DGP rewards plasma donor cops

Srinagar, Aug 7:  To honour the humane attitude and gesture of Police personnel who have donated Plasma for COVID-19 positive patients, the Director General of Police J&K Dilbag Singh sanctioned Commendation Certificate Class 1 along with cash reward in favour of six police personnel.

Rupees five thousand each has been sanctioned in favour of SgCt Nishat Ahmed & SgCt Manzoor Ahmad of DPL Anantnag, SgCt Aijaz Ahmad & Ct Iqbal Ahmed Quresh of DPL Baramulla, Ct/Operator Fayaz Ahmad Khanday, and Ct Syed Zulfikar of IRP 11.

Pertinent to mention that Jammu and Kashmir Police has taken an initiative in association with the Health Department in organizing plasma screening camp at Srinagar. Many Police personnel who had contracted the COVID 19 infection and have recovered are voluntarily donating plasma for saving the precious lives.

J&K Police is advising  the general public to come forward in donating the Plasma to the COVID 19 infected people.

23 Kendriya Vidyalayas to be setup in remote areas of JK: Samoon

Srinagar, Aug 7:  To augment the school education infrastructure in Jammu and Kashmir, 23 Kendriya Vidyalayas (KVs) would be setup in remote areas of J&K.

Principal Secretary School Education, Dr Asgar Hassan Samoon today in a meeting highlighted the role of KVs in imparting education in remote areas of Jammu and Kashmir.

Dr Samoon said that J&K has 36 functional KVs and setting up of 23 KVs are being pursued with Government of India for augmentation of education infrastructure here.

The proposed places of KVs include Verinag, Ranipora, Gandoh, Kastigarh, Ganderbal, Jagti, Bani, Ramkote, Kupwara ,Azote, Galander, Rinipora, Nowshera, Doongi, Ramban, Gool, Reasi, Katra, Kakryal, Vijaypur, Shopian, Shadat Karewa, Mantalai.

He directed the Deputy Commissioners to expedite the process of identification of land for the purpose besides finalizing the temporary suitable accommodation for these KVs which is prerequisite for the sanction by Kendriya Vidyalaya Sangathan GOI.

Samoon stressed on the close coordination between the Director School Education Kashmir and Jammu with concerned Deputy Commissioners for speedy completion of all modalities for their establishment.

During the meeting he asked for immediate nomination of nodal officer by Deputy Commissioners for inspection of sites identified by DCs.

Ganderbal, Aug 7: Central University of Kashmir (CUK) Vice Chancellor, Prof. Mehraj ud Din Mir along with Deans of Schools and other faculty members Friday attended the online Conclave on “Transformational Reforms in Higher Education” under National Education Policy-2020 here.

Registrar, Prof. M Afzal Zargar, Controller of Examinations, Prof. Parveen Pandit, Finance Officer, Prof. Fayaz A Nika also attended the conclave which was organized by the University Grants Commission (UGC).

In his inaugural address, Prime Minister Narendra Modi said the National Education Policy was approved after extensive deliberations over 3-4 years and brainstorming over lakhs of suggestions. He said that healthy debate and discussions are taking place on National Education policy across the country. National Education Policy aims at making the youth Future Ready while focusing on the National Values and National Goals.

The Prime Minister said that for years our education system remained unchanged leading to lopsided priorities where people were focusing on either becoming a doctor, an engineer or a lawyer. He said there was no mapping of the Interest, Ability and Demand.

The Prime Minister questioned how could critical thinking and innovative thinking develop in the youth, unless there is Passion in our education, Philosophy of Education, Purpose of Education.

He said the Policy was formulated keeping in mind two biggest questions: Whether our education system motivates our youth for Creative, Curiosity and Commitment Driven Life? And whether our education system empowers our youth, helps in building an Empowered Society in the country? On this he expressed satisfaction that National Education Policy takes care of these pertinent issues.

Murmu’s Exit

 

Girish Chandra Murmu resigned, hours after he chaired administrative council meeting on August 5 which marked the first anniversary of the revocation of Article 370 and splitting of the erstwhile state by virtue of which the former IAS officer came to be appointed as the first Lieutenant Governor of Jammu and Kashmir.

There was not even a murmur before news flashed that the 61-year-old bureaucrat has quit and his resignation stands accepted by the President of India, a development confirmed formally very early on August 6.

Former Chief Minister and National Conference Vice President Omar Abdullah mutely called into question “unceremonious and unexpected” exit of Murmu as well as last governor of the J&K Satya Pal Malik at the time when both had a full schedule of meetings planned before they were suddenly ordered to “pack and leave”.

No reasons have been given for the resignation of Murmu which indeed was unexpected and some quarters tend to link G C Murmu’s exit to his remarks on 4G restoration and elections. For the latter, he got a rap from election commission of India while for the former, the government of India sought to suggest before the Supreme Court that it was his personal opinion. However, between the lines, one is also given to understand that his replacement by a politician like senior BJP leader from Uttar Pradesh Manoj Sinha would usher in the revival of politic activities which remain standstill in the J&K when mainstream leaders are finding hard to move ahead with whatever outlook they have. Even those who have publically accepted Article 370 revocation as final and demand restoration of the statehood find hard to make any worthwhile moves. Appointment of a politician as lieutenant governor can also be a pointer that there are no immediate plans for the ruling party at the centre to restore even the statehood to the J&K for the near future.

Under the Constitution, the governor is the head of a state and is appointed by the president of India. Under Article 156(1), she holds office during the pleasure of the president, which in effect means the Union government. Ordinarily the governor’s term of office under Article 156(3) is five years, of course, subject to the president’s pleasure.

In 1979, the apex Court in the case of Hargovind Pant vs Dr Raghukul Tilak observed, based on the enumeration of the constitutional powers and functions, that governor is not an employee or a servant of the Centre in any sense of the term. She is a constitutional functionary. One expects better send-off rather than mute egress or in the word of Omar Abdullah “unceremonious exit.”

Manoj Sinha to take oath as J&K LG today

Srinagar, Aug 6: Jammu and Kashmir’s Lieutenant Governor designate Manoj Kumar Sinha would be administered the oath of office on Friday at Raj Bhavan here.

Sources told  KNO that Chief Justice of the Common High Court of J&K and Ladakh would administer the oath at 12: 30 pm here under the provisions of the Constitution of India.

“The warrant of appointment of Sinha will be read out by Chief Secretary B V R Subrahmanyam,” they said.

Sinha, who replaced Girish Chandra Murmu as LG of J&K, arrived at Srinagar this afternoon, hours after his appointment as LG of J&K by the President of India.

“The President has been pleased to appoint Shri Manoj Sinha, to be the Lieutenant Governor of Jammu and Kashmir with effect from the date he assumes charge of his office,” reads a press release issued by the President’s secretariat.

The communiqué also states that the resignation of Girish Chandra Murmu as Lieutenant Governor of Jammu and Kashmir has been accepted.

At the Srinagar airport, Sinha was received by advisors to LG, J&K Chief Secretary BVR Subrahmanyam, DGP Dilbag Singh and other officials from civil administration, police and paramilitary forces.

Sinha, a politician from Uttar Pradesh, is a three-time MP from Ghazipur and  served as the Minister of State (Independent Charge) for Communications and Minister of State for Railways.

This is the third time since 1965 when a politician would hold gubernatorial position in J&K. Before him, two politicians have held the position in J&K.

Karan Singh (1965-1967) and Satya Pal Malik (2018-19) were only two politicians to hold the position in J&K

 

He has a B.Tech and M.Tech degree in civil Engineering from the Indian Institute of Technology (BHU) Varanasi (earlier called IT-BHU). He was made the minister of State for Railways in May 2014. In July 2016, during the second cabinet reshuffle, he was also made Minister of State (independent charge) of the Communications Ministry.

 

Manoj Sinha’s appointment aimed at reviving political process in J&K?

Srinagar, Aug 6: The appointment of a senior BJP leader and former union minister, Manoj Sinha as the Lieutenant Governor of Jammu and Kashmir has triggered speculations that move is aimed at starting the political process in Jammu and Kashmir.
Former Deputy Chief Minister of erstwhile Jammu and Kashmir State and senior BJP leader Kavinder Gupta while talking to Precious Kashmir said, “Three time Member Parliament Manoj Sinha is an experienced hand and is a tall leader of Uttar Pradesh. He will play a crucial role in reviving the political process in J&K.”
BJP’s Organizational Secretary for J&K Ashok Kaul told Precious Kashmir that party welcomes the decision of the high command and exuded hope that many things will move in coming days.
Asked whether Sinha’s appointment will pave the way for revival of the political process in J&K Koul said, “Even the former LG (Girish Chander Murmu) could have revived it.” He refused to elaborate further.
Asked whether recent statements of the former LG Murmu about restoration of 4G internet in J&K and Election Commission of India taking strong exception to his statement about timings of assembly polls in the Union Territory led to his ouster, Koul said, “The decision came from the top leadership. We are just foot soldiers and aren’t aware about what transpired at the top level.”
Meanwhile, National Conference Member Parliament Justice (retired) Hasnian Masoodi said,  “Former LG Murmu was a bureaucrat and he was staying away from the political parties. Sinha is a politician. His appointment may provide some relief to BJP leaders in Jammu,”
Soon after Sinha was appointed as new Lieutenant Governor of J&K, media reports started claiming that reins of J&K have been handed over to a seasoned politician with a reason. “It seems that New Delhi is keen on empowering the political leadership in Kashmir and Sinha could play a pivotal role in reaching out to the politicians,” said an analyst.
He said, “BJP leaders in J&K during the past few days have dropped enough hints about political scene being all set to change in the Union Territory and Sinha’s appointment could pave the way for it. We need to look towards positives rather than talking about other things.”
The analyst said, “Kashmir based parties apparently are willing to start the political activities but the leaders of these political formations are awaiting response from the government.”
According to a report by The Hindu, Sinha’s quiet and down-to-earth nature will help in reaching out to the people in the state.
In fact, with Sinha’s appointment, the government hopes to reach out to the people of J&K with a soft political touch, Hindustan Times reported.
“The Centre realised that a bureaucrat as L-G was not working well. There was a political vacuum that was created last year with the bifurcation of the state into two Union Territories and the abrogation of Article 370,” The Print reported.

Who is Manoj Sinha

Senior BJP leader, Manoj Sinha, former Union Minister in the first term of the Narendra Modi government hails  from Uttar Pradesh.
Known as ‘vikas purush’ (leader involved in development), Sinha, a three-time Lok Sabha MP, was tasked with the charge of the Communication Ministry as Minister of State in 2016 when the telecom industry was engaged in the sale of spectrum.
Sinha, a B.Tech in civil engineering, has been credited with overcoming the menace of call drop.

Elected to Lok Sabha in 1996 for the first time, Sinha, an agriculturist, is the first politician to be elected as LG of the Union territory.

Sinha was elected to Lok Sabha in 1999 and 2014, and was a front-runner for the post of Uttar Pradesh chief minister after the party walked away with 265 seats in the 403-member assembly.

He began his political career after being elected President of the Banaras Hindu University Students Union in 1982 and has been actively involved in working for backward villages.

Sinha resigns from BJP


Srinagar, Aug 6: Jammu and Kashmir’s Lieutenant Governor designate Manoj Kumar Sinha on Thursday resigned from the basic membership of Bharatiya Janata Party.
BJP President J P Nadda tweeted that party has accepted Sinha’s resignation and wished him all the best for his new assignment.

Murmu appointed Comptroller and Auditor General

 

New Delhi, Aug 6: GC Murmu, who resigned as Lieutenant Governor of Jammu Kashmir, has been appointed as the country’s new auditor general.
Murmu had resigned from his post in Jammu and Kashmir on Wednesday and Manoj Sinha was appointed as his successor.

The post of the Comptroller and Auditor General (CAG) was expected to fall vacant this week as incumbent Rajiv Mehrishi turns 65. The Comptroller and Auditor General is a constitutional post and cannot be left vacant.

“Rajiv Mehrishi is turning 65 on August 8. That is why the government is in a hurry to look for a replacement,” a senior bureaucrat in the cabinet secretariat told NDTV.

 

A highly influential post, former Comptroller and Auditor General Vinod Rai had authored a report that triggered the 2G telecoms spectrum scandal, widely seen as one of the biggest contributors to the 2014 defeat of the Congress. In years since, the report failed to hold up in court.

Murmu’s resignation came days after a controversy over media reports quoting him that elections in the union territory can be held after the ongoing delimitation exercise. Elections have not been held in Jammu and Kashmir in the two years since the elected government collapsed, with the poll body citing security concerns.
Reacting to the reports, the Election Commission had, in a strongly-worded statement, said that decisions on timing of elections could only be made by it.

The GC Murmu-led J&K administration also faced controversy over its opposition to restore 4G internet services in the union territory. It has cited increased militant activity as the reason behind its move in the Supreme Court in response to petitions seeking restoration of high-speed internet.

Murmu, a 1985-batch Gujarat cadre officer, worked with Prime Minister Narendra Modi when he was the Gujarat Chief Minister.
After Modi became the Prime Minister, the officer joined the Union Finance Ministry. He became part of the expenditure department as a joint secretary.

The senior bureaucrat was expected to retire on November 30 last year. But before that, he was appointed the first Lieutenant Governor of Jammu and Kashmir after the state’s division into two union territories came into effect in October.

 

Don’t interfere’: India slams China after Beijing’s failed attempt to raise JK at UNSC

New Delhi, Aug 6: India on Thursday slammed China after the latter’s failed attempt to raise internal matters of the country, including Kashmir.

‘We have noted that China initiated a discussion in the UN Security Council on issues pertaining to the Indian Union Territory of Jammu and Kashmir….We firmly reject China’s interference in our internal affairs,’ External Affairs Ministry Spokesperson Anurag Srivastava said.

The Spokesperson asked China to draw proper conclusions from such ‘infructuous attempts’.

He said this was not the first time that China had sought to raise a subject that is solely ‘an internal matter of India.’

As on such previous occasions, this attempt too met with little support from the international community,

he said.

 

 

 

Pakistan had on Wednesday sought a discussion on Kashmir to coincide with the first anniversary of revocation of Article 370 and China raised the matter on behalf of Pakistan.

The UNSC, however, refused to intervene and rebuffed China’s attempt, making it clear that the matter needed to be resolved by India and Pakistan bilaterally. Four of the five permanent members- the US, UK, France and Russia-supported India.

‘…Almost all countries underlined that J&K is a bilateral issue and did not deserve time and attention of Council,’ T S Tirumurti, India’s Permanent Representative to the UN, said in a tweet.

 

 

 

This was the third time during the past one year that China has raised the matter at the UNSC.
