Int’l flights to remain suspended till July 31

New Delhi, July 3: The Directorate General of Civil Aviation on Friday announced extension of the suspension of scheduled international passenger flights in the country till July 31.

However, some international scheduled services on selected routes may be permitted on a case to case basis, the DGCA said in a notification.

On March 23, India has suspended scheduled passenger flights due to the coronavirus crisis and a subsequent lockdown in the country.

On June 26, the DGCA said it was suspending international passenger flights till July 15.

“…. the competent authority has extended the validity of circular issued on the subject cited above regarding scheduled international commercial passenger services to/from India till 2359 hrs IST of 31st July, 2020. This restriction shall not apply to international all-cargo operations and flights specifically approved by DGCA. However, international scheduled flights may be allowed on selected routes by the competent authority on case to case basis,’ according to the circular.

Scheduled domestic passenger flights were resumed in the country on May 25 after a gap of two months.

Air India and other private domestic airlines have been operating unscheduled international repatriation flights under the Vande Bharat Mission, which was started on May 6 by the Centre.

Ensuring Students’ Career Progression

The Covid-19 spared no sphere of life. Education is no exception. The outbreak disrupted the academic year, canceled classes and examinations across the country including Jammu and Kashmir. Technological aid was sought and resorted to by all including government schools in J&K despite limitations on internet speed. This was done to ensure that students do not miss out on their studies. Attempts were made, of late, on how to arrive at a balanced blend between online and offline modes of teaching-learning and evaluation processes. Over these months, various prospects of what will be the best combination that an institution can adopt for the benefit of the student community were weighed. Kashmir University and many other higher learning institutions have adopted an online assignment based examination for all but last term examination of the students. Those appearing in the last term are to sit in examination and it would reduce the number of participants, thus allowing physical distancing of those appearing at the examination centres as well as reduce crowds at the university campuses.

Other higher education institutes also need to have short-term and long-term perspective plans to tackle the challenges posed by the Covid-19 pandemic in the education sector. Every crisis, natural or man-made, poses serious problems and challenges. As part of the responsibility to convert the challenges into constructive opportunities, there is need to work out things for the students’ welfare. Situations such as the one due to covid-19 lockdown can cause devastating sense of emotional damage, anxiety and uncertainty among teachers, students and their parents about classes, examinations and academic progression. There is a need to address these issues systematically and find viable solutions to the satisfaction of all. As Kashmir University and some other varsities have done, examinations of the final (terminal) semester students of post-graduate and undergraduate courses should be conducted. For intermediate semester students, there is also a need to work out plans and conduct their examinations online so as to ensure that students do not face any problems in their career opportunities in the future. The opening of schools and colleges looks remote. The MHA has already ordered the closure of the institutions till July 31. For students who have final examinations at a few months distant in time, teaching-learning processes should be maintained either online or offline. At some places, schools can be opened in a staggered manner with 50% of students attending every alternate day. This will help avoid crowded classrooms. The priority should be given to opening schools for marginalized children as they might not have access to technology.

COVID-19: Spike in deaths send alarm bells ringing in Kashmir

Afaq Bhat

Srinagar, July 2: Jammu and Kashmir recording eleven COVID-19 deaths in a day on Thursday have sent alarm bells ringing. Of the 11 people 10 died in Kashmir and one in Jammu.
An analyst while talking to Precious Kashmir said, “The spike in deaths is a serious concern. This needs to be addressed. Authorities will have to change their strategy to control the increase in number of positive cases and the deaths.”
He said, “Experts and medicos have already predicted that the COVID-19 cases will peak in July month and the authorities should be ready. Lifting of lockdown has led to increase in the cases as people have started moving around. There are reports that COVID protocol is being violated and people are not following the guidelines like wearing masks and following social distancing. This has also led to the spike in numbers.”
According to the medicos mostly elderly people with underlying health conditions are getting hit due to COVID-19. “Elderly people should stay at home. By venturing out they are risking their lives as the virus is becoming deadly with each passing day. Precautions only can save us till some medicine or vaccine comes,” said a medico.
He said, “Entire medical fraternity is trying its best to save the precious human lives but in absence of any specific treatment we have become handicapped. We cannot fix any deadline for COVID to go as it has assumed alarming proportions. The government has to look for a new strategy to save people.”
An observer said, “Imposing lockdown once again is no solution. This will once again push people towards the edge and lead to confusion. Rapid Testing Kits need to be made available in the open market at an affordable cost. Once these kits become available it will help people in knowing their status. Till vaccine or any specific medicine is found to treat this deadly virus testing is the only solution.”
It’s in place to mention here that Remdesivir, the first approved drug to treat Covid-19 patients, has sparked an unsavoury controversy due to the ‘inordinately’ high price. The drug, patented by the US pharma giant-Gilead, costs $2350 (Rs. 178,000) per 5-day course when the actual production cost is merely $5, according to Dr Andrew Hill, senior visiting research fellow at Liverpool University. This is in addition to all other costs including hospitalisation.
More importantly, the drug, which has been under stringent trials for the past five months since the pandemic spiralled beyond control, will remain elusive to the entire world except for the US which has bought up virtually entire stocks for the next three months.

Ensure restoration of peace in Ladakh: India to China

New Delhi, July 2: Amid heightened tensions along the Line of Actual Control (LAC) in Eastern Ladakh, India on Thursday again asked China to ensure “expeditious restoration” of peace and tranquility in the border areas and honour bilateral agreements.

Several rounds of military and diplomatic talks were held in an effort to ease the border stalemate at multiple locations in Ladakh region.

“We expect the Chinese side to sincerely follow up and ensure expeditious restoration of peace and tranquility in border areas as per bilateral agreements and protocols,” Ministry of External Affairs Spokesperson Anurag Srivastava told reporters during the virtual weekly press briefing.

The troops of India and China have been engaged into standoff along the LAC in Eastern Ladakh.

In a violent face-off on June 15, 20 Indian soldiers were killed. However, Chinese side also suffered casualties but they have yet not give out any details.

Three times the Corps Commanders of two armies met to discuss the process of disengagement and de-escalation.

“India and China have been having discussions through established diplomatic and military channels to address the situation along the LAC in India-China border areas,” he further added.

Aiming to ensure safety and sovereignty of Indian cyberspace, the government has banned 59 Chinese apps, including Tik Tok and Cam Scanner.

India is one of the most open regimes to attract FDI. India is the world’s largest market for digital technology. World’s largest software companies are present but “they have to follow our rules on privacy,” the spokesperson added.

On being asked about the app ban, Srivastava said, “While operating in India one has to abide by our rules and regulations issued by relevant ministries and departments, including those pertaining to data security and privacy of individual data.”

‘Foreign digital companies have to abide by govt rules’

New Delhi, July 2: India on Thursday said it will continue to welcome foreign investments in the country, including in the area of internet technologies, but this will have to be in accordance with the rules and regulatory framework established by the Government.

Answering a query on the banning of 59 Chinese apps, including the popular Tik Tok, External Affairs Ministry’s spokesperson Anurag Srivastava said the concerned ministry of Information Technology and Electronics would be able to answer the specifics.

In a virtual weekly media briefing, the spokesperson pointed out that India has one of the most open regimes in the world for Foreign Direct Investment (FDI).

“In the last few years, the Government has taken a host of measures for creating of a more investor-friendly regime. Similarly in the area of digital technology and internet, India has adopted a very open regime. India is today one of the world’s largest markets for digital and internet technologies with more than 680 million subscribers. The world’s largest software and internet applications companies are present in India,’ he said.

Srivastava said that naturally while operating in India they have to abide by the rules and regulations issued by the relevant Ministries and Departments, including those pertaining to data security and privacy of individual data.

Earlier in the day, Union IT and Telecom Minister Ravi Shankar Prasad said India’s move to ban China-linked apps days after a violent face-off between the troops of the two countries in Eastern Ladakh was a “digital strike’.

The Minister said the government banned Chinese apps to protect data of countrymen.
