Saying indoors during this global pandemic can save a huge number of lives including the most vulnerable. But what about the lives that such confinement will inevitably endanger? This is a growing concern ever since the present outbreak forced almost all countries across the globe to impose lockdowns.

A number of very sick including those battling a dreaded disease like cancer or needing dialysis to survive are facing many difficulties and their families are in a lot of distress.

Kashmir Oncology Forum recently urged cancer patients and their families to closely follow steps to protect themselves from Coronavirus (COVID-19) while stressing the importance of avoiding being exposed to this infection.

People with cancer often have weakened immune systems and as such, they are referred to being as immune-compromised.

Having a weak immune system makes it harder for the body to fight off diseases, so it’s important for people with cancer and their family members to closely follow steps to protect themselves from the dreaded infection which hitherto remains an unconquered assassin. The most important way to protect is to avoid being exposed to Coronavirus (COVID-19) whenever possible and they include cancer as well as chronic kidney patients.

These patients are not ordinary and travelling to hospitals or dialysis centres is inevitable for them. At the same time, there is a need for the administration to ensure that these centres remain functional as it prepares for more days of lockdown with some reports suggesting extension as deep as May 15. The administration must ensure that both medicine and equipments are readily available and there should be close coordination between suppliers and eventual consumers. The present supplies may suffice for some days but we cannot allow supplies to dry without replenishments.

Also, the lockdowns have corresponded with an alarming rise in demotic violence cases in Jammu and Kashmir even as there might not be any official data to substantiate it.

This situation demands an effective policy for intervention and rehabilitation by the government. This is a delicate task given the fact there is the scantiness of the trained manpower. The government needs to be ready to combat such situations in extraordinary situations such as the present one in which the entire human race has been thrown into. This may wait for the present situation to subside a bit but not perpetually.

Robust system put in place to combat COVID-19: Advisor Baseer Khan

Anantnag, Apr 13: Advisor to Lt Governor Baseer Ahmad Khan, who is also overall incharge of coronavirus control efforts (CCE) today conducted an extensive tour of various areas on the National Highway (NH) from Srinagar to Jammu to review implementation of lockdown and other preparedness.
At Lower Munda, the Advisor directed DDC Anantnag to implement lockdown strictly across the district in order to break the chain of coronavirus transmission, besides he also stressed on proper facilities to be provided to medical fraternity, including ample stock of personal protective equipment (PPE).

The Advisor also directed the concerned to ensure full proof screening of truck drivers and helpers at Lower Munda and Zig Mor.

The DDC Anantnag was also directed to track down all of the contacts of the single COVID-19 patient in the district and take them to quarantine after necessary screening.
He urged the officials to ensure that those in quarantine should complete their full quarantine period of 14 days. They should be released only after all medical formalities, he added.
Later, the Advisor halted at various points on the highway and inspected arrangements put in place by the concerned district administrations for general public, which include supply of essential commodities, fumigation, clearing of garbage dumps, smooth movement of essential commodity trucks, road condition and other measures to tackle the spread of COVID-19 pandemic. He directed concerned officers to remain alert and keep a close vigil on the current situation along with their staff in their respective jurisdiction, beside provide all necessary support to the local population.

On the occasion, the Advisor said that the government has put in place an effective and robust system in a mission mode. He urged all the stake holders to voluntarily cooperate with the government for the safety of people and society as whole.

 

COVID-19: Govt extends visa, e-visa of foreigners till Apr 30

New Delhi, Apr 13: Aiming to remove the confusion in public, the government on Monday extended on gratis basis, the regular visa and e-visa of foreign nationals, who are stranded in India due to Novel Coronavirus outbreak, till April 30.

The foreign nationals are stranded in the country due to the 21-day lockdown announced on March 24 by Prime Minister Narendra Modi, to curb the spread of the disease.

According to a Home Ministry statement, ”Regular visa, e-visa or stay stipulation, of such foreign nationals who have been stranded in India because of spread of Covid-19 in many parts of the world, and due to consequent travel restrictions imposed by Indian authorities and whose visas have expired or would be expiring during February 1 (Midnight) to April 30 (Midnight), would be extended till April 30 (Midnight) on GRATIS basis, after making online application by the foreigner.”

 

5 OGWs arrested in Sopore

Sopore, Mar 13: Police on Monday said it arrested five active Over Ground Workers (OGW) in Tujjar village of Sopore area in north Kashmir’s Baramulla district.

Police sources said that five OGWs were arrested along with incriminating materials in Tujjar village Sopore.

The five OGWs identified as Arif Billa, son of Abdul Ahad Sheikh of Nandpura Moh Tujjar, Sartaj Ahmad Sheikh, son of Muhammad Ismail Sheikh of Sheikhpura Moh Tujjar, Nissar Ahmad Lone, son of Ghulam Ahmad Lone of Khan Moh Tujjar, Muhammad Murtaza Bhat, son of Atiqulla Bhat of Sheikhpura Moh Tujjar and Faiyaz Ahmad of Tujjar.

Police officials said that one UBGL, one UBGL Grenade, five hand grenades were recovered from their possession, adding that a case under FIR number 03/2020 under section 427/307 IA ACT 3/4 Explosive Substance Act was registered in Police Station Bomai Sopore and investigation has been started. Govt school students to get 2500 tablets loaded with study material

Srinagar, Apr 13:  With the start of tele-classes and e-learning initiatives, the students of government schools in Jammu and Kashmir will be able to study at home during the lockdown announced to contain the spread of coronavirus (COVID-19).

To ensure that students continue their education, the School Education Department had already distributed assignments of Unit I and Unit II to students during the early phase of lockdown through DIETs.

This information was revealed in a meeting chaired by Principal Secretary School Education, Dr Asgar Hassan Samoon here to review the progress of e-learning initiative of the Department.

The meeting was informed that the Education Department has started tele classes on Doordarshan on a daily basis from 4 pm to 5:30 pm by resource persons of the Department.

Notably, Directorate of School Education Kashmir has a repository of tele classes which are also being aired on DD Kashir separately.

Regarding roping in of local cable networks for the initiative, Dr Samoon was informed that the tele-classes have also been started on local cable networks.

“Tele-classes are being aired on local cable networks by lecturers, District Resource Persons, ZRPs and teachers. Also the recorded videos of these classes with Directorate have been provided to the Districts for airing them on local cable networks in their area,” Director School Education Kashmir informed the meeting.

Dr Samoon also directed starting the online virtual classes through different platform like WhatsApp, Zoom Cloud, Skype, Google Classroom to reach out to the Children.

“The schools have to form different groups of their students and teachers and accordingly form a timetable for virtual classes. They should also engage them in a play way activity, quizzes, assignments, small projects in a two-way process,” he said.

Meanwhile, the meeting also decided to provide 2500 low-budget educational tablets to the students of 10th to 12th standards for enhancing their virtual learning experience. The tablets would be loaded with textbooks, problem-solving techniques and other related material.

Dr Samoon reiterated that the School Education Department through its online education initiatives is trying to ensure that students can continue their learning during the lockdown period.

The meeting was also informed that the Department has taken an initiative titled Aawo Padhein- a centralized repository of voice PPTs and videos for Unit I and Unit II with proper indexing and sequence which is available on http://www.dsek.nic.in website.

Teachers and students have been guided for accessing DIKSHA portal e-content and content on NCERT’s e-Patshala, officials said.

Dr Samoon directed expediting the process of collecting phone numbers for forming a database of their contacts.

“We are trying to make online classes a parallel alternative where students on the click of a button attend classes virtually like a normal day.”

He also asked for the status of distribution of dry ration and collection of account details of students for transferring the Mid-day meal scheme benefits to them.

Earlier Principal Secretary issued orders for placement of four hundred fifty 10 +2 lecturers in Kashmir Division in various disciplines.

He also approved the conversion of leftover 130 RETs to Grade II teachers and Rs 150 Crore was also sanctioned on the occasion to clear the pending salary of these teachers.

 

Ensure continuity of academic calendar during lockdown: Vice-Prez to varsities

New Delhi, Apr 13: Warning that the present situation might become the new normal post-lockdown, Vice-President M Venkaiah Naidu on Monday told universities and other educational institutions to harness fully the power of technology to ensure continuity of academic calendar during the lockdown period.

 

“Ensure continuity of the teaching and learning process during lockdown by using technology,” he underlined while interacting with the Vice-Chancellors of Delhi, Puducherry, Punjab, Makhanlal Chaturvedi Universities and Director of the Indian Institute of Public Administration through a video conference.

 

Observing that the adversity caused by Coronavirus was forcing people to search for creative solutions, Mr Naidu appreciated the universities for taking adequate steps to ensure that the teaching-learning process was not hindered. Stating that online courses would supplement face-to-face learning, he said “this might become the new normal after we tide over the current crisis”.

 

Urging the institutions to reach out to students, Mr Naidu, who is the President of IIPA and Chancellor of three universities, asked them to promote collaborative learning and self-learning and optimally utilise technological tools for ensuring interactive learning for all students.

 

Since it might take some more time for normalcy to return, the Vice-President enquired about their plans to cope with the disruption caused by COVID-19 pandemic and emphasised the need for universities and educational institutions to take measures to safeguard the health of students residing in hostels.

 

He urged them to ensure strict adherence to social distancing and isolation instructions given by the Government and health experts.

 

He advised the students to follow healthy dietary habits, undertake regular physical exercise and avoid a sedentary lifestylebesides learn to live with nature.

 

Naidu also urged the universities to guide the students to utilise the time meaningfully and take advantage of the e-learning materials offered by them. He also wanted the students to spend less time on mobile phones and learn new languages during the lockdown period. Besides, they should also spend adequate time with family members.

 

The Vice-President also suggested to the students to join in social service activities taken up by NGOs in their respective areas.

 

He stressed the need for all citizens to strictly follow the guidelines issued by the government from time-to-time.

 

Secretary to the Vice-President, Dr I V Subba Rao was also present, an official release here said.

 

Pursue ideals of Ambedkar: J&K LG to youth

Jammu, Apr 13: Jammu and Kashmir Lieutenant Governor, Girish Chandra Murmu on Monday has extended good wishes to the people on the eve of birth anniversary of Bharat Ratna Dr BR Ambedkar.

In his message, the Lt Governor observed that Dr Ambedkar dedicated his entire life for upliftment of the deprived sections of the society.

The Lt Governor urged the people, especially the younger generation to pursue the ideals and messages of Dr Ambedkar which are relevant even today and contribute towards strengthening the principles of social justice and equality.

He believed that an ideal society can only be established by ensuring social justice and his services towards the mankind can never be forgotten.

Dr Ambedkar not only took a leading part in the framing of the Indian Constitution, outlawing discrimination against untouchables, but his initiatives have influenced various spheres of life and transformed the way India today looks at socio-economic policies and education, he added.

Body found near Dalgate, samples taken for COVID-19

Srinagar, Apr 13: Doctors on Monday took samples for COVID-19 of a deaf and dumb beggar whose body was recovered near Chest Disease Hospital, one among the health facilities presently used exclusively for the management of Coronavirus.

Sources told GNS that samples were taken to see if the person might have contracted the dreaded disease. “The man was always encircled by dogs as he would feed them also. Since cases of Coronavirus transmission to animals cannot be ruled out, the samples were taken to confirm if he has died of the virus and incase it turns to be so, the dogs in the area may be culled to prevent the spread of the disease,” they said.
Meanwhile, the doctors also advised Police to take all precautions while handling the body which is now kept in a mortuary at PCR Srinagar.

While the main driver of transmission of COVID-19 is through droplets, the guidelines underline that there is unlikely to be an increased risk of the infection from a dead body to health workers or family members. However, those handling the body are required to follow standard precautions (surgical mask, gloves).

Meanwhile, police have sought information regarding the deaf and dumb whose body was recovered at Malteng Dalgate.

 

 

 

COVID-19: 21 more test positive in J&K, tally mounts to 245

    Srinagar, Apr 12: The total number of COVID-19 cases climbed to 245 in the Union Territory of J&K with 21 more people, including 17 from Kashmir and four from Jammu, testing positive for the infection on Sunday.
    “Out of 245 positive cases, 197 are in Kashmir and 48 are in Jammu,’ said an official adding that the new cases have had contact with COVID-19 positive patients.
    He said 235 are ‘Active Positive’, six have recovered and four died in J&K.

J&K UT spokesperson Rohit Kansal tweeted: “21 new cases of COVID-19 reported in J&K today of which 17 are from Kashmir Division and four from Jammu Division.”
Later in the evening in Kansal in another tweet wrote: “ # Together we can, JK ramps up testing. Now 289 per mill. Over 400 tested today alone. May lead to more positive cases/red zones. Not a cause for alarm. Remember ever single tracked case=more infections being eliminated. Also salute tireless efforts all admin, health, public.”

Srinagar has been the worst affected district in J&K as it has recorded 26 per cent of the total 235 active positive cases, besides one death so far. Following the surge in the COVID-19 cases, authorities imposed stringent restrictions on movement and assembly of people in the district and notified 14 areas as ‘Red Zones’. These zones, which have been completely sealed and no one is allowed in or out, were marked after several people from these areas tested positive for the infection. The authorities also initiated a massive contact tracing and sanitization driver in the district.

The total number of COVId-19 cases crossed 200-mark in J&K after 40 more people, including 28 from Kashmir and 12 from Jammu, tested positive for the infection on Friday and Saturday. As many as 59 new cases were reported Wednesday and Thursday. Fifteen people, including nine in Kashmir and six in Jammu, were on Tuesday tested positive for the infection. Three persons tested positive for the infection in the valley while no case reported in Jammu on Monday. As many as 31 new positive cases, including 28 from Kashmir and three from Jammu, were reported on April 4 and April 5, making it the highest jump in the COVID-19 infected persons in J&K.

Eight persons, including five from Jammu and three from Kashmir, were tested positive for COVAID-19 on Thursday while the number jumped by five on Friday. Six persons were tested positive for COVID-19 on Tuesday while seven other cases were reported on Wednesday. As many as 11 persons, including eight in Kashmir and three in Jammu, tested positive for COVID-19 in J&K on Monday. The positive case reportedly includes a doctor in Jammu.

A 62-year-old man died at a government hospital less than 12 hours after being tested positive for COVID-19 in Kashmir on March 29, when five persons were tested positive for the infection. So far, two persons have died due to the infection while as many have been successfully treated. As many as 12 positive COVId-19 cases were recorded in J&K in a single day on March 28, triggering panic among locals despite assurance by administration that they are fully prepared to curtail the infection.

 

On March 27, two patients are from Chattabal while two others from Bemina in Srinagar were tested positive for COVID-19. Two minor siblings also from Srinagar were tested positive for COVID-19 on March 26, when a 65-year-old Hyderpora resident became the first person to die due to deadly infection in J&K. On March 25, four persons, who had met the 65-year-old patient during an event in the valley, were tested positive for the COVID-19.

Meanwhile, curbs were further tightened after Advisor to Lieutenant Governor, Baseer Ahmad Khan, directed Deputy Commissioners to enforce 24×7 (round the clock) strict lock-down in their respective districts in Kashmir, where life remained crippled for the 24th day on Sunday.

COVID-19 trajectory gets steeper in India

With just two days left for the end of 21-day lockdown to end, 918 fresh COVID-19 cases and 31 more deaths were reported in past 24 hours, taking the count to 8,447 and casualties to 273 across the country making it more difficult for the government to lift the restrictions.

Prime Minister Narendra Modi in a video-conference with Chief Ministers on Saturday has hinted for extending the lockdown period as the curve of Covid cases is not flattening.

Maharashtra with 1,761 cases continued to remain worst-affected state with 187 new cases surfacing since Saturday evening.

Delhi followed next with 1,069 cases, of which as many as 166 are fresh ones. Tamil Nadu is spotted third with 969 cases, which includes 58 fresh cases.

In Rajasthan, cases are again spiking with 121 new cases, taking the total to 432.

As the nationwide lockdown is likely to be extended further, the Centre again clarified to the State governments that there was no bar on inter-State or intra-State transportation of goods.

To maintain undisrupted supply, the Home Ministry asked the States to issue passes to the staff of manufacturing units of essential goods.

As the cases are spiking steeply, the Health Ministry shared a data to show that more than adequate arrangements were in place. ‘In 601 hospitals, over 1 lakh beds are available,’ an health official said in daily press briefing.

For testing, 219 testing facilities, including 151 government labs are operating. ‘A total of 1,86,906 samples have been tested till Sunday afternoon,’ an ICMR official said.
