‘COVID-19 has to end before schools reopen in Kashmir’

Srinagar, Nov 5: Jammu and Kashmir Government is indecisive about whether to reopen the educational institutions or not as the winter has already set in.
According to the officials the schools may reopen after the winter ends but the colleges and universities will continue to function through the online mode even in the winter.
A teacher of a private college while talking to Precious Kashmir said, “Some students have been insisting to start offline classes but we have got strict instructions from University of Kashmir to deliver lectures through online mode.”
He said, “Even the college management doesn’t want to take any chances till the COVID subsides and the vaccine comes. Warnings sounded by the experts about virus may turn deadly during winters have sent the alarm bells ringing.”
An official said, “The government is aware of the fact that reopening of schools can lead to increase in COVID cases. Wherever the schools have reopened the COVID cases have increased in those countries. The Ministry of Home Affairs has authorized the local governments to take a call over the issue. The administration is weighing all the pros and cons. Winter has already set in so it looks difficult that schools will be reopened till March next year.”
It’s in place to mention here that the Jammu and Kashmir Board of School Education (JKBOSE) has already released the date sheet for examinations from class 8th to 10th.
“Right now our focus is on the exam. In winter schooling is impossible. We will have to wait for the next session to commence for students to go to schools again,” said an official of the Education Department.
A medico said, “We have to keenly watch COVID-19 in coming days as none of knows how the virus will behave after the temperature declines. Reopening of schools should not be priority at this point of time as the large gatherings can increase the COVID cases. At present also more than 500 people are testing positive for the COVID daily and the people are dying also in J&K. The COVID curve has to flatten before the educational institutions are thrown open.”
The schools, colleges and universities in Kashmir have remained closed for the past 15 months. First these institutions were closed on August 5, 2019 when the Centre announced its decision to abrogate Article 370 and divided the erstwhile J&K State into two union territories. These institutions had opened for few days in March this year but were closed down again after the outbreak of the pandemic. The education sector has suffered immensely in Kashmir since 2019 and students are waiting for their normal lives to resume.
“The COVID has to go for students to come together once again,” said a teacher.

 

COVID-19: 6 more die, 524 test positive in J&K

Srinagar, Nov 5: Jammu and Kashmir reported six more COVID-19 deaths and 524 fresh cases during the past 24-hours, officials said on Thursday.
They said that fatality count due to COVID-19 in J&K has mounted to 1521, while 97224 have tested positive for the virus across the Union Territory till date.
Among those who succumbed to the virus today include four from Kashmir and two from Jammu division, officials added.
Those who succumbed to the virus in the Valley include three persons from Srinagar and one from Ganderbal, they said.
Among others, the victims from Srinagar include an 80-year-old man from Lal Bazar Srinagar who died at SKIMS Soura, three days after he was admitted to the tertiary care hospital, they said.
Also, they said, a 60-year-old woman from Ganderbal died at SKIMS, a week after she was admitted to the hospital.
The two deaths reported from Jammu include one each from the J&K’s winter capital and Ramban with latter one being a Sunjwan Jammu.
With these deaths, the fatality count has reached 1520 in J&K—1008 in Valley and 512 in the Jammu region.
Srinagar district with 370 deaths tops the list followed by Jammu (265), Baramulla (147), Budgam (94), Pulwama (83), Kupwara (73), Anantnag (76), Rajouri (48), Kulgam (48), Bandipora(47), Doda (48), Shopian (35), Ganderbal (35), Udhampur (32), Kathua (32), Samba (25), Poonch (23), Kishtwar(15), Ramban (17), and Reasi (8).
J&K reports 524 fresh cases, tally crosses 97000 mark
Meanwhile, Jammu and Kashmir reported 524 fresh COVID-19 cases in last 24 hours, taking the total count to 97224. Among the infected include six CRPF men, as many BSF personnel besides 19 army soldiers and two minors.
Among them, 185 cases were confirmed from Jammu and 339 from Kashmir Valley, official sources told GNS.

Giving district-wise cases, Srinagar reported 155, Budgam 38, Baramulla 54, Pulwama 8, Kupwara 26, Annatnag 6, Bandipora 9, Ganderbal 23, Kulgam 5, Shopian 14, Jammu 99, Rajouri 9, Udhampur 9, Doda 10, Kathua 10, Poonch 5, Samba 4, Kishtwar 19, Ramban 11 and Reasi 9.
A number of these cases were confirmed at CD and SKIMS hospital’s diagnostic labouratories , they said.

Moreover, they said, 651 more patients have recovered and were discharged from various hospitals— 174 from Jammu Division and 477 from Kashmir.

 

COVID-19: India records 50,209 new cases

Tally surges to 83,64,086; death toll at 1,24,315

New Delhi, Nov 5: India on Thursday clocked a fresh spike of 50,209 new COVID cases during the past 24 hours, pushing the nation’s contagion tally to 83,64,086 , the Union Health Ministry update said this morning.
Active cases have witnessed a decrease further by 5,825 and presently stand at 5,27,962.
Meanwhile, during the same time period the country recorded 55,331 cured patients from the disease , taking the recoveries so far to 77,11,809.
Talking of the deaths due to COVID , 704 more lives were claimed by the highly contagious virus since Wednesday and the death toll has now surged to 1,24,315 till date.

In percentage, the active cases stand at 6.31 per cent, discharged/cured at 92.20 per cent and the fatalities 1.49 per cent.

 

Shopkeeper shot dead in Tral, driver fired upon at Kakapora

 

Pulwama, Nov 5: A shopkeeper was shot dead while as a sumo driver was shot at by the unknown gunmen on Thursday evening in South Kashmir’s Pulwama district, officials said.

Officials identified the slain shopkeeper as Muhammad Ayoub Ahanger, son of Ghulam Ahmad Ahanger of Tral, saying that he was fired upon by the unknown gunmen, resulting serious wounds to him.
Soon after the incident, officials said he was taken to a nearby hospital where doctors declared him dead on arrival. They said the area has been cordoned off to nab the attackers.
Meanwhile, a sumo driver was also shot at by unknown gunmen in Wanpora area of Kakapora belt in South Kashmir’ Pulwama district, officials said and identified the injured as Muhammad Aslam Wani (30) of Wanpora, Pulwama.
Wani was taken to nearby hospital where he is undergoing treatment, an official said, adding that the area has been cordoned off to nab the attackers—(KNO)

 

2 civilians injured in ongoing Pampore gunfight

Pampore, Nov 5: Two civilians were injured after militants fired upon forces in Lalpora area of Pampore in South Kashmir’s Pulwama district on Thursday after which an encounter broke out in the area, officials said.
An official told KNO that during the cordon and search operation in Lalpora, Pampore, militants fired upon forces resulting in injuries to two persons.
He said that both of them were shifted to SDH Pampore, where condition of one said to be critical while as other one has received bullet injury in his leg and his is stable.
The official identified the injured as Abid Nabi and Kifayat Ahmad, both residents of Pampore, adding that during the search operation, contact with militants has been established and operation is going on.
Block Medical Officer (BMO) Pampore, Gulzar Ahmad said that two persons—one with head injury and another with thigh injury were received at SDH Pampore and both were referred to Srinagar. “Abid Nabi with critical head injury is undergoing treatment at SMHS Srinagar while Kifayat Ahmad is undergoing treatment at Bone and Joint hospital Srinagar,” a health official said. Kashmir zone police on its official twitter handle said: “During CASO at #Lalpora #Pampore, #Militants fired indiscriminately in which two unknown persons got injured. Search in the area is going on.” The police also tweeted that, “During search operation at Lalpora #Pampore, hiding militants have been tracked down by joint security forces. Encounter is going on.”
Operation was launched in the area by a joint team of forces that include the army’s 50 RR, police and CRPF, after receiving specific inputs about the presence of militants in the area. Meanwhile, a police officer said that firing is going on at the encounter site intermittently. Lights have been installed and cordon layers have been tightened to ensure militants don’t flee.”

Missing policeman found dead

Srinagar, Nov 5: Body of a police constable, missing since Wednesday night, was found in central Kashmir Budgam district on Thursday morning.
A police official said that the constable, identified as Mohammad Ashraf, went missing after he left his residence in Magam in Budgam last night. “The body of the constable with torture was found tied to a tree early on Thursday morning,” he said.
He said a police team was rushed to the spot and the body has been taken away. “Police have registered a case and initiated investigation to identify the people responsible for the killing,” he added.

Gunmen loot over Rs 60 lakh from J&K bank cash van in Shopian

Srinagar, Nov 5: Unidentified gunmen on Thursday looted over Rs 60 lakh from a cash van near a J&K bank branch in south Kashmir’s Shopian district.
Official sources said that at least four gunmen intercepted a cash van near main branch of J&K bank in Shopian and decamped with over Rs 60 lakh in broad day light. “Security forces have been rushed to the area and a search operation has been launched to nab the attackers,” they said.
They said CCTV footage of the area is being checked to find any clue about the robbers. “Checkpoints have been established within 3 km range from the robbery and vehicles are being checked before allowing them to move forwards,” they added.

DDC polls, panchayat-municipal by-elections notifications issued

Jammu, Nov 5: Jammu and Kashmir State Election Commissioner K K Sharma issued the first notification on Thursday for conducting the maiden election to the district development councils (DDCs) in 20 districts and by-polls to panchayats.
The DDC elections, the first major political activity since the abrogation of Article 370 provisions on August 5 last year, will be held in eight phases from November 28 to December 22.
Chief Electoral Officer (CEO) Hardesh Kumar also issued the first notification for conducting an eight-phase bypoll for the civic bodies.
According to the notification, the last date for submitting nominations is next Thursday, followed by scrutiny a day later and withdrawal of candidature on November 16. He said the polling would be held from 9 am to 1 pm on November 28 and the counting of votes will be taken up on the same day for panchayat bypolls and on December 22 for the DDC polls.
The date before which the election shall be completed has been fixed as December 24, the spokesperson added. He said the delimitation had been done for the constituencies and 280 DDCs identified across the Union territory for undertaking elections, with 14 DDC constituencies in each district. “The term of the DDC will be for five years,” he had said, adding that West Pakistan Refugees (WPRs) would also be entitled to exercise the right of franchise in these elections.
Sharma also issued the first notification for conducting an eight-phase by-election for panchayats to elect 12,153 sarpanches and panches. The elections will be held for 24 blocks spread over 10 districts of the Kashmir Valley and 53 blocks in six districts of Jammu division.
This will be the first major electoral process to be carried out in the region since the abrogation of Article 370 and the bifurcation of Jammu and Kashmir in August last year.

 

Loan moratorium:  RBI urges SC to lift interim order banning declaration of NPAs

 

New Delhi, Nov 5: The RBI Thursday urged the Supreme Court to lift its interim order, which held that accounts not declared as non-performing assets till August 31 this year are not to be declared NPAs till further orders, saying it is “facing difficulty” due to the directive.
In a relief to stressed borrowers who are facing hardships due to the impact of COVID-19 pandemic, the apex court had passed the interim order on September 3.
The counsel appearing for the Reserve Bank of India (RBI) told this to a bench headed by Justice Ashok Bhushan which was hearing a batch of pleas relating to charging of interest on interest by banks on EMIs, which were not paid by the borrowers who availed of the loan moratorium scheme in view of the pandemic.
“We are facing difficulty due to order banning declaring of NPAs,” senior advocate V Giri, appearing for RBI, told the bench while requesting it to lift the interim order.
The RBI and the Finance Ministry have already filed separate additional affidavits in the top court saying that the banks, financial and non-banking financial institutions will credit into the accounts of eligible borrowers by November 5 the difference between compound and simple interest collected on loans of up to Rs 2 crore during the moratorium scheme period.
Senior advocate Rajiv Dutta, appearing for one of the petitioners, told the bench that they are grateful to the Centre and the RBI for hand-holding small borrowers and said that his plea be disposed of.

 

The counsel appearing for the Centre said that Solicitor General Tushar Mehta, who has to argue in the matter, was on his legs before a special bench of the apex court in another case.
Senior advocate A M Singhvi, appearing for one of the applicants, said that power sector needed to be heard. The bench said that it would take up the matter for hearing on November 18.
The pleas pertained to charging of interest on interest by banks on EMIs which have not been paid by borrowers after availing the loan moratorium scheme of RBI during March 1 to August 31.
Earlier, the RBI had filed the affidavit saying that it has asked all banks, financial and non-banking financial institutions to take “necessary actions” to credit into the accounts of eligible borrowers the difference between compound and simple interest collected on loans of up to Rs 2 crore during the moratorium scheme.
Prior to this, the central government had told the apex court that lenders have been asked to credit into the accounts of eligible borrowers the difference between compound and simple interest collected on loans of up to Rs 2 crore during the RBI’s loan moratorium scheme by November 5.
The government had said that the ministry has issued a scheme as per which lending institutions would credit this amount in the accounts of borrowers for the six-month loan moratorium period which was announced following the COVID-19 pandemic situation.
On October 14, the apex court had observed that the Centre should implement “as soon as possible” the interest waiver on loans of up to Rs 2 crore under the RBI’s moratorium scheme and had said that the common man’s Diwali is in the government’s hands.
The RBI had on March 27 issued the circular which allowed lending institutions to grant a moratorium on payment of instalments of term loans falling due between March 1, 2020, and May 31, 2020, due to the pandemic. Later, the moratorium was extended till August 31 this year.

Kotwal posted IGR, Kabra gets additional charge of Revenue

Jammu, Nov 5: According to a government order issued here today, Dr. Pawan Kotwal, Principal Secretary Revenue Department, holding additional charge of Financial Commissioner, Revenue, J&K and Inspector General of Registration, J&K, has been posted as Inspector General of Registration (IGR), J&K.
Likewise, Shaleen Kabra, Principal Secretary, Home Department, shall hold the charge of Principal Secretary, Revenue Department and Financial Commissioner, Revenue, J&K, in addition to his own duties, till further orders.
