Army Commander visits LoC in Rajouri, Poonch

Jammu, Nov 9: Army Commander for Northern Command, Lieutenant General YK Joshi Monday visited the Line of Control (LoC) in Rajouri and Poonch districts and reviewed the overall security scenario.

General Officer in Commanding (GoC), White Knight Corps, Lieutenant General Suchindra Kumar, was also accompanying the Northern Command Commander.

Lieutenant General YK Joshi on this occasion visited various forward locations in Poonch and Rajouri districts that include in Mendhar Sub Division areas also.

During his visit, Lt Gen Joshi met with the troops deployed on forward posts on LoC and boosted their morale. He was also briefed about the prevailing situation on LoC especially in wake of ceasefire violations by Pakistan.

Lt Gen Joshi also took a review of operational preparedness of Army troops on LoC besides taking a detailed review of security scenario of both LoC and hinterland. (KNO)

 

JK has only 2.42 per cent gender-segregated schools

Srinagar, Nov 9: At least 97 per cent of schools across Jammu & Kashmir and Ladakh are functioning with co-education system while only 2.42 per cent schools are running as per gender-segregation.
According to the figures of the Ministry of Education (MoE), a total of 2.42 per cent of schools across Jammu and Kashmir are functioning as per gender segregation.
The figures reveal that of the total private and government schools in Jammu and Kashmir, 97.58 were functioning with the co-education system wherein both male and female students were enrolled till the academic year 2018-19.
It was mentioned that there were 29,708 schools in Jammu and Kashmir during 2018-19 of which 28988 were functioning with co-education system while only 720 schools were functioning as per gender segregation.
The figures state that South Kashmir’s Anantnag district has a total of 1972 schools of which 1900 were functioning with co-education, 53 were specifically for girl students and 19 for male students.
Similarly, in Central Kashmir’s Budgam district, a total of 1581 government and private schools were established during 2018-19 of which 1554 were functioning with co-education system, 19 each for girl and boy students.
Likewise, in north Kashmir’s Bandipora, a total of 909 schools were functioning in the district while 887 are running with co-education system and 15 separately for girl students and only seven for male students.
The figures reveal that in Baramulla district 2398 schools were functioning in the district with only 34 schools for female and 13 for male students. In the district, 2351 schools were functioning with co-education system.
In Doda district, over 99 percent schools were functioning with co-education and less than one percent separate institutions were made for male and female students.
In Leh and Ladakh, a total of 436 government and private schools were functioning in the area wherein 403 institutions were having co-education, eight were separately made for girl students and 25 for male students. (KNO)

PAGD seeking early hearing on petitions challenging Article 370 abrogation: Omar

Srinagar, Nov 9: Former chief minister Omar Abdullah on Monday said that the People’s Alliance for Gupkar Declaration (PAGD) has decided to seek early hearing on petitions challenging abrogation of special status of J&K in the Supreme Court (SC).
Omar, who is Vice President of National Conference (NC), said the decision was made so that the petitions challenging August 5, 2019, move forward.
“As decided in the recent meeting of the People’s Alliance we are seeking early hearings in this matter so that the petitions challenging 5th Aug 2019 move forward,” Omar wrote on micro-blogging site twitter.
He also retweeted a post which read, “J&K Peoples Conference moves Supreme Court seeking early hearing of the batch of petitions challenging abrogation of Article 370 and reorganisation of J&K.”
J&K Peoples Conference, which is a signatory of Gupkar Declaration and a part of People Alliance, has filed a plea in the SC, seeking early hearing on a batch of petitions challenging Centre’s August 5 decisions.
In the plea, Peoples Conference alleged that sweeping changes are being brought about by the centre that impact the rights of a large number of people, including dilution of the safeguards earlier available to the permanent residents of the erstwhile State of Jammu and Kashmir.
The signatories of Gupkar Declaration-2019 include National Conference (NC), Peoples Democratic Party, Congress, Communist Party of India (M), Jammu and Kashmir People’s Conference, Awami National Conference and Jammu and Kashmir People’s Movement.
The Declaration was signed at the residence of NC President Dr Farooq Abdullah on August 4, 2019, a day ahead of scrapping of Article 370 and Article 35A and bifurcation of the erstwhile state into two Union Territories by the BJP lead NDA government.

Bombay HC denies interim bail to Arnab Goswami

Mumbai, Nov 9: The Bombay High Court on Monday refused to grant an interim bail to Republic TV Editor-in-Chief Arnab Goswami in a two-year-old abetment to suicide case of an interior designer.
Dismissing Goswami’s bail plea, the Division Bench comprising Justice SS Shinde and MS Karnik, however, clarified that the petitioner can approach the Sessions Court to seek a regular bail.
The Division Bench, in its order, further said that it will not be construed as an impediment to the accused to approach the Sessions Court under Section 439 of CrPC (released on bail).
The order was reserved by the High Court on Saturday. At that time also, the Court had said that the pendency of this matter, however, does not preclude the accused persons from approaching the sessions court to seek regular bail.
Goswami was arrested by the city police on November 4 for his alleged involvement in abetment of suicide of architect and interior designer Anvay Naik and his mother over non-payment of dues by his firm. He was later sent to 14 days of judicial custody by a local court.
Meanwhile, Bharatiya Janata Party spokesperson and Senior Advocate in the Supreme Court Gaurav Bhatia wrote a letter to Chief Justice of India SA Bobde urging him to take suo moto cognizance of “the blatant violation of basic human rights by Maharashtra Government and the Mumbai Police” during Goswami’s arrest.
“My humble appeal to the Hon’ble Chief Justice of India in Arnab Goswami ‘s matter. Like all citizens of India I have full faith in the temple of Justice, the Hon’ble Supreme Court of India. Arnab will surely get justice”, Bhatia tweeted along with posting screenshots of the letter.
Earlier in the day, Maharashtra Governor Bhagat Singh Koshyari spoke to Home Minister Anil Deshmukh and expressed his concern over Goswami’s security and health.

 

Admin issues 3 notices to Bar Association on its constitution

 

Srinagar, Nov 9: The administration on Monday issued three notices to the Jammu and Kashmir High Court Bar Association asking it to clarify its position on terming Kashmir a disputed territory and prohibiting it from holding elections, besides imposing prohibitory orders in premises of the district court complex.

Srinagar District Magistrate Shahid Iqbal Choudhury issued the notices to the president of the bar association, asking them to explain the constitution of the bar which terms Kashmir a disputed area.

Citing Kashmir Bar”s constitution which states among its objectives “to find ways and means, take steps, for resolving the issues concerning the public at large including larger issue of peaceful settlement of Kashmir dispute…”

“You are required to explain your position on the subject since its not in consonance with the Constitution of India whereby Jammu and Kashmir is an integral part of the country and not a dispute, and also in conflict with The Advocates Act of 1961…” the notice issued by the deputy commissioner said.

The bar has also been asked to submit a certificate issued by the competent authority, its Article of Association, its registered office, executive body and validity of registration among other details.

The notice said that the district magistrate had also received representation from advocates of the Jammu and Kashmir High Court wherein serious allegations were levelled and concerns raised regarding the election process and its motive.

“Therefore, after having considered the issue contained…and in absence of response from the JKHCBA on the serious matter (in) relation to sovereignty and integrity of the country….it is hereby ordered that the conduct of election to JKHCBA shall not be allowed” till it clarified its position.

The district magistrate also imposed section 144 of the CrPC in the premises of the district court complex in Srinagar.

 

JKNPP revokes Bhim Singh’s expulsion as chief patron

Jammu, Nov 9: Days after his expulsion from the post of chief patron after meeting the leaders of the Peoples Alliance for Gupkar Declaration (PAGD) here, the Jammu and Kashmir National Panthers Party (JKNPP) on Monday revoked the exclusion of its founder Bhim Singh terming his visit purely as “personal”.
The JKNPP on Saturday had removed Singh from the post, saying “there is no place in the party for those who disrespect Jammu region”s sentiment”. Singh had attended the meeting of the PAG at the Bathindi residence of National Conference patron Farooq Abdullah.
“Putting an end to the controversy erupted in the NPP in the wake of Singh meeting some leaders of the Gupkar alliance and the resultant crises, the issue has been sorted out amicably after verifying the factual position,” a party release said.
As per the report given by a fact finding committee constituted by the party headed by Balwant Singh Mankotia, Singh’s visit was purely personal and not connected in any way with Gupkar declaration, it said.
“And accordingly it was decided that Singh will continue to hold the position of Chief Patron of the Party,” Mankotia said.
He said in view of the findings of the committee and the gargantuan contributions made by Singh, it was unanimously decided that the status quo ante shall be restored.

ACB produces chargesheet against ex BMO Beerwah, 3 others

Srinagar, Nov 9: The Anti Corruption Bureau (ACB) has produced chargesheet of case FIR No. 26/2014 u/s 5(1)(c), (d) r/w 5(2) J&K Prevention of Corruption Act, Svt. 2006 & sections 120-B, 201,420,467,468 and 471 RPC in Anti Corruption Court Srinagar against Dr. Fayaz Ahmad Banday (then DDO/ BMO Beerwah), Mushtaq Ahmad Parray (then Jr. Assistant cum cashier Medical Block Beerwah), Zahoor Ahmad (then Pharmacist Medical Block Beerwah).
“During investigation it was found that that accused officer/officials of Medical Block Beerwah, have misappropriated and embezzled an amount of Rs.11589851/- from Treasury Beerwah against the fake, fictitious salary bills drawn against the non existent employees or against the officials of Medical Block Beerwah which have not received the amount nor were entitled for the same or against the staff engaged under NRHM scheme for whom there is separate mechanism of disbursing their salaries and on account of wages meant for the consolidated/part time workers,” a spokesman of ACB said.
It also revealed that in blatant violation of financial rules and regulations and with criminal intention of accused DDO has issued a cheque in the name of self from the official account and similarly has transferred the amount from salary account into the NRHM official CD account. Accused officer/officials while preparing fake/fictitious/double drawal bills and drawing same from the Treasury have destroyed the office copy of such bills along-with invoices issued thereof.
The Chargesheet was produced before the Court of Special Judge Anti Corruption Srinagar after Government accorded prosecution sanction in respect of in-service accused 03 public servants.
The trial of case is going on.

 

CUK’s Urdu Deptt celebrates Urdu Day

Ganderbal, Nov 9: The Department of Urdu, Central University of Kashmir (CUK) Monday celebrated Urdu Day to commemorate the birth anniversary of The Poet of the East, Sir Muhammad Iqbal, with Vice Chancellor, Prof. Mehraj ud Din Mir in chair.
Director Research and Development, Prof. G M Bhat, Registrar, Prof. M Afzal Zargar, Director Arts Campus, Prof. Wali Muhammad Shah, Controller of Examinations, Prof. Parveen Pandit, Finance Officer, Prof. Fayaz A Nikka, Dean School of Languages, Prof. Gayasuddin, faculty members and scholars were present on the occasion.
The programme began with the recitation of Holy Quran by Muhammad Younis Thokar and Na’at Sharief by Assistant Professor, Dr. Altaf Hussain Naqshbandi.
Vice Chancellor, Prof. Mehraj ud Din Mir hailed the department of Urdu for organizing the event to mark the Urdu day. He said the department has been doing a commendable job in imparting quality education to the students pursuing the post graduate and research programmes and asked them to continuously work with the same zeal and zest.
The VC asked the faculty members to reach out to the students studying in colleges and higher secondary institutions in order to create awareness among them about the Urdu language.
The keynote address was delivered by Prof. Abbas Raza Nayyar, Head Department of Urdu, Lucknow University. Prof. Abbas traced the history of Urdu language and its usage in different countries across the world. He said the Urdu language does not belong to any particular religion, which can be gauged from the fact that several poets from other religions, have written poetry and prose in Urdu.
Sr. Assistant Prof. Dr. Rashid Azeez conducted the programme proceedings while as Associate Prof. Irfan Alam proposed the vote of thanks.

J&K SLSA observes Legal Services Day

Jammu, Nov 9:  Under the vision of Justice Gita Mittal, Chief Justice High Court of J&K and Patron-in-Chief J&K Legal Services Authority and the guidance of  Justice Rajesh Bindal, Executive Chairman J&K SLSA and Justice Ali Mohammad Magrey, Executive Chairman Ladakh Legal Services Authority, JK SLSA observed “National Legal Services Day” through District Legal Services Authorities across all districts of UT’s of J&K and Ladakh involving Para Legal Volunteers, Panel Lawyers and other stakeholders by organising various programmes to celebrate existence of Legal Services Institutions and generate awareness regarding their functions and activities particularly for welfare of marginalized sections of the society.

The aim of celebrating the day is to ensure free of charge, proficient Legal Services to weaker sections of the society as well as to make them conscious about their rights.

National Legal Services Day was celebrated by District Legal Services Authority Jammu at District Court Complex, Janipur by holding a programme which was attended by Judicial Officers, Public Prosecutor, Additional Public Prosecutor, police officers, panel lawyers, senior citizens and para legal volunteers.

The participants were introduced to the objective and importance of Legal Services Day and deliberations were made about various provisions of the Legal Services Act.

Sanjeev Gupta, Chairman DLSA Jammu highlighted the important schemes of NALSA and the utility of Lok Adalat.

M.K Sharma, Member Secretary J&K Legal Services Authority, while appreciating the efforts of para legal volunteers, also emphasized Alternative Dispute Resolution mechanism as a great contribution towards dispute resolution. He also highlighted the importance of Lok Adalat and encouraged the concept of equality as the basis of social justice.

Other prominent participants included K. S Parihar, Presiding Officer MACT Jammu, T. K Raina , Addl. DRDO develops fire detection, suppression system for passenger buses

New Delhi, Nov 9:  The Defence Research and Development Organisation (DRDO) has developed for passenger buses a technology called ”Fire Detection and Suppression System (FDSS)”, a statement said.

Union Road Transport Minister Nitin Gadkari and Defence Minister Rajnath Singh on Monday witnessed here at the DRDO Bhawan the demonstration of FDSS — a technology which can detect fire in buses in less than 30 seconds and extinguish it in 60 seconds, the Ministry of Road Transport and Highways said.

Demonstrations were given on water mist-based FDSS for passenger compartment and aerosol-based FDSS for engine fire, it said and added that the ministers were briefed about the various other programmes and systems.

“DRDO”s Centre for Fire Explosive and Environment Safety (CFEES), Delhi has developed the technology, which can detect the fire in passenger compartment in less than 30 seconds and then suppresses it in 60 seconds thereby reducing the risk to life and property to a significant extent,” the statement said.

The FDSS for passenger compartment comprises a water tank of 80 litre capacity, a 6.8 kg nitrogen cylinder pressurised to 200 bar installed at appropriate location in the bus and a network of tubing with 16 number of atomizers inside the passenger compartment, the statement said.

The FDSS for engine comprises of aerosol generator with which the fire suppression could be achieved within 5 seconds of the system activation.

The statement said CFEES has unique competency in the areas of fire risk assessment, fire suppression using different extinguishing mediums, modelling and simulation.

It has developed system for battle tanks, ships and submarines.

The active fire protection system has been developed by CFEES as a defence spin-off technology for providing a solution to the fire incidents in passenger buses, it said.

Although, the fire threat is present in all the vehicles, the highest concern emanates from special vehicles particularly the school buses and the sleeper coaches for long distance travel, the statement said adding as on date, only the engine fire is regulated for fire safety.
