New Delhi, Nov 3: Russia today said it would encourage both India and China to resolve their differences through ‘’constructive dialogue’’ and any disagreements between them would only provide some dishonest elements with an opportunity to interfere in their bilateral dialogue.
The Russian embassy here said both India and China well-known with their ancient history and wisdom, are capable of dealing with the problem on their own.
Having special but independent relations with both India and China, Russia would encourage ‘’our largest Asian partners’’ to resolve differences by constructive dialogue, it said.
‘’Disagreements between India and China don’t benefit both sides but provide some dishonest elements with an opportunity to interfere in their bilateral dialogue. We are confident that both countries, well-known with their ancient history and wisdom, are capable of dealing with the problem on their own,’’ the embassy said in a statement.
Referring to Russia’s relations with China, it said Russia doesn’t develop relations at the expense of other countries and doesn’t practice ‘’a hidden agenda,’’ interference in domestic affairs and regime change efforts as well as illegal unilateral sanctions.
Pointing out that coinciding global priorities make Russia and India truly like minded, it said Russia’s multilateral partnership with India in the framework of G20, BRICS, SCO, etc. is based on the solid ground of common priority to proceed towards just and equal multipolar world with the central role of the United Nations and international law as well as undivided security.

SC postpones loan moratorium case hearing
New Delhi, Nov 3: The Supreme Court on Tuesday deferred the loan moratorium case hearing to November 5 on the request of Solicitor General Tushar Mehta.
“I am requesting for an adjournment considering I have a case (Central Vista) where I will be arguing”, Mr Mehta told the Court.
The pleas had sought a waiver of interest, in view of the COVID-19 pandemic, charged by banks on Equated Monthly Instalments (EMIs) which were not paid by the borrowers during the Reserve Bank’s six-month loan moratorium period.
PM to chair Virtual Global Investor Roundtable
New Delhi, Nov 3: Prime Minister Narendra Modi will chair the Virtual Global Investor Roundtable (VGIR) on November 5.
The VGIR is being organised by the Ministry of Finance and National Investment and Infrastructure Fund, the Prime Minister’s Office said in a statement here on Tuesday.
It is an exclusive dialogue between the leading global institutional investors, Indian business leaders and the highest decision makers from the Government and Financial Market Regulators. Union Finance Minister, Union Minister of State for Finance, RBI Governor and other dignitaries will also be present on the occasion.
The Roundtable will witness participation from twenty of the world’s largest pension and sovereign wealth funds with a total Assets Under Management of about US$6 trillion.
These global institutional investors represent key regions, including the US, Europe, Canada, Korea, Japan, West Asia, Australia, and Singapore. Event will witness participation of key decision makers of these funds- the CEOs and CIOs. Some of these investors would also be engaging for the first time with the Government of India.
Apart from global investors, the Roundtable will also see participation of several top Indian Business Leaders.
VGIR 2020 will focus on discussions around India’s economic and investment outlook, structural reforms and the government’s vision for the path to a USD 5 trillion economy.
The event will provide an opportunity to leading global investors and Indian business leaders to engage and deliberate with senior policymakers on how to further accelerate the growth of international investments in India.
Foreign investments in India this fiscal is the highest ever for the first five months of a financial year.
VGIR 2020 will also provide an occasion for all stakeholders to further cement the strong partnerships that have been built and to foster engagement with international institutional investors who are looking to increase their Indian investments.
4 IPS officers promoted as ADGPs
Srinagar, Nov 3: The Jammu and Kashmir Government has ordered promotion of four IPS officers of J&K cadre as Additional Director Generals of Police(ADGPs) and granted time scale to two other IPS officers including Sheema Nabi Qasba presently SP East Srinagar .
According to an order issued by the Jammu and Kashmir Government Dr. S.D. Singh, Satish Khandare, Rajesh Kumar and T. Namgyal have been promoted as ADGPs with effect from 01.01.2020.All four are IPS officers of 1995 batch.
The government has also ordered promotion of Amit Kumar to the grade of super time scale (DIG) with effect from Ist January 2020. It has also ordered grade promotion of Sunil Gupta, Sujit Kumar, Vivek Gupta and Mohammad Suleman Choudhary to the selection grade of IPS (level 13 of pay matrix) with effect from Ist January 2020. The government has also ordered promoted Sheema Nabi Qasba and P.D. Nitya to the senior time scale of IPS with effect from Ist January 2020. (KNS)
On US election day, Trump sounds optimistic
Washington, Nov 3: US President Donald Trump said he felt good about his chances for victory as election day opened Tuesday, predicting that he would register big wins in key states such as Florida and Arizona.
“We feel very good,” a hoarse-voiced Trump told Fox News in a phone interview.
Trump said he expected victory in all the key states that will decide the election, but said he would not “play games” by declaring his win too early.
“We think we are winning Texas very big. We think we are winning Florida very big. We think we are winning Arizona very big,” he said.
“I think we are going to do very well in North Carolina. I think we are going to do well in Pennsylvania. We think we are doing very well everywhere.”
Running behind in most opinion polls, Trump bashed Democratic opponent Joe Biden, “biased” media and the “extreme” left as he repeated his argument for reelection to four more years in the White House.
“Joe Biden is not prime time” he said.
Trump called it “terrible” and “dangerous” that millions of votes mailed in might still not be counted on Wednesday.
But he downplayed allegations that he planned to prematurely declare victory Tuesday evening before enough of the vote is tallied to determine the winner.
“I think we’ll have victory, but only when there’s victory,” he said.
“There’s no reason to play games.”
SEC interacts with election officers

Srinagar, Nov 3: State Election Commissioner (SEC), K.K. Sharma, today held a detailed review meeting with the District Panchayat Election Officers of the Union Territory of Jammu and Kashmir.
The meeting, convened via video conferencing, was attended by Chief Electoral Officer, Hridesh Kumar, Divisional Commissioners, Jammu and Kashmir Divisions, Pandurang Pole, Sanjeev Verma and Secretary Rural Development and Panchayati Raj, Sheetal Nanda.
Deputy Commissioners (District Panchayat Election Officers) of all the Districts besides senior officers of the Election Department attended.
Meanwhile, State Election Commissioner also issued final reservation notification for the District Development Council Constituencies in the UT of Jammu and Kashmir. Seats have been reserved for SCs and STs proportionate to their respective populations. Further 33% seats in each District Development Council have been reserved for women.
This was the first interaction of SEC with District Panchayat Election Officers after being appointed as State Election Commissioner of the Union Territory of Jammu and Kashmir.
The State Election commission of the UT of JK is a constitutional body for conduct of Panchayat elections and has become functional with the appointment of K. K. Sharma as the first State Election Commissioner .

Reopening of colleges, universities: Decision after Govt issues new guidelines

Srinagar, Nov 3: Amid speculations about reopening of colleges and universities in Jammu and Kashmir, the authorities on Tuesday said the decision to reopen the educational institutions will be taken only after the government issues new guidelines.
Top official of the Higher Education Department told KNO that it has not received any intimation by the government regarding the reopening of Colleges and Universities so far.
“As of now, we have not got any intimation with regard to reopening of Colleges and Universities from the government,” the official said.
The official said, “Until the government will issue any new guidelines, we cannot take any decision as to whether we will reopen the institutions or continue with online mode.”
“The colleges however are open for research, guidance and counselling even the students are visiting the colleges to collect the notes and study material and the regular class work has not started yet,” the official said.
Pertinently, the University of Kashmir (KU) in October said the academic activities of the ongoing academic session will continue even during the winter vacations in order to compensate the academic losses due to outbreak of COVID-19 pandemic.
Earlier in September, the University Grants Commission (UGC) ordered Universities and Colleges to commence classes for the new academic session 2020-21 from November-01 for first year Undergraduate and Postgraduate students.
The UGC also directed the Universities and Colleges to complete the admission process by October-31.
A young MBBS student winning hearts through her calligraphy

Srinagar, Nov 03: A MBBS student from Srinagar is now known for her calligraphy art and is getting orders for calligraphy pieces on a daily basis now.
Mir Afreen (24), a resident of Elahibagh area of Srinagar has sold dozens of calligraphy pieces and she loves to make more pieces as she believes “it releases the stress.”
Afreen said when she was in primary classes, she used to take part in different art competitions and since then she developed more interest in the art work.
“After passing 10th class examination, I got very less time but my passion forced me to give some time to art work,” she said, adding that even during “my MBBS course, I continue to give some time with my art.”
She said that art work has never affected her studies, rather it helps her to study well because whenever she feels bit stressed. “I start my calligraphy work and after spending half-an-hour with it. I feel just my new day has just started,” Afreen said, adding that “I am a self-taught calligrapher. I got inspired from a friend Amreen, who is pursuing PhD in Newzealand.”
It takes around two hours to make one calligraphy piece, she said. “I sold it for Rs 500 per piece, she said. “I have sold over 40 pieces so far and I receive more and more orders per week.”
She said: “I will continue my calligraphy whatever conditions are there. This art takes me close to Almighty Allah by writing Quranic Verses and pious names besides it acts as a stress reliever for me.”
She said that her message to all those who are interested in Calligraphy is that this work needs patience and daily practice. “If one has both, you can be the best calligrapher,” she said.
“My request to the youth of J&K is that don’t spend your time in futile exercises but come forward and show your talent because if you have a will to do something, you can achieve any goal of the life.”—(KNO)

Srinagar, Nov 3: Advisor to Lieutenant Governor, Baseer Ahmad Khan Tuesday that government is committed towards youth oriented policies and the promotion of entrepreneurship.
He made these remarks while presiding over the cheque distribution ceremony at the Jammu and Kashmir Entrepreneurship Development Institute (JKEDI) Pampore.
As many as 141 aspiring entrepreneurs received funding under various schemes being implemented by JKEDI.
The Advisor said that youth undertaking innovative entrepreneurial initiatives are the future of J&K and can be our torch bearers. He said that they are the driving engines of our society and not only create sustainable livelihood for themselves but also create employment opportunities for others. He said that the JKEDI does a commendable job in the promotion of entrepreneurship and provides a platform to the budding entrepreneurs.
He said that the policies meant to encourage youth entrepreneurship must enable young people to learn the skills necessary to pursue this path successfully.
The Advisor distributed cheques and sanction letters among the beneficiaries. He interacted with them in detail and assured all the help from the government.
A total of 88 entrepreneurs were covered under Seed Capital Fund Scheme and Youth Startup Loan Scheme of J&K Government. A total of almost Rupees 416 lakhs were distributed among the beneficiaries of these schemes. Under the term loan scheme of Himayat and National Minorities Development and Finance Corporation (NMDFC), a total of Rupees 258 Lakhs were distributed among 53 beneficiaries.
Director, JKEDI gave a detailed presentation about the achievements and performance of the Institute. “More 14000 entrepreneurs have been facilitated by the Institute and we will continue the mission of eradicating unemployment in the Union Territory of J&K,” said the Director.
Girl kidnapped during marriage function in Kulgam, accused arrested

Kulgam, Nov 3: Locals in a village of Kulgam Kashmir staged a massive protest demanding stringent punishment for those who are responsible for alleged kidnapping and sexual assault of a girl.
The locals said a police party led by Station House Officer Davindar Singh rushed to spot to pacify protesters at Poniwah village who had blocked Kulgam-Yaripora against the alleged sexual abuse incident that occurred at village Akhal of the same district on 31 October last month.
“The victim, a resident of Poniwah village had gone to Akhal hamlet to attend a wedding ceremony that took place in the house of one Sabzar Parray. Two youth from Ashmuji village kidnapped and raped her in a dense orchard. The girl was found in semi-unconscious state and was shifted to hospital where from she was referred to Srinagar hospital for treatment,” the protestors alleged.
They identified the accused as Adil Dar and Wasim Dar. The accused had arrived in the village as guests.
The protesters said that the girl is battling for life and demanded stern punishment for the accused. Police assured them of action and informed them that the accused have already been taken into custody.
A police officer said Police Station Devsar received a written complaint for assistance from complainant that his sister (name withheld) had been kidnapped by two persons namely Aadil Ahmad Dar and Waseem Rehman Dar both residents of Ashmuji Kulgam from Akhal and took her to nearby dense orchards and tried to rape her and also outraged her modesty.
“In the meantime the victim girl was brought by her cousin brother to police Station Devsar in unconscious state and injured condition. The girl was instantly taken to hospital for treatment and medical examination.”
“Taking cognizance of the incident a team headed by SHO Devsar under the supervision of DSP Headquarter’s Kulgam was constituted to nab the accused. Utilizing all available means, with strenuous efforts specific information was generated by the investigating team which led to arrest of accused within three hours after complaint was received.”
“Regarding the incident, case vide FIR number 116/2020 U/S 341, 366, 376/511, 354, 323 stands registered in Police Station Devsar and further investigation is in progress.” (KNT)
