COVID-19: 5 more die, 566 test positive in J&K

Srinagar, Oct 30: Five more people died of COVID-19 and 566 more people tested positive for the virus across Jammu and Kashmir on Friday, officials said.
They said that the fatality count due to COVID-19 has mounted to 1472, while 94330 have tested positive for the virus till date.
Among those who succumbed to the virus today include three residents of Kashmir and two from Jammu region.
The victims from the Valley include a 55-year-old woman from Chogul Handwara, a 50-year-old man from Noorbagh Srinagar and a 60-year-old man from Krankshivan Colony Sopore.
Two of those who died in Jammu include a 66-year-old man from R S Pora and a resident from Doda.
With these deaths, the fatality count has reached 978 in Valley and 494 in Jammu region.
Srinagar district with 352 deaths tops the list followed by Jammu (253), Baramulla (145), Budgam (94), Pulwama (80), Kupwara (73), Anantnag (74), Rajouri (47), Kulgam (46), Bandipora(46), Doda (46), Shopian (35), Ganderbal (32), Udhampur (32), Kathua (31), Samba (25), Poonch (23), Kishtwar(14), Ramban (13), and Reasi (8).
566 test positive in J&K
Meanwhile, the COVID-19 tally crossed 94000-mark as 566 new infections were reported in last 24 hours in Jammu and Kashmir, officials said on Friday. Among the cases includes seven army personnel, two policemen and a minor besides 28 travelers

India’s tally reaches 80,88,851

 

New Delhi, Oct 30: India’s COVID-19 tally on Friday mounted to 80,88,851 after a spike of 48,648 fresh cases in the past 24 hours, the Union Health Ministry update said.

As per the government data, 563 more lives were claimed by the highly contagious virus during the same time period pushing the total fatalities due to the pandemic so far to 1,21,090.

Talking of recoveries, there were 57,386 cured cases of COVID recorded across the country since Thursday, taking the total count of the COVID survivors in the country to 73,73,375 till date.

Active cases that are reducing have further come down by 9,301 in the past one day , and the number now stands at 5,94,386.

In percentage , the active cases now stand at 7.35 per cent, discharged cases now at 91.15 per cent and the fatalities at 1.50 per cent of the total case count of the country so far.

According to the Indian Council of medical Research there were 11,64,648 samples tested for COVID on Thursday, whereas till date the total number of COVID tests conducted now stand at 10,77,28,088.

The United Stated of America remains the country with the highest cases followed by India at second spot and Brazil at third.

India’s COVID-19 vaccine clinical trials to undergo in Bangladesh

New Delhi, Oct 30:  The Covid-19 vaccine being developed by India will go through clinical trials in Bangladesh.

Addressing the virtual weekly press briefing here, Ministry of External Affairs spokesperson Anurag Srivastava said, “From October 17-19, a delegation of the concerned departments visited Bangladesh and had fruitful discussions with their Bangladeshi counterparts on the current stage of vaccine development in India and modalities of clinical trials in Bangladesh.”

The concerned officials of the two sides have had a virtual interaction on Myanmar’s interest in cooperation on Covid-19 vaccines.

As the situation with respect to vaccine development evolves, the sides will discuss and decide on modalities of cooperation.

On trials in other countries, Srivastava said, “In due course, depending on the trials in India, we propose to expand our cooperation with other countries also in clinical trials and capacity building for vaccine development, production and delivery.”

On September 26, Prime Minister Narendra Modi in his speech to the United Nations General Assembly had said India’s vaccine production and delivery capacity will be used to help all humanity in fighting the Covid-19 pandemic.

“India will also help all the countries in enhancing their cold chain and storage capacities for the delivery of vaccines,” he had said.

India’s indigenous Covid-19 vaccine Covaxin being developed by Bharat Biotech in collaboration with the Indian Council of Medical Research (ICMR) – National Institute of Virology (NIV), has received approval for conducting final phase trials.

The Drugs Controller General of India (DCGI) permitted the Hyderabad-based firm to initiate Phase 3 trials.

The Phase 3 trials for Covaxin are likely to start next month.

Applying for approval on October 2, Bharat Biotech told DCGI that the study will involve 28,500 volunteers from ten states.

The subjects will be given two doses of the experimental vaccine within a gap of 28 days.

Centre tells states to form committees for overseeing COVID-19 vaccine drive

New Delhi, Oct 30: The Centre has asked states to constitute committees for coordination and overseeing COVID-19 vaccination drive while ensuring minimal disruptions in other routine healthcare services, and stressed early tracking of social media to dispel rumours which could impact the community acceptance of coronavirus inoculation.
Stating that COVID-19 vaccine introduction will span over a year with multiple groups being included “sequentially starting from health care workers”, the Health Ministry has sought constitution of committees at state and district levels which will review preparatory activities in terms of cold chain preparedness, operational planning, strategies for state-specific challenges in terms of geographical terrain and hard-to-reach areas, etc.
In a letter to states and union territories, Union Health Secretary Rajesh Bhushan has suggested setting up of a state steering committee (SSC) chaired by the chief secretary, a state task force (STF) led by additional Chief Secretary or principal secretary (health), and a district task force (DTF) to be headed by the district magistrate.
An annexure attached with the letter outlines the terms of references for the committees according to which the state steering committee will ensure active involvement of all departments concerned and devise innovative strategies for improving community engagement (‘Jan Bhagidaari’) for improved coverage of COVID-19 vaccine once it is available.
“Ensure early tracking of social media and other platforms for possible misinformation and rumours around COVID-19 vaccine that could impact the community acceptance for the vaccine,” it said.
The state steering committee will also have to institute a reward/recognition mechanism for achievement of best performing district/block/urban ward, etc.
“The COVID-19 vaccine introduction will span over a year with multiple groups being included sequentially starting from HCWs. Therefore, it is important to create strong advisory and coordination mechanism at state and district level to guide the process of COVID-19 vaccine introduction while ensuring minimal disruption of other routine health care services including immunisation,” the letter issued on October 26 stated.

Kulgam, Oct 30: Inspector General of Police Kashmir range, Vijay Kumar Friday said that Lashkar-e-Toiba and TRF militants are involved in the killing of three BJP men, including a youth leader at South Kashmir’s Kulgam district and the police have seized the vehicle used by militants while all attackers have been identified. The IGP said that police will investigate as to why the trio had come to a far off place late evening.
Talking to reporters at the site of the incident, the IGP said yesterday at around 8 pm, militants from the LeT and TRF came in a vehicle and resorted to indiscriminate firing at the BJP youth leader Fida Hussain and his two colleagues.
“Then the militants fled in the same vehicle. We seized the vehicle near Achabal area of Anantnag. With the help of our technical and human intelligence, three militants who carried out the act include a local militant Nisar Ahmed Khanday, Abbas Shiekh, who was earlier with Hizb and later joined LeT, and third one may be a foreigner,” he said.
He said police had provided protection to slain BJP youth leader Fida Hussain and he was lodged at Hotel Dolphin, Pahalgam. “Recently, he gave undertaking that he can roam around without security. Now we are investigating what they were doing in Kulgam area,” he said, adding that at least 1690 BJP workers, leaders, activists were lodged in various hotels while 157 were provided with security cover on the basis of threat perception.
“We urge BJP leaders, workers, activists not to venture out without their security guards and don’t go to areas that are far,” he said. The IGP while replying to a query said that operations are on at seven to eight places across South Kashmir. “We will get the militants involved in the act soon,” he said.

9 BJP leaders, workers killed in 4 months across Kashmir

Srinagar, Oct 30: The killing of three BJP workers in Qazigund belt South Kashmir’s Kulgam district on Thursday has taken the number of total BJP workers/leaders killed by militants in four months to nine.
Yesterday evening, three BJP workers namely Fida Hussain, who was a BJP’s Yuva Morcha General Secretary, BJP worker Umar Ramzan, both residents of Y K Pora, Qazigund and Umar Rashid, a resident of Sopat in Devsar area of Kulgam, were killed by Lashkar-e-Toiba and TRF militants, according to police, last evening.
As per locals, the slain men were lone sons of their families and Fida was also father of one-year old daughter. They said Fida has left behind five sisters, parents, wife and a year old daughter while as Umar from Y K Pora, was a driver by profession and has left behind a sister and parents.
They further said that Umar Rashid from Sopat, Devsar has left behind a sister and parents. Before the slain trio, six more workers of the BJP party were killed while as one was injured in less than four months in Valley.
On September 23, Block Development Council (BDC) chairman Khag affiliated with BJP Party namely Bupinder Singh of Budgam was killed by militants at his ancestral village Dalwach, Budgam.

On August 09, BJP’s OBC District President Abdul Hamid Najar was killed when he was morning walk in Ompora, Budgam. On August 06, BJP Sarpanch namely Sajad Ahmad Khanday was shot dead by militants near his residence at Vessu, Qazigund.
On August 4, a BJP Sarpanch was shot at and injured during militant attack in Akhran area of Kulgam, however, he survived.
On July 8, three members of a family including BJP State executive Committee member Sheikh Waseem Bari, his father Bashir Ahmad and brother Sheikh Umar who were also office bearers were killed by militants at their residence in Bandipora. (KNO)

CRPF camp attacked in Chadoora, no injury reported

Budgam, Oct 30: Suspected militants on Friday evening lobbed a grenade towards Central Reserve Police Force (CRPF) camp in Namtehal area of Chadoora in Budgam district. However, no loss of life or injury was reported in the incident, officials said.
Officials said that two bike-born militants lobbed a grenade towards 43 BN CRPF camp.
A police officer said that no injury or loss of life was reported in the incident, adding that the area has been cordoned off to nab the attackers. (KNO)

2 militant associates arrested in Handwara

Srinagar, Oct 30: Jammu and Kashmir police on Friday claimed to have arrested two militant associates of Lashkar-e-Toiba (LeT) in Handwara.
“On specific inputs, checkpoints were established by Handwara Police along with 21RR and 92 Bn CRPF at different locations in the town. During checking at Chinar Park Handwara, two persons while riding on a bike bearing registration number JK09B-1827 were intercepted and apprehended by the search party when they tried to escape from the spot,” Police said in a statement.
They have been identified as Liyakat Ahmad Mir, son of Abdul Ahad Mir and Aqib Rashid Mir, son of Abdul Rashid Mir—both residents of Hayan Trehgam Kupwara.
“Arms and ammunition have been recovered from their possession. All the recovered materials have been taken into case records for further investigation,” police said, adding that as per the police records, they were involved in providing shelter, logistic and other support to the active LeT militants besides assisting them in transporting arms & ammunition to South Kashmir.

In this connection, police said that a case under FIR number 363/2020 under relevant sections of law has been registered in Police Station Handwara and further investigation has been initiated.

LG reviews winter preparedness, logistic arrangements of various deptts

Directs PDD to maintain buffer stock, sets deadlines for replacement of transformers

Srinagar, Oct 30: Lieutenant Governor, Manoj Sinha Friday reviewed the winter preparedness and logistic arrangements of various departments in a meeting here at Raj Bhavan.
The Lt Governor directed the concerned officers to adopt a proactive approach to address the needs and requirements of the people; especially those living in far-flung and snow bound areas.
He asked them to be responsive and take comprehensive measures to minimize the difficulties of common people, work at grass roots level and reach out to the people to address their genuine concerns.
He also directed the officers to put committed efforts to ensure uninterrupted drinking water and power supply & timely restoration, availability of public utilities like firewood, ration, medicines and other basic amenities and essential supplies.
Necessary directions were passed to maintain sufficient stock of firewood, fuel, food grains, and medicines, especially in remote and difficult terrain areas.
The Lt Governor directed the Power Development Department to maintain the availability of buffer stock in District Head Quarters, besides ensuring proper functioning of existing transmission lines, transformers, electrical equipment, repair workshops, timely repairs and replacement of the damaged infrastructure and equipment.
After taking assessment from each DC, the Lt Governor set a deadline of 24 hours for urban areas and 48 hours for rural areas for replacement of the transformers barring difficult and inaccessible areas.
The Lt Governor stressed upon close monitoring of the functioning of the power distribution & transmission channels In order to ensure uninterrupted power supply during the harsh winter days.

While taking the preparedness review of Jal Shakti Department, the Lt Governor also set the deadline of the same day in urban areas and within the next day in rural areas for resolving the water supply and repair problems.

Laying special emphasis on ensuring uninterrupted road connectivity and proper Traffic management, the Lt Governor directed the officers to rationalize the deployment of snow clearing machinery and equipment for snow clearance from all the main and internal roads.

All the requisite arrangements must be made in advance for the stranded passengers on the national highway and other important district and town roads, besides putting a check on unnecessary and unruly movements on the national highway for smooth vehicular movement, he added.

The Lt Governor directed the concerned officers to timely issue weather advisories and make every necessary emergency facility available to render critical help in any contingent situation.

He also passed directions for setting up of control rooms in every District Head Quarters and the DCs were directed to monitor and to resolve grievances of the people pertaining to power, water, essential supplies, health services, road connectivity, and emergency evacuation/rescue.

The Lt Governor asked the Head of Departments to closely monitor the winter preparations of their respective departments and directed all the departments to work in a synchronized manner and put in dedicated efforts to avoid any inconvenience to the people of J&K by putting in place a much comprehensive and viable winter preparedness mechanism.

The Lt Governor also took stock of the implementation of the directions passed in the previous meetings.

Speaking on the occasion, the Lt Governor congratulated Kewal Kumar Sharma for his new appointment.
Kewal Kumar Sharma was serving as Advisor to the Lt Governor before being appointed as State Election Commissioner. He resigned and was immediately appointed as SEC. “K. K. Sharma resigns as Advisor to Lieutenant Governor of J&K; appointed State Election Commissioner,” Rohit Kansal, government spokesman, tweeted prior to Sharma’s oath ceremony.
