SMC Mayor elections: Govt extends timeline for 3 months

Srinagar, July 15: Jammu and Kashmir Government has extended the timeline for conduct of elections to the post of Mayor, Srinagar Municipal Corporation (SMC) to three months in view of prevailing Covid -19 pandemic.
As per an order issued by the Housing and Urban Development Department, the election timeline has been extended as per the sub-section (2) of section 36 of J&K Municipal Corporation Act, 2000, notified vide SO 219 Dated 15-07-2020.

“Whereas ,the second proviso to sub-section (2) of section 36 of J&K Municipal Corporation Act, 2000, notified vide SO 219 Dated 15-07-2020 provides   that the Government may, if the circumstances so warrant, on account of reasons of internal security, public health including health pandemic, natural calamity such as floods, earthquake, snowstorm or an event of a similar nature or  any other reason which is a hindrance to the conduct of election of the Mayor or the Deputy Mayor, by reasons to be recorded in writing, extend the time limit of conducting the elections up to a maximum of three months from the date the office of the Mayor or the Deputy Mayor falls vacant. Now, therefore, in terms of the above proviso of Section 36 (2) of J&K Municipal Corporation Act, 2000, and in view of the difficulty in the conduct of the election to the post of Mayor, SMC due to health pandemic-COVID-19 and management protocol related to it issued by District Magistrate, Srinagar (Chairman, District Disaster Management Authority, Srinagar), the Government hereby extends the time limit for the conduct of said election to three months from the date the office of the Mayor fell vacant,” the order stated.

It also stated that the post of Mayor, Srinagar Municipal Corporation had fallen vacant on 16th of June 2020 and was to be filled up within a period of one month, in terms of Section 36 of the Jammu & Kashmir Municipal Corporation Act, 2000.

Air India to send some employees on leave without pay for upto 5 years

 

New Delhi: In a move meant to reduce its number of employees, the board of Air India has allowed the airline’s Chairman and Managing Director (CMD) to recommend that a non-performing staff member be compulsorily sent on leave without pay for a period of up to five years.

Employees will be assessed by a board in the following categories: Suitability, efficiency, competence, quality of performance, health of the employee, instance of non-availability of the employee for duty in the past as a result of ill health or otherwise and redundancy.

Air India CMD Rajiv Bansal can now send employees on leave without pay “for six months or for a period of two years extendable upto five years,” an official order said.

The departmental heads in the headquarter as well as regional directors are required to assess each employee “on the above mentioned factors and identify the cases where option of compulsory LWP can be exercised”, the order said.

“Names of such employees need to be forwarded to the General Manager (Personnel) in headquarter for obtaining necessary approval of CMD,” it added.

The move comes at a time when the government is attempting to sell off the airline, a process which has been delayed because of the outbreak of coronavirus.

The aviation sector has been badly hit due to travel restrictions in India and other countries amid the COVID-19 pandemic. All airlines in India have taken up cost-cutting measures such as pay cuts and laying off employees.

India resumed domestic passenger flights from May 25 after a gap of two months due to the coronavirus-induced lockdown.

However, the airlines have been allowed to operate only a maximum of 45 per cent of their pre-COVID domestic flights. Occupancy rate in Indian domestic flights has been around 50-60 per cent since May 25.

International passenger flights that have been suspended since March 23, will stay banned till at least July 31. (Agencies)

 

 

SC quashes plea against 100 % job reservations in J&K

New Delhi, July 15: The Supreme Court on Wednesday refused to entertain a petition challenging the legal provisions which provide 100 per cent reservation to domicile of the Union Territory (UT) of Jammu and Kashmir in public employment following the abrogation of article 370.

 

The Petitioner, in the case, Nazam Ul Huda had moved the Apex Court seeking appropriate directions and orders from the top court with respect to domicile in Jammu and Kashmir following the abrogation of article 370 in Jammu and Kashmir.

 

A Bench of the Apex Court, headed by Justice L Nageswara Rao, refused to entertain the plea filed by Nazam Ul Huda.

 

“We are not inclined to hear the present petition. It is devoid of merits,” the Apex Court today said, and asked the petitioner to approach the J&K High Court.

 

 

Rajnath Singh to visit Ladakh on July 17-18

 

New Delhi, July 15: Defence Minister Rajnath Singh will visit to Ladakh on July 17 to take stock of current situation, wherein troops of India and China engaged in disengagement process along the Line of Actual Control (LAC).

“The minister will visit to Leh on July 17 while Srinagar on July 18. He will be accompanied by Army Chief Gen MM Naravane,” sources in the defence ministry said on Wednesday.

The decision to visit Ladakh came a day after India and China concluded fourth Corps Commanders-level talks, which lasted for over 15 hours.

The Corps-Commanders’ level talks between India and China that started at 1130 hours on Tuesday went on for over 15 hours and ended at around 0230 hours on Wednesday.

The meeting took place at Chushul on the Indian side in Eastern Ladakh.

Prime Minister Narendra Modi had also visited Leh on July 3 and interacted with soldiers of ITBP, Army and Air Force posted there in Nimu Valley.

He also visited the Base Hospital in Leh and met the soldiers, who were injured in a violent face-off with the Chinese troops on June 15 in the Galwan Valley.

After the violent Galwan valley clash in which 20 Indian soldiers were martyred and the Chinese side also suffered casualties, both sides had decided that talks will continue to effectively continue the disengagement process.

 

 

India-EU Summit will strengthen economic and cultural linkages: PM Modi

 

New Delhi, July 15: Hours ahead of the India-EU Summit, Prime Minister Narendra Modi on Wednesday said the Summit will further strengthen India’s economic as well as cultural linkages with Europe.

 

“Will take part in the India-EU Summit at 4:30 PM today. I am confident this Summit will further strengthen our economic as well as cultural linkages with Europe,” the prime minister in a tweet said.

 

A day ahead of the virtual summit, India and the European Union signed a civil nuclear cooperation agreement after 13 years of negotiations.

 

The Summit is aimed at further broad basing ties on a range of areas including trade, investment and defence, officials of the 27-nation bloc said.

 

During the Summit, the two sides are also expected to kick off a process for effective cooperation between the Central Bureau of Investigation (CBI) and the Europol, unveil a five-year roadmap to further expand ties and are likely to launch a separate dialogue on maritime security and for boosting trade and investment, the officials said.

 

The Indian delegation at the summit will be led by Prime Minister Narendra Modi while the European side will be headed by President of the European Council Charles Michel and President of the European Commission Ursula von der Leyen.

 

Both sides are also expected to launch a maritime security dialogue as part of efforts to expand defence and security cooperation.

 

The officials said the summit will be an opportunity to strengthen the EU-India strategic partnership.

 

The leaders will discuss how to further develop their trade and investment relations and support sustainable growth and jobs on both sides, the officials said.

 

As the world is fighting the Covid-19 pandemic, the leaders will discuss global cooperation and solidarity to protect lives, to mitigate the socio-economic consequences and to strengthen preparedness and response capacities, they added.

 

The European Union is of great strategic importance to India and was New Delhi’s largest trading partner in 2018.

 

India’s bilateral trade with the EU in 2018-19 stood at $115.6 billion with exports valued at $57.17 billion and imports worth $58.42 billion

 

Plasma proven to be helpful in treatment of COVID-19 patients: Kejriwal

New Delhi, July 14: Chief Minister Arvind Kejriwal on Tuesday inaugurated Delhi’s second plasma bank at the state-run Lok Nayak Jayaprakash Narayan Hospital and said plasma has proven to be helpful in the treatment of Covid-19 patients.

The new facility has come up 15 days after the first plasma bank was set up at the ILBS hospital here.

Following his visit, Mr Kejriwal tweeted, “After the huge success of our first plasma bank, we launched Delhi’s 2nd plasma bank today at LNJP Hospital #DelhiFightsCorona.”

The Delhi government has set-up India’s first plasma bank at the ILBS Hospital, to maintain a plasma stock from those who have already recovered from Corona.

Briefing the media following his visit, Mr Kejriwal said, “Today, Dr Suresh and his team have started Delhi’s second plasma bank at the LNJP Hospital. Delhi was the first state to have launched India’s first plasma bank at the ILBS hospital, and soon the second plasma bank has also been started.”

“Plasma has been proven to be helpful in the treatment of Corona patients and saving their lives until a vaccine comes. We are not claiming that 100 per cent of lives will be saved through the plasma, but it has been effective in treating people until now. Plasma has also played an important role in the declining death rate in Delhi,” he said.

“LNJP is located in central Delhi, and so, it will be convenient for people to reach here and donate plasma,” the CM said.

Truth can not defeated, Pilot on his sacking

New Delhi/Jaipur, Jul 14:  Rajasthan’s former deputy chief minister Sachin Pilot, who was sacked from the post on Tuesday, said truth can be troubled but not defeated.

“Truth can be troubled but not defeated,” Mr Pilot wrote in hindi on his twitter handle.

The reaction from the Rajasthan leader came after he was sacked from the post of deputy CM as well as all others after he skipped second consecutive meeting of Congress Party Legislative called in Jaipur to discuss changing political situation of the desert state.

Replacing Mr Pilot, Education Minister Govind Singh Dostra has been made the new Congress chief of Rajasthan.

The party has also dropped Vishvendra Singh and Ramesh Meena from the state cabinet.

A meeting was scheduled to take place at 1000 hrs. Congress spokesperson Randeep Surejewala, who has been sent to Jaipur by party’s high command to settle the political turmoil, had urged Mr Pilot to come and discuss the issues with an ‘open mind’ in the meeting, which was ignored by Mr Pilot.

“Congress president Sonia Gandhi, Rahul Gandhi among several leaders spoke to Mr Pilot several times. We appealed to him time and again and assured him of solving all issues”, M Surjewala told mediapersons in Jaipur while announcing the sacking of Pilot.

“The Congress made Sachin Pilot a Union minister in his 30s, a deputy chief minister in his 40s..We have given Sachin Pilot many opportunities. He has been an MP, MoS and a state party president. I am sad that he and some of his colleagues have fallen for a trap laid by the BJP…This is unacceptable,” the spokesperson said further.

On Monday, a resolution was passed by the CLP for a disciplinary action against anyone involved in anti-party activities. The meeting was attended by Chief Minister Ashok Gehlot.

Mr Pilot continues to be away from his home state and remains in Delhi. The young leader has claimed that he has a support of over 30 Congress MLA, sufficient to topple the Gehlot-ruled government.

As per sources, Congress leader Rahul Gandhi and her sister and Uttar Pradesh general secretary Priyanka Gandhi Vadra have reached out to Mr Pilot, but in vain.

To re-join Gehlot fold, Mr Pilot has demanded Home and Finance portfolios apart from remaining the party president for Rajasthan, sources had claimed.

The political turmoil began in the state when Special Operation Group (SOG) constituted by the chief minister asked Mr Pilot to record his statement over alleged attempt by the Bharatiya Janata Party to poach Congress MLAs before Rajya Sabha polls last month. Later, the SOG also sent a letter to the chief minister for his statements, but Mr Pilot called it a ‘coverup’ to the ‘harassment’ faced by him.

In the 200-member State Assembly, the Congress has 107 MLAs, while the BJP 72. The ruling paty has the support of one Rashtyia Lok Dal, two Communist Party of India (Marxist), two Bharatiya Tribal Party MLAs and 13 Independents.

No interview for non-gazetted and subordinate jobs in Ladakh

Srinagar, July 14: In a significant decision, the administration of Ladakh Union Territory has done away with oral tests for recruitment to non-gazetted and class IVth posts.
The Lieutenant Governor, Ladakh, RK Mathur has ordered that selection for Group ‘C’(including Class IVth posts) and Group ‘B’(non-gazetted posts) shall be solely made on written test to be conducted by recruiting agencies after Ministry of Home Affairs empowered him to define conditions governing recruitment for such posts.
“In exercise of the powers conferred by proviso to S.0 282( E ),dated 21st January 2020 and in pursuance to the instructions issued by the Department of Personnel & Trainings, Government of India and in suppression of all rules and orders pertaining to the recruitment of Group ‘C’(including Class IV) and Group ‘B’( non-gazetted posts) of the Departments or services under the administration of Union Territory of Ladakh and also in companies, organisations, or local bodies substantially owned or controlled by the Union Territory of Ladakh, the Lt. Governor of the Union Territory of Ladakh is pleased to direct that there shall be no oral tests and recruitment for all such posts shall be made solely on the basis of written test to be conducted by the recruiting agency, “reads the notification, a copy of which is available with the news agency—Kashmir News Observer (KNO)
According to the notification, the procedure will not be applicable to the posts for which selection process has already been initiated by LAHDC Boards/ recruiting agencies and the same shall continue to be governed by the rules/ orders in force on the date of issuance of advertisement for recruitment.
“ Provided further that skill tests and physical tests as are different from interview shall continue to be parameter for the selection process wherever prescribed under the relevant recruitment rules,” it further states.
In January this year, MHA empowered Ladakh LG to define method of recruitment for Group C and B posts and conditions of service for those appointed to these posts in the newly carved out Union Territory

TRC goes up in flames mysteriously in Srigufwara, Anantnag

Srinagar, July 14: A Tourist Reception Centre (TRC) at Chiniwoder village of Srigufwara in South Kashmir’s Anantnag district went up in flames mysteriously on Tuesday.
A police official told the news agency—Kashmir News Observer (KNO) that a TRC at village Chiniwoder in Srigufwara went up in flames after which fire tenders rushed to the spot and doused the flames. “The Centre suffered a partial damage,” he said.
Asked about the cause of the blaze, he said a police team has rushed to the spot to ascertain the cause of the blaze. “The building was locked for a long time. It was torched in the early 90’s as well,” he said.
Another police official said that they have lodged a case under number 60/2020 under section 436 IPC. “Investigations are on to ascertain the cause of fire,” the official said

‘Above 3 Lakh animals on every Eid- Ul Adha”,Kashmir likely to face dearth of sacrificial animals this time’

Srinagar, July 14: The continuous closure of animal mandies in other states is likely to create a serious crisis of sacrificial animals on the occasion of upcoming Eid-ul-Adha this year in Kashmir.
In absence of smooth supply of animals from other states amid pandemic, people are forced to buy mutton at exorbitant rates from the market, a complaint prevalent for the past few months.
General Secretary, All Wholesale Mutton Dealers Association, Mehraj-Ud-DinMehraj Ganie, told news agency Kashmir Indepth News Service (KINS) that this time mutton dealers would face dearth of sacrificial animals in Kashmir
“On Eid-ul-Adha, around 3.50 lakh animals are sold only for sacrificial purposes. However, this year the demand is also down,” he said.
He added that there are three responsible dealers who provide stock to markets in Kashmir.
“One is barkarwalas, second local sheep unit holders and third local mutton dealers,” he said.
He added that local mutton dealers are main stakeholders in supplying the sacrificial animals to market.
“But since the mandies in other states where we get supplies are closed, Kashmir is likely to face the dearth of sacrificial animals on this Eid,” he said.
However, he added that they are waiting if the government will take an initiative to ensure smooth management of sacrificial animals in the coming days.
Animal sacrifice is the ritual killing of an animal in Islam. Every year on the occasion of Eid al-Adha, , an estimated three lakh fifty thousand animals are being used for the sacrificial ritual (Qurbani) in Kashmir, which approximately amounts to a whopping sum of Rs 3. 50 crore.
One of the mutton dealers said that every year on the occasion of Eid- Ul Azha around 1000 trucks with livestock are being imported to Kashmir from other parts of India.
“On Eid festivals, Kashmir is having a huge mutton demand. Every year to prevent mutton scarcity, we imported sheep in abundance from different Mandis including New Delhi, Amritsar and Himachal Pradesh,” he said.
Another dealer said that on an average a sheep is sold at Rs 10,000, so on an estimate it amounts about 300 crores. The mutton demand has remained on the higher side from last few years.
The valley is still importing 57 per cent of its mutton requirement from outside with its consumption touching 253.88 lakh kilograms annually
