Shopian, June 08: Four militants were killed in a four-hour-long encounter that broke between militants and the security forces in Pinjura village of south Kashmir’s Shopian district on Monday while as three soldiers were also injured in exchange of fire.

An official told KNO that four militants have been killed while as three soldiers were injured in an exchange of fire.

He said that four bodies were recovered who identification is being ascertained while is search operation was on in the area.

Earlier, an official said that a joint team of Police, army’s 44 RR and CRPF launched a cordon and search operation on specific information about the presence of militants in the area.

He said that as the joint team of forces approached towards the suspected spot, the hiding militants fired upon them which was retaliated triggering an encounter.

Pertinently five, militants including a top Hizb commander were killed in an encounter at Reban Shopian on Sunday.

Pertinently after Sunday’s gunfight internet services were snapped in Shopian and Kulgam districts of South Kashmir. General officer Commanding (GoC) Victor Force Major General A Sengupta said that all four militants killed in Pinjoora area of Shopian were locals. “The encounter lasted for four hours,” he said.

Meanwhile, a police spokesman in a statement issued here said that the identification of slain militants was on. “However, as per credible sources, the slain militants were affiliated with the Hizbul Mujahideen outfit. All bodies sent to Baramulla for last rites and if identified, their families can participate in funeral and last rites as per religious practices,” the statement added.

It further said that people are requested to cooperate with the police till the area is completely sanitized and cleared of all the possible left over explosive materials, if any. (KNO)

 

6 top commanders among 22 militants killed in two weeks: DGP

Jammu, June 8: Terming the killing of twenty-two militants in nine separate operations in the last two weeks a major success for security forces, Director General of Police (DGP) Jammu and Kashmir, Dilbag Singh Monday said that six top commanders involved in various militancy related acts were also slain in these gunfights.

Addressing a press conference at Police headquarters here DGP Singh said, “In nine separate operations in the last two weeks, twenty-two militants have been killed which is a major success for forces and depicts close synergy with which police, army, CRPF, other forces, and intelligence agencies are working.”

He said that besides the killing of militants, police in Awantipora also foiled a bid of some anti-social elements to push some innocent youth in militancy. “We have arrested such anti-social elements while innocent youth have been saved from getting involved in militancy,” the DGP said.

The DGP said, ”Militants made two attempts to trigger the explosion with this IED but failed due to alertness of forces and later the IED was detected and destroyed successfully.”

Further mentioning Pakistan’s involvement in militancy across Jammu and Kashmir,  the DGP said, “Pakistan Army is pushing infiltrators into this side.”

“Militancy is Pak sponsored and not indigenous as projected,” Singh said while terming TRF as an attempt of militant organizations to give a local face to militancy which is not true.

“Militants belonging to TRF outfit who were killed in some operations and militants from other organizations have been identified, which shows that TRF is just an attempt to give militancy a local face.”

He also said that forces are handling law and order scenario in a proper manner with no major law and order incident has been reported in recent past.

While replying to another question regarding the number of active militants in Jammu and Kashmir, DGP said that this number is not static but dynamic which keeps on changing.

“The only thing I can say about numbers is that it is lesser as compared to the number in the last few years.”

While replying to some questions, he said that there are reports of that militants have infiltrated from the Line of Control. “A couple of months ago, an encounter took place at Nagrota toll plaza, and later it came to fore that a group of militants had earlier infiltrated from IB,” Singh said.

He further added that on May 28, a group of three militants was killed on LoC in Rajouri’s Nowshera and it has been learned that a group had infiltrated earlier also from the same area.

“We are investigating the reports of infiltration and are also following some infiltrators who managed to sneak in.”

The DGP further said that militancy launch pads were kept active across LoC even in winters this year and the first infiltration was reported in Keran and five militants were killed. (KNO)

Anantnag, June 8: Suspected militants on Monday shot dead a Congress Sarpanch in Lukbawan Larkipora area of Anantnag district, officials said.
A senior police officer told KNO that militants fired at Ajay Pandita, a Sarpanch of Lokbowan Halqa, son of Warka Nath Koul, leaving him seriously wounded.
“He was taken to Government Medical College (GMC) Anantnag for treatment,” he said, adding that soon after reaching the hospital, the Sarpanch was declared brought dead. The deceased was associated with Jammu and Kashmir Pradesh Congress Committee (JKPCC).
Principal GMC Anantnag Dr Showkat Jeelani said that Pandita was declared brought dead. Meanwhile, the area has been cordoned off to nab the attackers.
Omar, Bukhari, Congress condemn killing

Former Chief Minister Omar Abdullah, Apni Party president Syed Mohammad Altaf Bukhari and Congress  have condemned the killing of a Congress sarpanch by gunmen.

Vice President of the National Conference (NC) Omar in a tweet said “ Very sorry to hear about the killing of sarpanch Ajay Pandita in Anantnag earlier this afternoon. I unequivocally condemn this terror attack on a grassroots political worker & pray that his soul rests in peace”.

Bukhari in a statement this evening termed the killing as a dastardly act by the elements inimical to peace and prosperity of J&K. “Violence in any of its manifestations begets violence and this vicious cycle needs an end so that the people of J&K who have suffered a lot in the last many decades live in peace and harmony,” Bukhari remarked.

The JKAP president said the slain Sarpanch was elected by the people and was working to redress the day-to-day grievances of his electorate. “Killing an unarmed grass root social activist is a cowardly act which can never be acceptable to any civilized society,” Bukhari said, while expressing solidarity with the bereaved family.

In view of today’s incident, the JKAP president urged the government to go for a thorough review of security of all Panchayat representatives and other political workers in J&K.

Meanwhile, JKAP leader and former legislator Vijay Bakaya also condemned the killing of Pandita urging the government to order a thorough probe into the incident. “The killing of Sarpanch at Anantnag is highly unfortunate and the government should bring the culprits to book,” he added.

JKPCC strongly condemned the killing of its party Sarpanch and demanded stern action against the killers.
The party in a statement described the killing of Ajay Bharti as mindless and shameful act and demanded exemplary punishment to the killers.
The party demanded adequate security cover to Panchs, Sarpanchs, BDC Chairmen and other leaders to ensure safety of their lives and family.

 

In past few months, worked extremely hard with Police to trace, kill militants: Army

Srinagar, June 8: The Army on Monday said that over the past few months it has been working “extremely hard” with the Jammu and Kashmir Police to develop leads to trace and kill militants in various parts of Kashmir, especially South Kashmir.

Addressing a press conference at army’s Awantipore headquarters, General officer Commanding (GoC) victor force, Major General A Sengupta said that over the last few months, the army has been working extremely hard with the J&K Police to develop various information leads to “kill militants who have been disrupting the normal life of population here.”

“These militants were coercing the population to give them shelter,” the (GoC) Victor Force said. He said that yesterday morning, an input was received about the presence of five militants in Reban village of Shopian, troops of 1 RR of army swung into action. “It was a congested built area and the challenge of ensuring no collateral damage remained there. Some 14 houses were evacuated. At 7 am, contact was established with the militants and after night hours of fierce battle, they were killed,” the GoC Victor Force said. “There was no damage to civilian property.”
He said that last night again, a specific input was received from the police about presence of militants in Pinjoora area of Shopian. “These militants were involved in harassing the civil population, disrupt normal life and killing of non-local people, injuring truck drivers last year and also abducting the cops,” the GoC Victor Force.
He said in the four hour long operation at Pinjoora, four local militants were killed without any collateral damage in a four-hour long operation.
Speaking on the occasion, General officer Commanding (GoC) of Srinagar-based Army’s 15 Corps, Lieutenant General B S Raju said that he congratulates the teams of army and the police besides CRPF for doing the excelling job by killing nine militants in the past 24 hours.
“This we have been able to do because of the professionalism of all agencies involved. The tactics used by the forces on ground are to ensure operations are conducted in a very professional manner,” he said.
He said that both the operations were conducted in an areas where there was a fair amount of civilian population and where civilians were evacuated. “I would like to give the credit to local population for facilitating smooth anti-militancy operations,” the GoC 15 Corps said.

Replying to a query, the GoC 15 Corps said that if there is one person, who is not happy with the peace returning to Kashmir that is “Pakistan.”  “It is Pakistan’s larger game plan to keep the pot boiling in Kashmir. That is how the relevance of Pakistan army remains within Pakistan.

He said post abrogation of Article 370, people of Kashmir behaved in a positive manner as there was a peace for a long period. “People together can defeat the malicious propaganda from across.”—(KNO)

 

COVID-19 claims 5 lives in a day, J&K toll mounts to 46

‘41 deaths recorded in Kashmir, 5 in Jammu’

Srinagar, June 8: Jammu and Kashmir on Monday recorded five COVID-19 deaths including a CRPF man who was posted in South Kashmir’s Anantnag district taking the number of total deaths due to pandemic to 45 in the Union Territory.

A Covid infected 55-year-old man from Pampore area of South Kashmir’s Pulwama district died at SMHS hospital this afternoon. He was the fourth Covid causality since morning in Kashmir as earlier in the day, a CRPF posted in South Kashmir who was admitted in SKIMS, Soura breathed his last after testing positive for the pandemic.

A few hours after him, a 35-year-old man from Khanyar area of Srinagar, who had met an accident and had contracted the deadly virus, succumbed at CD  hospital, Srinagar and on Monday afternoon a 65- year-old man from Handwara who was having many underlying ailments died at CD hospital.

Dr. Salim Khan Nodal officer for Covid-19 at GMC Srinagar  confirmed to KNO that a Covid-19 positive patient who was undergoing treatment at SMHS hospital has died at the hospital on Monday afternoon.  “He was 55-year-old and hailed from Pampore area of Pulwawama district,” he said. “The patient was admitted on Saturday with bilateral pneumonia.”

The death toll due to Covid-19 positive patients in Jammu and Kashmir has reached to 45 which includes 40 from Kashmir division (including a non-local tailor and a CRPF man) and five from Jammu division.

As far the deceased CRPF man is concerned, the CRPF top brass decided to perform the last rites of its first Covid causality in Kashmir only and not to send hi body to his native village.

“We are going to follow Ministry of Home Affairs (MHA) guidelines in spirit while dealing with the body of deceased CRPF man,” said Assistant Commandant and CRPF spokesman for (operations) in Kashmir, Junaid Khan told KNO. “The deceased CRPF man will be cremated in Kashmir only while following the proper protocol.”

Meanwhile, another local news agency KNT reported that a 70-year old woman from Shiekhpora Kreeri, who died at SMHS Hospital in Srinagar, had also tested positive for the deadly virus. She had been admitted in the hospital on June 6.

COVID-19: JK reports 198 fresh cases, tally reaches 4285

Jammu, June 8: One hundred and ninety eight more people tested positive for COVID-19 in Jammu and Kashmir on Monday thus taking the tally of the infected persons across the Union Territory to 4285. Among the fresh cases 165 are from Kashmir and  33 from Jammu, officials said.
They said that 108 more COVID-19 patients have recovered and were discharged from various hospitals, 12 from Jammu Division and 96 from Kashmir Division.

According to the daily Media Bulletin on novel Coronavirus (Covid-19), out of 4285 positive cases, 2916 are Active Positive, 1324 have recovered.

The Bulletin further said that out of 227906 test results available, 223621 samples have been tested as negative till June 8, 2020.

Additionally, till date 214595 travellers and persons in contact with suspected cases have been enlisted for surveillance which included 42381 persons in home quarantine including facilities operated by government, 51 in Hospital Quarantine, 2916 in hospital isolation and 55577 under home surveillance. Besides, 113625 persons have completed their surveillance period.

Providing district-wise breakup, the Bulletin said that Bandipora has 224 positive cases (including 09 cases reported today) with 87 Active Positive, 136 recovered, 01 death; Srinagar has 466 positive cases (including 09 cases reported today) with 308 Active Positive, 146 recovered (including 03 cases recovered today), 12 deaths; Anantnag district has 458 positive cases (including 14 cases reported today), with 233 Active Positive, 220 recovered (including 57 cases recovered today),  05 deaths; Baramulla has 482 positive cases (including 33 cases reported today) with 368 Active Positive, 107 recovered (including 02 cases recovered today), 07 deaths; Shopian has 401 positive cases (including 31 cases reported today) with 264 Active Positive, 133 recovered and 04 deaths; Kupwara has 350 positive cases (including 11 cases reported today) with 246 Active Positive, 101 recovered (including 06 cases reported today) and 03 death; Budgam has 200 positive cases (including 40 cases reported today), with 121 Active Positive and 77 recovered cases (including 07 cases reported today) and 02 deaths; Ganderbal has 57 positive cases (including 01 case reported today) with 31 active positive cases and 26 recoveries; Kulgam has 537 positive cases (including 10 cases reported today), with 382 Active Positive and  150 recoveries (including 20 cases recovered today) and 05 deaths and Pulwama reported 188 positive cases (including 07 cases reported today) with 171 active positive and 16 recovered (including 01 case recovered today) and 01 death.

Similarly, Jammu has 234 positive cases (including 12 cases reported today) with 161 active positive cases and 70 recoveries and 03 deaths; Udhampur has 130 positive cases with 97 active positive cases, 32 recovered and 01 death; Samba has 63 positive cases (including 04 cases reported today) with 40 Active Positive and 23 recoveries; Rajouri has 57 positive cases (including 01 case reported today) with 44 active positive cases and 13 recovered (including 07 case recovered today); Kathua has 118 positive cases (including 11 cases reported today) with 78 Active positive and 40 recovered (including 02 cases recovered today); Kishtwar has 17 positive cases with 13 active positive cases and 04 recovered; Ramban has 168 positive cases with 147 active positive and 21 recoveries (including 01 case recovered today); Reasi has 20 positive cases with 17 active positive and 03 recovered, Poonch has 73  positive cases (including 04 case reported today) with 69 active positive and 04 recoveries (including 01 case recovered today) while Doda has 42 positive cases (including 01 case reported today) with 39 active positive cases and 02 recoveries  (including 01 case recovered today) and 01 death.

According to the bulletin, of the total 4285 positive cases in J&K 1503 have been reported as travelers while 2782 as others.

The Bulletin said that the breakup represents districts from which the patients have been traced or are ordinarily residing.

The bulletin has informed the people that, the best way to protect themselves from COVID-19 is by maintaining physical distance of at least 2 metre from others, frequently cleaning hands with an alcohol based hand sanitizer or washing them with soap and water and following good respiratory etiquette and hygiene.

As a measure for social distancing in public places and workplaces wearing a face cover is compulsory.

The bulletin again explained that early detection of COVID-19 can prevent the spread of disease so we need to be responsible for the well-being of ourselves and everyone around us. “Not disclosing symptoms could put life of individuals and their families at risk. In case of symptoms like fever, cough and difficulty in breathing report early. Do not fear, call COVID-19 helpline numbers and seek medical advice”.

Advisory has further exhorted upon the people not to step out of home, unless absolutely necessary. “If you have to move out for unavoidable reasons, ensure that you wear a mask and practice social distancing, personal hygiene and frequent handwashing with soap and water.”

In case of any emergency people can avail free ambulance services 24×7 at their doorsteps by calling on toll-free number 108 while as pregnant women and sick infants can avail free ambulance services by dialling toll-free number 102.

People can also call on toll-free national helpline number 1075; J&K COVID-19 Helpline Numbers 0191- 2549676 (UT level Cell), 0191-2520982, 0191-2674444, 0191-2674115 (For Jammu Division), 0194-2440283 & 0194-2430581 (For Kashmir Division) for support, guidance, and response to health-related queries on Novel Coronavirus Disease (COVID-19).

Public is advised to strictly follow the advisories issued by the government from time to time and rely only on the information released by the government through the daily media bulletin to print and electronic media.

People are also advised to refrain from spreading rumours and pay no heed to them at the same time.

 

Senior journalist who tested positive for COVID-19 at CD Hospital tests negative at SKIMS

Srinagar, June 8: In a shocking development, many people including a senior journalist, who tested positive for the deadly COVID pandemic at Chest Disease hospital laboratory a few days back, tested negative for the virus at SKIMS Soura.
The development has put a serious question mark on the authenticity of the tests being done at the Chest Disease hospital laboratory, which is a designated COVID hospital.
Many people from Srinagar and other parts of Kashmir including a senior journalist, who had tested positive for the virus at CD hospital laboratory, a few days ago, went to SKIMS Soura, to get themselves retested to be doubly sure whether they have been infected by the virus or not. To their utter surprise, all of them including the senior journalist tested negative for the virus. “Yes, I went to SKIMS the other day to be doubly sure whether I am a COVID positive. The results of my samples have come as negative,” the journalist told KNO.
Another person, from Srinagar, who had tested positive at CD hospital laboratory, also said that his second test done at SKIMS Soura, has come as negative.
At least two dozen people called the news agency and complained about faulty COVID tests done at CD hospital laboratory. “See our test reports, we all are negative. The CD laboratory is a faulty one. There should be an inquiry at the highest level,” he said.
Pertinently, Head of the Department CD hospital and a frontline COVID warrior, Dr Naved Nazir was also tested positive for the virus recently. Dr Naveed was also tested at CD hospital Laboratory.
Talking to KNO, LG’s Advisor Baseer Khan said that many people have brought the issue of “faulty tests at CD hospital laboratory” to his notice. “I will check and look into the issue as to what exactly is wrong.
We will find out why there are two results at two different places,” Khan said.  “We will look into what’s wrong and where.”
Meanwhile, repeated attempts to reach out to Government Medical College (GMC) Srinagar Principal Samia Rashid didn’t fructify.

 

Omar expresses concern over authenticity of COVID-19 test results in Kashmir

Srinagar, June 8: Reacting to reports that many people tested negative for COVID-19 at a hospital, a day after they tested positive for the infection at Chest Disease hospital in Srinagar, former J&K chief minister and NC Vice President Omar Abdullah on Monday expressed concern over the authenticity of test results.

What happens to those who can’t get tested twice or from different places, he asked.

However, senior doctor Parviz Koul said that he thinks there is an information gap. “The terms like quarntine, asymptomatic, isolation, viral load, carrier etc. are being talked off and interpreted by masses and media without realising the very medical significance of them,” he tweeted.
“As if things weren’t bad enough, we can’t even trust the authenticity of test results. Chest Diseases hospital gives a COVID positive result. A day later SKIMS, Soura gives the same person a negative report. What happens to those who can’t get tested twice or from different places?,” Omar wrote on micro-blogging site twitter.

The comment by Omar comes at a time when many people, including a senior journalist, who tested positive for COVID-19 at CD hospital, tested negative at S K Institute of Medical Sciences (SKIMS), Soura.
“And on day 2, CT value could just be above cutoff, though not very significantly different from day 1. It could be correctly reportedly as negative. So possible scientifically, unless both samples were collected simultaneously & sent to 2 labs. In that case a clear lab error,” Dr Koul added.
But, people have reacted sharply about the discrepancy in COVID-19 test results on social media sites, including twitter, with many demanding an inquiry and punishment for the paramedics, responsible.
“The concern is genuine and authenticity of Kovid tests definitely needs to be improved to gain people’s trust!,” read a tweet.
Another twitter user said, “Earlier today I said it is a Scandal to declare whole of Kashmir Red Zone…Worst covid hit Mumbai and Delhi are open for all kinds of Businesses and in Kashmir numbers are very very less and we had this Admin and SKIMS director strutting up as Community transfer. Disgusting.”
“For those who can’t get tested twice or from different places, we can only pray for their good health and well-being. Either the instruments or the operators r not reliable. However, this concern may die out on Twitter walls too,” read another tweet.

 

 

Identify measures to check corruption in departments: Chief Secy

Expresses zero tolerance towards non adherence to rules

Jammu, June 8: Chief Secretary, B V R Subrahmanyam today chaired a meeting to take stock of the measures to be put in place to check the malpractice of corruption in various departments.

Financial Commissioner, Finance Department, Principal Secretaries of Home Department, Revenue Department, Power Development Department, Social Welfare Department, Commissioner Secretary, Jal  Shakti Department, Secretaries of Planning Development & Monitoring Department, Rural Development and Panchayati Raj Department and Director, Anti Corruption Bureau among others participated in the meeting.

At the outset Financial Commissioner, Finance informed the meeting about numerous steps taken by the Finance Department to curb financial irregularities, thus, reducing the scope of processes that breed corruption. It was mentioned that it is now mandatory for all government departments to execute projects/ works only through e-tendering, make purchases through Government e- Marketplace (GeM), generate bills on JK Payment System (Pay Sys) portal, and make payments through Aadhar seeded Direct Benefit Transfer (DBT), besides, ensuring geo-tagging of the created assets alongwith their photographs.

It was further mentioned that no payment for any work is being released without accord of administrative approval and technical sanction of the work. Besides, Finance Department is also bringing out a compendium of new instructions, issued in this regard by the department.

The Chief Secretary, while naming a few departments figuring as highly vulnerable to corruption, urged the departments to promote transparency and accountability, follow model practices and carry out systemic reforms to curb corruption in the governance system.

The Chief Secretary asked Secretaries to suggest measures to check corruption in their departments within a week.

Reiterating the government’s resolve of zero tolerance towards non adherence to rules, illegal commission-omission of acts by departments, Chief Secretary asked the officers to additionally address the procedural side of corruption which surfaces due to lack of codification of rules, and scarce technological interventions at field offices paired with dearth of human resource development programmes for capacity building of government employees.

 

 

 

Darbar Move to formally open in Srinagar on July 6

Civil Secretariat to function at Jammu, Srinagar; move employees to work on “as is where is” basis

Jammu, June 8: The Darbar Move offices will formally open in the summer capital, Srinagar, on 6th July, 2020 in view of the extraordinary circumstances arisen due to COVID-19.
‘This arrangement is a peculiar one which is being adopted this year only keeping in view the circumstances arisen due to outbreak of COVID- 19 pandemic’, reads the government order issued here today in this regard.
“In continuation to previous orders and in view of review of extent and spread of COVID-19 in the Union Territory of Jammu and Kashmir, the Darbar Move offices for the Summer Session-2020 shall formally open at Srinagar on 6th July, 2020 (Monday) at 9:30 am,” reads the order.

The order stated that the offices observing five days week shall close at Jammu on 26th June, 2020 (Friday) after the office hours and the offices observing six days week shall close on 27th June, 2020 (Saturday) after the office hours to facilitate packing of records and equipment.

There will be no closure of the Jammu Secretariat, which shall reopen on 1st July, 2020 (Wednesday). The Civil Secretariat shall continue to remain functional both at Jammu and Srinagar and the move employees shall work on “as is where is” basis i.e. Kashmir based staff shall work from Srinagar Secretariat and Jammu based staff shall work from Jammu Secretariat. The move offices outside the Civil Secretariat shall also continue to remain functional both at Jammu as well as Srinagar.

All the Departments shall function from both the locations for which the Administrative Secretaries shall make necessary arrangements especially at the Senior Staff Level to ensure the functionality in their respective departments, both at Srinagar and Jammu. Similar arrangements shall be put in place by the Heads of the Departments observing Darbar Move.

The Civil Secretariat Treasury and J&K Bank Moving Branch at Civil Secretariat shall be functional at both the places within the Civil Secretariat viz; Jammu/Srinagar. The Finance Department will put in place a suitable mechanism for the purpose. The dispensary of the Civil Secretariat shall remain functional at both the places within the Civil Secretariat for which the Health & Medical Education Department will put in place a suitable mechanism. The Information Technology Department shall work towards computerization of records to facilitate seamless disposal of the files at both places. The Estates Department shall provide accommodation to the Officers and officials, as per requirement at both the places.

Meanwhile, J&KRTC shall make available trucks for shifting the records from Jammu to Srinagar. The trucks shall be requisitioned by the departments from J&KRTC and the departments shall draw advance for meeting carriage and packaging charges. The trucks shall be allowed to enter the Civil Secretariat premises on 26th June, 2020 (Friday) after the working hours. Loading of records (as per SOP) in the offices located outside the Secretariat premises observing six-day week shall take place after the working hours on the last working day. The loaded trucks shall leave for Srinagar on 28th June, 2020 (Sunday), in a convoy.

 

SSP Security, Jammu will supervise the packing/loading of records of the offices located outside the Secretariat from the security point of view and issue clearance certificates to the drivers who, in turn, shall show them to the SSP, Security, Civil Secretariat to allow them to be included in the convoy. The SSP, Security, Civil Secretariat will allow the entry of trucks/records in the Civil Secretariat, Jammu/Srinagar after proper scrutiny.

 

J&KRTC shall ensure that one crane and two empty trucks shall accompany the convoy in order to avoid any inconvenience due to break-down of trucks on the way. Mobile workshop(s) shall also accompany the convoy.

 

J&K Police shall escort the convoy all along the route upto their respective destinations. They shall also make sure that the move convoy is given precedence in crossing the Chenani-Nashri Tunnel and the Jawahar Tunnel. The Director General of Police will issue necessary guidelines to the field agencies accordingly.

 

The Health Department shall make arrangements for medical aid facilities at Tikri, Udhampur, Chenani, Ramban, Ramsu, Banihal & Qazigund on the days of movement of records. The Financial Commissioner, Health & Medical Education Department shall issue necessary instructions in this behalf to the Directorates of Jammu and Kashmir Divisions, accordingly.
