E-Comm companies, couriers to operate from Apr 20

New Delhi, Apr 15: E-Commerce companies, vehicles used by their operators and courier services, will be allowed to operate with necessary permissions, the government said on Wednesday.

From April 20 onwards, cold storage and warehousing services, including at ports, airports, railway stations, container depots and other links in the logistics chain will be allowed to operate, according to consolidated revised guidelines on the measures to be taken by the Ministries, state and UT governments for containment of COVID-19 in the country.

Private security services and facilities management services for maintenance and upkeep of office and residential complexes will also be allowed to operate.

Services provided by self-employed persons like electrician, IT repairs, plumbers, motor mechanics and carpenters will be allowed to work.

Transportation of goods will be permitted without any distinction of essential or non-essential.

The revised consolidated guidelines are aimed at operating those sectors of the economy, which are critical from the perspective of rural and agricultural development and job creation, while maintaining strict protocols in areas, where safety is paramount to contain the spread of COVID-19 in the country.

Prime Minister Narendra Modi on Tuesday announced the extension of the nationwide lockdown till May 3. PM Modi also said that detailed guidelines will be issued by the government on Wednesday, which will include stepped-up measures in the coming week.

Manufacturing and other industrial establishments with access control have been permitted in SEZs, EoUs, industrial estates and industrial townships, after implementation of SOP for social distancing.

Manufacture of IT hardware and of essential goods and packagings are also allowed. Coal, mineral and oil production are permitted activities. It is expected that the industrial and manufacturing sectors will see a revival with these measures, and will create job opportunities while maintaining safety protocols and social distancing.

To provide an impetus to the rural economy, industries operating in rural areas, including food processing industries; construction of roads, irrigation projects, buildings and industrial projects in rural areas; works under MGNREGA, with priority to irrigation and water conservation works; and operation of rural Common Service Centres, have all been allowed.

These activities will create job opportunities for rural labour, including the migrant labour force.

The activities permitted under the revised guidelines, from April 20, will not be allowed within the containment zones as demarcated by States, UTs, District Administrations, as per the guidelines of the Ministry of Health and Family Welfare.

At the same time, the important components of the financial sector, Reserve Bank of India and RBI regulated financial markets and entities like NPCI, CCIL, payment system operators and standalone operators, will remain operational.

 

Day 22: Strict lockdown continues in JK

Srinagar, Apr 15: As the Prime Minister Narendra Modi extended lockdown till May 3, the Jammu and Kashmir continued to witness complete closure of markets, educational institutions across the Union Territory in wake of the deadly Coronavirus outbreak.

Witnesses told KNO that the police and paramilitary troopers continued to remain deployed on the roads to enforce the lockdown for the 22nd straight day to prevent the virus from spreading.

The virus has so far killed four people in Jammu and Kashmir and has infected 300 people in last nearly one month, creating panic among the people. The government as well as the health experts has appealed people to stay indoors and follow the advisories issued so far.

Besides, nearly 90 places across Jammu and Kashmir have been declared red zones after positive cases were reported from these areas.

 

Moreover, the Jammu and Kashmir Police continued to book persons across the Union Territory after they were found violating the government’s prohibitory orders issued under section 144 CrPC.

In north Kashmir’s Bandipora district, the authorities sealed 10 shops for violating the government orders. “All the 10 shops were open despite lockdown and as such their shops have been sealed,” police said.

In Handwara area of north Kashmir’s Kupwara district, Police booked 41 persons for defying prohibitory orders and sealed eight shops. Besides, officials said that three vehicles were also seized by the government.

In Samba district, a man was booked for concealing his travel history to various red zones, police said, adding that the man has been kept under quarantine and a case under FIR number 32/2020 under section 269/270/188 IPC has been registered at Police Station Ghagwal.

 

Army Chief to arrive on 2-day J&K visit today

Srinagar, Apr 15: Army Chief Gen Manoj Mukund Naravane is arriving here on two-day visit to Jammu and Kashmir on Thursday, a local news agency GNS reported.

It said that the Army Chief will review the prevailing security situation as well as measures undertaken by the army amid global COVID-19 pandemic.

General Naravane is likely to visit the forward areas along the Line of Control (LoC) during his two stay in J&K region, they said.

Besides the top army officer will interact with Lt Gen YK Joshi Northern Army Commander, Lt Gen B.S. Raju GOC of Srinagar-headquartered 15 Corps and other officers, they added. (GNS)

Div Com reviews Durbar Move arrangements

Directs SMC to install de-contamination tunnels at Secretariat, Raj Bhavan, High Court, AG office

Srinagar, Apr 15: Divisional Commissioner, Kashmir Pandurang K Pole, today chairing a high level meeting to review arrangements being put in place for ensuing Durbar Move.
In view of current COVID-19 Pandemic, threadbare discussion were held regarding sensitization, thermal screening, fumigation of vehicles of employees, along National Highway, in and around Civil Secretariat & its related offices and accommodations of Move employees.
The Divisional Commissioner directed SMC to install three de-contamination tunnels at Civil Secretariat, two at Raj Bhavan, one each at AG office, High Court and other important places before opening of the move offices. Corporation will also ensure proper cleanliness and fumigation on daily basis at these places.
Health Department will deploy health camps at Qazigund, Bijbehara and Pampore along National Highway with doctors, paramedical staff, equipment, medicines and ambulances besides permanent Health Camp will be stationed at civil Secretariat with all requisite medical facilities.
For risk free transportation, SRTC will deploy best vehicles for the Durbar Move employees and the vehicles will be properly fumigated and social distancing protocol maintained before commuters boarding.

Estates department will earmark all accommodations in Green Zones of the capital city due to present situation of Corona virus threat.
FCS&CA department will ensure hassle free supply of ration and LPG cylinders to the move employees.
The Divisional Commissioner also reviewed power & water supply, renovation works, land-scapping and sanitation works in Civil Secretariat and other Durbar related offices.
Floriculture department will ensure for face lifting of the Secretariat lawns and beautification of roads with flowers and pot plants.
Police will make fool proof security arrangement in and outside the secretariat besides in residential quarters.

The Divisional Commissioner stressed the officers to keep close vigil and maintain close coordination to ensure hassle free shifting of Darbar-Move to the Srinagar City.

SC rejects plea of Nurses Association

Disposes off PIL on migrant workers

New Delhi, Apr 15: The Supreme Court on Wednesday disposed off a PIL, seeking formation of a ‘National COVID-19 Management Protocol’ for health workers engaged in the treatment of Novel Coronavirus patients.

A division bench of Justices NV Raman, Sanjay Kishan Kaul and BR Gavai disposed off the petition filed by the United Nurses Association (UNA), while hearing it through video-conferencing.

The petition stated that the World Health Organisation (WHO) has already issued an interim guidance for the standardisation of rights, roles and responsibilities of health workers at the international level, but the Indian government has so far failed to formulate a national protocol.

The petitioner cited the lack of personal protective equipment in the country and lack of training on infection prevention and control, posing a serious health risk to frontline medical staff, with over 50 health workers, including doctors from various states, found to be infected with COVID-19.

The petition further said that nurses were in high risk of falling prey to the deadly virus during their treatment, so they should be provided with all the necessary safety items from Coronavirus and all means of protection to their families.

The nurses further demanded separate vehicles for commuting to and from the hospital and arrangements for their stay near the hospital.

 

Disposes off PIL on migrant workers

Meanwhile, Supreme Court on Wednesday disposed off a PIL filed seeking wages etc to migrant workers and daily wage labourers, after Solicitor General Tushar Mehta submitted to that all steps are being taken by Centre and states.

A bench headed by Justice NV Ramana said, they can understand the situation very well and as per the Solicitor General, the government is trying to do whatever possible.

Mehta, appearing for the Union of India, submitted that these are self-employment generating PILs.

Swami Agnivesh had moved the Apex Court, through his lawyer, Colin Gonsalves, seeking proper order and direction o the Central government on wages etc to migrant workers and daily wage labourers.

 

DGP donates Rs 9.47 cr towards LG’s relief fund

Director General of Police, Dilbag Singh on Wednesday presented a cheque of Rs 9.47 crores to the Jammu and Kashmir Lieutenant Governor, Girish Chandra Murmu, on behalf of the J&K Police, as a contribution to J&K Relief Fund towards the efforts being undertaken by the Government to prevent and mitigate the spread of COVID-19 in the Union Territory of Jammu and Kashmir.

The donation has been a collective effort of all ranks of J&K Police wherein all gazetted officers have contributed two day’s salary and all non-gazetted police personnel have contributed a day’s salary towards the COVID-19 relief fund.

The Lt Governor appreciated the efforts of the department and outlined the collective responsibility of individuals, institutions, and organizations for coming forward to play their role in protecting our communities and fellow countrymen in this time of crisis.

Dr B Srinivas, ADGP CID, Abdul Ghani Mir, ADGP Hqrs PHQ, and Mukesh Singh, IGP Jammu Zone were present on the occasion.

Implement lockdown strictly: Cabinet Secretary to Chief Secretaries

Asks States/UTs to follow revised guidelines, ensure close monitoring of containment zones

Jammu, Apr 15: Government of India has asked all States and Union Territories to continue implementing lockdown restrictions strictly for the extended period till May 3, 2020 as announced by the Prime Minister as an effort to contain the spread of COVID-19 in the country. The Government has decided to provide some relaxations after April 20 in places, where there are no hotspots.

This was stated by the Cabinet Secretary, Rajiv Gauba, who was interacting with the Chief Secretaries, DGPs and other senior officers of the States/UTs through video conference to discuss the strategy for containment of coronavirus.

 

Principal Secretary to Prime Minister, Dr P K Mishra, Health Secretary, Preeti Sudan, Home Secretary, Ajay Kumar Bhalla and other Secretaries of concerned Ministries attended the meeting.

Chief Secretary, BVR Subhramanyam, DGP J&K, Dilbag Singh, Financial Commissioner, Health, Atal Dulloo, Principal Secretary, Home, Shaleen Kabra, Principal Secretary, HUDD, Dheeraj Gupta, Principal Secretary, Planning, Rohit Kansal, Commissioner Secretary, Industries, Manoj Dwivedi, Secretary, FCS&CA, Simrandeep Singh participated in the meeting.

Interacting with the officers, the Cabinet Secretary said that it is very important for all of us to continue putting in serious efforts as we are doing since announcement of nationwide lockdown on March 25 to tackle the spread of virus. He directed the Chief Secretaries to closely monitor the situation in their respective States/UTs especially in the identified hot spots.

 

Cabinet Secretary asked the States/UTs to adopt strategic approach in the containment zones to contain the disease within a defined area by making it no movement zone, early detection of cases, breaking the chain of transmission and thus preventing its spread to new areas.

 

He stressed for passing on clear instructions to the Deputy Commissioners and then further to the field functionaries to ensure the implementation of lockdown restrictions on ground and allowing only those activities which are notified by the Government under NDMA Act time to time. Chief Secretaries and DGPs need to convene meetings with DCs and police officers at district level to strictly follow the lockdown directions in letter and spirit, the Cabinet Secretary added.

 

Cabinet Secretary said that to mitigate hardship to the people, GoI has decided to allow some additional activities to take place from April 20, for which the States/UTs have to put in place preparatory arrangements with regard to social distancing in work places. He said that the consolidated revised guidelines have been issued and strict implementations of the same are required from all the States and UTs. However, the States/UTs can impose tougher measures.

 

The activities allowed under the guidelines shall not be permitted in the containment zones and there will be strict perimeter control in the area of the containment zones to ensure that there is no unchecked inward/outward movement of people except for maintaining essential services, he added.

 

Referring to rural economy, the Cabinet Secretary said that the States/UTs have to ensure that all agricultural and horticultural activities to remain functional in a controlled manner.

Health Ministry also made a brief presentation on containment strategy and measures need to be taken in the Red Zones.

While briefing the Cabinet Secretary about the present situation in J&K and the corona control efforts, Chief Secretary BVR Subhramanyam said that UT is following the directions in toto of GoI and strict restrictions are being implemented in the entire Union Territory.

All Red Zones that have been declared in different districts of J&K are being closely monitored as per the devised strategy; the Chief Secretary said adding that every necessary measure is being taken to stop further spread of coronavirus in Jammu & Kashmir.

 

 

Kashmir upper reaches receive snow, rains lash plains

Srinagar, Apr 15: World famous health resort of Sonmarg and some other upper reaches received fresh snowfall while rain lashed plains in Kashmir resulting in dip in the day temperature.

Meanwhile, the night temperature dipped though remained above normal at most places in the valley, where there is a weather prediction during which isolated thundershowers with lightning, hail and gusty winds (30-40 km per hours) would occur on Wednesday.

A Met department spokesperson told UNI that light rain and thundershowers would occur during the next 24 hours at many places in the valley under the influence of a Western Disturbance (WD), which is active in the region.

He said there will be slight improvement in the weather on Thursday. But, he said there is another weather warning on Friday and Saturday due to a fresh WD, which originated from the Arabian sea and is approaching the region though Afghanistan and Pakistan.

Fresh snowfall was witnessed in Sonmarg and other upper reached in central Kashmir district of Ganderbal following which Srinagar-Leh national highway was closed on Wednesday.

 

Meanwhile, incessant overnight rain lashed summer capital, Srinagar, resulting in dip in the night temperature, which was still 2 degree below normal. People woke up to a rainy Wednesday morning in the city. As the day progressed, sun came out from behind the clouds. But, the weather again turned cloudy in the evening in the city, where people remained indoors in view of Coronavirus lockdown.

The night temperature in world famous ski resort of Gulmarg, about 55 km from here in north Kashmir, dipped due to incessant overnight rain. Against 2.5 degree recorded on Tuesday, the night temperature in the ski resort was 0.5 degree, which is a degree below normal. The weather in Gulmarg remained rainy and damp throughout the day.

Incessant intermittent rain also lashed out parts of the valley, where the night temperature dipped and settled at 7.9 degree and 9.1 degree in Kupwara and Kokernag, respectively.

However, there was improvement in the night temperature in world famous health resort of Pahalgam, about 100 km from here in south Kashmir, due to overcast conditions. Against 5.2 degree recorded on Tuesday, the night temperature in the resort was 6.6 degree, which is over 3 degree above normal.

Containment Zones

The district administrations including Srinagar have started implementing the idea of containment zones to deal with the coronavirus disease (COVID-19). It is a simple mechanism. The clusters which have seen a rise in COVID-19 cases or have shown traces of rapid transmission are sealed.

 

As per officials, all entry-exit points in areas declared as containment zones, have been sealed, at least half of these points with removable barriers to enable access into and out of them as and when required.

 

In simple terms, the idea of containment zones entails strict enforcement of lockdown with a complete ban on the movement of residents. The movement into these zones is limited to a small set of officials and health care workers. From the provision of essential services to handling emergencies to the execution of surveillance activities, all kinds of requisites are taken care of by the administration as part of the mechanism put in place in these areas. As per the experiment made in India and globally, aggressive screening and enhanced testing is done in these clusters. The system revolves around the idea that this would allow authorities to identify each person who is infected, offer isolation and treatment, and reduce their interface and the interface of all those they may have come in contact with. This would, thus contain the pestilence to a specific geography and eventually diminish its spread.

 

The containment zones may cause inconvenience to the residents, by restricting their mobility almost entirely and making them dependent on administration and select private vendors for supplies. However, this inconvenience, and the brief curtailment of rights, is worth it for the larger objective of containing the dreadful disease. The fact that this strategy has now been expanded will also help the administration judge its efficacy.

 

One hope that the administration ensures supplies to the citizens as well as conducts screening and aggressive testing to find out the transmission of the disease in these areas and essentially live up to the basic idea. It will enable the treatment of those who have got infected, deaths will be avoided or kept to a minimal, and the chain of transmission is broken. It is incumbent on the administration to be mindful of the fact that the possible benefits in declaring containment zones far outweigh the costs. Also, the administration must remember that the success of the idea hinges on the eventual lifting of the lockdown.

 

COVID 19: No community transmission in the country, says Health Ministry

New Delhi, Apr 15: Union Health Ministry on Wednesday said that despite a rise in the COVID 19 cases in the country, there is no community transmission in the country as of now which is because of the preemptive measures such as lockdown and social distancing, were taken in time.

Addressing a press conference here, the Joint Secretary and spokesperson of the Health Ministry Lav Agrawal said that the situation in the country is far away from the community transmission level but it has been noticed at local level which is known as ‘cluster outbreak’.

In such cases of cluster outbreak, the administration has taken prompt actions through a containment plan for a particular area and also create a ‘Buffer Zone’ around the cluster to prevent the spread of COVID 19.

The ‘Buffer Zone’, under the health Ministry guidelines, is surveyed by the local health workers and each of the person having even mild symptoms such as cough, fever or having some respiratory issues, is put to screening and the data is collected so that with proper medical intervention, the spread of Corona Virus is contained in that area.

Agrawal further informed that COVID 19 positive cases have been reported from other parts of the country which is known as ‘hot spot’ and right now there is 170 districts which have hotspot and 270 districts which have no hotspot so far, but the local administration has been asked to exercise the containment procedure to keep them hot spot free.

The Health Ministry spokespersons also said that right from the beginning, the Government approach was preemptive and advance action and because of this to a greater extent, we have been able to prevent the spread of the COVID19 well in time.
