Srinagar, Mar 31: The Jammu and Kashmir government on Tuesday gave Abdul Gani Mir, ADGP (Headquarters), additional charge of the post of MD Police Housing Corporation (PHC) till further orders.

The order has been issued by the Home department consequent upon the retirement on superannuation of Mohammad Suliman Salaria as MD Police Housing Corporation (PHC), today. (GNS)

Itoo gets additional charge of DG , Accounts and Treasuries

Government of Jammu and Kashmir on Tuesday assigned additional charge to an officer as Director General Accounts and Treasuries “in the interest of administration”.

“In the interest of administration and subsequent to the retirement on superannuation of Mohammad Yousuf Pandith, Director General Accounts and Treasuries, on 31ist March, 2020, Mohammad Yaqoob Itoo, Director General (Budget) shall hold the charge of the post of Director General, Accounts and Treasuries, in addition to his own duties with effect from Ist April, 2020 till further orders,” reads an order issued by Arun Kumar Mehta, IAS, Financial Commissioner, Finance Department

 

Amid COVID-19 scare, man fakes death to reach home

Poonch, Mar 31: In a script copied from a Bollywood thriller, a man on Tuesday faked his death to reach his home in Saillan village of Surankote in Poonch district along with his three associates, before police caught them.

All the four hailing from Saillan village met in Jammu and conspired to fake death of one of them in order to reach their native village, as the lockdown was in place, official sources told GNS. The accused managed to get death certificate one of their aides identified as Hakim Din from the casualty department of the Government Medical College, Jammu.

“Dead body shifted from GMC hospital to Baflaiz Saillan. In between the crisis of coronavirus, nobody could not disturb them,” reads the letter issued today, veracity of which could not be confirmed.

The letter also mentions name of the driver and the number of ambulance carrying the body.

Sources said that when the ambulance (PB02CQ-6663) was very close to the destination, a police team intercepted it and found the dead man alive. The driver was arrested on the spot while the four civilians were sent for quarantine.

SSP Poonch, Ramesh Angral confirmed to GNS about the arrest of the driver.

“A case under FIR number 45/2020 under sections 188, 269, 420, 109 IPC has been registered against them in police station Surankote. The driver along with the four occupants has been sent to quarantine,” he said,” (GNS)

COVID-19: 2 Kashmir youth launch website for free online medical consultation

Srinagar, Mar 31: Amid the growing scare and fear besides lockdown in view of the spread of COVID-19, two Kashmiris have launched a website to give free medical consultation to patients across valley.

Two youth from Srinagar have come together to launch the website named “COVID-19 Helping Hand Kashmir” in order to help patients who are confined to their homes due to the lockdown.

As everyone is confined to their home and doctors are tackling the patients of COVID-19, Shakeel Ahmad and Rameez Rashid from Srinagar have come together to provide relief to the patients who are confined to their homes.

Shakeel Ahmad, deputy registrar Board of Technical Education said that as he started this platform many people belonging to different professions came together and at the moment they are working from across the Kashmir valley.

“As everybody is aware of the fact that doctors at present are busy in tackling COVID-19 and there are hundreds of patients who are suffering as they are unable to consult a doctor amid the lockdown,” he said adding that through this initiative they are trying to reach each and every patient who needs immediate medical consultation.

He said that few days back they launched the website after which hundreds of patients registered themselves and they are getting free medical consultation online from the doctors who are also working on volunteer basis.

Rouf Ahmad, who joined the platform from Shopian after the website was launched said the patients are registering their numbers on the website.  “Doctors who want to give consultations voluntarily can also register themselves on the website. Twenty doctors have already registered themselves and are giving free medical advice to the patients,” he said.

Rouf said that besides providing free medical advice they are providing free medicines to the needy persons as well. “We are thankful to the people who are helping us in this initiative and we are hopeful that people will continue to help us,” Shakeel said—(KNO)

Validity of driving licenses expiring on Feb 1 extended till June 30

Srinagar, Mar 31: The Centre has requested all the States and Union Territories to extend the validity of driving licenses expiring on February 1 till June 30.
According to the announcement made by the Union Transport Ministry, driving licenses and other motor vehicle documents that expired on February 1 will now be valid till June 30, the Centre has said amid nationwide lockdown over COVID-19, which began last week to fight the highly infectious disease.

In an advisory, the Ministry of Road Transport and Highways has asked all states and union territories to consider documents like driving licenses, permits and registration papers as valid till June 30.

 

DGP lauds Police personnel for their hard work

Jammu, Mar 31: The Director General of Police, J&K Dilbag Singh has lauded the Police officers and personnel for ensuring lockdown and extending support to other departments in the fight against the Coronavirus and in containing its spread.

The DGP J&K has also praised the efforts of Police in providing help in shape of food articles etc. to the needy people.

He has extended his gratitude to the Police Personnel busy in preparation for its own dedicated quarantine facilities at various locations which are being handled in collaboration with other departments.

He has wished them all the best and advised to work with more dedication to stop the spread of the disease.

 

Chief Secretary reviews status of  Jammu-Srinagar highway 

Asks NHAI to expedite restoration works; PWD to ensure early opening of Mughal Road

Jammu, Mar 31: Chief Secretary, B. V. R. Subrahmanyam, today chaired a meeting to review status of restoration and repair works on National Highway at Dalvas near Nashri Tunnel which was damaged due to massive landslide resulting suspension of all vehicular traffic.

Principal Secretary, Civil Aviation, Rohit Kansal, IGP Traffic T Namgyal, Commissioner Secretary, Industries & Commerce, Manoj Dwivedi, Commissioner Secretary, PWD, Khurshid Ahmad, Divisional Commissioner, Jammu, Sanjiv Verma, Secretary FCS&CA, Simrandeep Singh, Regional Officer NHAI, J&K, Hem Raj and Project Director NHAI Ramban, Parshottam Phonsa participated in the meeting.

Regional Officer NHAI, J&K, briefed the Chief Secretary about status of restoration and repair works going on to clear the damaged stretch of 400 mtr. He informed that men and machinery is on job to clear the stretch but because of prevailing weather, the work could not be expedited.

IGP Traffic apprised the meeting that around 1800 trucks have been stranded on both the sides of National Highway due to the road blockade.

Chief Secretary directed the National Highway authorities to put in more men and machinery so that road clearance work is expedited and the stretch is opened for vehicular traffic at the earliest.

With regard to opening of Mughal Road for traffic and ongoing snow clearance works, Commissioner Secretary, PWD(R&B) informed the meeting that the snow cutting machines and other machinery has been put on task and soon the road will be cleared for movement of vehicular traffic.

Chief Secretary stressed on completion of snow clearance operations so that Mughal Road can be used as alternate road to supply essentials to Kashmir valley keeping in view of regular blockade of National Highway due to landslides and other natural causes.

Principal Secretary, Planning & Civil Aviation was asked to coordinate with Indian Air Force for emergency air services for airlifting of essential commodities to Kashmir if National Highway remains block for extended period.

Chief Secretary took stock position of essential commodities in Kashmir Division and directed Secretary, FCS&CA to prioritize essentials in case the need arise to supply the same through air service.

Besides, discussions were also held on using some other available roads for movement of trucks carrying essential goods to the valley. Chief Secretary asked Divisional Commissioner, Jammu to send team of engineers to conduct survey of Gool-Sangaldan-Dharamkund road and to submit a report on whether the road can be used and what kind of vehicles can be permitted to ply on this particular stretch to bypass damaged stretch of National Highway.

Meanwhile, Chief Secretary also reviewed lockdown restrictions in Jammu Division and directed Divisional Commissioner, Jammu, for ensuring implementation of the Government orders in letter and spirit to combat the coronavirus disease. He discussed prevailing situation in wake of lockdown orders and asked the Divisional Administration to closely monitor the situation and act accordingly.

 

Srinagar: Several uptown areas without milk supply

Srinagar, Mar 31: Several uptown areas of Srinagar city are reportedly facing acute hardships due to non-availability of milk supplies amid restrictions imposed by government in wake of COVID -19 outbreak in J&K. Meanwhile, several milk suppliers appealed authorities to provide moving passes to their vehicles so that they will ensure milk supply in parts of Valley.
In view of current situation in Valley, several areas are surviving without having milk stock and have appealed authorities to ensure the service in their areas, a local news agency KNS reported.
Several callers told KNS that in wake of current situation when government has imposed “precautionary restrictions” to keep COVID-19 away, residents of several areas are suffering incalculably.
They said shops in their respective areas had already gone out of stock as the lockdown has entered into 13th day on Tuesday.
“Whenever we tried to move out, we were stopped by forces asked to show special moving passes. We approached administration in this regard but in one or other pretext, our pleas were ignored”, a milk supplier said.
Divisional Commissioner Kashmir Pandorang Pole said, “Vegetable and milk suppliers will be given passes from Deputy Commissioner’s office.”
He maintained it will be for very minimal person and on location basis. He also said that ATMs are smoothly functioning and to ensure further ease to people, he would take up the issue of mobile ATMs with J&K Bank officials. (KNS)

 

 

Govt establishes Control Room at Lakhanpur;  trucks carrying essentials to be cleared within 30 minutes

Jammu, Mar 31: The government has set up a 24×7 Control Room at Lakhanpur for hassle free movement of trucks carrying essential supplies to UT of JK.
The centre at Lakhanpur will ensure that the waiting time of truck is minimised and trucks are cleared within 30 mins of reporting.

The control room can be contacted for any issue related to movement of trucks stuck anywhere including the neighbouring state of Punjab. The control room can be contacted on phone numbers: 01922- 285329, 01922- 285330 and email [email protected].

A dedicated team led by senior officers at Lakhanpur will ensure medical screening of all the drivers and cleaners and provide them point to point pass for hassle free movement of trucks within the territory of UT of JK.

The officers who have been detailed at Lakhanpur include Arun Manhas (Phone number 9419182589) and Arvind Karwani(Phone number 9906066666).

The officers have been entrusted with the duty to supervise the control room round the clock.

 

 

COVID-19 Outbreak: Patience key to handle crisis; cribbing won’t help    

Srinagar, Mar 31: As the number of COVID-19 positive cases is increasing with each passing day, focus of the people is shifting towards the healthcare facilities that are available in the Valley to deal with the crisis.   
During the past few days reports pouring in from different hospitals across Kashmir have not been that encouraging. Allegations about people facing hardships in quarantine and patients not receiving proper care have added to the anxiety of the masses.  
   
“It looks like that the hospitals in Kashmir are not that well equipped. This uncertainty has to end. Doctors and experts are assuring people that they need not worry as the survival rate among the COVID-19 patients is very high and anyone who catches this infection doesn’t mean that he will die,” an analyst told Precious Kashmir.
It’s in place to mention here that on Monday Lieutenant Governor G C Murmu directed the administration to distribute protective gear and masks among the medicos, who are at the forefront of fighting the war against Coronavirus pandemic.  “Doctors and other members of the medical fraternity have to be protected at any cost. They are leading from the front to save the patients. People who have not disclosed their travel history till now should come forward to prevent this virus from spreading into the community,” the analyst added.
Audio clips of people who have been placed under quarantine are making rounds on social media. In one of the audio clips a COVID-19 suspect hailing from Charar-e-Sharief town is heard crying and telling the man on the otherside that he doesn’t want to stay in a hospital as there are no facilities. He is heard saying that wards they have been kept in are not clean and there is a common washroom for more than 12 patients.
Mother of two kids–who tested COVID-19 positive—was quoted in a Facebook post alleging that her minor kids have been kept with adult positive cases at the JLNM hospital. However, later the administration of the JLNM hospital denied the allegations and claimed that the mother of two kids has been provided the protective gear.
An observer said, “Jammu and Kashmir administration will have to devise a proper mechanism to handle the COVID-19 positive cases and suspects. People remaining asymptomatic till the last stage is making things difficult for the medicos. It’s a big challenge and it needs to be dealt with patience and care.”

 

10-year-old among 6 test positive in Kashmir, tally rises to 55 across J&K; over 15000 under observation

Srinagar, Mar 31: Six more people, including a 10-year old boy, tested positive for COVID-19 in Kashmir on Tuesday, taking the tally of the positive cases across Union Territory of Jammu and Kashmir to 55.
The number of cases in Kashmir division has risen to 43, while in Jammu division 12 positive cases have been reported so far. “6 new positive cases confirmed in Kashmir Division. All contacts of previous positive cases. Meanwhile, contact tracing continues in both Jammu and Kashmir Divisions. Please let’s fight it together,” J&K UT spokesman Rohit Kansal wrote on twitter.
The ten year old boy,
a resident of Eidgah Srinagar, tested positive for the pathogen and he had no history of travel. “He had hugged a man who later tested positive for the Coronavirus,” a senior doctor at SKIMS said .
He also confirmed that the boy’s test came out to be positive this morning.

Two among those who tested positive are presently admitted to JNLM hospital and had come in contact with a man from Bemina who has tested positive earlier. 

On Monday, J&K recorded second single day jump in covid-19 cases as 11 persons were confirmed to have contracted the dreaded disease in J&K and included a doctor in Jammu.

In an ominous development, this was the first case of a doctor contracting the novel Coronavirus in J&K.

Officials said that the doctor was working as a microbiologist at the microbiology laboratory of Government Medical College Jammu. While the doctor has been moved to isolation, all staff working in the laboratory and others who might have come in his contact were shifted to quarantine.

Meanwhile, the government has said that several areas surrounding location of COVID-19 cases or untraced contact cases had to be sealed in Jammu, Srinagar, Pulwama, Shopian, and Rajouri in the interest of controlling spread of the dreaded disease.

“Aggressive contact tracing of positive cases key to control spread of #Coronavirus. Yesterday several areas surrounding location of positive cases or untraced contact cases had to be sealed in Jammu, Srinagar, Pulwama, Shopian, Rajouri,” tweeted Rohit Kansal.

“This is purely in the interest of controlling spread of #coronavirus, and helping identification of contacts on real time basis,” Kansal, who is also the government spokesman said.  “Inconvenience so caused is temporary in nature but benefits will be immense. Request all to cooperate and take it in right spirit,” he added.

Deputy Commissioner Srinagar Dr Shahid Iqbal Choudhary said the sealing of the areas is important and indispensable. “With some more cases coming positive these areas will be restricted till all precautions and measures are in places,” he added.
15001 persons under observation

Meanwhile, according to the daily media bulletin on novel coronavirus (COVID-19), out of 55 positive cases, 51 are Active Positive, 2 have recovered and 2 have died.

Till date 15001 travellers and persons in contact with suspected cases have been put under surveillance which include 9895 in home quarantine including in facilities operated by government, 350 persons in Hospital Quarantine, 51 in hospital isolation and 3334 under home surveillance. 1371 persons have completed their 28 days surveillance period.

The bulletin further said that till date 861 samples have been sent for testing of which 804 have tested as negative, 55 positive and 02 reports are awaited till March 31, 2020.

Meanwhile, in case of any emergency people can avail free ambulance services 24×7 at their door steps by calling on toll free No. 108. Pregnant women and sick infants can avail free ambulance services by dialling toll free No. 102.

Furthermore a 24×7 toll free national helpline number 1075 has been activated for support, guidance, and response to health related queries on novel coronavirus disease. The government of Jammu and Kashmir has also set up helpline numbers in this regard: 0191-2549676 (UT level Cell for J&K), 0191-2520982, 0191-2674444, 0191-2674115 (For Jammu Division), 0194-2440283 and 0194-2430581 (For Kashmir Division).

According to the advisory, people are advised to remain calm & not to panic as the prevention, containment and management of COVID-19 in the UT are being monitored at the highest level and necessary action to protect and safeguard the lives of people have been taken by the Government. “The Government has undertaken aggressive contact tracing and testing campaign that is why surge has been found in the number of confirmed positive cases,” the advisory reads.

People have been requested to stay indoors, strictly implement social distancing measures, disclose recent travel history to covid-19 affected countries / areas and report any contact with positive cases voluntarily.

General public has been advised to avoid unnecessary visit to hospitals, in case anyone develops fever, cough and difficulty in breathing, seek medical advice promptly by calling on Covid-19 helpline numbers so that they can be provided correct medical advice and directed to the right health facility, if needed.

“People must take basic precautions for personal hygiene; frequent hand washing with soap & water; and observing coughing & sneezing etiquettes,” the Government advisory added.

Advising public to strictly follow the advisories issued by the government from time to time, the Advisory urged people to rely only on the information released by the government in this regard through the daily media bulletin to print & electronic media.
