COVID-19: JKRLM manufactures 2.82 lakh masks

SRINAGAR, APRIL 19: Jammu & Kashmir Rural Livelihood Mission (JKRLM), Kashmir has manufactured 2.82 lakh face masks by roping in Women Self Help Groups of Kashmir Division to help the administration in combating the spread of contagious coronavirus (COVID-19) disease.

More than 2.82 lakh face masks have been produced by members of these Self Help Groups in just last eleven days and handed over them to the respective administrations.

Additional Mission Director, Kashmir, JKRLM Sajid Yehaya Naqash while praising the role of SHGs said that as the threat of novel coronavirus continues to loom over the globe, wearing face masks has become compulsory in public places.

“In this endeavour these SHG members have emerged as community warriors who worked day in and day out tirelessly to fight against the COVID-19 in close association with administration,” he added.

Sonerwani Maternity Hospital to function as COVID Hospital in Bandipora

BANDIPORA, APRIL 19: The newly constructed Maternity Hospital at Sonerwani in Bandipora district has started to function as COVID Hospital (Level-II) and five positive cases that were reported on Saturday have been shifted to the hospital thus reducing the burden on Srinagar Hospitals.

Deputy Commissioner Bandipora Shahbaz Ahmad Mirza said the hospital has a capacity of 70 beds and the COVID asymptotic Positive case patients shall be kept in the hospital for treatment. He said the hospital has started functioning and the swabs are being taken at the centre for testing purpose.

Mirza said the first test of the COVID suspects that is Rapid Antigen Test (RAT) shall also be done in the hospital within few days as the reagents have been received and shall be made available at the hospital soon. He said the technical staff has been trained and are fully trained to take the samples and perform testing for COVID19.

He said with making the hospital functional, the load on Srinagar hospitals including SKIMS and CD Hospital shall be eased out as till date all the suspects would be referred to Srinagar for testing.

DC Bandipora also said that work is in progress to make the under construction District Hospital Complex at Nussu Bandipora as a COVID Hospital. He said the work has been started at war footing basis and initially 100 beds shall be make available.

He said the district administration is geared up to contain COVID – 19 in the district. He said all the basic amenities are being ensured at the quarantine centers, adding that essentials are being supplied to the residents at their doorsteps including in the red zones.

He appealed people to stay home and observe social distancing, as per the advisories and cautioned against rumor mongering.

Karnah students to get Offline assignments at doorsteps

KUPWARA, APRIL 19: The Sub Divisional Magistrate (SDM), Karnah, Dr. Bilal Mohiddin Bhat today convened a meeting with Zonal Education Officer (ZEO) Tangdhar and ZEO Chamkote to review the progress of online teaching-learning process in the Sub Division amid COVID-19 crisis.

The meeting discussed various strategies regarding educating the children at home so that there no more academic loss due to lockdown.

The SDM directed the concerned to continue providing online lectures to the students, who have proper mobile and internet connectivity. He also directed them to frame offline assignments for the students who have poor or no internet connectivity especially in border areas of Tangdar and Chamkote education zones. The assignments have to be delivered at the doorsteps of such students.

Meanwhile, the SDM informed that people coming from outside the Sub Division will be screened for any possible symptoms at Baghbella and will be put in administrative or home quarantine of 14 days, whichever is decided by the medical team. He added that such persons are also required to fill a self declaration form about the travel history and other relevant information.

 

 

 

 

 

 

 

Coordinating Covid-19 related NGO activities: Div Com Kashmir designates Nodal Officers, issues guidelines

SRINAGAR, April 19: To coordinate the activities of various NGO’s, working across the Valley in Civid-19 Management Programme, the Divisional Commissioner; Kashmir has designated Deputy Commissioner, Commercial Taxes department, Srinagar, Ghulam Jeelani Zargar, as Divisional Nodal Officer.

The Nodal Officer will be assisted by Sub Registrar (East), Srinagar, Javeed Ahmad Masoodi, KAS Probationers, presently working in Deputy Commissioner, Srinagar’s office, Syed Eyaad Qadri and Zahid Rashid.

The decision is part of the guidelines (facilitative steps) that Divisional Commissioner Kashmir set for NGO’s involved in the Covid-19 Management Programme related activities to ensure strict adherence to the social distancing protocol and other Covid -19 related health advisories.

The NGO’s have been asked to intimate the concerned District Magistrate about the details of volunteers, stock and area of operation and seek approval before embarking on any relief operation.

After proper scrutiny the District Magistrate will assign options and areas to every NGO to avoid crowding in any single area which may result in neglecting the other.

There-after the NGO’s can distribute material (medicine and essential commodities) in presence of the field level functionaries.

After distribution of the material/essentials among the people, the concerned District Magistrate will arrange for publicity of the such distribution.

The Divisional Nodal Officer will liase with the NGO’s and the District Magistrates to coordinate such distribution process.

The NGO”s have been asked to ensure strict adhenece to all the advisories issued from time to time regarding the Covid-19 Management, during such activities.

All existing restrictions to remain enforced till May 3: DM Srinagar

 

Complete restrictions on public movement and operation of business and other establishments to remain enforced across the district all through the extended period

SRINAGAR, APRIL 19: District Magistrate Dr Shahid Iqbal Choudhary Sunday reiterated that complete restrictions as existing currently will continue to remain enforced across Srinagar till May 3.

He said the extension in existing restrictions and reasons therefor are noted in the order issued on April 16 — adding that the said order is in line with the revised lockdown guidelines in the MHA Government of India order issued on April 15 which excludes areas notified as COVID-19 containment zones from exemptions that it allows after April 20.

In the said order issued under Section 144 of CrPC the DM has instructed that in view of the situation in the district with various areas notified as COVID-19 containment or red zones which add up to large part of the district it is imperative that all ongoing restrictions remain enforced all through this extended period.

The order states that extension in all existing restrictions is also as per instructions of the J&K State Executive Committee which has issued a detailed SOP to follow in the COVID-19 containment zones.

The DM said that movement will be allowed on production of passes his office has issued to essential services departments and officials.

He said while healthcare officers and frontline workers associated with COVID-19 containment efforts in the district have been provided passes their movement as and when required will be allowed on production of valid IDs along with duty slips issued to them by their concerned HODs.

He said violations of instructions as given in the April 16 order will attract strict proceedings and action under Section 188 of IPC and Section 51 of NDMA.

LAWDA conducts demolition drive in Drugjan, Dalgate

SRINAGAR, APRIL 19: A demolition drive was conducted by the Enforcement Wing of LWDA in Drujgan, Dalgate area here today.

During the drive an illegally constructed single storey structure was demolished. The move was resistance from the mob which assembled on the site but with the help of J&K Police and lady police contingent of CRPF the illegal construction raised amid COVID – 19 lockdown, was successfully demolished.

Moreover some unscrupulous elements present on spot misbehaved with the LAWDA officials for which legal action is being taken.

MHA advisory on ‘ZOOM’ puts question mark on fate of online classes in Kashmir

Srinagar, Apr 17: Ministry of Home Affairs issuing an advisory to avoid “ZOOM” meeting platform for official purposes has put the question mark over the fate of online classes being held through this internet application by various educational institutions, including schools and colleges.
The advisory issued by the MHA urges private users not to use personal meeting Id (PMI) to host event. “Instead use randomly generated meeting IDs for each event. Don’t share your link on public platform, instead share randomly generated meeting ID and password for every new meeting session/schedule. It makes it much secure and difficult to leak. If you are admin, remember to end meeting, don’t just leave meeting,” reads the advisory.
It’s in place to mention here that many educational institutions in Kashmir are using “ZOOM” meeting platform to deliver lectures online to make the students to study at home.
Reacting to the MHA advisory on “ZOOM”, chairman of Private Schools Association of Jammu and Kashmir Ghulam Nabi Var  said, “The ZOOM has been banned mainly for official meetings and the main reason is its routing of traffic through China. Many of our schools have invested heavily in different professional educational softwares, which are both secure and compatible for classes, but that needs high speed 4G internet and government is in no mood to give that to us. We even went to Supreme Court for restoration of 4G but still nothing is happening. It seems government is playing with the career of lakhs of students.”
He requested the teachers and the students not to worry and carry on with their online cases by generating instant IDs and passwords.
An analyst while talking to Precious Kashmir said, “The MHA advisory has led to many teachers expressing their reservations to use this application.”
In a related development a renowned private school in Kashmir sacked few teachers after they refused to use the application to deliver the lectures.
The analyst said, “The school management taking such a harsh decision has created insecurity among the members of the teaching fraternity, especially those who are working in private sector. The school instead of sacking these teachers should make them understand the importance of e-classes during the present crisis.”
The analyst said, “If the 4G internet services are restored in Jammu and Kashmir many online applications, which are safer than “ZOOM” can work. Teachers can easily deliver their lectures through these safer applications.”
An observer said that number of COVID-19 positive cases increasing with each passing day seems to be an indication that we are out to fight a long-drawn battle and educational institutions are likely to remain closed for longer duration. “Only way to keep our children busy is through online classes. Let’s not put a question mark on it,” he added.

 

Kashmir records 4th COVID-19 death, 14 more test positive; J&K toll 5

Total cases 328; 274 in Kashmir, 54 in Jammu

Srinagar, Apr 17: Kashmir recorded its fourth COVID-19 death on Friday after a 70-year-old patient, who had tested positive for the infection, died at S K Institute of Medical Sciences (SKIMS) hospital, Bemina here taking the total number of deaths due to the infection to five in the Union Territory of J&K.
Meanwhile, 14 new positive cases of COVID-19 all from Kashmir division were reported today, thus taking the total number of positive cases in  J&K to 328. The tally of positive cases in Kashmir has reached to 274, while in Jammu region 54 people have tested positive for this deadly virus.
Official sources said that the deceased patient had tested positive for the COVID-19 earlier this month. He was a resident of Sopore and had been admitted in the hospital about a week back.

It may be recalled that J&K had recorded first death due to COVID-19 on March 25, when a 65-year-old man from Hyderpora died due to the infection at Chest Disease Hospital. Then, on March 29, a 50-year-old man, a resident of Tangmarg, passed away at CD hospital.
Earlier this month, a 54-year-old Bandipora resident, who had tested positive for the infection, died at SMHS hospital. Later on April 8, a 61-year-old woman from Udhampur died at Government Medical College (GMC), Jammu.
According to the daily Media Bulletin on novel coronavirus (COVID-19), out of 328 positive cases, 281 are Active Positive, 42 have recovered and 5 have died.
Furthermore, till date 59205 travellers and persons in contact with suspected cases have been put under surveillance which include 7631 persons in home quarantine including facilities operated by government, 281 in Hospital Isolation, 260 in hospital Quarantine and 27366 under home surveillance. Besides, 23662 persons have completed their surveillance period.

Moreover 4 more COVID-19 patients have recovered and were discharged today from CD Hospital Jammu.

The Bulletin further said that out of 6438 test results available, 6110 samples have tested as negative till April 17, 2020.

Providing district-wise breakup, the Bulletin said that Srinagar has 78 positive cases wherein 65 are Active Positive, 12 recovered and 01 has died, Bandipora 75 positive cases with 63 Active Positive, 11 recovered and  01 died, Baramulla 42 positive cases with 40 Active Positive, and 01 died; Kupwara has 27 positive cases and all are active cases; Shopian has 17 positive with 15 Active Positive, 02 recovered; Ganderbal has 14 positive cases and all are Active Positive, Budgam 12 positive cases of which 09 are Active Positive with 03 recovered cases; Kulgam has 05 cases and all are Active Positive; Pulwama 03 positive cases with 02 Active Positive, 01 recovered and Anantnag district has 01 positive case who is Active Positive.

Similarly, Jammu has 26 positive cases of whom 22 are Active Positive and 04 have recovered, Udhampur 20 positive cases of which 14 are Active Positive, 05 recovered and 01 died, while as Rajouri had 03 positive cases and all have recovered; Samba district has 04 positive cases and all are Active Positive. Meanwhile, Kishtwar  has only 01 positive case who has recovered.

 

The Bulletin said that the breakup represents districts from which the patients have been traced or are ordinarily residing.

Terming COVID-19 as a highly contagious disease which can affect anyone, the advisory further said that for protection against this disease, people are requested to stay indoors, strictly implement social distancing measures and follow the rules of lockdown with utmost sincerity until 3rd May 2020.

People are advised to take basic precautions for personal hygiene; frequent hand washing with soap & water; observing coughing & sneezing etiquettes and wearing mask or face cover while moving out of their homes.

Similarly, avoid close contact with anyone that has fever and cough. “In case anyone develops fever, cough and difficulty in breathing, seek medical advice promptly. People should call on Covid-19 helpline No.s so that they can be provided correct medical advice and directed to the right health facility, if needed,” reads the advisory.

In case of any emergency people can avail free ambulance services 24×7 at their door steps by calling on toll free No. 108. Pregnant women and sick infants can avail free ambulance services by dialling toll free No. 102.

People can also call on toll free national helpline number 1075. Public is advised to strictly follow the advisories issued by the Government from time to time and are urged to rely only on the information released by the government through the daily media bulletin to print  and electronic media.

People are advised to refrain from spreading rumours and pay no heed to them at the same time.

 

Battle against COVID-19 not so easy: Dr Parvaiz Koul

‘Need to see how virus behaves after lockdown’

Srinagar, Apr 17: Dr Parviz Koul, head of Pulmonary and internal medicine at Sher-e-Kashmir Institute of Medical Sciences (SKIMS) Soura, on Friday said that battle against the COVID-19 is going to be a long haul and it is to be seen how Coronavirus behaves after lockdown.

“So far Kashmir has been able to contain the deadly novel Coronavirus and lockdown has played a great role to prevent the spread of the disease, but real situation would be clear once the lockdown is over,”Dr Koul told KINS.

He said that wearing mask is very important at this juncture. “There is a unanimous consensus that everybody should wear a mask. A person will be benefited for sure, if he or she wears a mask,” he said.

He said that a commoner should not get perturbed or be forced to buy masks worth RS 20 every day. “Anybody can wear a mask and re-use it after washing it properly with soap or a detergent and then air-dry the same. If a person has five masks, after five days, he or she can re-use them after proper wash,” he said.

“Health experts, doctors and even para-medics too have been given five N-95 masks and directions for use are same which is to re-use the one after every five days after washing it properly.”

Asked about in which stage of Covid-19 Kashmir had entered at present, Dr Koul, who is an expert in pulmonary medicine, Rheumatology, and infectious diseases, said that so far Kashmir has been able to contain the spread of Covid-19.

“And that’s because of the lockdown. It’s a country wide lockdown and so far we have been able to contain the spread of the virus. But once the lockdown would end, we will get the real picture of the virus. We will have to closely watch the dynamics of the virus as to which way it will go once the lockdown is over,” Dr Koul said.

To a query, if things would be normal after May 3, he said that the fight against Covid-19 is not so easy. “May God prove me wrong, but we are preparing for a long haul. It is not going to end tomorrow,” he said.

On whether there is any evidence of community transmission in Kashmir, Dr Koul said that there have been some cases who don’t have travel history or have either forgotten whether they had got in touch with some contacts of Covid- positive cases. “This signifies there is a community transmission, but it is not that gory yet. As I stated, we need to see which way virus would behave after lockdown, we would also be able to judge whether there is a community transmission,” he said.

He, however, said that the health care officials were more vulnerable to getting exposed to the virus. “I have seen many doctors have died after catching the virus across the globe. Even in United States, there is a shortage of Personal Protective Equipment (PPE). They are getting it from wherever it is possible and yet there is a shortage. In Kashmir, we too have limited PPEs, but there is a global shortage and we can’t complain about it,” he said. (KINS)

GoM reviews testing strategy, availability of testing kits

 

Working on rapid testing capabilities, vaccine development, says Health Ministry

New Delhi, Apr 17: The Group of Ministers on COVID-19 on Friday reviewed the testing strategy and availability of testing kits across the country along with the strategy for hotspots and cluster management and was informed that all districts have been asked to prepare and strengthen their contingency plans to combat COVID-19.

The 12th meeting of GoM on COVID-19, which met at Nirman Bhawan here, under the chairmanship of Dr Harsh Vardhan, Union Minister of Health & Family Welfare, was informed that 170 districts were put in the red zone (hotspots) with 123 districts with large outbreaks and 47 districts with clusters.

There were 207 non-hotspot districts with clusters and 353 districts which were placed in green zone as they were non-infected.

If no case was reported in past 14 days then the red zone district would be placed under orange zone and no further case was reported in next 14 days then that district would come under green zone.

The GoM had detailed deliberation on containment and management of COVID-19 and discussed the actions taken so far, current status of social distancing measures as a preventive strategy and the stringent actions taken by the Centre as well as the States to contain the spread of COVID-19.

Dr Harsh Vardhan directed that there should not be any dilution of quality and standards in manufacturing of PPEs, masks, ventilators and other equipments. He also suggested that stringent punishment may be placed for the manufacturers in case of any deviation from the quality standards/protocols while manufacturing the PPEs, masks and Ventilators.

Also discussed were several other measures about strengthening capacity of states including devoting adequate resources for creating dedicated COVID-19 hospitals, equipping the medical institutes with PPEs, ventilators and other essential equipment in detail. States have been asked to identify COVID-19 centres/hospitals according to already laid guidelines.

 

‘Working on rapid testing capabilities, vaccine development’

Meanwhile, Joint Secretary Health Ministry Lav Agarwal on Thursday said that the government is extensively working towards enhancing testing capabilities for COVID-19 and working on developing rapid and precise testing kits which can give result in 30 minutes.

The government with CSIR and other agencies is working to increase testing capacity so that testing is done in an accurate manner with innovative pooling strategies to reduce the test result time.

He said that work is also being done on viral sequencing and vaccine development.

The country is working with global partners so that effective vaccines can be developed and efforts are being done to speed up these processes.

 

Agarwal added that it is also important to work on development of effective drugs; as there is no proven drug now.

Our traditional knowledge in boosting immunity is also being taken into account, as part of a multi-pronged effort, he added.
