CBI registers 3 cases in Roshini land scam

Srinagar , Nov 16: The Central Bureau of Investigation (CBI) has registered three separate cases in pursuance to the orders of J&K High Court in PIL No. 19/2011 and taken over the investigation of these cases, earlier registered by Vigilance Organization, Jammu (now Anti-Corruption Bureau, UT of J&K) vide FIR No. 23/2015, FIR No. 5/2015 and FIR No. 6/2014.
Officials stated that the first case has been registered against unknown Officials of Revenue Department, Jammu in connection with FIR No. 23/2015 of Vigilance Organization, Jammu (now Anti-Corruption Bureau, UT of J&K) earlier registered on the allegations that the officers/officials of Revenue Department of District Jammu had conferred undue benefits upon the illegal occupants of the state land by intentionally ignoring the laid down provisions of Roshni Act & rules, thereby conferring ownership rights of the state land wrongfully to selective undeserving persons and hence inflicted huge monetary loss to the State exchequer.
Adding that it was further alleged that the purpose of Jammu and Kashmir State Lands (vesting of ownership rights to the Occupants) Act, 2001 i.e. generation of Revenue for undertaking developmental works in the state was defeated.

The officials statement said that the second case has been registered against unknown Officers / Officials of Revenue Department, District Samba in connection with FIR No. 5/2015 of Vigilance Organization, Jammu (now Anti-Corruption Bureau, UT of J&K) earlier registered on the allegations that the officers/officials of Revenue department of District Samba had conferred undue pecuniary benefits upon the illegal occupants of the State Land by intentionally contravening the legal provisions of Roshni Act.
Adding that it was further alleged that in many cases, ownership rights over the state land were conferred in favour of individuals, who were not having the recorded possession in their respective names in the revenue records.
It was also alleged that the rates were not fixed by the Price Fixation committee, as per the provisions of the Act and in many cases were not remitted to the Government Treasury, thereby causing huge loss to the State exchequer, officials stated.
Officials stated that the third case has been registered in connection with FIR No. 6/2014 of Vigilance Organization, Jammu (now Anti-Corruption Bureau, UT of J&K), earlier registered against a private person, resident of Gandhi Nagar, Jammu; unknown Officers / Officials of Revenue Department, Jammu; unknown Officers / Officials of JDA & unknown others on the allegations that the Revenue officers/officials of Jammu District had entered into a criminal conspiracy with the said private person and conferred ownership rights with regard to land measuring 05 Kanal and 02 Marlas (approx.) comprising Khasra No. 781 situated at village Deeli Tehsil and District Jammu.
Officials added that it was further alleged that the accused in pursuance of criminal conspiracy hatched among themselves had illegally regularized the said state land without existence of any entry in revenue record and issued NOC in favour of the beneficiary for construction of commercial building over the land.

Director SKIMS calls on Lt Governor

Srinagar, Nov 16: Director SKIMS, Prof A. G Ahangar today called on Lieutenant Governor, Manoj Sinha here at Raj Bhavan.

The Lt Governor held a detailed discussion with the Director SKIMS and enquired about functioning of the Institution and healthcare facilities being provided to the patients. He also sought update regarding management of Covid-19 at SKIMS.
On the occasion, Director SKIMS briefed the Lt Governor about the healthcare facilities and available infrastructure including necessary life saving equipment, besides measures undertaken to combat Covid-19 at SKIMS.
The Lt Governor advised the Director to take all necessary steps to ensure better patient care at the institution.
He hoped that the SKIMS would be instrumental in providing best health care to the people and asked for putting in additional efforts to create patient friendly atmosphere and said every patient visiting the hospital should be given best possible medical treatment.

Unique identification number for landholdings:Govt seeks suggestions for implementation of ULPIN in JK

Srinagar, Nov 16: The Jammu & Kashmir government has sought suggestions from its officers for implementation of unique land parcel identification number (ULPIN) in the Union Territory.
Documents reveal that Divisional Commissioner Kashmir’s office has written to Director Land Records Kashmir, seeking his inputs/ suggestion for implementation of ULPIN in J&K UT.
“I am directed to request you to kindly look into the matter and furnish your valuable suggestions/inputs for implementation of the ULPIN in the UT of J&K directly to the Financial Commissioner, Revenue, J&K Govt under an intimation to this office,” reads the letter written by Assistant Commissioner(Central) Kashmir.
The development comes after Financial Commissioner; Revenue wrote to both divisional commissioners in July this year seeking their inputs for implementation of ULPIN in J&K following Centre’s missive to all states/Union Territories to identify the districts for pilot projects in consultation with their respective State NIC.
Under the project, a unique identification number is assigned to all surveyed landholdings. The idea behind ULPIN is to put an end to fraudulent land and increase transparency.
The unique number will have ownership details of the plot besides its size and longitudinal and latitudinal details.
The department of land resources, under the ministry of rural development, had roll-out the pilot project in the six states in September 2019. (KNO)

 

Many bigwigs in electoral fray for DDC polls

Srinagar, Nov 16: The upcoming District Development Council elections are expected to be a tight fight as political parties are fielding some bigwigs for the polls.
The first-ever DDC election for 280 seats in J&K will be held in eight phases from 28 November. The counting of votes will be held on 22 December.
The seven parties Peoples Alliance for Gupkar Declaration (PAGD) on Article 370 restoration and Congress reached a seat sharing understanding for the DDC elections.
BJP too is making all efforts to win maximum seats in the first-ever DDC polls.
BJP national president Jagat Prakash Nadda has appointed Union Minister of State for Finance Anurag Thakur as Incharge and Shahnawaz Hussain, former Union Minister and party spokesperson and Sanjay Bhatia, MP as co-Incharges for District Development Council (DDC) elections in Jammu and Kashmir.
The BJP has released second list of 46 candidates for third, fourth and fifth phases comprising one former Minister, an ex-legislator, and a JKAS officer, who had taken voluntary retirement from the services.
Sources said union ministers Smriti Irani, Dr Jitendra Singh, Mukhtar Abbas Naqvi, Partap Sarangi, Gen (Retd) VK Singh and Himachal Pradesh Chief Minister Jai Ram Thakur, Tarun Chug, will be star campaigners in J&K elections.
Similarly, NC, PDP and Congress are fielding some top leaders in the DDC elections.
“It seems a tight fight between parties of Peoples Alliance for Gupkar Declaration and BJP,” sources said. “All are putting their some top leaders in polls while senior leaders will also participate in campaigning to woo voters,” they said.
For the first phase of DDC elections, a total number of 2644 polling stations will be set up and there are be 7,03,620 electors.
In Kashmir division 183 nominations were received for 25 constituencies of the DDCs and in Jammu division, 169 nominations have been received for 18 segments. (KINS)

 

Now police officer comes up with “Wall of Kindness” initiative

Srinagar, Nov 16: From distributing relief in lockdown, arranging plasma donors, blood donors for patients, delivering medicine at doorstep of hundreds of needy patients, a senior police official in the traffic department has now come up with a new initiative “Wall of Kindness”.
Sheikh Aadil Mushtaq, a 2015 batch Jammu and Kashmir Police Service officer from Baramulla district of north Kashmir who is posted as Deputy Superintendent of Police (DySP) traffic police in Srinagar city, has came up with charity work phenomenon “Wall of Kindness”.
“I want to be an interface as I saw some people wanted to donate but they are were getting the person to whom they will donate and some people who are needy don’t ask anyone as it matter of dignity,” Aadil said.
He said by starting wall of kindness, nobody knows to whom he is giving and even the person who takes isn’t aware about from whom he has taken. “I launched it on World kindness day at around 5 Pm and same time people started donating and needy started taking needy items.”
The police officer said they have a plan that everyone will be provided with free coffee/tea there. “We won’t keep only clothes there but there will be ration kits and other items, blankets, shoes, grocery etc”.
“I have kept it location outside my office, so that I can supervise it, he said, adding that it is squill of the efforts that were taken during covid-19 lockdown,” he said.
He said that Covid-19 has economically pushed people to wall and there is need to support such people who are in need. ” While requesting those people who are in position to donate, to donate whole heartedly in whatever way you can like grocery, food kits, blankets, clothes, kangris and other items,” he said.
He said that the wall of kindness is a charity work phenomenon and a kind of welfare, usually done by attaching cloth hangers from outside of houses; those encourage people to donate miscellaneous useful things such as winter clothing. “It was introduced by an anonymous Iranian ] and the practice quickly spread throughout the World,” he said, adding,”. The motto of the movement are two sentences which appear on the walls: “Leave what you don’t need” and “Take what you need”.
Notably, the chain formed by this police officer reached around one thousand families across Kashmir with food kits, medicine and other items during covid-19 lockdown. (KNO)

BDC Election:SEC for timely delivery of poll material, deployment of poll staff in remote, far flung areas

Jammu, Nov 16: In order to ensure timely delivery of election related material and deployment of poll personnel in far flung and inaccessible areas of the Union Territory of Jammu and Kashmir, State Election Commissioner, K.K.Sharma, Monday reviewed the arrangements including air lifting of poll personnel and election material in these areas with Divisional Commissioner, Jammu, Sanjeev Verma.
The SEC directed the concerned to work out a fool proof mechanism for planned airlifting of men and materials to inaccessible areas which are cut off due to extreme weather conditions so that there is no obstruction in the election process. He said that this would ensure maximum participation of people of these areas in the upcoming polls.
The SEC asked the Divisional Commissioner, for taking up the important matters with the concerned authorities in the Union Government as well so that early delivery of election material and other related things is ensured. He also called for proper coordination among various departments to ensure clearance of roads, snow, etc. “ The elections are of prime importance as they will go a long way in ensuring development at the grass root level and we should ensure that no section or area is left out of the electoral processes and denied their democratic right”, he added.

Div Com reviews status of land acquisition within Dal, Nigeen Lake peripheries

Srinagar, Nov 16: Divisional Commissioner Kashmir, Pandurang K Pole Monday chaired a High Level Committee meeting to review status of land acquisition within the Dal and Nigeen lake peripheries and shifting and rehabilitation of Dal dwellers.
The meeting among others was attended by VC LAWDA, Director Tourism, CE R&B, ADC Srinagar, JC SMC, SE UEED and others concerned.
At the outset, a sub-committee was constituted to be headed by DC Srinagar while as two officers from LAWDA and two concerned Tehsildars as its members.
The committee shall ensure speedy acquisition of land and rehabilitation of Dal dwellers.
The Div Com stressed on the acquisition of remaining land and structure within the peripheries on fast track basis, besides instructed concerned to submit details on the work done and process of remaining work to be completed on circular road project.
He emphasized on submitting of case wise details on mutations done by the next meeting.
The meeting was informed that land acquired under NLCP, PMRP/PMDP is land mass of 2400 kanals and 7029 kanals as watery land. While as land mass of 4950 kanals and watery land of 7742 kanals stand a balance land to be acquired.
While reviewing the progress made regarding allotment of plots to the dwellers, the Div Com stressed on the speedy acquisition of 2936 remaining structures identified inside Dal, Nigeen lake, from Ashai Bagh to Saida Kadal under PMRP and structures by virtue of construction of WFR.

 

17-yr-old Budgam boy makes eco-friendly electric chargeable cycle

Budgam, Nov 16: A 17-year-old boy has made his parents proud after he made an electric chargeable cycle at his home here in Humhama area of Central Kashmir’s Budgam district. The 9th Class student is now putting his efforts to make an electric chargeable car.
Musaib Gani, son of Abdul Gani Dar of Humhama Budgam said he has made an electronic Chargeable cycle last year. He said the eco-friendly electric chargeable cycle was completed by him a week ahead of the abrogation of Article 370 last year, saying that the situation thereafter didn’t caught anyone’s eye over his work.
“Nobody even trusted me when I came up with this innovation, which even left me disappointed,” he said, adding “But when I rode the bicycle myself on the streets, people in my locality applauded me, especially my family, which gave me courage and subsequently I made three more such bicycles for my cousins and a friend.”
“I made the 1st bicycle in four weeks, which is made of four chargeable batteries (48 volt) and a motor,” he said, adding that once the batteries are charged completely, one can ride 60 kilometres on it at the speed of 40 km per hour.
This bicycle is easy to ride and can be used easily in day to day life and it can save the environment from pollution as well, Musaib said.
Musaib, who is 9th Class student at JK Public School, said that “The support of my family especially my father is behind it, who believes in me and put everything in front of me.”
After getting a good response from the locality, Musaib said he started working on chargeable car. “If I get proper platform, I will come up with new innovations that will prove fruitful for the society,” he added.
Musaib wants to be the Automobile Engineer in the future. He appealed the people of Kashmir and administration to support the youth who are coming up with different innovations—(KNO)

Cong MP Manish Tewari tests positive for Covid-19

New Delhi, Nov 16: Congress MP and former Union Minister Manish Tewari on Monday said he has tested positive for COVID-19.

Tewari got himself tested after running mild fever.

“I have tested positive for COVID-19 today afternoon. I got up with mild fever around 2 AM last night. Got myself tested first thing in the morning. Two parallel Tests. No other symptoms so far,” the MP from Sri Anandpur Sahib said in a tweet.

The former Union Minister for Information and Broadcasting said “all those who have been in contact with me over the past few days are advised caution.”

EPFO provides pensioners multiple options to submit digital life certificates amid pandemic

New Delhi, Nov 16: Retirement fund body EPFO has provided multiple options for submission of Digital Life Certificate (DLC) by over 67 lakh pensioners, enabling them to continue drawing their social security benefits, the labour ministry said.

All pensioners under EPS-95 (Employees Pension Scheme-1995) are required to submit Jeevan Pramaan Patra (JPP) / Digital Life Certificate (DLC) each year to continue drawing pension.

In the current scenario of COVID-19, the Employees’ Provident Fund Organisation (EPFO) has facilitated multiple options for EPS-95 pensioners to submit their DLC close to their home or at their doorstep, the ministry said in a statement.

JPPs submitted through all these modes/agencies are equally valid, it added.

In addition to the 135 regional offices and 117 district offices of the EPFO, EPS-95 pensioners can now submit DLC at pension disbursing bank branch and nearest post offices.

The DLC can also be submitted at nation-wide network of over 3.65 lakh Common Services Centres (CSCs). EPS-95 pensioners can also submit DLC using the UMANG app.

Recently, India Post Payments Bank (IPPB) launched doorstep DLC service for pensioners.

The pensioners can now submit online request for availing the doorstep DLC service on payment of a nominal fee.

A postman from the nearest post office will visit a pensioner and complete the process of generating DLC at his/her home itself.

As per fresh guidelines, EPS pensioners can now submit DLC at any time during the year, as per their convenience.

The life certificate will remain valid for one year from date of submission. The pensioners who have been issued Pension Payment Order (PPO) in 2020 need not upload JPP till completion of one year.

Earlier, all pensioners were required to submit the DLC in the month of November. This resulted in difficulties faced by pensioners due to long queues and rush for submission of the life certificates.

This pro-pensioner step has been taken to provide hassle-free social security cover to pensioners, it added.

Senior citizens are at a higher risk of severe illness from the coronavirus.

These initiatives will benefit approximately 67 lakh EPS pensioners, out of which about 21 lakh are widows/widowers, children and orphan pensioners, it said.
