Coronavirus: Restrictions under 144 CrPc imposed in Kupwara, Baramulla, Anantnag, Pulwama

Kupwara: District administration in Kupwara, Baramulla, Anantnag and Pulwama have imposed restrictions over the gathering of more than 05 persons at any public place with immediate till further orders. The order followed amid the growing threat of coronavirus spread in Srinagar where a sexagenarian woman yesterday tested positive, making it the first case of covid-19 in Kashmir Valley.

“District Magistrate Kupwara has ordered imposition of restrictions on public Movement under section 144 in the district with immediate effect, in wake of Coronavirus pandemic,” reads an order issued by the District Magistrate, Kupwara Anshul Garg.

The order further reads: “Restrictions have been imposed on public movement, holding assemblies, gathering or procession involving five or more than five persons in the entire district including villages and towns”.

According to the order issued by DM Kupwara, no public transport shall ply in the district till 31st March. However these restrictions shall not apply to the government vehicles, ambulances and government staff involved in efforts against COVID-19 and other staff of other emergency services.

Any violation of the orders shall invite action under Indian Penal Code, the order reads.

Meanwhile, similar restriction orders were also issued by the District Magistrates of Anantnag and Pulwama in their respective jurisdictions.  (GNS)

News of spraying chemicals fake, fabricated: SMC

Srinagar, Mar 19: SMC on Thursday said the news being circulated in social media platforms regarding spraying of chemicals to prevent Covid-19 is “fake” and “fabricated”. In a statement issued to press SMC is not going to take up any chemical spraying after 10.pm for prevention of Covid 19 but as routine, sterilisation and sanitisation of different spots, institutions, important destinations etc will be a continuous exercise. Commissioner SMC Gazanfar Ali in this regard has requested people to stay away from such fake news and follow the day to day advisories and precautionary measures that are published, telecasted or broadcasted from authentic and reliable sources. People should follow SMC official page on FB and Twitter for any update, advisory or other piece of information regarding Covid 19. (KNS)

 

 

Srinagar Cong Corporators call on JKPCC chief

Jammu: Jammu and Kashmir Pradesh Congress Committee (JKPCC) Thursday held an important meeting of Srinagar Party Corporators in Jammu and discussed threadbare, overall developmental scenario in City.

According to a statement issued to wire service the corporators briefed PCC President about the various issues of public importance.

J&KPCC President Ghulam Ahmad Mir, who presided over the meeting took stock of the overall developmental scenario in Srinagar, besides the work done by the Party Corporators in their respective wards, came under discussion.

The Corporators briefed the President about the difficulties confronting them due to lackadaisical attitude adopted by the Corporation, besides briefing the President about the step-motherly attitude that the Corporation has adopted towards them.

They said   it seems the Corporation doesn’t want them (Congress Corporators) to function in a manner they should, and urged the President to intervene inorder to ensure that they are able to discharge their legitimate duties, besides enabling them to serve people for which they have been chosen.

Those who were part of the meeting include Shower Ahmad Kak, Basharat Bin Qadir, Shameema Khan, Sobee Jan, Naziya Yousuf, Haseena, Aijaz Rasool Bhat, Shafat Gaffer,Farooq Ahmad Dar, Shaheena Bhat,  Zahoor Hussain Rather, Sara Bilal, Asif Ahmad Beigh, and Saida.

On this occasion senior party leaders G. M. Saroori, Haji Ab. Rashid Dar Vice Presidents and Surinder Singh Channi were also present.

Expressing serious concern, Mir described the attitude of the SMC towards Party Corporators as undemocratic, unethical and against the basic principles of public service, which will not be tolerated and shall be dealt sternly in a democratic manner, Mir said.

“Our Corporators have been elected by the people, despite the uncertainty and threat to their lives, Congress party fielded them in order to take the development at the door steps of Srinagarities, but it is very unfortunate to observe that they are being intimated, not being allowed to participate in the process of development, which is highly deplorable act on the part of Corporation,” Mir said.

Congress party understands that the Srinagar Municipal Corporation is being used as a political platform to settle political scores, which has to be contained, for the fact any democratic institutions in the Country or J&K meant to serve and strengthen people, not to play politics, Mir added and laid emphasizes over providing opportunities to Members.KNO

Lockdown

Coronavirus, no doubt, is a dangerous epidemic. It has killed nearly around 9000 people, and more than 222,000 cases have been reported around the world. These are extraordinary times. And they call for extraordinary measures.

The administration has imposed restrictions on public movement in Srinagar district in bid to contain the spread of the coronavirus infection.

The decision, as per the official spokesman, has been taken in the wake of a Khaniyar resident, who had returned from Saudi Arabia on March 16, testing positive for coronavirus.

The orders have been issued under Section 144 of CrPC as a preventive measure aimed at containing spread of the infection in the district.

The restrictions order states that public movement including pedestrian and transport and operation of business and other kinds of establishments will be restricted across the district till further notice.

The locking down of the Kashmir, hopefully temporarily, is vital given the government seems to banking on hope to contain the coronavirus.

While there is no tried and tested method for combating the novel coronavirus, shutting down borders, restricting people’s movements and social distancing have all been proven to slow down the spread.

China’s total lockdown on its virus epicentre province of Wuhan until the peak of the spread was over also provides an example of success.

In a study on the spread and fatality rates of Covid-19 by a team from the University of Oxford and Nuffield College in the United Kingdom, the province of Lodi in Italy where the outbreak in that country started recorded fewer cases (1,133) than the province of Bergamo (2,368), which became most affected as of March 13, because Lodi invoked social distancing measures much earlier than Bergamo.

Kashmir’s lockdown may be severe, but such measures are required to contain and eliminate the raging pathogen. However, the authorities cannot take eye off the fact that is imperative for it to ensure that people get all the essential commodities and there is not a situation where desperation is fallout.

At the same time, the success of the government’s plans depends on people of Kashmir Valley. Without their cooperation, these efforts will be futile. People would be advised to trust the government and its methods to tide over the present epidemic especially keeping in view the health infrastructure in the Valley.

Can Kashmir Hospitals Fight COVID-19? 

Srinagar: The detection of first Coronavirus (COVID-19) case in Srinagar city has sent the alarm bells ringing and panic button has been pressed.

The administration has swung into action in Srinagar and Budgam districts, the public transport has been suspended and restrictions have been put in place to keep people confined within their homes.

On Thursday team of doctors visited areas around Khanyar, where the Coronavirus case was detected, and took the blood samples of the people for performing the Corona test.

An analyst while talking to Precious Kashmir said, “The precautionary measures being taken by the administration is a welcome step. But more important than precautions is whether our healthcare system will be able to cope up with the load to deal with the Coronavirus outbreak?”

According to the media reports the number of ventilators in Kashmir is too less and if number of patients increases it could lead to a chaotic situation.

There are reports that the staff members in the hospitals across Srinagar are facing immense shortage of the protective gear like sanitizers, masks and other things, which can keep them safe.

The analyst said, “If Coronavirus spreads in a place like Kashmir it can lead to complete chaos and confusion. It’s not only the administration which is only responsible to deal with the crisis. People too need to act with caution and care rather than blaming the administration for their woes.”

An observer said, “The Coronavirus has brought one of the most powerful countries like China on its knees so one can imagine the impact it can have in a place like Kashmir, which is already grappling with number of issues.”

He said, “The decision of the administration to keep people confined within their homes can work when people cooperate with the government. We have to restrict our activities to keep ourselves safe. We have to ensure that anyone with slight symptoms is provided adequate medical care. This is a deadly virus and it can attack anyone.”

Another analyst said, “The Jammu and Kashmir administration has announced a slew of measures to deal with the crisis which is knocking at our doors. But one thing is for sure that there are not enough facilities in our hospitals to treat the patients in case the Coronavirus spreads.”

According to the media reports there are not more than 10 ventilators in district hospitals in north and south Kashmir. Similarly hospitals within Srinagar too are ill equipped. “If the situation worsens it will be like first come, first serve basis. The patients, who won’t find place in isolation wards and facilities will be left with nowhere to go,” the analyst said.

“People should pray for situation to improve but need to be prepared to face anything. Citizens of Italy didn’t take the warnings seriously and today entire country is suffering. In such a situation precaution is better than cure,” the analyst added.

Srinagar Records First Case

Srinagar:  A 67-year-old woman, who recently returned from Saudi Arabia, tested positive for the novel coronavirus (covid-19) on Wednesday, making it the first confirmed case in Kashmir Valley, a senior official of the UT government said. Overall there are now four confirmed cases of coronavirus in J&K with three already reported in Jammu.

“First positive case in Kashmir- Khanyar, Srinagar.  History of foreign travel. Arrived on 16/3/2020.  Put in Isolation. Surveillance started in 300m area. Request all to cooperate. Also Immediately self report any symptoms (sic),” Principal Secretary Planning, Development and Monitoring, Rohit Kansal tweeted.

A doctor at SKIMS said that she has a travel history to Saudi Arabia where she had performed Umrah. The doctor said that her report was confirmed from two places including SKIMS lab and Pune lab.

“The patient had developed fever, and upper respiratory tract infection since yesterday. She is currently being examined by senior resident medicine in isolation ward at SKIMS,” the doctor said.

Meanwhile authorities have decided to take samples of all people she has interacted after her arrival in Srinagar  on March 16.

Deputy Commissioner Srinagar Shahid Iqbal Choudhary said there will be restrictions on public transport, assembly of people and some other measures in Srinagar from Thursday. “Steps are being taken in view of a positive case detected. Further updates to follow,” he added.

Earlier, two more person with coronavirus-like symptoms were admitted to a Srinagar hospital even as authorities suspend the yatra  to Shri Mata Vaishno Devi Shrine besides suspending inter-state buses coming to and going from J&K till March 31.

HOD Chest Disease (CD) Hospital Srinagar Dr. Naveed Nazir Shah told GNS that the two were admitted in isolation ward of the hospital. “So far fourteen test reports have been received and all came out to be negative,” he said, adding, test reports of the two freshly admitted persons was awaited.

At SKIMS, no person with coronavirus-like symptoms was admitted on Wednesday and so far 40 persons, admitted earlier at the tertiary care hospital, have tested negative. Some of them have been already discharged.

Director, SKIMS Hospital Soura, A G Ahangar urged the public to exercise caution to prevent spread of the disease that has been declared a global pandemic. However he said that there was no need to panic.

“We have tested 41 samples here and 40 of them have come out as negative. There has been no positive case reported from the valley till date,” Dr Ahangar, flanked by several seniors doctors, told reporters. The result of one suspect is awaited, he added. He was perhaps alluding to the woman was tested positive later.

He said there was no need to panic or be scared about the disease. “People should follow the advisories issued by the authorities from time to time. Let us be safe, let us be wise and let us ensure that we help others to live as we live,” he said.

Meanwhile, the government ordered suspending the yatra  to Shri Mata Vaishno Devi Shrine besides suspending inter-state buses coming to and going from J&K till March 31 in view of the prevailing situation emerging due to COVID-19.

Kansal, who is also the government Spokesperson told a presser that there was no cause of panic and the cooperation of citizens is must in combating the situation successfully.

Flanked by Financial Commissioner Health & Medical Education, Atal Dulloo and Director Information & PR, Dr. Syed Sehrish Asgar, Kansal said that all preventive measures are being taken by the government.

Giving a detailed break up about the Corona virus suspected cases in UT of J&K till date, Rohit Kansal informed that 2802 persons have been enlisted for observation among which 2128 have been kept in home quarantine, 28 in hospital quarantine whileas 346 are under home surveillance.

He said that 300 persons have completed their 28 day surveillance period. 145 samples of suspected cases have been sent for testing so far out of which 118 have been reported negative, 03 are positive while as report of 24 is still awaited.

Spelling out measures being taken up to control and prevent spread of this Virus, Rohit Kansal informed that the yatra to Shri Mata Vaishno Devi Shrine has been suspended till March 31,2020. He also appealed all religious leaders to suspend all kinds of religious gatherings till March 31,2020.

Appealing foreign visitors not to visit J&K, Kansal said that all the foreign tourists or visitors arriving in J&K will be quarantined besides 100% quarantine will also be enforced on all the travellers coming from Union Territory of Ladakh. Kansal added that the government has also decided to operationalise 100% checking of passengers at Banihal Railway station while as all inter-state buses coming to or going from J&K have been suspended till March 31, 2020.

Urging people not to pay heed to rumors, Rohit Kansal said that the government advises people not to panic and to rely on the information released by the government in this regard. He reiterated that citizens must take basic precautions such as personal hygiene, hand washing, coughing and sneezing etiquettes and also report any symptoms (fever, difficult breathing and cough) to the medical authorities immediately in order to contain the virus.

Addressing the Press Conference, Financial Commissioner Health & Medical Education, Atal Dulloo said that the Administrative Council of the Union Territory of J&K has decided to provide free of cost Universal Health Coverage to all the residents of Jammu & Kashmir in convergence with Ayushman Bharat-PMJAY. He added that around 15 lac additional families will be benefitted under the scheme apart from already covered 5.95 lac families.

Pertinent to mention, the scheme will provide an insurance cover of Rs.5 lakh per family annually without any restrictions on family size, age or gender. The scheme will cover all the pre-existing illnesses besides high end treatments of oncology, cardiology and nephrology. This scheme will also cover employees, pensioners and their family members. J&K Households Get Rs 5 Lakh Free Health Insurance Cover

Jammu: Jammu & Kashmir Administrative Council Monday accorded sanction to the Jammu & Kashmir Health Scheme which provides for free of cost Universal Health Coverage to the tune of Rs five lakh to each family of the recently carved out Union Territory.

The decision was taken at the council meet with Lt Governor Girish Chander Murmu in chair. The insurance cover will be in convergence with Ayushman Bharat-PMJAY, an official spokesman said. Now, around 1.25 crore residents of J&K will be provided the same benefits as are provided under Ayushman Bharat-PMJAY. At present, 5.95 lakh families numbering 31 lakh persons are eligible for benefits under Ayushman Bharat-PMJAY.  Around 15 lakh additional families will be covered under the Jammu & Kashmir Health Scheme.

Under this Universal Health Coverage, the beneficiaries shall be entitled to free health insurance cover of Rs 5 lakh per family per year on floater basis and there is no restriction on family size, age or gender. All pre-existing illnesses shall also be covered besides; cashless services shall also be available in all the empanelled hospitals.

The beneficiaries under the scheme shall have access to 20,853 (public and private) hospitals across the country and avail benefits with facility of inter-state portability. In J&K, 159 (public and private) hospitals are empanelled at present. It shall provide coverage to 1469 medical and surgical packages/procedures including life consuming diseases, such as, cancer and kidney failure.

Treatment for oncology, cardiology and nephrology related illness will be covered from day one including high-end diagnostic procedures during hospitalization. The beneficiaries shall also be eligible for coverage of 3 days pre-hospitalization and 15 days post hospitalization expenses.

As per the decision of the Administrative Council, all employees, pensioners and their family members are also covered under the Jammu & Kashmir Health Scheme. The employees shall continue to get Rs 300 per month as medical allowance to take care of OPD treatment.

Identification of the illegible families for getting registered for the Health Scheme will be made on the basis of socio-economic census 2011. However, the families/persons that have been left out in the census can be enrolled on the basis of a defined process.

 

Despite Ban, Four Tourists Including An Italian Couple Arrived Yesterday

Srinagar: Despite ban on foreign tourists Wednesday allowed the entry of at least four foreign tourists including a couple from Italy into Kashmir Valley. The entry of foreign tourists has been banned in Jammu and Kashmir as a precautionary measure to slow the spread of novel coronavirus (COVID-19).

The order to ban the entry of foreign tourists was recently issued by Baseer Khan, the Adviser to the Lieutenant Governor, Girish Chanra Marmu. Highly placed sources told Kashmir News Trust that four tourists landed at Srinagar Airport on Wednesday. Among those who arrived in Srinagar were a couple from Italy, a citizen from United States and one from Russia. Ironically, the authorities didn’t deport these tourists and allowed them to enter into Kashmir Valley.

Sources added that all the four tourists hired a cab outside Srinagar Airport and are staying somewhere in a house boat (name withheld) near Nehru Park.

COVID-19 has been declared an epidemic in Jammu and Kashmir, and surveillance personnel have been authorized to enter any premises to look for suspects infected with the Coronovirus.

District Development Commissioner Srinagar Dr Shahid Iqbal Chowdary said that all these tourists will be sent back from tomorrow. “There is nothing to worry. The advisory we issued last night but these tourists were already present in India and they have toured to Rajsthan and other areas. We have done proper screening but they will be sent back tomorrow,” District Development Commissioner told KNT.

Have Ordered Inquiry How They Landed In Srinagar: Adv Khan

Srinagar: Advisor to Lt Governor, Baseer Khan on Wednesday ordered inquiry into the entry of four foreign tourists in Valley.

“I have ordered an inquiry as to how these foreign tourists landed in Srinagar,” Khan while talking to GNS said.

Khan on Tuesday had said that strict vigil has been ordered to be maintained by officials at all entry points to Jammu and Kashmir to ensure that no foreign tourist enters the union territory.

Baseer Khan, who was allotted Tourism portfolio among six other departments, had said that the order has been issued in wake of the coronavirus being declared as pandemic.

He had said Secretary Tourism, Director Tourism and DCs have been asked to ensure implementation of the order with immediate effect.

Earlier, Deputy Commissioner Srinagar Shahid Iqbal Choudhary has said that four foreign tourists who arrived in Srinagar today will be sent back tomorrow. (GNS)

Foreign Tourists Will Be Sent Back Today: DC Srinagar

SRINAGAR: Deputy Commissioner Srinagar Dr Shahid Iqbal Choudhary has said that four foreign tourists who arrived in Srinagar today are being sent back tomorrow.

He said the tourists were not aware of the ban on entry of foreign tourists in J&K the government ordered late last night. He said these tourists were already present in the country and that there was nothing to worry about as they have undergone all necessary tests and quarantine as has been verified.

Dr Shahid said the tourists were screened and isolated despite being asymptotic but in view of government’s order banning entry of foreign tourists in J&K will be sent back tomorrow.
