Cross LoC shelling rattles Uri, 3 soldiers, 2 girls injured

Srinagar, May 1: Three soldiers and two girls were on Friday injured when Pakistani troops violated ceasefire by resorting to unprovoked heavy shelling and firing from across the Line of Control (LoC) in North Kashmir’s Baramulla district, officials said.

Defence Ministry spokesperson Colonel Rajesh Kalia told UNI that Pakistani troops resorted to unprovoked shelling along the LOC in Rampur sector at around 1530 hrs, resulting in injuries to three soldiers. “Indian army is retaliating befittingly,” he said, adding the injured were hospitalized.

“Earlier in the day, Pakistani troops, violated the ceasefire by firing mortar shells on Friday at around 1230, targeting forward posts and civilian areas in Uri sector,” officials added.

They said Indian troops retaliated and the exchange of fire lasted for over an hour. “Two girls, identified as Shanaza Bano and Thaira Bano, were injured in the shelling,” they said, adding the wounded were rushed to a hospital.

PM holds review meeting to discuss Civil Aviation Sector

New Delhi, May 1: Prime Minister Narendra Modi on Friday held a comprehensive meeting to review the strategies that could help in making India’s Civil Aviation sector more efficient.

At the meeting, attended by the Home Minister, the Finance Minister, MoS (Civil Aviation), MoS (Finance) and senior officials of the Government of India, it was decided that the Indian Air Space should be effectively used in such a manner that the flying time is reduced benefitting the traveling public and also helping the airlines to save costs in close co-operation with the Department of Military Affairs.

For generation of more revenue as well as to bring in more efficiency at the airports, the Ministry of Civil Aviation has been asked to expedite the process of handing over of 6 more airports on PPP basis, by commencing the tender process within three months.

The e-DGCA project was also reviewed. This project would bring in more transparency in the DGCA’s office and help all stakeholders by reducing the processing time for various licenses/permissions.

It was also decided that all reform initiatives taken by the Ministry of Civil Aviation and the organizations under it should proceed in a time bound manner.

 

Indian Veterinary Council Act extended to J&K, Ladkah

Jammu, May 1: The Central Government has extended the provisions of Indian Veterinary Council Act, 1984 to the Union Territory of Jammu & Kashmir and the Union Territory of Ladkah w.e.f. 31.10.2019 as per Sr. No. 52 of Table 1 of fifth schedule of the Jammu & Kashmir Reorganization Act, 2019.

Explaining further, Principal Secretary, Animal/Sheep Husbandry Department, Navin K. Choudhary, said that while the provisions of Indian Veterinary Council Act, 1984 were extended to the state through Jammu & Kashmir Reorganization Act, 2019, the Government of UT of J&K had taken up the issue of date of applicability of the said act and now it has been clarified that the Act is applicable w.e.f. 30-10-2019.

 

Police act tough against lockdown violators

Arrest 4 persons, seize 26 vehicles, seal 10 shops across Kashmir

Srinagar, May 1: Acting tough against the violators, Police have arrested four persons and seized 26 vehicles for defying the government orders in Kulgam and Sopore. Police also sealed ten shops in Srinagar.
A police spokesman said that in Sopore, Police seized 15 vehicles for defying the lockdown violation orders. Accordingly, Police registered case under relevant sections of law and initiated investigation into the matter.

In the jurisdiction of PS Tarzoo, Police seized 10 vehicles for violating restriction orders. In this regard, Police have registered case and initiated further investigation into the matter.

In Srinagar, Police along with Tehsildar North conducted extensive market checking drive in Hazratbal area of District Srinagar. In this connection 10 shops were sealed by Tehsildar in view of existing Govt directions.

Similarly, in Kulgam District, Police have arrested 4 persons and seized a vehicle for defying the Govt orders. Accordingly, Police have registered a case FIR No. 43/2020 under relevant sections of law against three persons in Police Station Qazigund and has started investigation into the matter.

In the jurisdiction of DH Pora, Police have arrested a person for violating lockdown orders. In this regard Police have registered a case FIR No. 55/2020 under relevant sections of law in Police Station DH Pora and has initiated further investigation into the case.

Police have once again requested the general public to follow the restrictions imposed by Government in order to prevent the spread of Covid-19 and those who are violating the restriction orders will be dealt strictly.

 

Advisor Baseer Khan reviews progress of developmental schemes implemented by RDD

Directs for expediting MGNREGA works, engaging maximum labourers

JAMMU: Advisor to Lieutenant Governor Baseer Ahmad Khan today chaired a meeting to review the progress of various developmental schemes being implemented by Rural Development Department (RDD) in Jammu and Kashmir.

Secretary, Rural Development and Panchayati Raj Department, Sheetal Nanda, Director Rural Development Jammu, Sudarshan Kumar, Director Panchayat Raj Mohammad Rafi, besides other senior officers of planning and concerned departments attended the meeting. Director RDD Kashmir, all ADC’s of Kashmir division and other officers attended the meeting through video conferencing.

The Advisor took physical and financial review of works taken up under MGNREGA, Pradhan Mantri Awas Yojana (Grameen), Saansad Adarsh Gram Yojana (SAGY) and Rashtriya Gram Swaraj Abhiyan (RGSA). Some other departmental concerns were also taken up for discussion in the meeting.

In view of the instructions conveyed by the Government for resumption of MGNREGA works during the lockdown period as per SOPs laid down, the Advisor asked the concerned officers to expedite the completion of works and ensure employment to maximum number of registered labourers so as to enable them to earn their livelihood during prevailing situation.

He said that field level authorities should strictly implement the SOPs notified by the Government and ensure maintenance of social distancing, use of protective masks, face covers, repeated washing of hands with soap and water. He said concerned officials should ensure that the MGNREGA workers adhere to the COVID-19 protocol.

While reviewing the progress under MGNREGA, the Advisor asked all the concerned officers to gear up their efforts to achieve the projected targets particularly in all the districts which are lagging behind, so that objective of MGNREGA Scheme could be achieved in time.

The Advisor asked the ACDs to revise and project realistic targets, taking into account all seasonal, other factors/constraints, which may come into play for each district.

He stressed on the need for fast pacing the implementation of various departmental schemes so that the socio-economic landscape of the rural areas gets a requisite fillip. He directed to complete all languishing projects and ensure regular updating of  their physical and financial completion status on the software.

The Advisor called on all the concerned officers to ensure that all new development works are taken up through approval of the respective Gram Sabhas.

He asserted that Gram Sabhas should be sensitised about their responsibilities and modalities of the GIS plan explained to them to achieve effective development activity at ground level.

While reviewing the progress achieved under Pradhan Mantri Awas Yojana-Gramin, all ACDs were asked to complete the houses as per the allotted targets strictly following the timeline as per the guidelines, and achieve 100 percent completion against the predefined target.

Advisor Bhatnagar reviews functioning of Jal Shakti Deptt

JAMMU: Advisor to Lieutenant Governor, Rajeev Rai Bhatnagar today chaired a high level meeting to review the various activities of Jal Shakti Department at Civil Secretariat here.

The Advisor took detailed review of the department focusing on water supply scenario during the upcoming peak summer season besides progress of ongoing desilting works in Jammu division.

Advisor Bhatnagar emphasized upon the officers to provide uninterrupted water supply to the people besides making all possible arrangements to provide extra drinking water supply to the consumers during the critical times of COVID-19.

The Advisor also directed the officials to follow all the safety guidelines regarding COVID-19 and provide hand-wash, sanitizers, masks to the staff deployed at major stations across the Jammu besides following the social distancing in true sense while working.

He called upon the officials to increase their visibility on ground and take proactive initiatives during the pandemic COVID-19 besides having a 24/7 complaint redressal mechanism to address the problems of general public during these critical times.

Advisor Bhatnagar impressed upon the officials to reduce time taken for restoration of supply, close monitoring of complaints received on Helpline numbers, keeping reserve stock of critical components, making workshops functional, improving quality of water supplies and addressing issues of sedimentation. He  also delved upon the officers to ensure that tankers are effectively used to fill gaps of increasing drinking water supply demand.

Highlighting the need of extra water supply during peak summer season,  the Advisor directed the department to put in place a mechanism by which adequate supply of potable water is provided to the consumers in the areas, which record increase in demand in the summers.

Speaking during the meeting, Commissioner Secretary Jal Shakti Department, Ajeet K Sahu impressed upon the officials to maintain the high quality standard of portable drinking water besides providing uninterrupted water supply to the consumers.

Earlier, a presentation was presented to the Advisor, where complete information regarding the short term as well as long term measures planned by the department were highlighted besides other achievements of the department like increase in distribution system and employing standard safety measures were also underlined.

Besides Commissioner Secretary, Jal Shakti Department, A K Sahu, the meeting was attended by Chief Engineer, PHE and Superintending Engineer, Jammu while as Deputy Commissioner, Reasi, Indu Kanwal Chib and Superintending Engineers/Executive Engineers of various districts of Jammu division participated in the meeting through video conferencing.

Srinagar, Apr 30:  Acting tough against the violators of Government prohibitory orders, Police in a series of actions have arrested 23 persons including 2 shopkeepers in Srinagar, Sopore and Kulgam besides, arrested a butcher for selling meat at exorbitant rates.
Police have also seized 25 vehicles for defying govt orders over COVID-19, a police spokesman said in a statement.
He said in the jurisdiction of PS Karanagar Srinagar, Police have arrested five persons and seized five vehicles for defying government orders. Cases under relevant sections of law have been registered at PS Karanagar and further investigation into the cases has been initiated.
In the jurisdiction of PS Shaheed Gunj Srinagar, Police booked 02 shopkeepers for violating Govt orders issued with regard to prevention of spread of COVID-19 in the district.
Nine persons were arrested and five vehicles were seized in the jurisdiction of PS Sadder, Srinagar for defying Govt orders. Besides a butcher was also arrested in Chanapora area for selling meat at exorbitant rates. Accordingly, cases under relevant sections of law have been registered at PS Sadder and further investigation into the cases has been initiated.

In Sopore, Police have seized 15 vehicles for violating Govt orders over COVID-19. Cases under relevant sections of law have been registered and further investigation into the cases has been initiated.

Similarly in Kulgam, Police arrested 7 persons for defying prohibitory orders over Coronavirus across the district. Cases under relevant sections of law have been registered and further investigation into the cases has been initiated.

Prevailing uncertainty puts question mark on academic career of students

Srinagar, Apr 30: Students in Kashmir are finding it hard to withstand the pressure as the prevailing circumstances have a put a question mark on their academic careers.
The education institutions in Kashmir have been shut since August 5, 2019, when the Government of India (GoI) announced its decision to revoke J&K’s special status and bifurcated it into two Union Territories. The schools and colleges did reopen for a few days in March this year but were closed again after the outbreak of COVID-19.
An analyst while talking to Precious Kashmir said, “It appears that educational institutions may remain closed for some more time as COVID-19 positive cases are being reported daily in Kashmir. Possibilities about lockdown being lifted look bleak.”
He said, “The online classes started by various schools and colleges have not been able to act as a bridge between the students and teachers due to internet speed being slow. The televised classes which were announced recently by the Education Department are unlikely to make much impact as there is no direct interaction between the students and the teachers.”
It’s in place to mention here that the schools, colleges and universities have not been able to implement the annual academic calendar for the past one year.
An observer said, “Restrictions followed by a prolonged shutdown after August 5, 2019, arrival of winter and outbreak of COVID-19 have turned the academic calendar in Kashmir upside down.”
Referring to the fresh guidelines which were issued by the University Grants Commission on Wednesday, the observer said, “The academic plan announced by the UGC can become applicable in the places where the activities were hit only by the COVID-19. It’s difficult to implement this calendar in Kashmir where the academic activities stopped 9-months ago.”
He said that the restoration of highspeed internet in Kashmir looks impossible as the Jammu and Kashmir administration recently informed the court that 4G services cannot be restored due to the security reasons. “Students in Kashmir will have to manage their online classes with the 2G speed till schools and colleges reopen. Education institutions in Kashmir need to give some breathing space to the students rather than rushing into exams and tests. Students need to be given sometime to settle down so that their confidence is restored.”
Another analyst said that after the COVID-19 lockdown ends we will be stepping into an entirely different world. “Let’s wait and watch for the things to shape up. We should not put pressure on our children and wait for situation to normalize,” he added.

COVID-19 cases cross 600-mark in J&K, 33 more test positive in Kashmir

Srinagar, Apr 30: The COVID-19 positive cases surpassed 600-mark in the Union Territory of J&K on Thursday as 33 more people tested positive for the infection in Kashmir.
An official said that 33 more people tested positive for COVID-19 in Kashmir division while no new case was reported from Jammu. “Anantnag continued to remain at the top with 12 new COVID-19 cases, followed by Baramulla with 11 cases,” he said, adding four new cases were reported from Kulgam.

“Two cases each were reported from Srinagar and Pulwama,” he said, adding that Budgam and Shopian witnessed in new case each.

With this, he said the total number of infected persons has risen to 614. “Out of 614 positive cases, 556 are in Kashmir and 58 are in Jammu,” he said.

He said 24 COVID-19 patients, including 20 from Kashmir and four from Jammu, were discharged on Thursday after being treated successfully. “As many as 216 positive patients were treated and discharged successfully so far,” he said, adding there are 390 active positive cases.

Meanwhile, eight people have so far lost their lives latest being an 80-year-old woman who died in a hospital in Srinagar on Tuesday due to the infection.

Despite no new case being reports from last couple of days from the district, Bandipora continues to remain the worst COVID-19 hit district in the Union Territory of J&K with 127 positive cases and one death. Of these, over 36 per cent of positive cases have been reported from Dangerpora in Bandipora, prompting authorities to put about 150 people in hospital and administrative quarantine. The rest of the people from Dangerpora have been put in home quarantine.

As many as 91 people, including 90 from Kashmir and one from Jammu, have tested for the virus in the first four days of this week in J&K.

An alarming number of 168 people were tested positive for the infection last week. As many as 118 people, including 111 from Kashmir and seven from Jammu, were tested positive for COVID-19 between April 13 and April 19. Meanwhile, 138 people, mostly from Kashmir, were tested positive for COVID-19 in J&K between April 6 and April 12.

Thirty-three new positive cases, including 28 from Kashmir and three from Jammu, were reported on April 4 and April 5, making it one of the highest jumps in the COVID-19 infected persons in J&K.

Then, on March 29, a 50-year-old man, a resident of Tangmarg, passed away at CD hospital.

Earlier this month, a 54-year-old Bandipora resident, who was tested positive for the infection, died at SMHS hospital. Later on April 8, a 61-year-old woman from Udhampur died at Government Medical College (GMC), Jammu. A 70-year-old patient died on April 17 due to Coronavirus in Kashmir valley.

An elderly man, a resident of Baramulla, on April 18 died due to Coronavirus in Kashmir valley. A pregnant woman, who died at a hospital in Anantnag on Saturday, tested positive on Sunday

India’s COVID-19 cases cross 33000-mark

Death toll, 1075, recovery rate improves to 25.19 %

New Delhi, Apr 30: Three days ahead of the proposed removal of nationwide lockdown, India reported 1,823 fresh coronavirus cases and 67 deaths in the past 24 hours, taking the tally to 33,610 and fatalities to 1075, while the recovery rate improved to 25.19 per cent.

The country’s recovery rate has climbed from 13.06 per cent 14 days ago to 25.19 per cent by Thursday, the Ministry said, terming it as a “positive sign.”

‘If we look at the doubling time of COVID-19 cases, we find that the national average is 11 days now, compared to 3.4 days before lockdown,’ said Lav Agarwal, Joint Secretary, Ministry of Health.

On the topic of plasma therapy on for treatment of Covid-19, Agarwal clarified, “As far as testing and treatment protocol is concerned we have to use RT-PCR test only.”

‘RT-PCR testing facility has been progressively scaled up, now we have 292 government labs and 97 private laboratories across the country for COVID-19 testing. Yesterday, we did as many as 58,686 tests. On an average in last 5 days, 49,800 tests have been done per day,’ he added.

 

‘States, Union Territories having doubling rate between 11 days to 20 days include Delhi, Uttar Pradesh, Jammu and Kashmir, Odisha, Rajasthan, Tamil Nadu and Punjab,’ he said and added, ‘those having doubling rate between 20 days to 40 days are Karnataka, Ladakh, Haryana, Uttarakhand and Kerala.’

Officials also said states like Assam, Telangana, Chhattisgarh and Himachal Pradesh have a doubling rate of more than 40 days.

Karnataka government has prepared a list of 10,823 people from the State, who are stranded in different parts of the world and is working on a comprehensive plan to fly them back.

Manipur government is giving financial assistance of Rs 2000 to every person from the state who were stranded in other states.

Chief Minister N Biren announced in a social network platform that Rs 7.07 cr were used from the CM Covid Fund to help the stranded people.
