Why J&K administration appointed IFS officer as administrative secretary of School Education department?

Srinagar, Oct 16: The appointment of Indian Forest Service Officer(IFS) BK Singh as administrative secretary of key School Education department may have triggered curiosity in Jammu & Kashmir but he is not new to the education sector.

 

Sources in administration of Jammu & Kashmir Union Territory told news agency—Kashmir News Observer (KNO) that Singh’s experience in helming an autonomous institution managing affairs of more than 600 schools prompted the government to assign him charge of the department which is usually used by IAS officers.

 

“He has held Joint Secretary level position in the Union Ministry of Human Resources Development (MHRD) before returning to his parent cadre earlier this year,” they said.

 

The officer of 1989 batch served as commissioner, Navodaya Vidyalaya Samiti (NVS) for five- year period (2015-2020) before returning to J&K.

 

The NVS, an autonomous organization under ministry of Education and Literacy, runs more than 600 Jawahar Navodaya Vidyalayas (JNVs) in different states and union territories.

 

JNVs are fully residential and co-educational schools affiliated to Central Board of Secondary Education (CBSE), New Delhi, with classes from VI to XII standard. These institutions are specifically tasked with finding talented children in rural areas of India and providing them with an education equivalent to the best residential school system, without regard to their families’ socio-economic condition.

 

In May this year, he was also assigned the additional charge of chairman, National Institute of Open Schooling (NIOS) in May this year.

 

Singh, an officer of 1989 batch, is the 7th senior most IFS officer of Jammu & Kashmir cadre.

 

At present, Sanjay Kumar Singh, an IFS officer of J&K cadre, is working as joint secretary in Union Education Ministry.

CRPF man killed, 3 others injured in Bandipora mishap

Bandipora, Oct 16: A Central Reserve Police Force (CRPF) man was killed while three others were injured after a vehicle they were travelling in met with an accident in Nusoo area of north Kashmir’s Bandipora district on Friday morning.

An official told the news agency—Kashmir News Observer (KNO) that a gypsy of 03-BN CRPF skipped off the road near Nusoo area, resulting in on spot death of one CRPF personnel and injuries to three others.

He said that the injured were shifted to District Hospital Bandipora for treatment.

The official identified the deceased CRPF man as Naresh Kumar. The injured were identified as Ravi Raj, Ankit Kumar Gupta and Vinod Kumar.

Meanwhile, a police official said that a case under relevant sections of law has been registered in Police Station Bandipora.

 

Cyber Police bust fake job scam operated through Facebook

Srinagar, Oct 16: Cyber Police Kashmir on Friday claimed to have busted a fake job scam operated through Facebook and arrested one person from South Kashmir’s Anantnag district in this regard.
In a statement Cyber Police Station Kashmir Zone, Srinagar received a written complaint from one lady (name withheld) hailing from Baramulla district of North Kashmir, alleging therein that she has been cheated by unknown Facebook user operating multiple fake Facebook accounts and impersonating as Project Officer in ICDS on the pretext of providing job to her.
“On receipt of this complaint, a case under FIR number 23/2020 under relevant sections of law was registered in Cyber Police Station and investigation was set into motion. During the course of investigation, the said unknown Facebook user was found operating more than 15 fake Facebook accounts (male & female) and had fraudulently obtained a number of SIM cards from the victims, which he was using to cheat and deceive the female victims especially young and destitute girls,” the statement said.
It added that the accused by his vicious and wicked plans has grabbed lakhs of rupees from the victims on the pretext of providing them jobs.
“The modus operandi of the accused include creation of fake Facebook accounts by using profile pictures of high profile dignitaries mostly associated with politics and television and sending friend requests to the young girls who were allured by the profiles of the accused and would often chat with the accused who used to impress them with his flagitious activities and promises of offering jobs to them,” police said.
The statement added that he made them believe that he could help them in getting jobs and consequently coerced them to pay money. “The accused also used to compel the young girls to share their objectionable photos and videos and using the same for blackmailing. He would made victims transfer money not into his personal account but in the accounts of other victims who were cheated in the same manner and subsequently used to collect the amount by sending some other person(s) to avoid himself getting exposed,” the statement further reads.
It added that the accused used to frequently change his mobile phones and SIM cards and create new Facebook accounts on the name of high posted Govt employees and made victims believe that they too have been provided jobs by him.
“During the course of investigation and with strenuous efforts and rigorous analysis of his cyber signatures/footprints at different cyber platforms, the experts of Cyber Police station Kashmir were able to trace and identify the accused. He was identified as Mohammad Hussain Mir @ Bitta Morray, son of Late Ghulam Qadir Mir of Lazibal, KP Road Anantnag, a shopkeeper by profession and has been arrested,” police said.
During further investigation, police said the accused has been found to have used various devices and has cheated more than 100 destitute and young girls belonging to Kashmir as well as Jammu division who were in desperate need of government jobs.
“During questioning, the accused person admitted that he was inspired by a famous TV serial “Crime Patrol” and he learnt the modus operandi of social media crimes by watching the said serial. Further, one accomplice of the accused who used to provide fake SIM cards to the accused was also arrested. More arrests in the case are expected,” police said.
Meanwhile, police appealed to people to be aware of such online job scams where the fraudsters pretend to be Government Officers and high profile dignitaries.
“Moreover, public is advised neither to accept any friendship request on social media platforms from unknown persons nor share their personal details including photographs and videos with unknown social media users as these details could be used by these fake users/fraudsters to cheat/blackmail people,” police added.

Traffic Jams Return

Traffic jams, especially at junctions, have returned with the complete lifting of covid-19 restrictions on vehicular movement. The roads were almost deserted for the many days followed by limited resumption when only those with valid passes issued by the administration were allowed. Nowadays the roads are bustling with traffic from morning to evening. However, the complete resumption has started to bring out old problems to fore regarding the traffic congestion.
Jammu and Kashmir over the years has witnessed a rapid growth in the number of motor vehicles. The furious pace of motorisation has led to severe traffic congestion besides air pollution, adversely impacting the people on various counts. Policies to deal with these problems have had an impact but not the lasting one. The congestion is far from gone and pollution levels have also started getting worse especially in the capital cities of Jammu and Srinagar.
While it is always advisable to look at the policies of the past which have gone wrong but it is imperative to understand what needs to be done to correct the situation.
Clearly, the covid-19 times have led to more and more people who can afford cars and motorbikes to use them. While public transport, in absence of strict regulations as regards overcrowding, cannot offer people conveniences, the commuting choices had to shift. However, it has led more vehicles on the road. As a consequence, it comes with a problem as one has to drive on crowded streets and struggle to find parking at crowded destinations. It is here the policymakers have to intervene and address the problem. Prior to the arrival of covid-19 on the scene, Inspector General of Police, Traffic, J&K, had pointed out parking spaces in places where hindrance or inconvenience is caused to the general public as well as commuters in the city on account of indiscriminate parking of vehicles. The IGP Traffic had also called for imperative need for designation of proper parking places.
It is time to hasten the process so that the locations for more roadside parking are identified by the authorities. The parking spaces already identified occupied need to be vacated.
It is also time to modify regulation connected with the perennial problem. There is also a need to consider embracing technology-based services to address the issues to ease the congestion and air quality challenges.

Mehbooba’s release brings Kashmiri politicians together again

Srinagar, Oct 15: The government ordering release of Peoples Democratic Party chief and former J&K chief minister Mehbooba Mufti after 14-months has once again brought politicians from Kashmir together.
“The question that most people are asking is will these politicians coming together make any difference now? When they could have done something collectively at that point of time they were unable to even stand the sight of each other. After J&K losing everything them joining hands hardly makes any difference,” an analyst told Precious Kashmir.
He said, “When these politicians ruled J&K they had the power to strike any deal with the Centre as on date that advantage has been lost. They are as good as common people and are in no position to bargain any sort of arrangement with New Delhi.”
An observer said, “The Gupkar Declaration, which these parties are talking about, could have served some purpose had our leaders been in a position to enter into some sort of parleys with New Delhi. At present the Centre seems in no mood to talk to the Valley based leaders.”
He said that National Conference president and Member Parliament Dr Farooq Abdullah recently in an interview admitted that he was not allowed to talk about Centre’s August 5, 2019 decision in the recently held Parliament session. “Kashmiri leaders making noise in the Valley won’t help their cause. If they really want to get something back even J&K’s statehood then they will have to reach out to the Centre. Holding meetings and issuing statements in Srinagar looks more like a formality aimed at sending a message that political parties in Kashmir are still relevant,” the observer added.
Another analyst said, “Mehbooba Mufti’s release can boost the revival of the political process in Kashmir but there is a possibility about the move back firing. If the Kashmiri leaders just keep on talking about everything back, the government can once again tighten the noose around them. So it’s a tight rope walks for them.”
He said, “In the newly carved out Union Territory of Jammu and Kashmir role of the elected politicians has been curtailed. If the assembly elections are held without the restoration of J&K’s special status the politicians will have no major role, the Lieutenant Governor will be the boss and his decision will be final. Kashmiri leaders have to choose whether to fight for restoration of statehood or to fight for getting everything back.”

‘After Zojila, seven more tunnels to come up in J&K in next two years’

Srinagar, Oct 15: Highlighting achievements of the administration in Jammu and Kashmir Lieutenant Governor Manoj Sinha on Thursday said that his priority is to ensure corruption free governance.
Addressing a presser at Raj Bhawan here LG Sinha said that he has been pushing for on the spot grievance redressals, instant delivery of services and also on the ground speedy execution of people-centric projects.
“My focus is to ensure that all the districts of Jammu and Kashmir will see good governance and development without any discrimination,” he said, adding that his motive is to ensure corruption free governance to the people of Jammu and Kashmir.
The LG while sharing the achievements said that he would ensure more use of technology for quick, hassle-free services like online building permissions, clearance of contractors’ bills, and other payments.
“In the last two months, several major steps have been taken up by J&K administration to empower villages and urban areas of the Union Territory, and to make the government more responsive and accessible to the people,” he added.
About the 14.15 kilometres long Zojila tunnel, the work on which was started today, the LG said that Union Minister Nitin Gadkari inaugurated the tunnel virtually and the Rs 7000 crore will be spent on its construction, which is
Rs 4000 crore less than the amount which was fixed for it earlier.
“Let me announce here that seven more tunnels will be constructed in J&K UT in the next two years. Tendering process of many has been already done and other legalities are being completed,” he said. “To name a few are— Qazigund-Banhinal tunnel, Chenani to Sudhmahadev tunnel and Chatru to Anantnag tunnel,” he said.
LG Sinha also announced Standard Operating Procedure (SOPs) for farmers and said that 500 tractors will be given to the farmers on subsidized rates.
He added after Back to village programme, the government is now organizing another programme titled ‘My Town My Pride’, which will commence from October 19. “We have three main objectives – public outreach in towns, strengthening grass-root democracy, and service delivery at doorsteps. I have been pushing for on spot grievance redressal, instant delivery of services to the masses, and on the ground speedy execution of people-centric projects.”
In the recently concluded Back to Village-III programme, LG Sinha informed that 4440 sports kits were distributed among the youth in all the panchayat while 3959 dustbins were installed to promote cleanliness and 2430 families provided a house under Pradhan Mantri Aawas Yojana’, he said.
He also stated that 4,25,258 Domicile Certificates, 45,327 Category Certificates, and 51,097 birth/ death/ disability certificates were issued in addition to a greater number of social welfare pensions sanctioned during the programme.
Sinha also announced that 44 long-languishing projects have been completed in the month of September alone, while another 1798 projects are being expedited for completion.
He added that announcement of economic package for the revival of the business sector in J&K is also one among the achievements.

Ladakh Standoff:Discussions confidential, don’t want to predict: Jaishankar on China

New Delhi, Oct 15: Foreign Minister S Jaishankar has said he would not wish to “predict” the outcome of the ongoing discussions between India and China regarding the border dispute at Ladakh. “The discussions are going on. It is a work in progress and the first rule of my business is – don’t predict what is still going on,” the minister said at the Bloomberg India Economic Forum a day after the seventh round of commander-level talks.
When pressed to respond on the issue, the minister said, “What is going on is something confidential between us and China and we will see how it plays out”.
A resolution to the situation in Ladakh – where India has been pressing for total disengagement, de-escalation and restoration of status quo ante in all areas of eastern Ladakh prior to April — has so far proved elusive.

China not only left the disengagement process – started after the National Security Advisor-level talks — halfway, but also undertook provocative actions to change the status quo on ground through fresh transgressions.
Not just the border area, the Chinese government had also raised objection to the inauguration of a series of bridges in Ladakh.
Today, the foreign ministry again issued a loud and clear message to China.
“The Union Territories of Jammu and Kashmir and Ladakh have been, are, and would remain an integral part of India. China has no locus standi to comment on India’s internal matters. We hope that countries will not comment on India’s internal matters, as much as they expect the same of others,” the ministry said.
Last month, following Beijing’s assertion of its position on the Line of Actual Control or LAC, India said it comprehensively rejects Chinese claims on its location in Ladakh. The 1959 claim made by Beijing was not mutually agreed upon, India reminded China.
The different perceptions about the LAC were at the bottom of the repeated flare-ups at the border where “the Chinese and Indian perceptions of LAC overlap”, Union minister Rajnath Singh had told the Lok Sabha last month.
Today, Jaishankar said the relation between India and China had improved following signing of a series of agreements since 1993 on maintaining peace and tranquility along the border. (NDTV)

 

India flays China on Ladakh remark

New Delhi, Oct 15: Reiterating its clear and consistent position on the Union Territories of Jammu and Kashmir and Ladakh, India on Thursday said that China has no locus standi.
“Our position on this has always been clear and consistent. The union territories of Jammu and Kashmir and Ladakh have been, are, and would remain an integral part of India. China has no locus standi to comment on India’s internal matters. We hope that countries will not comment on India’s internal matters, as much as they expect the same of others,’ Ministry of External Affairs official spokesperson Anurag Srivastava said during the weekly virtual media briefing.
The spokesperson said that New Delhi’s position on Arunachal Pradesh has also been made clear several times. “Arunachal Pradesh is an integral and inalienable part of India. This fact has also been clearly conveyed to the Chinese side on several occasions, including at the highest level,’ he said.
The spokesperson was asked for his reaction on Beijing’s remark after the opening of 44 bridges in border areas.

COVID-19 claims 7 more lives, 648 test positive in J&K

Srinagar, Oct 15: Jammu and Kashmir reported seven more COVID-19 deaths in last 24 hours, while 648 more people tested positive for the virus, officials said on Thursday.
They said that fatality count in the Union Territory due to COVID-19 has mounted to 1361, while 86057 people have tested positive since the outbreak of pandemic.
Among the victims who died today, five belonged to Kashmir and two to Jammu division.
Giving details, they said, the victims include an 85-year-old man from Sopore, a 70-year-old man from Rajouri Kadal Srinagar, a 73-year-old man from Lal Bazar, a 70-year-old man from Shahbad Tral Pulwama and a 74-year-old from Deedarpora Kupwara who died at SMHS hospital, a day after he was admitted with bilateral community acquired pneumonia. The two other deaths were reported from the J&K’s winter capital—a 62-year-old woman from Bakshi Nagar and a 75-year-old woman from Badyal Brahmana.
With these deaths, the fatality count has reached 916 in Valley and 445 in Jammu.
Srinagar district with 327 deaths tops the list followed by Jammu (232), Baramulla (132), Budgam (90), Pulwama (76), Kupwara (72), Anantnag (70), Kulgam (43), Bandipora(42), Rajouri (45), Doda (40), Shopian (33), Ganderbal (30), Kathua (29), Udhampur (25), Samba (24), Poonch (22), Ramban (11), Kishtwar(11) and Reasi (6).

Meanwhile, thirty-two travelers were among 648 new COVID-19 cases that were reported in Jammu and Kashmir in past 24 hours, taking the total count to 86057.
Official sources told GNS that 268 of them were from Jammu Division and 380 from Kashmir.

COVID-19 tally crosses 73 lakh-mark in India

New Delhi, Oct 15: The number of positive cases due to Novel Coronavirus crossed the mark of 73 lakh on Thursday, as the country registered fresh 67,708 cases in the past 24 hours, taking the overall tally to 73,07,098, while the death toll reached 1,11,266 after 680 more people succumbed to the deadly virus in the past 24 hours.

According to the Union Health Ministry, 81,514 COVID patients were cured/discharged during the same time-frame, taking the total number of recoveries to 63,83,441 and recovery rate to 87.36 per cent.
The country is currently home to 8,12,390 active cases of the contagion.
