MHA exempts more services from lockdown

New Delhi, Apr 21: In response to queries coming in, the Ministry of Home Affairs (MHA) on Tuesday clarified about certain services which have been exempted from the consolidated guidelines for lockdown in wake of COVID-19 outbreak

According to the clarification, certain services such as bedside attendants and caregivers of senior citizens, charging facilities for prepaid mobile and food processing in urban areas have kept out of the lockdown ambit.

In a letter written to all Chief Secretaries of states on Tuesday, the Union Home Secretary Ajay Bhalla said that as per the Home Ministry orders on April 16 and 19, apart from caregiving services for senior citizens and mobile recharge, the food processing units such as bread factories, milk processing plants, flour mills, pulse millslocated in urban areas have also been kept free from the lockdown measures.

The letter also reiterated that the ‘National COVID19 Directives’ and ‘Standard Operative Procedure’ for social distancing for offices, workplaces, factories and establishments must be ensures.

The Chief Secretaries have been advised to inform the district authorities and field agencies about these exemptions accordingly to avoid ambiguity at the ground level.

 

‘Domestic violence cases on rise in Kashmir amid lockdown’

Srinagar, Apr 22: Former chairperson Jammu and Kashmir women’s commission Vasundhra Phatak Masoodi on Wednesday said that she is getting a lot of calls from women in Kashmir complaining about domestic violence amid COVID-19 lockdown.

Talking to news agency KNO, Phatak said that she is getting a lot of distress calls from women in Kashmir complaining about domestic violence against them in one way or the other.

She said that as there is lockdown in the Valley like other parts of the country the women have nowhere to go and they also cannot register their complaints anywhere.

“I try to counsel them over phone. What else can I do for now. It helps a little bit as they feel someone is there to listen to them. But this surely indicates a rise in domestic violence cases in Kashmir,” she said.

There have been many new cases of domestic violence against women in Kashmir but during the lockdown it is quite difficult for them to report these cases.

Shaista (name changed), a teacher by profession said, “As I am a teacher and I have to give lectures online and my in-laws think I am home now and don’t have to do anything else and I should do all the home chores alone. But when I tell them that I have other work to do as well they think I am making excuses. It is causing me mental trauma.”

Many women said “As our husbands and children are home all day now, it is difficult for them to do daily chores and we have to manage everything alone. Our husbands don’t help us with anything instead, if meals or anything is not on time, they get angry and start abusing us.”

They further said that they would usually go to their parents place, meet their friends or talk to them over phone to share their pain which helped them release some stress. “But now they cannot even talk to anyone and they can’t go anywhere due to the lockdown which has compounded their problems and stress as well.”

It is pertinent to mention that after the abrogation of Article 370 and 35 A, J&K women’s commission was also winded up and new commission is yet to be formed which has made matters even worse for women facing domestic violence.

As it has come under the notice of court, a bench of the Jammu and Kashmir High Court comprising of Chief Justice Gita Mittal and Rajnesh Oswal have suggested certain measures to help women and ensure their safety during the lockdown. (KNO)

 

Restrictions intensified in Kashmir

Srinagar, Apr 22: Strict restrictions on movement and assembly of people were on Wednesday intensified even as locals preferred to stay indoors in view of COVID-19 cases crossing 350-mark in Kashmir, where Standard Operating Procedures (SOPs) have been issued for pregnant women in the COVID-19 Red Zone areas.

‘Main roads in most places in the Valley remained sealed while barriers were erected at other places to check unwanted movement of people. All roads leading to areas, which were declared as ‘Red Zones’ after several COVID-19 positive cases surfaced from there, also remained sealed.

Shops and business establishments remained closed while streets were deserted due to strict restrictions imposed by authorities to curtail the spread of Coronavirus in the valley.

The streets in uptown and civil lines were deserted as shops and business establishment were closed and traffic was off the roads. Security forces were deployed in these areas, where people alleged that security personnel were not allowing them to move out of their houses. Similar situation was witnessed in downtown, where people also alleged that they were not allowed to move out of their houses even to buy groceries and vegetables.

 

Similar reports of lockdown were received from other parts of the valley, including Kupwara, Bandipora and Baramulla in north, Budgam and Ganderbal in central and Anantnag, Pulwama Kulgam in south Kashmir.

Army hold online painting competition

Srinagar, Apr 22: An online painting competition was organised for the students of Army Goodwill School, Budkot on the occasion of the 50th World Earth Day, an army spokesman said in a statement.
He said the students and teachers keenly participated in the event to make it a success which was evident from the talent showcased.
The competition was aimed to promote awareness about our planet, encourage extracurricular activities amongst the youth as well as help children develop their fine arts skills.
A large participation amongst the students was witnessed in the event and they came up with spectacular art that expressed their vivid imagination on canvas. The paintings allowed the children to freely convey the message of love and peace, the statement added.

PM Modi to hold meeting with CMs

New Delhi, Apr 22: Prime Minister Narendra Modi will hold a meeting with the state chief ministers through video conferencing on Monday, ABP news reported.
In the meeting, the leaders will discuss the upcoming strategy to deal with coronavirus crisis in the country. Some important decisions over lockdown relaxations and restrictions will be taken. Previously, PM Modi had announced Lockdown 2.0 after talking to the chief ministers.

HC reserves order on Durbar Move

Jammu, Apr 22: A Division Bench of Jammu & Kashmir High Court comprising Chief Justice, Justice Gita Mittal and Justice Rajnesh Oswal today heard the government submissions with regard to the issue of the impending Darbar Move during the COVID-19 pandemic in Jammu and Kashmir.

Additional Advocate General, Amit Gupta, on behalf of the Financial Commissioner, Finance Department placed a list of 151 Departments including Public Sector Undertakings and Statutory Corporations which are all involved in the Durbar Move.

The AAG submitted that in view of recent hike in the number of COVID-19 cases and the need for effective control of the same, the Annual Durbar Move arrangements have been reviewed.

Gupta submitted that the Government has observed that the formal opening of the Durbar on 4th May 2020 as ordered vide Government Order dated 10th April 2020 may affect COVID-19 control efforts in the Union Territory.

“The said order has therefore been partially modified by an order dated 17th April 2020. The formal opening of the Durbar at Srinagar has been directed to take place on 15th June 2020.”

He further submitted the tentative seven days salary expenditure incurred by Government Departments of the Annual Durbar Move.

After hearing the government’s submission, the High Court reserved its order in the matter.

Mobile ATM facility provided in Red Zone areas

KUPWARA, APRIL 15: On the instructions of Deputy Commissioner Kupwara, Anshul Garg, mobile ATM facility was provided to the people living in Red Zone area of Anderhama today to facilitate cash withdrawals in view of upcoming holy month of Ramadan.
“We have deputed a mobile ATM to facilitate Red Zone areas of the district to make cash available to people at their door steps with norms of social distancing and avoiding any large gatherings”, said the Deputy Commissioner, adding that the step was taken in view of ensuing holy month of Ramadan. He said that 7 Banking Corespondents (BCs) have been deployed in the Red Zones of the district for cash delivery in the wake of financial assistance under PMKISAN, JanDhan and other schemes of GOI.As many as 886 transactions amounting to 34.68 Lacs have been facilitated by the BCs Rs 34.68 during the last week.
Deputy Commissioner expressed his gratitude to the Chairman JK Bank for his cordial support in sparing Mobile Van for Kupwara on telephonic request made by him, yesterday.Regarding availability of food grains, the Deputy Commissioner informed that all essential commodities including food grains are available in sufficient quantities in the district, including border areas of Karnah, Keran ,Machil and Jumgund. He said PDS ration have been distributed in advance to all household for the months of April and May, while as distribution of free ration for April under PMGKY for PHH and AAY house-holds will be completed by 25th April.
The medical teams deputed in red zone areas are also actively working and conducting door to door survey besides, testing process is also going on aggressively and over 800 suspects have been tested till date. In addition, over one lakh home delivery of groceries, LPG and medicines have been made during the lockdown period, with special focus on people residing in Red Zones.
Meanwhile, in view of holy month of Ramadan, Deputy Commissioner directed Executive Officers of Municipal Committees of Kupwara, Handwara & Langate and all Tehsildars of the district to keep constant check on the availability and price line of essential commodities. He also directed to constituted market checking squads (MCS), comprising of CAPD, Revenue, police, Municipality and Legal Metrology departments at Tehsil level with a mandate to keep constant check on hoarding and black marketing in the District, so that people don’t face any inconvenience during the holy month, amid lockdown due to COVID-19 Pandemic.

Ganderbal administration continues distribution of ration kits among needy

GANDERBAL, APRIL 21: Continuing its efforts to reach out to the needy, the district administration, Ganderbal distributed free ration among the needy, destitute, distressed and non-local laborers stuck in the district, amid the Covid-19 lockddown.
The Deputy Commissioner (DC), Ganderbal, Shafqat Iqbal said that so far, 1150 migrant laborers besides other local needy people of the district are provided ration of dry rice, vegetables, Aata, Cooking Oil and spices besides ration is provided after every 8 to 10 days among all such needy persons, identified by the PRIs in the district. He said NGOs, private institutions and several individuals are also assisted the administration by providing food kits.
He said that in view of lockdown in the district, there are numerous people who need help and to ensure the ration kits reach the deserving beneficiaries, the District Administration has nominated nodal officer for providing food and other essentials to the needy.
DC added that every possible effort is being made to provide all the basic facilities to the common masses at their doorsteps, so that they do not face any difficulty in day to day life.
Notably, about 2000 ration kits containing oil, sugar, tea leaves and other essential food items have already been distributed among destitute, distressed and migrant labours across district during the lockdown period.

Won’t order Centre to bring back students stranded in Moldova: SC

New Delhi, Apr 21 :The Supreme Court on Tuesday said it cannot pass orders to direct the Union of India to bring back the stranded students in Moldova and refused to interfere with the petition.
The bench, headed by Justice N V Ramana, was hearing a plea, which seeks airlifting of Indian students from Maldova.
It was submitted by the petitioner that the students have been in self-isolation for 1.5 months and that as there are no cases in Moldova anymore, Air Moldova is ready to transport them back.
The Bench responded and said, ‘The government has said that no people will be allowed to come. The same thing happened in case of students from the UK and the US. The government has taken a decision not to allow any more flights or trains. How can we ask them to allow the plane to land?
‘Let the government take a decision in this regard,’ the court added.

Rs 5.4 lakh ex gratia released in favour of fire victims in Srinagar

SRINAGAR, APRIL 21: The Srinagar administration has released Rs 5.4 lakh to affected families whose residential houses were gutted in two fire incidents.The amount was released in favour of seven families put together affected in fire incidents at Zoonimar on March 20 and Noorbagh on April 15.
The ex gratia relief was released on the instructions of Deputy Commissioner Srinagar Dr Shahid Iqbal Choudhary under the State Disaster Response Fund or SDRF.
