COVID-19: Of 283, 238 suspected patients discharged from  SKIMS

24 positive cases under treatment, recovering well: Director

Srinagar, Apr 6: Expressing satisfaction that SKIMS, Soura has fairly been able to contain, control and treat COVID 19 cases, Director Dr A G Ahanger today said that out of 283 suspected patients, 238 have been discharged and 24 positive patients who are under treatment are all recovering well.

 

Dr Ahangar said that the very first positive case, the lady who had travel history has been already discharged after recovery and is now under administrative quarantine. Regarding the positive case of a young food vendor, he said that his situation was serious at the time of admission but now he is recovering well.

 

Regarding treatment of non-COVID patients Dr Ahangar said that the institute has taken many steps. “Wherever it is possible, we should try to delay or postpone hospital visit of a non-COVID patient but we continue to run all emergency services, OPDs and cancer management treatment. To avoid unnecessary visits to the hospital, we have dedicated seven telephone lines for tele medicine consultation and also get patients in touch with doctors who have been treating them,” he said.

 

The Director said that SKIMS has been handling life consuming ailments, be it cancer, kidney failure, heart attacks, strokes, road accidents, neuro-trauma and other end stage ailments and multi-level organ failures without a fail. He said these patients reach out to SKIMS for treatment which is largest 24×7 hrs centre in UT of J&K and the institute has 36 ventilators for such patients.

 

When COVID-19 epidemic started, Dr Ahangar said that the institute dedicated six ventilators and around 30 bedded facility for such patients. He said that as per the severity of the disease the patients are being treated at 1, 2, 3 and 4 levels of isolation. “For the severe level 4 patients with severe respiratory syndrome, the dedicated ventilators are used. At the same time the institute has purchased around 20 more ventilators and we are getting three more from voluntary organisations. And many other NGOs are willing to help us in these types of equipment, consumable items and disposable items and so on and so forth. We are trying to accommodate as much of material to provide better medical care to severely affected patients.”

 

While praising the frontline health workers, doctors, nurses and other medical staff for their dedication in these hours of medical challenge, the Director said that people of Jammu and Kashmir are also fairly disciplined, well-educated which has resulted in good understanding, cooperation and coordination. “At SKIMS we have manpower second to none in the world, we have the distinguished faculty who are leader in their own services and all of it helps in preparing the institute to deal with any kind of situation. We are blessed to have this institution and our people, by and large, understand its value. With such qualities SKIMS is a brand name all over the world,” he said.

 

COVID-19: Chattabal declared containment zone, sealed after several positive cases reported

Srinagar, Apr 6: All entries and exits leading into and out of Chattabal area of Srinagar were Monday sealed. The sealing of the area comes in the wake of its declaration as containment zone after several cases of COVID-19 affected persons were reported therefrom.

District Magistrate Srinagar Dr Shahid Iqbal Choudhary who issued an order in this regard Monday said the sealing of the area is aimed at preventing spread of the coronavirus infection out of this area having reported several positive cases.

He said it is also aimed at enabling smooth conduct of the survey in the area being a declared containment zone as ordered by the government.

It is notable that the proposed survey is aimed at determining whether the infection has spread in the area and whether there is a need for isolating any of its residents.

Dr Shahid said a plan has been formulated for ensuring smooth supplies of essential commodities and services in the area adding that the same will be done under supervision to ensure strict adherence to the sealing order. He said medical teams will also move in the area under strict supervision.

Meanwhile, soon after the order was issued the district police made announcements about it and instructions given there under in the area in order to make the residents aware about it to ensure strict adherence.

 

COVID-19: Restrictions remain in force for 20th day in J&K

17 arrested, vehicles seized for defying Govt orders

Srinagar, Apr 5: The restrictions continued to remain in place across Jammu and Kashmir for the 20th straight day in wake of the deadly Coronavirus pandemic, which has so far claimed two lives in Kashmir and infected over 100 people including two minors.

According to KNO restrictions under section 144 continued in Jammu and Kashmir with authorities deploying police and paramilitary troopers on the roads to enforce the restrictions and lockdown.

Witnesses said that the forces deployed on roads had also erected concertina wires on the roads, which thwarted pedestrians as well as the vehicular movement.

Besides, many of the people were arrested by Jammu and Kashmir police after they were found violating the government’s prohibitory orders issued under section 144 CrPC.

Srinagar Police have arrested 17 persons including a shopkeeper and also seized 09 vehicles for defying the restrictions imposed in view of Covid-19.

In the jurisdiction of Police Station Nishat and Harwan, Police have arrested three persons including a shopkeeper and seized one vehicle for violating government’s prohibitory orders. “Cases under relevant sections of law have been registered in respective police stations and investigation has been initiated,” police said.

In the jurisdiction of Police Station Ram Munshi Bagh and Nowgam, Police have arrested none persons and also seized eight vehicles for violating Govt orders issued. “Cases under relevant sections of law have been registered in respective police stations and further investigation has been initiated,” police added.

 

Police said that in jurisdiction of Police Station Khanyar, five persons were arrested while cases under relevant sections of law have been registered in PS Khanyar and further investigation has been initiated.

Moreover, officials said that at least six vehicles were seized by police in Tral area of South Kashmir’s Pulwama districts, adding that the vehicles were seized for defying the restrictions today—(KNO)

From Rajbhawan to civil secretariat, technology comes handy for Govt officials

Srinagar, Apr 6:  The top officials here in the Union territory of Jammu and Kashmir have set an example in managing the governance related affairs with very less “human intervention” by using the technology including video conferencing and social networking site Whats App to ensure that governance doesn’t succumb to COVID-19 pandemic in J&K.

Government sources told Kashmir Indepth News Service (KINS), that from Rajbhawan, where Lieutenant Governor Girish Chandra Murmu stays, to civil secretariat office to heads of all important departments, like Health, Education agriculture, horticulture, floriculture etc, all are using technology like video conferencing and Whats App ensuring that governance doesn’t become the victim.

A senior official said that at a time when social distancing is need of the hour, LG Murmu takes stock of the situation emerging across J&K every day through video conferencing.

“He seeks information and passes directions to the Chief Secretary, principal secretaries, officials from the health department, Divisional Commissioners, Deputy Commissioners of every district, almost every day,” the official said, adding that important directions are passed to the officers from the crucial departments including health, medical education, Consumer Affairs and Public Administration, police, disaster management.

“LG Murmu chairs video conferencing every day twice—morning and evening with the officials concerned,” the official said.

Similarly, every Head of the Department (HoDs), Principal Secretaries, Directors and Managing directors have created Whats App groups and have added their respective employees. “Directions are being passed everyday about work to be done and to be taken up. This has reduced the human intervention to a large extent and work too hasn’t suffered,” said a top officer.

A senior employee said that they have been added by the official group and everyday, they get directions what to do for the day. “This is the easy step to stay in touch with each other,” he said.

“Work too hasn’t suffered beyond a certain limit despite the fact that J&K is fighting against the worst ever pandemic,” he said.

LG donates his 30% salary for next 1-year

Jammu, Apr 6: Lieutenant Governor, Girish Chandra Murmu, has announced to donate 30 % of his salary for the next 1 year towards the fight against the spread of COVID-19.

The Lt Governor observed that collective effort is imperative to fight the dreaded virus, and as a citizen, it is our responsibility to contribute our bit to combat the emerging situation.

With an aim to contribute towards the steps being taken to mitigate the spread of COVID-19 in the country, I shall, out of my own volition, be contributing 30% of my monthly salary for a period of one year towards the Hon’ble Prime Minister’s Relief Fund, he said.

Cyber police bust module involved in sharing videos of old encounters

 

Srinagar, Apr 6: The Cyber Cell of Jammu and Kashmir police Monday claimed to have busted module involved in spreading old encounter videos on social media to instigate people for violence.

“We have traced and arrested three youth from various parts of Kashmir who had shared an old video to spread fake message about civilian killings in Kulgam district and were also uploading pictures of militants on social media to gain sympathy for militancy,” Tahir Ashraf, SP Cyber police Kashmir told Kashmir Indepth News.

He  said, “ Three youth from Baramulla ,South Kashmir and Srinagar respectively, were arrested for sharing a video of 2018 uploaded on Youtube by National News Group showing content of an encounter. The youth had changed the caption of the small clip by writing three civilians killed and 30 others injured in Kulgam encounter.”

He said that the clip was uploaded by several other people and in some parts of South Kashmir, law and order situation was about to break. “Timely intervention of the cyber cell brought down the content from all accounts and blocked the content. It saved the situation from turning bad,” the officer said.

He  said: “The other youth, who have also been arrested, had uploaded the pictures of militants by portraying them as martyrs in a bid to gain people’s sympathy. This was a common in 2016 as even some people had kept the display picture (DPs) of slain militants in a bid to eulogies militants,” he said. “But the swift action of cyber police has helped to prevent these youth from luring others towards militancy.”

“We are investigating whether they were doing it on their own or were directed from the handlers from across or within Kashmir. That is subject to investigation,” he added.

He said that the social media is the fastest means to spread fake news, instigate people through wrong information etc. “Apart from these three youth, a few more have also been identified who are involved in the same act,” the officer, who oversees cyber wing operations in Kashmir said.

He said that action will be initiated against the arrested trio under section 505 Indian Penal Code (IPC) and there is also a provision to put them behind the bars for three years.  “An FIR has been lodged and further investigations are on while as more arrests are on cards,” the officer said.

He warned of a toughest action and severe punishment under several sections of Indian Penal Code against those trying to upload fake videos to trigger law and order situation in Kashmir.

 

Govt revokes PSA detention orders of 18 persons

Srinagar, Apr 6 : Amid outbreak of deadly coronavirus, the Jammu & Kashmir government on Monday revoked the Public Safety Act (PSA) detention orders of 18 persons lodged in different jails of the Union Territory.

 

Highly placed sources disclosed to wire-service—Kashmir News Observer (KNO), that government has revoked detention orders of 18 persons languishing in three jails of Jammu & Kashmir. “Of them, 16 are lodged in Central Jail Srinagar and one each in Kotbhalwal jail Jammu and special Jail (Correctional Home)Pulwama,” they disclosed.

 

With this development, the number of PSA detainees released after the outbreak of coronavirus has reached 65. Last week, the J&K High Court directed the High Powered Committee (HPC), convened to de-congest jails by releasing prisoners on parole in the wake of the COVID-19 outbreak, to examine the allegations that no detainee booked under the Public Safety Act (PSA) was being considered for any parole.

 

As per KNO, earlier, the HPC maintained that release of detainees under the Public Safety Act(PSA) does not fall within the terms of guidelines issued by the Supreme Court to decongest jails.

 

The panel is headed by executive chairman State Legal Services Authority Justice Rajesh Bindal and comprises Principal Secretary Home Shaleen Kabra and Director General of Prisons VK Singh Presently, former Chief Minister Mehbooba Mufti, six top mainstream leaders and others are detained under the PSA. Several other mainstream leaders including Peoples Conference chairman Sajad Gani Lone also continue to be under detention.

 

On February 5, Union Home Ministry had informed the Parliament that 389 people are in detention under the PSA in different jails of J&K and Uttar Pradesh—(KNO)

 

 

Fever clinics coming up in Kashmir

Div Com visits 24×7 Control rooms; urged officers to work in mission mode

Srinagar, Apr 6: The Divisional Commissioner Kashmir, Pandurang K Pole, visited round the clock Control Rooms at NHM, Old Secretariat to inspect preparedness and overall arrangements in place, there.

He was informed that the Control Rooms have all the requisite facilities including Contact tracing, dedicated four land lines for 24×7 helpline, patients counselling and setting up institutional quarantine facilities at various locations. Besides, having an effective mechanism in place, for regular monitoring and proper surveillance of home quarantine at all wards and mohalls. For extensive testing the Control Rooms have mobile sampling facilities at district headquarters.

Besides, in view of OPD closure in health institutions Fever Clinics are being set up at different locations in Pre-Fab structures. These Fever Clinics will be manned by four doctors and other staff, who are being deputed at each clinic with proper protection gear for treatment and on-spot sampling.

The Divisional Commissioner stressed upon the concerned officials to play a proactive role and work in mission mode to ward off the threat posed by Corona virus.

Later, Div Com visited 24×7 control room at KPDCL office, Jehangir Chowk and took stock of arrangements made by the authorities, there.

He exhorted concerned to maintain high level of vigil and alertness and to work as a military-unit to combat the COVID-19 infection across the valley.

Officer Special Duty NHM, Owais Ahmad, OSD, KPDCL, Aijaz Ahmad and other concerned officers were accompanying the Divisional Commissioner.

 

 

Don’t snatch livelihood of paramedical staff amid COVID Crisis: Altaf Bukhari

Urges Lieutenant Governor to revoke termination order of nurses

Srinagar, Apr 6: Jammu and Kashmir Apni Party (JKAP) President Syed Mohammad Altaf Bukhari on Monday urged the J&K government not to snatch livelihood of para-medical staff at a time when they are needed the most as a front line respondents to fight battle against deadly Coronavirus in Jammu and Kashmir.

Reacting sharply to disengagement of junior staff nurses by the Government Medical College Kathua, who were recruited by the J&K government under SRO-24 in January last year, Bukhari in a statement  urged the Lieutenant Governor G C Murmu to personally intervene into the matter and order immediate revocation of the termination order number 01 of GMCK of 2020 dated April 3, 2020.

The JKAP President observed that most of the terminated staff nurses of Government Medical College Kathua are the lone breadwinners for their families. “Instead of snatching their livelihood, these nurses should be allowed to continue their work. If the government is unable to provide jobs to lacs of our qualified unemployed youth, at least, it should not create more joblessness by disengaging the already adjusted professional people,” Bukhari remarked.

 

He said the disengagement of the para-medical staff by the Medical College Kathua would have devastating effects on their families who have put in all their resources and barely managed to give professional trainings to their children.

Bukhari also censured the J&K health services department for not allowing the already selected Medical Assistants in Kashmir Division to join their duties for frivolous reasons. “It is ironical that when the whole world is offering well paid jobs to healthcare professionals in this hour of pandemic, the department of health services in Kashmir division is not allowing 42 Medical Assistants selected by J&K Service Selection Board to join their duties for trivial reasons,” Bukhari said, while appealing the Lieutenant Governor to intervene into the matter and get the matter resolved.

“To fight the deadly Coronavirus disease, we need to have a robust healthcare system and adequate manpower. When the healthcare system in J&K is already running on crutches, the disengagement of paramedical staff means putting the lives of people at stake,” he remarked.

Bukhari reiterated hisv demand for fast-track recruitment process of doctors and paramedics in Jammu and Kashmir, in view of Coronavirus pandemic. He said the situation that emerged after COVID-19 outbreak has overburdened the medical fraternity of J&K, and emergency recruitment of medicos is need of the hour.

He urged J&K UT administration to rise to challenges posed by COVID-19 and immediately recruit more technical assistants, nurses, medical officers, medical assistants, theater assistants, X-ray and laboratory technicians and F/MPHWs on walk-in recruitment basis.

“We are facing such a war like situation where our doctors and paramedics are fighting the battle on ground. We need to support them and provide them all the necessary help and manpower to win this deadly war,” the JKAP president urged.

Bukhari said that hospitals are grappling with shortage of ventilators, mask and protective gears amid COVID-19 threat. “The hospitals are facing shortage of essential testing kits to detect COVID-19 infected people. Administration needs to take more provocative steps to make these things available in hospitals,” he observed.

Bukhari said that one of the burning issues adding to the atmosphere of uncertainty and alienation in Jammu and Kashmir is the alarming rate of its unemployment. Any further delay in addressing this smoldering issue, he observed, would be rapt with dire consequences for the stability in the region.

The JKAP President said that instead of disengaging the para-medical staff, the Governor led administration should regularize all the casual, seasonal, ad-hoc, contractual, need-based and daily-rated workers, who are working in different departments for years together.(KNS)

 

Covid-19: 18 persons test positive in Bandipora, 118 samples turn negative

Bandipora, Apr 6: At least eighteen persons have been tested positive for Covid-19 in north Kashmir’s Bandipora district so far while as 118 samples have also turned negative.

According to wire service-Kashmir News Observer (KNO), 18 persons from Bandipora and Hajin tehsil have been tested Covid positive so far after 5 new cases were reported over the last two days in Bandipora tehsil.

An official said that the earlier the positive cases were reported from Hajin tehsil only, however, on April 04, 4 new cases were reported and another case was reported on April 05 from Bandipora tehsil as well.

He said the new cases were reported from Gund-Qaiser, Kunan, Gund-Dachina and Pethkoot in Bandipora tehsil and as a precautionary measure these areas have been declared as red zone to prevent further spread of the virus.

The authorities have sealed these areas and have also sought cooperation of the general public to contain the spread of Covid-19 in the district.

“A total 176 samples have been collected for COVID-19 testing so far of which 18 have tested positive, 118 negative and results of remaining 40 are still awaited,” said the official.

He said that out of these 176 samples which have been collected so far, 39 were sent for testing today alone after 5 new cases were reported in the district.

According to figures available with KNO, 318 people have been put under administrative quarantine while 1835 persons are under home quarantine.

Officials said that 17 positive patients have been admitted to Chest disease (CD) hospital and Sher-i-Kashmir Institute of Medical Sciences (SKIMS), Srinagar for treatment while one is undergoing treatment at GMC Baramulla.

Chief Medical officer Bandipora, Dr. Tajamul told KNO that after six new Covid positive cases, rigorous contact tracing was going on in the areas from where these new cases have been reported.

He said that rapid response teams were on job from last three days after new cases were reported and all the preventive measures were being taken to prevent further spread if the virus.

Meanwhile, district administration has also banned the inward and outward movement of people from the areas which have been declared as red zones to contain the spread of Covid-19-(KNO)
