Lockdown re-imposed in Baramulla for 5-days

Baramulla, Aug 24: The district administration Baramulla on Monday decided to re-impose lockdown in the district for five days to prevent the deadly Coronavirus from spreading.
The fresh lockdown in the district will be imposed from August 25-August 29.
An order issued by Deputy Commissioner (DC) Baramulla, read that “In view of spike in COVID-I 9 positive cases over the past few days across the district, it has become imperative to re-impose some restrictions in terms of section 144 Crpc and section 34 of Disaster Management Act 2005.”
“All shops, business establishments in the district including main towns of Baramulla, Sopore, Pattan, Kunzar, Tangmarg, Kreeri Wagoora, Watergam, Rohama and Dangiwacha shall remain closed,” the order said.
It added that there shall be complete restrictions on movement of public transport including Sumo’s, Taveras, Auto-Rikhshaws etc and only SICK’ patients shall be allowed to move in designated routes. “ARTO Baramulla shall ensure that no violation is allowed in this regard,” the order added.

The activities related to Agriculture, Horticulture and work on developmental projects shall continue as per the SOPS already notified. Accordingly, the enforcement agencies shall allow the movement of the manpower, staff connected with these activities, including vehicles carrying Hot Mix material, it added.
“The movement of vehicles carrying fruit, vegetables may also be facilitated. The Banks, Financial Institutes shall carry out only Government related works. Senior Superintendent of Police (SSP) Baramulla, Sopore, concerned SDMs, Tehsildars, Naib Tehsildars (Executive Magistrate 1st Class), Duty Magistrates, SDPOs and SIs shall ensure strict implementation of restrictions and strict action shall be taken against violators wherever noticed,” the order reads, adding that the order shall remain in force till 07:00 PM of 29-08-2020. Advisor Bhatnagar reviews status of major ongoing H&ME projects

Jammu, Aug 24: Advisor to Lieutenant Governor, Rajeev Rai Bhatnagar, today reviewed progress on major projects of Health & Medical Education (H&ME) Department in Jammu division.
Chief Engineer CPWD, Managing Director JKPHC, Principal GMC Jammu, Director Health Services Jammu, Director ISM and other senior officers of the concerned department were present in the meeting while Financial Commissioner H&ME, Atal Dulloo; Principals of Government Colleges from Doda, Rajouri and Kathua participated through video conferencing.
During the meeting, threadbare discussion was held on status of works on all major projects that have been undertaken by R&B, JKPHC, JKPCC, JKHB and stress was given on expeditious completion of these vital works. The projects included AIIMS Vijaypur, New Medical Colleges at Doda, Kathua, Udhampur and Rajouri, Maternity Hospital at Gandhi Nagar, State Cancer Institute at GMC, Jammu, Govt. Ayurvedic Medical College cum Hospital at Akhnoor, SDH Khour, SDH Marwah and many others.
Officers from JKPHC, JKPCC, R&B and JKHB apprised the Advisor of the status of projects undertaken by them informing that many works are completed and few are going on in full swing and will be completed within the set time frame.
The concerned officer apprised the Advisor regarding AIIMS Vijaypur that work on the main building has been started and will be completed within the stipulated time. He informed that work on the boundary wall has been completed and other works related to power and water supply are under process.
Further, the concerned officers from executing agency R&B apprised the Advisor regarding the progress of work on GMC Kathua, Rajouri and Doda. The officer concerned informed that construction work of Administration Block and Girls/Boys hostel in GMC Kathua and Rajouri shall be completed within two months whereas other infrastructure will be completed by March 2021.
Addressing the officers, the Advisor stressed upon the executing agencies to gear up their men and machinery so that the progress on works can be speeded up and desired results can be achieved on ground. He also asked them to focus on removing all the bottlenecks that are hindering the pace of work. He also directed the executing agencies to personally visit the sites of projects for effective monitoring.

Militants reportedly kill abducted panch in south Kashmir

Srinagar, Aug 24: A panch from Srinagar outskirts, reportedly from Bhartiya Janata Party (BJP), was kidnapped and killed by militants in south Kashmir, a audio message released by ultras said on Monday.
This the second time militants have released audio clip claiming to have killed a person after abduction in Kashmir. Similar audio message had gone viral on the social media that a Rifleman of Territorial Army (TA) kidnapped by militants in Shopian on August 2 has been killed. However, in the both the messages militants said dead bodies of panch and rifleman Shakir Manzoor could not be handed over to their relatives due to COVID-19 pandemic.
The authenticity of the audio could not be confirmed while police has registered a case and initiated proceedings.
However, a senior BJP leader said it was not immediately clear whether the panch was from BJP or not.
A panch from Khanmoh area of the city outskirts had gone to Shopian in south Kashmir for some work recently. However, he was reported missing from Chaoora area of Shopian for the past two days. A missing report has been lodged and a massive search operation was launched but the punch could not be traced.
Today an audio clip had gone viral claiming that BJP leader has been killed. The message said the body could not be handed over to his relatives due to COVID-19 pandemic.
Over a dozen panchs and sarpanches besides local leaders of BJP were killed by militants in the Kashmir valley during the past few months, leading to resignation of members of local bodies.
Four panches identified as Naseer Ahmad Rather, son of Attaullah Rather resident of Patumohalla Ajas, Mohammad Khazam Gojar Baniya, son of Abdullah Gojar resident of Bazipora Ajas Mumtaz Ahmad Rather son of Ghulam Nabi Rather resident of Patumohalla Ajas and Mohammad Ashraf Lone son of Sultan lone resident of Chinpazpora Ajas have resigned on August 21.
However, Lt Governor Manoj Sinha during a meeting with the representative of panches and sarpanches has assured proper security for all the local body representatives in the valley.
Later, hundreds of panches, sarpanches and local leaders of different political parties, mostly from BJP, have been shifted to safe accommodation in their respective districts in the valley.

 

LKG Admission: Parents accuse Convent school of keeping them in dark, school denies

Srinagar, Aug 24: A large number of parents Monday accused a private missionary school of ‘cheat and deceit’ saying the school secretly made admission forms available online for two days, when everyone was busy in eid celebrations.
“The purpose of a Missionary School is charity and not profit maximization, but this time it proved otherwise. Only those parents were able to download admission forms for LKG kids who had prior knowledge about it. It was the duty of the school to give it wide publicity and then only made forms available online,” the parents told news agency KNT.
The school in question is Presentation Convent Higher Secondary School which is a private, Christian, English medium school for girls, located in Rajbagh area of Srinagar city. The motto of the School is ‘Virtue and Labour’.
Hundreds of parents were unable to get the admission forms due to lack of information. “I was shocked to learn that this school kept everyone in dark and without any publicity, made the forms available. I don’t know the actual reason behind all this ‘fishy’ process, but one thing is certain that some influential parents were already being informed by school management. This is the common perception of general parents,” alleged a father of a toddler.
Presentation Convent Secretary, Rameez Kawoosa refuted these allegations saying they had posted information about the availability of admission forms 10 days before.
“We have Server in New Delhi and interested parents visited our website and the forms were available for 48 hours. The downloading of a small file in KB’s didn’t even need 4G internet. It’s wrong to say school kept parents in dark, before making LKG forms available, we posted information about it before 10 days,” he said. (KNT)

Gupkar Declaration-II attempt to exploit emotions of JK people: BJP

Srinagar, Aug 24: Bhartiya Janta Party (BJP) General Secretary Ashok Koul Monday said Gupkar Declaration is an attempt to exploit emotions of innocent people in J&K.
“Some BJP leaders including Ravinder Raina has already issued a statement in this (Gupkar Declaration) regard. Local political parties call it Gupkar Declaration-2. This is nothing but an attempt to exploit the emotions of innocent people in J&K. This is what they had been doing for past 70 years,” Koul told local news gathering agency KINS.
On 22 August, six political parties unanimously resolved to fight for restoration of the special status of Jammu and Kashmir as it existed pre-August 5, 2019, saying the measures taken were “spitefully shortsighted” and “grossly unconstitutional”. The resolution was called as Gupkar Declaration-2.
Koul said the political parties, who have come up with this declaration, are speaking different languages. “They are reopening their shops to exploit innocent people”.
Koul said that several BJP leaders have been killed by militants and few are also injured.
“Various BJP leaders have been taken confined to four walls by security forces. Our leaders are frightened but we are struggling with the situation,” he said. (KINS)

2 killed, 3 injured in Doda accident

Jammu, Aug 24: Two persons including a woman were killed and three injured when a car they were travelling in met with an accident in Doda district of Jammu and Kashmir.
Police here on Monday said that a car without registration number on Sunday night met with an accident due to dense fog at Daggan Top.
The vehicle was on way from Gool to Judda, police said and added that when it reached near Dagantop, skidded off from the road and fell into a deep gorge due to which two persons died on the spot.
The deceased were identified as Reyaz Ahmed (24) of Dimi Budhan and Samina Akhter (28) Wife of Mohammad Shakeel of Judda, tehsil Arnas died on the spot.
Three injured persons namely Mohammad Shakeel (35), son of Showket Ali, resident of Judda, Tehsil Arnas and his daughters, Myra (6) and Mehar (8 months) were admitted to Primary Health Centre, Mahore.
Pertinent to mention here that out of five members, four were of a family.
Police, however, have taken the cognisance into the case.

 

Negative report not older than 48 hrs must for Vaishno Devi pilgrims coming from outside JK: Board

Jammu, Aug 24: Vaishno Devi pilgrims arriving from outside the Union Territory of Jammu and Kashmir have to carry negative COVID test report not older than 48 hours before performing pilgrimage.
“All devotees coming from outside J&K for Shri Mata Vaishno Devi Yatra requested to carry valid COVID negative test report not more than 48 hours older at time of arrival,” Ramesh Kumar, Chief Executive Officer, Mata Vaishno Devi Shrine Board on Monday wrote on microblogging site.
He said, “without COVID negative report will not be allowed for Yatra. Please Cooperate for the safety of all devotees.”
The pilgrimage to the cave Shrine resumed on August 16.
Thee yatra was suspended on March 18 this year in view of corona pandemic.
However, Vaishno Devi Shrine Board have also issued guidelines and SOPs for the pilgrims to be followed during the yatra.
The Shrine Board as per SOPs have also put a cap on 2,000 pilgrims per day for a week and registration will be available on official website www.maavaishnodevi.org.
As per guidelines, the CEO said that only those pilgrims who have registered Online will be allowed and persons above 60 years of age, a person with comorbidities, pregnant women and children below the age of 10 years are not allowed for the yatra.
“Pilgrims are required to maintain physical distancing of six feet at all times. Touching of statues/idols is not allowed and no Mats/Blankets will be provided,” said Kumar.
He said that Face Masks/Covers, Gloves shall be properly disposed off by the pilgrims at the assigned/designated dustbins, spitting is strictly prohibited, pilgrims shall furnish their contactable details wherever asked by the officials on duty.

Advisor Khan visits Pulwama; lauds crackdown on illegal storage of kerosene oil

Pulwama, Aug 24: Advisor to Lieutenant Governor, Farooq Khan, Monday visited Pulwama and took stock of supply of essential commodities to the people in the district.
Advisor conducted the visit in the backdrop of illegal storage and thus seizure of huge quantity of Kerosene Oil in Pulwama.
District Development Commissioner, Dr Raghav Langer, Additional Deputy Commissioners Pulwama, Tral and Awantipora, SSP’s of Pulwama and Awantipora and other concerned officers were present on the occasion.
While having a firsthand appraisal of the availability of essential stocks, he lauded the district administration’s action on illegal sale and storage of Kerosene oil. He said that the J&K administration is committed towards transparent governance and the people involved in illegal sale of Kerosene shall be dealt sternly. He asked the Deputy Commissioner to initiate an enquiry to ascertain the involvement of Government officials into the pilferage and take action under law.
He enjoined upon the officials of the Food Supplies and Consumer Affairs to expedite the process of re-verification of all the beneficiaries so that eligible beneficiaries are not deprived of this vital service.
Advisor also chaired a meeting with the district administration and law enforcement agencies and reviewed the distribution system of essential commodities in the district with directions to the concerned for ensuring transparent and timely supply.
Deputy Commissioner along with officers of FCS&CA carried out raids at various places of the district and seized illegal stock of Kerosene oil measuring 1.5 lakh litre at Samboora, Khach Koot, Lethpora, Pampore and other places having value of more than 75 lakh.

Daily wagers, casual labourers stage protest; demand wages, permanent job

Srinagar, Aug 24: Dozens of daily wage and casual workers of different department were on Monday taken into preventive custody after they hit the streets in the civil lines, Srinagar, demanding pending wages and regularization of their service.
Wearing coffin, daily wagers and casual workers of different department appeared in the civil lines raising slogans in favour of their demands. However, when the demonstrators tried to hit the main roads, security forces present in the area immediately swung into action and arrested dozens of them.
The slogan shouting daily wagers and casual workers were put into police vehicles and taken to police station.
Earlier, they threatened to intensify their agitation if their genuine demands are not met by the Union Territory (UT) administration.
“We and our families are facing starvation because of no salary for the past more than six months in some cases,” they said adding they could not deposit the school fee of their children.
They further said that despite repeated assurance by previous and present government, their demands were not fulfilled. We have been working in different departments on very meager salary, which is also paid after months of gap, they said and demanded immediate regularization of services of all those who have completed seven years in service.

 

HC launches online refresher mediation training for judicial officers

Srinagar, Aug 24: Mediation and Conciliation Committee of High Court of Jammu & Kashmir under the patronage of Chief Justice of Jammu & Kashmir, Gita Mittal and under the guidance of Chairman Mediation and Conciliation Committee Justice Tashi Rabstan and members of the Committee including Justice Sindhu Sharma, Justice Rajnesh Oswal and Justice Javed Iqbal Wani today initiated the online 20 hours refresher mediation training programme for the Judicial Officers of Jammu Province to bring down the arrears of pendency.
Pertinently, mediation is an inexpensive and quick mode of resolving disputes between the parties without wasting precious time of the Courts and contesting parties. The refresher mediation programme shall continue from 24th of instant Month to 29th of August, 2020 which will be conducted by expert resource persons from Delhi including Dharmesh Sharma (District Judge Higher Judicial Service Delhi), Sudhir Jain (District Judge Higher Judicial Service Delhi), Senior Advocate J.P. Singh, Senior Advocate Veena Ralli, Advocate SumitSudhir and Advocate Mitali Gupta. They are pioneer in Mediation.
Justice Sindhu Sharma, while addressing the session, said that the concept of mediation was introduced and encouraged in the J&K High Court by Chief Justice Gita Mittal.
She said that the purpose of mediation is to find a solution acceptable to both the contesting parties in resolving their disputes amicably and the aim and objective of the judicial officers should be to help the litigants to settle their disputes quickly where there is a win win situation for both the parties.
These are the judges who come in contact with the litigants and it is necessary for them to understand the conflict of the parties and this training shall improve their skills of mediation especially in the cases pertaining to family matters, arbitration and other similar matters which can be settled through mediation process.
