Darbar Move:  Estates Department asks Admin Secretaries to provide list of employees

Jammu, June 11: The Estates Department of Jammu and Kashmir Government has asked all the Administrative Secretaries/ HoDs to  furnish list of officers/officials, who are likely to move to Srinagar and those who will be retained at Jammu along with detail of previous accommodation within two days positively so that the accommodation may be provided in their favour,” it added.

It is pertinent to mention that as per Govt. Order No. 626-JK (GAD) of 2020 dated 08-06-2020 issued by the GAD regarding annual Darbar Move, the Estates Department was directed to provide accommodation to the officers/officials as per requirement at both the places.

LG hands over ex-gratia relief to family of slain Sarpanch

Jammu, June 11: Lieutenant Governor, Girish Chandra Murmu interacted with the family members of the slain Sarpanch Ajay Pandita Bharti, who was killed by militants, and extended his deepest sympathies to them, an official spokesman said on Thursday.

While paying homage to Ajay Pandita, the Lt Governor observed that the supreme sacrifice made by him would always be remembered and hoped that perpetrators of such dastardly act would realize their follies and desist from committing crime against humanity.
Assuring full support from the UT Government, the Lt Governor handed over the ex-gratia relief to the NoK’s of the slain Sarpanch.
The relief amounting to Rs 20 lakh includes Rs 5 lakh from SRE, Rs 1 lakh as ex-gratia from Government, Rs 4 lakh from Lt Governor Relief Fund, whereas Rs 10 lakh out of Panchayat Welfare Fund will be released shortly.
Sarpanch, Ajay Pandita was a resident of Panchayat Halqa Lukhbawan block Shahabad of District Anantnag. He is survived by his wife, two daughters, father and mother.

GoC 9 Corps meets Lt Governor

Lieutenant General Upendra Dwivedi, GoC 9 Corps on Thursday called on the Lieutenant Governor, Girish Chandra Murmu here at the Raj Bhavan and briefed him about the security situation in the area of his responsibility.

The Lt Governor and the GoC discussed about issues concerning effective security management and overall security environment in the Union Territory of Jammu and Kashmir.

The Lt Governor lauded the role being played by the security forces in safeguarding the territorial integrity and the internal security of Jammu and Kashmir. He stressed the importance of maintaining a sustained coordination between the Army and other security forces and advised heightened surveillance on all fronts to meet the security challenges in J&K.

Meanwhile, the GoC presented a reusable eco-friendly handbag prepared by Army Wives Welfare Association (AWWA). The Lt Governor appreciated the initiative of AWWA and observed that this would not only provide job opportunities to many but also spread awareness regarding the use of environment friendly products in our day to day life. He further assured that all the possibilities would be explored to showcase such products in the outlets of J&K Handicrafts and Handloom department throughout the country to promote the initiative.

MMU expresses concern over COVID-19 victims being denied decent burial  

Srinagar, June 11: Mutahida Majlis-e-Ulema Jammu Kashmir, headed by incarcerated Mirwaiz Umar Farooq, has expressed concern and regret over some unfortunate incidents wherein those who die due to coronavirus (Covid-19) disease are not allowed to be buried in local graveyards.

The MMU said many such incidents have also come to fore wherein hurdles are being created in performing the last rites of those who die due to the infection.

“This is unacceptable and a matter of deep concern,” the conglomerate of religious bodies said in a joint statement.

The MMU constituents which include Anjuman Auqaf Jama Masjid ,Darul Uloom Raheemiya, Muslim Personal Law Board, Anjuman Sharian Shian, Jamiat Ahle Hadeeth, Jamaat-e-Islami, Karwaan-e-Islami, Itihaad-ul-Muslimeen, Anjuman Himaayat-ul-Islam, Anjuman Tableegh-ul-Islam, Jamiat Hamdania, Anjuman Ulma-e-Ahnaaf, Darul Uloom Qasmiya, Darul Uloom Bilaliya, Anjuman Nusrat-ul-Islam, Anjuman Mazhar-ul-Haq, Anjuman Aima Wa Mashaaikh Kashmir, Muslim Waqf Board, Darul Uloom Naqshbandiya, Darul Uloom Rasheediya, Ahli Bayat Foundation, Madrasa Kanzul Uloom, Peerwaan-e-Wilaayat, Auqaf Islamia Khuram Sarhama, Anjuman Tanzeem-ul-Makaatib, Muhammadi Trust, and several social, religious and educational organizations in a joint statement made it clear that the Islamic scholars, Muftis and Shariah experts of international repute have already issued a Fatwa in the light of Qur’an and Sunnah that those dying due to this deadly virus are Shaheed.

The Islamic scholars, Muftis and Shariah experts also directed that the last rites including Namaaz-e-Jinazah and proper burial of those losing their lives due to coronavirus outbreak shall be carried out in an honourable and dignified manner with necessary precautions in place, the MMU said in the statement.

Quoting the Shairah and medical experts, the MMU said if it is not possible to carry out Ghusl (bathing) of any of those achieving martyrdom due to Covid-19, one can put water on the body using pipe or by wearing gloves.

The kit in which the hospital authorities wrap the deceased shall be treated as Kafan (final clothing of the deceased), the MMU said, adding that it is better if the family of the deceased wants to wrap the body with any cloth etc as a precautionary measure.

The Namaaz-e-Jinazah shall be performed while maintaining physical distance, the MMU while quoting medical experts, said.

It said that if the condition of the deceased demands burial along with the coffin, then it must be of thin plywood or a similar material; and that the burial must take place in the minimum possible time.

The MMU further said: “While the medical experts are of the opinion that the virus remains with the dead body for three to twelve hours, the present outbreak is also a kind of plague; so whoever among Muslims dies due to it is a Shaheed.”

The World Health Organization (WHO) has already directed to carry out the last rites of the person dying due to Covid-19 according to his/her religion or faith.

The MMU has stressed upon the Imams, scholars, intellectuals and respected citizens to take note of the complaints related to last rites of those losing their lives to Covid-19 and spread the above clarified awareness among the masses.

Don’t dishonour dead COVID-19 victims, give them dignified burial

Srinagar, June 10: As the COVID-19 casualties in Jammu and Kashmir have surpassed 50-mark disturbing reports about people objecting to the burial of dead in local graveyards have created ripples in the Valley.
On Tuesday, Kashmir’s Grand Mufti, Nasir-ul-Azam, issued a strong worded statement asking people to give dignified burial to the dead. “Disallowing burial of COVID-19 victims is un-Islamic. People have to take preventive measures to bury a dead body. Like he or she is not given ablution and is wrapped in a cloth. But does Islam say we should not allow burial of these people? No. Doing such acts is un-Islamic,” Nasir-ul-Islam told a local news agency.
An analyst while talking to Precious Kashmir said, ““People who are disrupting the last rites of the people should bear in mind that they too can get infected due to the COVID-19 and die. This is a pandemic and anyone can get infected. The ones who are dying due to the COVID-19 were not born with it. They caught the virus and didn’t survive. They cannot be blamed for it. Nor can they be denied a decent burial. Not allowing last rites of the COVID-19 victims is being inhuman.”
It’s in place to mention here that doctors and experts have made it clear again and again that virus dies after the person succumbs but precautions have to be taken to ensure that people handling the dead body don’t get infected.
According to the media reports earlier this week locals in one of the areas objected to the burial of COVID-19 victim in a local graveyard. Following which an NGO intervened and performed the last rites of the victim. But the NGO members had to face tough time while convincing the people to let them complete the last rites.
President of Doctors Association of Kashmir Dr Nisar-ul-Hassan said, “There is no evidence of a person being infected from the exposure to corpse who died from coronavirus. The main driver of transmission of COVID-19 is through respiratory droplets generated when an infected person coughs or sneezes. There is no chance of spread of infection from a dead person. The dead person won’t cough or sneeze. The virus doesn’t survive in the human body after death.”
An observer said, “Its unfortunate that the dead are being dishonoured. People dying of COVID-19 are victims and they should not be treated as untouchables. All of us should remember that everyone has to die and we should not object to the last rites of any person. The least we can do for the COVID-19 victims is that we can provide them with a dignified burial.”

 

5 militants killed in back-to-back gunfights in Shopian   

 

14 militants killed in 3 operations in 4 days in the district

Srinagar, June 10: Five militants were killed in a gunfight with  security forces in south Kashmir’s Shopian district on Wednesday.

An official told KNO, that five militants, including a top commander, were killed in an encounter that broke out at Sugoo village of the district.

“A joint team of Police, Army’s 44 RR and CRPF launched a Cordon and Search Operation (CASO) on specific information about the presence of militants in the area.  The militants hiding in a shed in an orchard fired upon forces, triggering an encounter,” he said, adding that all the five militants were killed in the gunfight.
This was the third encounter in the district in last four days. 14 militants including some top commanders were killed in these gunfights.
On June 7, five militants, including three top commanders of Hizb-ul-Mujahideen, were killed in an encounter at Reban area of the district.
On June 8, four militants including two commanders were killed in an encounter at  Pinjura area of the district.
A police spokesman said that on a specific input generated by Shopian Police regarding presence of militants in village Sugoo Handhama Shopian, a joint CASO was launched by Police, 44 RR and 178 Bn CRPF in  said area.
“During the search operation, the hiding militants fired on the joint search party. The fire was retaliated leading to an encounter. In the ensuing encounter, five militants were killed and their bodies were retrieved from the site of encounter,” he said.
He said the identification and affiliation of the killed militants is being ascertained. “However, as per credible sources the killed militants belonged to proscribed militant outfits. As per source report militants belong to HM and LeT.
One of them is district commander of HM,” he said, adding that police and SFs conducted the operation professionally and no collateral damage occurred. He said that incriminating material including arms and ammunition were recovered from the site of encounter.
“All the recovered materials have been taken into case records for further investigation and to probe their complicity in other crimes. In this connection a case under relevant sections of law stands registered in Police Station Zainapora and investigation has been initiated,” the police said.

 

Militancy brought endless pain, destruction to J&K people: DGP

Srinagar, June 10: Director General of Police Dilbag Singh on Wednesday said that militancy must end so that people could reap the dividends of peace.     DGP Singh during his visit to the J&K Police Cargo building here while addressing the policemen said, “Militancy has brought endless pain and destruction to the people of this beautiful place. J&K Police along with Army and CAPFs are working in that direction tirelessly.”
The DGP accompanied by IG Kashmir, Vijay Kumar, inaugurated a newly constructed Mess-cum-Barrack block at Police Component (Cargo) Shergarhi Srinagar for policemen. SP Cargo Tahir Ashraf and other officers and policemen were present on the occasion.
Soon after the inauguration, the DGP interacted with the officers and jawans in the elite Cargo unit of J&K Police. He complimented various police districts and units who along with Army and CRPF carried out successful operations against militants.
Lauding the role of CAPFs including BSF, SSB, CISF, ITBP and especially CRPF he exalted its field commanders and all ranks and expressed gratitude to them all. “JKP shares its sacrifices and laurels with them. Together we will achieve our mission of having a peaceful and happy era for the people we serve here and who have lost so much due to evil designs of a hostile untrustworthy neighbour,” he added.
He expressed anguish over the three civilian killings by the militants and assured that the culprits would be brought to justice for which efforts are on. In all these cases the militants have been identified and they would be exposed to people for their inhuman acts of violence.
He congratulated a boy who even after joining militants realised the futility of this wrong path has come back and re-united with his family. He hoped that an appeal made by the family of another youth from South Kashmir to their son who went missing a few days back would have desired impact on him. The DGP assuresd such youth who have gone astray under various pressures in the recent past would be assisted by police in case they choose to return.

COVID-19: 161 more test positive, J&K tally crosses 4500 mark

28 CRPF men, 17 healthcare workers among fresh cases, 165 more discharged

Srinagar, June 10: Twenty eight CRPF men and 17 health care workers were among 161 fresh COVID-19 cases reported in Jammu and Kashmir on Wednesday. These cases have taken the overall case tally in the Union Territory to 4507.

Giving the district wise break up, official sources said Kulgam reported 28, Baramulla 8, Srinagar 10, Anantnag 7, Shopian 37, Kupwara 18, Bandipora 4, Budgam 2, Pulwama 1, Jammu 4, Ramban 2, Udhampur 19, Kathua 2, Poonch 12, Samba 6 and Doda 1.

Most of the cases were confirmed at diagnostic laboratories of SKIMS Soura, CD Hospital Dalgate, SKIMS Bemina and Army’s Udhampur hospital.

Dr. G H Yatoo, Nodal Officer Coronavirus Control Measures at SKIMS, told GNS that out of the 1785 samples processed at the viral diagnostic lab today, 54 returned positive for the virus.

Professor Farooq Jan, Medical Superintendent SKIMS Soura, said that among them, 18 are from Kupwara, 15 from Shopian, seven each from Anantnag and Baramulla, four from Bandipora, two from Srinagar and one pertains to a resident of New Delhi.

Regarding samples received from district hospital Anantnag, he said, the positive cases include 40-year-old  male from Wanihama, two Females (aged 20 and 30 years) from Pahalgam and 3 females (70, 27, 40 years) from Deva Colony Anantnag. Bandipora cases include 44-year-old woman and 3 males (aged 38, 27, 13 years) from ward-5.
The Kupwara cases include seven females from Poshpora (28), Kunan (28), K-Gabra Karnath  (27 & 25), warnov Lolab (52 & 18) and Magam (40) besides as many males from Ghobal (21), Panzgam (50 & 35), Reedi Kralpora (31), Hajinard Karnah (30), Warnov Lolab (18 ) and Kupwara (45).

Shopian cases include seven females from Pinjoora (35), Trenz Shopain (28 & 63), Rawalpora (25), Wangam (20 & 30), Nadigam (30) and eight males from Bagender (56 & 14), DPL Shopain (32, 35, 31 & 32), Shopain (45) and Heepora Kaprin (41)

Baramulla’s Cases include four males from Seeloo Sopore (60), Hathlangoo (17& 70), Old Town (70) besides three females from Gousiabad Sopore aged 1-iear-old, 22-year-old and 28-year-old respectively. Srinagar case is a 35-year-old male from Barzulla, he added.

Dr Riyaz Untoo, Principal SKIMS Bemina, told GNS that out of the samples processed, 28 tested positive-26 from Shopian and two from Budgam.

Sources said that among the samples tested at CD hospital, 28 CRPF men from 90 batallion Urnhal besides two persons from 2 army base Hospital tested positive along with five civilians.

The cases include 8-year-old man from Pulwma, 60-year female from Baramulla, 26-year male from Orissa, 31-year old from Gujarat, 30-year-old female from Kulgam, 8-year-old man from Rawalpora Srinagar, 40-year-old man from Habak Srinagar and 35-year-old female and 30 year-old male from Bemina Srinagar. Sources said that 30 CRPF men belong the same battalion as of a 40-year-old personnel who died due to the covid-19 at SKIMS Soura here.

Meanwhile two doctors were among nineteen staffers at District Hospital Udhampur who tested positive, officials said.

“With more than 1000 negative reports in last 4 days we wake up with report of 19 positives today mostly staff of District Hospital .These were High Risk Contacts who attended to delivery of pregnant positive lady and were already Qurantined,” deputy Dr. Piyush Singla said in a tweet at around 9.a.m.

Their tests were confirmed at Udhampur hospital, Lt Col Inam Danish  said, “Two Doctors and 17 Para-medics staff members from district hospital Udhampur test positive for novel Coronavirus.”

Meanwhile,  the government said that 165 more COVID-19 patients have recovered and discharged from various hospitals, 27 from Jammu Division and 138 from Kashmir Division.

7 more test positive for COVID-19 in Ladakh, active cases rise to 64

 

Leh, June 10: Seven more people have been tested positive for COVID-19 in Leh district of the Union Territory of Ladakh on Wednesday, taking the total number of active cases to 64.

An official told KNO that of the total 64 active cases 23 are in Leh district and 41 in Kargil district (with one patient of Kargil admitted in SKIMS Srinagar).

As per the media bulletin, 89 samples were tested at COVID-19 Laboratory Chuchot Yokma yesterday of which 87 samples were from Leh and 02 from Kargil district.

“Out of these, 07 were reported positive while remaining 80 were reported negative.”

The bulletin also informs that the condition of all 64 active cases of COVID-19 is stable. “Today 72 samples were sent to NCDC New Delhi for testing. Out of these 23 samples are of Leh district and 49 samples are of Kargil district.”

The bulletin further informs that 29 nomads from Pahalgam reached Shagshi Nallah Taisuru. “All the nomads were screened and samples were taken for COVID test. They were instructed for strict home quarantine at their temporary residence at Shangshi Nallah, and also instructed about the importance of social distancing, use of masks and frequent hand washing etc.”

An official said that in order to disseminate awareness about COVID-19, information through loudspeakers was carried out in Yokma Kharboo, Lamsoo and Hagnis villages by BMO Chiktan.

 

958 dedicated COVID hospitals set up across country: Health Minister

Group of Ministers meets, discusses present scenario

The 16th meeting of Group of Ministers (GoM) was held in New Delhi through a video conference in which containment measures of COVID-19 was reviewed.
The GoM Chairman Dr Harsh Vardhan said that India is in a much better place than rest of the world but there was no scope for complacency.
The GoM was also apprised about the growing medical infrastructure in the country.
It was informed that as of 9th June, the COVID related health infrastructure was strengthened with the availability of 958 dedicated COVID Hospitals with over 1.67 lakh isolation beds, over 21,000 ICU beds and over 73,000 oxygen-supported beds. He said, besides, 2,313 dedicated COVID Health Centres and 7,525 COVID Care Centres are now available to combat COVID-19 in the country. The ventilators available for COVID beds are 21,494. The Centre has further placed an order of 60 thousand 848 ventilators.
It was also informed that ICMR’s testing capacity has increased through 553 government and 231 private laboratories and more than 49 lakh cumulative tests have been conducted in the country so far. It was also apprised that a total of one lakh 29 thousand and 214 people were cured. This takes the total recovery rate from the infection to 48.47 per cent. The total number of active cases now stood at one lakh 29 thousand 917.
During the meeting, a brief snapshot was presented to the GoM highlighting the comparative position of India with respect to other countries in a similar stage of easing lockdown, underscoring the benefits that had accrued from the lockdown. The GoM was also briefed on the progress made in the spheres of the tasks assigned to the 11 Empowered Groups.
Dr Harsh Vardhan strongly reiterated that there is no space for complacency. He also reminded everyone to download the Aarogya Setu app which will help in self-risk assessment and in protection against COVID-19. More than 12.55 crore people in the country have downloaded the app so far. Chairman of Empowered Group-5 Parameswaran Iyer presented the critical strategies adopted to ease the burden of lockdown while enabling supply of critical items for the country to fight the pandemic.
Dr. Raman Gangakhedkar from ICMR presented details on the status of testing labs, augmented capacities for testing across the country and also enlightened the GoM on various issues related to HCQ, Remdesivir and sero-surveillance studies. External Affairs Minister Dr. S. Jaishankar, Civil Aviation Minister Hardeep Singh Puri and Minister of State for Home Nityanand Rai were among those attended the meeting. (KINS)
