha and Iqbal Singh, then Branch Head University Branch.
Investigation revealed that the project Paradise Avenue, a Partnership Concern of Hilal Rather, Dr Rizwan Raheem Dar of Sanant Nagar Srinagar, Ghulam Mohd Bhatt of Baramulla Kashmir, Daljeet Wadhera and Deepshikha Jamwal of Jammu, was sanctioned a term loan of Rs 74.27 crore in the first phase in 2012.
The loan was given in relaxation to the credit policy of the bank, which restricts loan to a partnership firm at Rs 40 crore and was approved by the Board of Directors of the J&K Bank to Hilal, despite the fact that he had already entered into an OTS with the State Financial Corporation in the past.
“The remaining loan amount were granted by the Board, despite the fact that the repayments of the first loan taken was not complete,” said the spokesperson, adding that Hilal, who also owns Simula Group of Companies, was being questioned for the last few months by the Bureau, in connection with the siphoning off crores of rupees from the loan amount sanctioned by the New University Campus Branch of J&K Bank for the construction of Flats under the name of Paradise Avenue, situated at Narwal Bala in Jammu.
He had been evading details of property raised and others transaction related to siphoning of funds meant for construction.
“It has also been revealed that the funds diverted have been used to purchase huge properties in abroad, holidaying abroad with family and friends and also for other entertainment activities. All the loan amounts availed by Hilal Ahmed Rather to tune of Rs 177 crore have become NPA,” he said.

My freedom incomplete until all detainees freed: Farooq

Srinagar:  Asserting that his freedom is incomplete until all detainees were released, former chief minister and National Conference (NC) president Farooq Abdullah on Friday said now he can attend Parliament and speak for the people of J&K.

The former chief minister made these remarks on Friday after being released from detention.

Thanking the people who sought his release, Dr Abdullah said he is grateful to all those who called for my freedom. However, he said this freedom is not complete until all those detained are released. “I will hold my political comments until then,” he added.

The revocation holds significance as it comes days after Opposition demanded the immediate release of all political detainees in Jammu and Kashmir, especially three former chief ministers.

“In exercise of powers conferred under Section 19(1) of the Jammu and Kashmir Public Safety Act, 1978, the government hereby revokes the detention order bearing No DMS/PSA/120/2019 issued by District Magistrate, Srinagar,” a statement issued by the newly created UT administration of J&K said.

Dr Abdullah and two other former chief ministers – Omar Abdullah and Mehbooba Mufti – besides dozens of other former ministers and legislators were detained on August 5, when centre abrogated Article 370 and Article 35 A, besides bifurcated the state into two Union Territories.

However, the NC president was booked under Public Safety Act (PSA) on September 15, 2019 when MDMK chief Vaikoo approached the Supreme Court (SC), seeking directions to the government to allow Dr Abdullah to attend a peaceful and democratic annual conference in Chennai. The Gupkar residence of Dr Abdullah was turned into a jail for him and large number of security force personnel were remained deployed there.

Detention of Dr Abdullah, first under house arrest, and later under PSA evoked sharp reaction from different national and regional political parties. The detention of Dr Abdullah, who is a former Union Minister, under PSA was extended for three months in December which was again extended on March 11.
