Five drug peddlers arrested in Awantipora: Police

Srinagar, April 27: Awantipora Police on Tuesday claimed to have arrested five drug peddlers and have recovered huge quantity of contraband substances form their possession in two separate incidents in the area.according to police statement issued to KNS, reads continuing its drive against the drug peddlers Police Station Awantipora arrested 05 drug peddlers in two different incidents and recovered cannabis (suspected to be charas) about 1.5 Kg from the arrested persons . Two persons were arrested by a Police naka party at RH Cannal road Awantipora when the arrested two persons were travelling in a vehicle was signalled to stop and during search 01 Kg Cannabis Powder(suspected to be charas) was recovered from the possession of the persons boarding the vehicle.In another incident Three persons were arrested near Toll Plaza NHW when they were travelling in a vehicle Maruti 800 and during the search of the said vehicle 500 gms.of Cannabis(suspected to be Charas) was recovered from the three persons boarding in the said vehicleCase FIR Number 51/2020 and 52/2020 under relevant sections of law stands registered at Police Station Awantipora.Two vehicles bearing registration number JK03H-8526 and JK01H-0232 used in the commission of the said crime have been seized in the said cases.Community members are requested to come forward with any information regarding drug peddlers in their neighbourhood. Persons found indulging in drug peddling will be dealt as per law.
Our consistent actions against drug peddlers should reassure the community members that we are making efforts to keep our society free from the scourge of drug menace as reiterated in our community meetings.

Rajnath Singh reviews contribution of DPSUs and OFB to mitigate COVID-19 and their operational plans post lock-down

Srinagar, Apr 28 : Defence Minister Rajnath Singh reviewed contribution of Defence Public Sector Undertaking Units (DPSUs) and Ordnance Factory Board (OFB) to fight COVID-19 and their operational plans through video conference here today.
Rajnath Singh appreciated the innovative skills displayed by the DPSUs in devising manufacture of new products to fight COVID-19 and also their assistance rendered to the local administration in several forms.
He directed them to prepare contingency plans for resumption of operations after the lifting of lock down to compensate for the lost working time to the extent possible and ramp up production.
Referring to Prime MinisterNarendra Modi’s plans to revive the economy post-lock down, Rajnath Singh said DPSUs along with private defence industry could play a major role in the economic revival.
Defence Minister appreciated the monetary contribution of about Rs. 77 crores made by the Department of Defence Production (DDP), Ministry if Defence (MoD), OFB and DPSUs to the PM CARES Fund, generated from Corporate Social Responsibility (CSR) funds and one day salary contribution. It was intimated that more contribution to PM CARES Fund from the DPSUs is expected during April 2020.
During the conference, Ordinance Factory Board has reported that there was no COVID 19 positive case in any of its 41 manufacturing locations. OFB’s contribution in fighting COVID 19 included repair of more than 100 ventilators, manufacture 12,800 Coveralls, development of spcialised machines for testing of PPEs, supply of 6.35 lakh masks to local authorities, supply of 340 specialised tents to Arunachal Pradesh for COVID 19 patients, distribution of 1 lakh litres of hand sanitizer, etc. OFB has earmarked 280 isolation beds at its hospitals in 10 locations. In addition, HAL has also earmarked 93 isolation beds in Bangalore for COVID-19 patients.
Bharat Electronics Ltd (BEL) has made arrangements to manufacture 12,000 ventilators in the month of May 2020 and another 18,000 in June 2020. Around 3,000 engineers will also participate in training of the health professionals in operationalising these ventilators.
Hindustan Aeronautics Ltd (HAL) has manufactured 300 aerosol cabinets and supplied them to various hospitals. It has also distributed 56,000 masks and extended support to migrant labourers. In addition, Hindustan Aeronautics Limited (HAL) has also earmarked 93 isolation beds in Bangalore for COVID-19 patients. No positive COVID-19 case has been recorded among HAL employees.
Bharat Dynamics Ltd (BDL) is also working with eminent scientists for finalisation of design for ventilators and to make the prototype.
Mazagon Dock Shipbuilders Limited (MDL) provided PPE and medicines worth Rs Five lakh to Naval Quarantine Centre, Mumbai and distributed 4,000 litres of sanitiser.
Several Units of OFB and DPSUs which are located in non-red zones have already started operations. Almost all DPSUs have made contingency plans to ramp up production after the lockdown is lifted by drawing up plans to work in three shifts and extending the work days from five to six days a week. Work will be carried out by observing social distancing and other relevant health guidelines.

COVID-19: Chinese testing kits ruled out, what next?

Srinagar, Apr 28: India rejecting the Chinese COVID-19 rapid testing kits after finding them substandard has once again made it difficult for people to get themselves tested for the deadly virus.
An analyst while talking to Precious Kashmir said, “The Chinese kits which were procured could have helped in detecting the asymptomatic patients but these kits proved faulty. Now the people will have to wait for the kits which are being manufactured locally. Health Ministry has stated that locally made kits will be available in the market by May.”
On Monday Union Health Ministry had defended its decision to buy the Chinese testing kits as a “fire-fighting” measure and had assured people that not a single rupee would be wasted. “The ICMR has not made any payment whatsoever in respect of these supplies. Because of the due process followed (not going for procurement with 100 per cent advance amount), the GoI does not stand to lose a single rupee,” the Union Health Ministry had said.
The controversy arose after a legal dispute in Delhi High Court between the distributor and importer of COVID-19 rapid test kits being shipped from China unearthed massive profiteering and over-pricing in kits sold to ICMR. Delhi High Court single bench of Justice Najmi Waziri disallowed a 145 per cent mark-up from landed price of Rs 245 to ICMR’s purchase price of Rs 600 per test and the price was slashed by 33 per cent from Rs 600 to Rs 400 per kit.
The analyst said, “More than price what created ripples was that these kits were not accurate. The patients, who were tested using these kits, didn’t show satisfactory results.”
It’s in place to mention here that soon after these kits were procured the ICMR asked the States not to use them. “The main idea to go for rapid testing was aborted. Now many local companies are manufacturing these kits and one doesn’t know how reliable these would be. These kits are likely to be priced between Rs 500/ to Rs 700/ but these have to first come in the market. Availability of rapid testing kits will make the process of testing easy as the people can do their tests on their own,” the analyst added.
An observer said, “Experts are of the opinion that testing is the only way as India has got a huge population and it won’t be possible for the government to test everyone. If the rapid testing kits are made available it can help in restoring the normalcy at least to some extent. We cannot wait for China something has to come from within the country which can be relied upon. Chinese testing kits for time being stand ruled out.”

 

India to make its own test kits: Dr Vardhan

New Delhi, Apr 28: Union Health Minister Harsh Vardhan on Tuesday said India will be able to produce RT-PCR and antibody test kits by May.

“All processes are in an advanced stage and production will start after getting approval from the Indian Council of Medical Research (ICMR),” he said, adding that it would help the country in meeting the target of 1 lakh tests per day by May 31.

The Health Minister, who held a meeting with autonomous institutes under Department of Biotechnology via video conference, further said that no fresh case has been reported in 80 districts since past seven days.

In 47 districts, no case had been reported in the past 14 days, while 39 districts had not reported a case since the past 21 days.

 

In 17 districts not a single case had been reported in the past 28 days, he added.

Srinagar, Apr 28: Elderly woman from Srinagar, who had tested positive for COVID-19 yesterday died here on Tuesday taking the death toll due to the pandemic in J&K to eight.
Meanwhile,  19 more people tested positive for the deadly virus in Kashmir today taking tally of the infected persons to 565 across Jammu and Kashmir.
An official said that the 80-year of woman of Rainawari died at Chest Diseases Hospital here. She was admitted to CD Hospital on Monday after testing positive for COVID-19.
“She breathed her last this afternoon after her condition deteriorated. She was having other co-morbidities including hypertension and diabetes,” the official added.
In J&K, the first COVID-19 death was reported on March 26, second on March 29, third on April 7, fourth on April 8, 5th on April 17, 6th on April 25, 7th on April 25 and eight today (April 28).
According to the daily Media Bulletin on novel coronavirus (Covid-19), out of 565 positive cases, 381 are Active Positive, 176 have recovered and one more COVID-19 patient died today in Srinagar taking death toll to eight in J&K.
Furthermore, till date 68262 travellers and persons in contact with suspected cases have been enlisted for surveillance which include 6364 persons in home quarantine including facilities operated by government, 255 in Hospital Quarantine, 381 in hospital isolation and 9082 under home surveillance. Besides, 52172 persons have completed their surveillance period.

 

The Bulletin further said that out of 16619 test results available, 16054 samples have tested as negative till April 28, 2020.

Moreover, 12 more COVID-19 patients have recovered and discharged from various hospitals, 01 from Govt Hospital Gandhi Nagar, Jammu and 11 from Chest Disease Hospital, Jammu.

Providing district-wise breakup, the Bulletin said that Bandipora has 127 positive cases wherein 102 are Active Positive, 24 recovered, 01 died; Srinagar has 86 positive cases with 34 Active Positive, 50 recovered,  01 died; with 03 new cases today, Shopian has 71 positive cases with 58 Active Positive, 13 recovered; Baramulla reported  05 new cases today taking total number of positive cases to 72 with 48 Active Positive, 21 recovered,03 died; Anantnag district also reported 08 new cases which led to 62 positive with 61 Active Positive, 01 died; Kupwara reported 01 new case today taking total to 49 positive cases with 40 Active Positive, 09 recovered; Budgam has 15 positive cases of which 06 are Active Positive with 09 recovered cases; Ganderbal has 14 positive cases with 09 Active positive and 05 recovered (03 new cases today); Kulgam has 06 cases and all are Active Positive; Meanwhile Pulwama district reported 02 new cases today thus taking total of positive cases  05 with 02 active positive, 03 recovered.

Similarly, Jammu has 26 positive cases of whom 08 are Active Positive, 03 recovered today taking total number of recovered patients to 18, Udhampur 20 positive cases of which 03 are Active Positive, 16 recovered ( including 05 cases today) and 01 died, while as Samba district has 04 positive cases and all 04 cases have recovered today; Rajouri has 04 positive cases, 01 active positive and 03 have recovered;  Kathua has 01 positive case who is active positive; Kishtwar had only 01 positive case who has recovered; Ramban has 01 positive case who is Active Positive;. Meanwhile, Reasi has 01 positive case who is Active positive.
The Bulletin said that the breakup represents districts from which the patients have been traced or are ordinarily residing.

It further said that  not disclosing symptoms could put life of individuals and their families at risk. “In case of symptoms like fever, cough and difficulty in breathing report early. Do not fear, call COVID-19 helpline numbers and seek medical advice,” reads the advisory.

 

Advisory urged people not to step out of home, unless absolutely necessary. “If you have to move out for unavoidable reasons, ensure that you wear a mask and practice social distancing, personal hygiene and frequent handwashing.”

Similarly, all social, religious and other gatherings are strictly prohibited.

In case of any emergency people can avail free ambulance services 24×7 at their doorsteps by calling on toll-free number 108 while as pregnant women and sick infants can avail free ambulance services by dialling toll-free number 102.

People can also call on toll-free national helpline number 1075; J&K COVID-19 Helpline Numbers 0191- 2549676 (UT level Cell), 0191-2520982, 0191-2674444, 0191-2674115 (For Jammu Division), 0194-2440283 & 0194-2430581 (For Kashmir Division) for support, guidance, and response to health-related queries on Novel Coronavirus Disease (COVID-19).

 

Public is advised to strictly follow the advisories issued by the government from time to time and are urged to rely only on the information released by the government through the daily media bulletin to print and electronic media.

 

People are also advised to refrain from spreading rumours and pay no heed to them at the same time.

 

 

India’s COVID-19 cases inch closer to 30,000-mark, death toll at 937

New Delhi, Apr 28: India has so far reported as many as 29,435 Novel Coronavirus (COVID-19) cases while death toll mounted to 937, with new 48 fatalities in the past 12 hours.

The mortality rate is currently 23.3 per cent due to the highly contagious pathogen.

Union Health Minister Harsh Vardhan on Tuesday said the country will be able to produce RT-PCR and antibody test kits by May.

Maharashtra continues to be a top spot among the maximum number of coronavirus cases in the country. The state has so far witnessed 369 fatalities.

The second worst-hit state — Gujarat, has now 3,548 cases. So far 162 people have lost their lives in the desert state.

National capital Delhi which is on the third spot in the number of cases is doing well to contain the pandemic. The city has maintained one of the best recovery rates in the country with 877 patients cured and discharged from the hospital till date.

The first casualty reported due to COVID-19 pandemic among the Central Armed Police Forces (CAPFs) following the death of a Central Reserve Police Force (CRPF) personnel who was admitted to Delhi’s Safdarjung hospital.

The 55-year-old sub-inspector (SI) rank official from Barpeta in Assam, was admitted to the Safdarjung hospital a few days back after being detected positive for the virus. “He died on Tuesday due to COVID-19 infection. He was posted with the 31st battalion of the force based in Delhi,” a senior CRPF official said.

An employee working at NITI Aayog was detected positive with COVID-19 on Tuesday and the entire building has been sealed, the government’s policy think tank said in a tweet.

A woman anchor of a Noida-based Hindi news channel Total TV has tested positive for novel coronavirus.

The anchor got herself tested for at a private hospital and after test results came, she was admitted to Rajiv Gandhi hospital for treatment, sources said.

Covid-19 positive cases in Tripura, Pudducherry, Mizoram, Manipur, Goa and Arunachal Pradesh are still in single digit.

Stating that China not only sincerely supports India in its fight against Covid-19 but is also taking concrete actions to help it, Chinese Embassy in India on Tuesday expressed concern after the Chinese products were labelled as “faulty”.

Recently Indian Council of Medical Research (ICMR) had asked the states and union territories to stop using rapid antibody COVID-19 testing kits procured from China due to “wide variation” in their performance.

India had procured around five lakh rapid antibody test kits from the two Chinese companies, Guangzhou Wondfo Biotech and Livzon Diagnostics, and they were distributed to several states reporting rising cases of the coronavirus infection.

Srinagar, April 28: Kashmir’s noted epidemiologist, gastroenterologist and a scientist, Dr Muhamad Sultan Khuroo who has discovered “Hepatitis E” on Tuesday warned that the community transmission of deadly COVID-19 will be a disaster for the country.
He claimed that vaccine to cure the deadly virus is expected to be available by September this year.

He also maintained that so far there is no proven drug available to treat Coronavirus but key to prevent its spread lies in keeping the R-naughts (R0), the reproduction number of the virus as less as possible.

In a chat with KINS Dr Khuroo said that many countries and virologists are busy in finding a vaccine to cure deadly pandemic Covid-19 and that by September this year, a vaccine is expected to be available. “The deadly Covid-19 has taken the whole world by a storm. The reason is that the virus which has come from Wuhan, China has more infectivity power than the SARS virus,” he said.

Elaborating, Dr Khuroo, who has worked on 13 epidemic diseases so far, said that it is like that a person is positive and his whole family is positive.

“An article was published in January about the infectivity of the virus. In January, we knew it is going to be a problem for the humanity,” he said.
Stating that the R0 (R naught), reproduction number of the Covid-19 is at present 3, much higher than SARS.

“This means if one person gets a virus he will give it to three people during its life span which is five days. This also means that the person will infect three more in five days which continues to multiple and in nine days, we will have 27 people and the number keeps on growing. This is called exponential growth,” Dr Khuroo said.

He said that every virus has a super spreader like “we had in Kashmir, the two person’s one who died and another who had a travel history of Saudi Arabia.

“What these two persons did is that they didn’t follow R0 and that they infect hundreds. Even in South Korea, one woman infected 3000 people. Even though it was a disputed issue, but it has happened.  Here in Gund Jehangir area of north Kashmir’s Bandipora district where one person spread the virus and today we have 126 positive cases,” he said.

Dr Khuroo said that Covid is different than SARS. “SARS never overloaded the health care facilities. When SARS came from China, it was from the Bats, but never overloaded the health care facilities as its R0 was less and about 1.3,” he said. “Today, Covid has overloaded our hospitals. In Italy, people died due to lack of ventilators and same happened in UK, Spain and New York to some extent as well. This is the property of the virus that it spreads so fast and so many people get into the hospital at a time,” he said. “It used to happen in Plague and smallpox which had a very high R0.”

He said that key to success and controlling the spread of Covid lies in reducing R0 and the doubling time of the virus.

“Today is April 28, and we have 28000 positive cases in India. When would the number double and reach 56000, I mean, in how many days, is called doubling time.

Urging people to follow four tools to prevent the spread of the virus, Dr Khuroo said that people must maintain social distancing, follow lockdown and avoid congregational gatherings, stay home, wear a face mask and wash hands frequently.

“With these tools, we can reduce the R0 and increase the doubling time. From 3 (RO) it has to come to below 1 at present.  Once it comes to below 1, that means if somebody is infected he gives it to none or maximum to one person.  You will have to increase the doubling time as much as possible to contain the virus,” he said. “If that happens, the virus will flatten over a period of time and it will get controlled.”

Asked whether there is any drug to treat the Covid 19 at present as claimed by US president Donal Trump that hydroxychloroquine was effective in treating the virus, Dr Khuroo said that as of now, no proved drug is available for the treatment of Virus.

He, however, said that vaccine is expected in September this year and that will be from Oxford. “Americans are also working on it and scientists and experts are also working on in at London,” he said.

Dr Khuroo ruled out that there was a community spread of Covid in Kashmir. “So far we are into primary spread, person to person. But once that happens, you will not have 28000, but 50 lakh cases in the country. Community spread will be a disaster. May God save us from it. If we relax like start going to masjids, attending marriage functions, offering funerals of deceased in large numbers, things are set to take an ugly shape,” he said. “We are fighting an invisible enemy, if we don’t take care, it will destroy the community.”

Author of more than 300 research papers that earned Dr Mohammad Sultan Khuroo national and international fame , it was the discovery of hepatitis E virus which established him as a discoverer world over .

His other contribution in the areas   of “Hepato-Biliary and Pancreatic Ascariasis”, “Hepatic Vein thrombosis in pregnancy”, “Portal Biliopathy”, “PAIR for Hydatid Liver” and “PPI in peptic ulcer bleeding  ”  brought him  into the world  League of Original researchers in the field  Medical science .

M S Khuroo was conferred with international award for discovery of Hepatitis E. He had received the award at a conference in Moscow, Russia.

The award was instituted in 2012 in the honor of late Dr Balayan by Chumakov Institute of Poliomyelitis and Viral Encephalitides, of the Russian Academy of Medical Sciences.  An international panel of scientists and medical professionals was constituted to select a person who has done seminal and monumental work in the field of Hepatitis E.

CRPF records first COVID-19 casualty

New Delhi, Apr 28: The first casualty reported due to COVID-19 pandemic among the Central Armed Police Forces (CAPFs) following the death of a Central Reserve Police Force (CRPF) personnel who was admitted to Safdarjung hospital here on Tuesday, the Force’s officials informed.

The 55-year-old sub-inspector (SI) rank official from Barpeta in Assam, was admitted to the Safdarjung hospital a few days back after being detected positive for the virus. “He died on Tuesday due to COVID-19 infection. He was posted with the 31st battalion of the force based in Delhi,” a senior CRPF official said.
The CRPF personnel was suffering from co-morbid conditions like diabetes and hypertension, he added.
At least 31 other personnel of this battalion have been admitted after they suspected to have contracted the virus from another colleague found positive in their camp. There have been a few positive cases in other CAPFs like the Border Security Force and the Central Industrial Security Force. Some among them have been cured too.

 

238 COVID-19 patients cured at SKIMS: Director

Srinagar, Apr 28: Director, Sher-i-Kashmir Institute of Medical Sciences (SKIMS), Soura, Dr. A G Ahanger, today said that there are 24 Covid positive cases undergoing treatment at the hospital while 238 such patients have been discharged, so far.

‘SKIMS has an efficient and dedicated team of medicos, para medicos and other staff for effective handling of COVID-19 cases besides it has dedicated four levels of isolation facility for treatment of Corona patients’, he informed while elaborating on measures being taken up by the Institute to deal with patients of this dreaded virus.

 

“Since the outbreak of pandemic, we have dedicated 6 ventilators for such patients besides keeping ready around 30 bedded facilities for various levels of isolation 1, 2, 3, and 4 depending upon the severity of the disease’, Director informed. He said that the Institute has 36 ventilators apart from the ventilators exclusively dedicated for covid cases.

Dr A G Ahanger further apprised that all efforts are being made to provide last end treatment for such severely affected patients.  He said that they have purchased around 20 more transport ventilators and are getting three more from a voluntary organisation who are donating as a matter of charity to do their bit of contribution at the society level. He further said that there are many other NGOs who are willing to help with various types of equipments, consumables and other disposable items for effective handling of corona cases.
