Some people spreading rumours: FCS&CA Deptt

Srinagar, June 28: The Department of Food, Civil Supplies and Consumer Affairs (FCS&CA) today maintained that some people are spreading false information regarding a communication with respect to the LPG stock in Kashmir.

A statement issued here by FCS&CA said that some people are spreading all kind of rumours by referring to a letter, written by Director, FCS&CA Kashmir and addressed to Nodal coordinator for Oil companies in J&K, in connection with “ensuring adequate stocking of LPG in Kashmir”.
“The same has been written by the Director, FCS&CA Kashmir, to prevent any shortfall of essential commodities (particularly LPG) during the ensuing Monsoon season. We all know that the NH-44, between Ramban-JT stretch, behaves in an unpredictable manner during the rains.

Currently, we maintain nearly a month of stock in Kashmir. We have requested the LPG companies to explore the feasibility of maintaining the stock for nearly 2 months to prevent any panic situations that may arise in the event of highway closure for longer duration,” the statement added.

 

 

Baby among 3 killed, 7 injured in road accidents

Srinagar, June 28: Three persons including a 13 months old kid were killed while seven others were injured in three separate road accidents in the union territory of Jammu and Kashmir on Sunday.

Reports said two persons were killed while five others were injured a car bearing registration number (JK02CK-1337) skipped off the road at Gondla village in RS Pura.

In another road mishap which took place in South Kashmir’s Kulgam district on Sunday in which a 13-month-old baby lost life. The deceased baby was identified as Hamid Ashraf Itoo, son of Mohammad Ashraf Itoo of Ahwatoo Kulgam.

A road accident was reported at Thajwara area in south Kashmir’s Bijbehara when a two-wheeler bike bearing registration number PB 06U 1886 hit with a commercial vehicle (Van) JKO3D 1579 resulting in injuries to two persons. However, both injured were rushed to a nearby hospital for treatment.

Meanwhile, police took cognizance of all road mishaps. (KINS)

 

India-China: Ancient linkages, current predicament

New Delhi, Jun 28: The current geo-politics and geo-strategy of India-China relations runs counter to the rich, ancient cultural linkages between the countries.
Of the four ancient civilised nations, namely Egypt, Babylonia, India and China, only the latter two have survived the ravages of history, with their systems and traditions largely intact.
As per early historical accounts, Emperor Huang Ti established the Chinese Empire in 2697 BC, an era which corresponds to the Harappan civilisation (2500 BC), which means that ancient Indian and Chinese civilisations have co-existed for over 4500 years!
​​With the introduction of Buddhism in China around 67 AD, cultural interaction between the two countries was strengthened.
As a result, more scholars from each side crossed over to the other in search of knowledge and enlightenment.
Thus, began the inter-mingling of Indian thoughts with that of Confucianism and Taoism. ​​Chinese pilgrims played a key role in furthering cultural exchanges between ancient India and China.
Fa Hien (AD 399 – 413, years of travel to India) gave an eye-witness account of the customs of India, Buddhist monasteries, teachings and Buddhist legends linked to these sites.
Hsuan Tsang (AD 629-645) had a more significant impact on introducing Indian culture to ancient China.

In addition to giving a first-hand account of Buddhist rituals, he introduced the prevalent social and cultural norms, urban life and architecture and eating habits of Indians to the Chinese.

He was also instrumental in translating a number of Buddhist texts into the Chinese language, for the benefit of his countrymen.

Drug Abuse

Drug abuse continues to be the biggest threat facing future generations of Jammu and Kashmir. Reports about the prevalence of the abuse among youth and school-going children are alarming.
It is true that the abuse is a global health and social problem with conditions and causes that vary locally. It remains a prominent issue of mortality across the world and consumed the lives of millions of people.
The use of psychoactive substances among adolescents and young adults has become a subject of public concern worldwide for varied consequences.
In Jammu and Kashmir context, as experts would say, the geographical location helps in the easy availability of drugs in the J&K. Drug abuse has been linked to stress. The overall crisis naturally play a role but other factors like peer pressure, unemployment, easy availability of the drugs and the fact that no one wants to talk about the issue, remains the area of concern.
Between 2000 and early 2008, the substance abuse was seen mostly in the age group of 18-35 and limited to the use of medicinal opioids, the expert says. However, a decade down the line, the addiction has reached as low as 10-year-olds getting into solvent abuse. It is in schools that they are getting introduced to cannabis now.
Cannabis is considered a gateway drug, a common medical parlance used to describe substances that supposedly lead users on to more addictive or dangerous drugs.
The covid-19 crisis could become apposite to those dealing with illicit trade who only want and, are unfortunately getting, more people to become their prey.
The fiscal downturn caused by the pandemic may drive more people to substance abuse or leave them vulnerable to involvement in drug trafficking and related crimes.
Vulnerable and marginalized groups, youth, women and the poor have been harmed the most. Now facing more economic and allied crisis in generations, the administration cannot afford to ignore the dangers illicit drugs pose to public health and safety. There is a need to stop the supply, sale and purchase of drugs, destroy the crops locally grown and completely stop cultivation of such crops and devise a plan by which people of different age groups can be targeted and made aware of the consequences of drug abuse. There is also a need to create sufficient infrastructure and upgrade the facilities for De-addiction and rehabilitation of those already addicted. Society has to come forward as it is not for the government alone to battle it out.

NC, PDP find it hard to fit themselves in changed political scenario?

Srinagar, June 26: The Delimitation Commission is all set to meet soon to appoint more members. This has once again generated debate about the future course of action of the regional parties in Kashmir.
The National Conference leaders, including Dr Farooq Abdullah, Mohammad Akbar Lone and Hasnain Masoodi, who were nominated as the members of the Delimitation Commission, refusing to join the exercise is making many people believe that NC won’t become a part of the political process so soon. “The NC vice-president Omar Abdullah has been camping in New Delhi for a long time now. His father and NC president Dr Farooq Abdullah also doesn’t seem that keen to become a part of active politics again. This has put a question mark on the revival of political   activities in Kashmir,” an analyst told Precious Kashmir.
He said, “Centre not inviting National Conference to the All Party Meeting which was chaired by the Prime Minister, Narendra Modi, to discuss the India-China standoff in Ladakh, had apparently  annoyed Dr Farooq Abdullah.”
It’s in place top mention here when reporters asked senior Abdullah about his reaction to his party being excluded from the APM, the former J&K chief minister had shot back saying, “NC doesn’t need to attend any meeting and we are not responsible for everything that’s happening in J&K and Ladakh.”
An observer said, “In the given circumstances it seems that old regional parties in Kashmir, including NC and PDP are not that keen on joining any political process. The leaders of both these parties have realized that road ahead is not going to be that easy. The delimitation will increase the number of seats in Jammu region and the BJP president, Ravinder Raina, has been saying it repeatedly that some assembly seats will be reserved for Gujjars and Bakerwals. It appears that the big leaders of Kashmir have realized that coming into power again is not going to be that easy. It’s evident from their body language and gestures.”
He said, “BJP leaders have been claiming that delimitation exercise will be completed in a short span of time and assembly elections in J&K will be held soon. The leaders of the saffron party are confident that in absence of any opposition, the party will easily form the government in J&K after the delimitation exercise ends.”
Another analyst said, “Indifferent posturing of Farooq and Omar Abdullah after their release from detention is an indication that father-son duo seem to have given up and they are just watching the developments quietly. What NC and PDP will decide remains to be seen but the big question is would these parties be able to fit themselves in the changed political scenario or not.”

 

3 militants killed in Tral encounter

   Hizb presence in area has ended completely first time since 1989: IGP

Srinagar, June 26: Three Hizb-ul-Mujahideen militants were killed in a gunfight in south Kashmir’s Tral area of Pulwama district.
With their killing, the Inspector General of Kashmir Vijay Kumar on Friday claimed that there is now no active of the Hizb-ul-Mujahideenin Tral for the first time since the inception of the militancy in 1989.
A police spokesperson said that based on a specific input regarding the presence of militants, a joint cordon and search operation was launched by Police, army’s 42RR and 180 batallion CRPF in Chewa Ullar area.
“During the search operation as the presence of (militants) got ascertained they were given opportunity to surrender. However, they fired indiscriminately upon the joint search party, which was retaliated leading to an encounter,” he said. The operation was suspended last night and resumed at the first light today.
“In the ensuing encounter, three (militants) were killed and their bodies were retrieved from the site of encounter,” he said, adding, “Arms and ammunition including two AK rifle, six AK Magazine, five AK rounds, one Pistol, a Pistol Magazine, four Pistol rounds and other incriminating materials were recovered from the site of encounter.”
While police as part of its strategy after covid-19 pandemic don’t reveal identify, sources identified one of them as Mohammad Qaasim Shah alias Jugnu of Midoora Tral who was active from 3 March 2017 and was pursuing a B.Tech Degree in Civil Engineering prior to joining militancy. The others were identified as Basit Ahmad Parray of Laribal Tral who had joined militancy on May 27 this year and had completed his degree in Bachelor of Science in Information Technology. Another slain militant Haris Manzoor Bhat of Koil Shikragah Tral had disappeared on April 25 this year.  The bodies were sent to Handwara for their last rites after conducting medico-legal formalities including collection of their DNA, the police spokesperson added.
Meanwhile, IGP Kashmir Vijay Kumar told GNS that “Today’s encounter marked the end to Hizb-ul Mujahideen in Tral area of Pulwama. “ It is for the first time since 1989 that there is no active militant of Hizb-Ul-Mujahideen in Tral.”

CRPF man, minor boy killed in Bijbehara attack

Srinagar, June 26: A CRPF personnel and a 4-year-old boy were killed after militants attacked paramilitary forces in Bijbhera area in South Kashmir’s Anantnag district on Friday afternoon.
Reports said that militants attacked 90 battalion CRPF near Padshae Bagh this afternoon. One CRPF personnel identified as Shymal Kumar and a 4-year-old boy Nihaan Yawar Bhat son of Mohammad Yaseen Bhat of Machwa Yaripora suffered critical injuries and were removed to hospital but succumbed to their injuries.
BMO Bijbhera said that two persons including a CRPF personnel and the boy were brought dead to the health facility.  “Today at about 1215 hours militants fired upon the CRPF party, resulting in injuries to a CRPF personnel and a minor boy. Both the injured were shifted to nearby hospital for treatment where they succumbed to their injuries,” a police spokesperson said.
He said police has registered a case in this regard under relevant sections of law. “Investigation is in progress and officers continue to work to establish the full circumstances of this (militant) crime,” he said.

One bullet snatched my entire world, says grief-stricken father

Srinagar, June 26: The family members of five-year old Mehaan were desperately waiting to see the end of Covid-19 pandemic to admit their lone son in a reputed school. Little did they know that the wheel of fate would catapult in a way that they would have to mourn the death of their only hope before his admission in any school.

Mohammad Yaseen Bhat, a physical education teacher at a school in Bijbeheara in South Kashmir’s Anantnag district, took his son Mehaan to market to buy clothes for him. “I was in the market, and all of a sudden there was heavy firing. Everybody ran for cover, so did we.

My son couldn’t run, when I looked at him, I saw blood oozing from his right shoulder. I opened his shirt, I found he was hit by a bullet,” Bhat told KNO in a broken voice, adding that “I cried for help, and somehow managed to take my son to Sub district hospital Bijbehera, where after treating my son for a few minutes, doctors declared him dead.”

He said one bullet snatched his entire world. “Mehaan was my only son among three siblings. I have two daughters. He was my world, I lost my everything today,” said Bhat.

Shabir Ahmad Bhat, uncle of Mehaan said that his nephew insisted his father take him along to a market in Bijbehara. “Father accepted his lone son’s request and they left for Bijbehara from Munchew area which is about 20 Kms from Bijbehara town,” said Shabir adding that after over an hour, they heard that there was an attack in Bijbehara.

“We tried the phone number of Yaseen many times but he didn’t respond. We thought that he would be busy in his office,” said Shabir. “After few minutes a photo of Mehaan in an injured condition went viral on social media, that is how we came to know about what actually had happened.”

After some time, he said they got a call that Mehaan was no more. “Mehaan’s mother fell unconscious and is dumbstruck not able to speak a word. She is a deep shock,” said Shabir.

He said that Mehaan who was the lone son of Yaseen was yet to take admission in school and has left behind his two elder sisters and parents. A CRPF man was also killed in the attack by militants where Mehaan sustained fatal injury.

The little Mehaan was laid to rest in his native village Munchew at around 4 pm amid sobs and tears. Women could be seen wailing over the body of budding flower.

 

Now, J&K’s IPS cadre is without any inducted officer

‘All 65 officers are direct recruits’

Srinagar, June 26: For the first time, Jammu & Kashmir’s Indian Police Service(IPS) cadre is without a single officer who was appointed in the service through induction.

With appointment of senior officer Ahfad-ul-Mujtaba as member of the prestigious Public Service Commission(PSC), J&K’s IPS cadre is left without any officer who was appointed in the service through promotion (induction). “All 65 officers of J&K’s IPS cadre are direct recruits,” an official told KNO.

The IPS officers are appointed to the service through direct recruitment and promotion.

The peculiar situation has arisen due to government’s failure to fill vacancies of induction quota arising in the past 10 years. As reported earlier the government recently submitted a proposal for filling 28 vacancies of promotion quota.

The proposal was submitted after MHA determined 28 vacancies for four years- 08 for 2010, three vacancies for 2011, 08 vacancies for 2012 and 09 vacancies for 2013.

The process of filling vacancies in promotion quota came to halt from 2010 due to different issues including seniority dispute and litigation

Given his impeccable integrity and service record, Mujtaba, who was retiring in February 2021, was appointed as member of the PSC.

Going by the last cadre review exercise, the strength of J&K’s IPS cadre is 147. Of which, 80 posts are for direct recruits and 67 slots for promotees (inductees)

An official said the Government of India could not determine vacancies beyond 2013 because it has not taken a call on whether J&K can induct local officers against 50 percent vacancies in state government, central deputation reserve, state deputation reserve and training reserve for 5- year period starting from 2014 to October 31, 2019 or its share should be reduced to 33 percent.

The special quota for J&K was extended from time to time by successive governments at the Centre, but not after the last such extension expired on 31 December 2013.

Under the quota, J&K inducted local officers against 50 percent vacancies in state government, central deputation reserve, state deputation reserve and training reserve.
