Snowfall bring cheers for tourists, locals

Srinagar Nov 19: After receiving season’s first snowfall, tourists and locals have been thronging to picturesque Gulmarg.
For three days between last Saturday and Monday, the upper reaches received moderate to heavy snowfall while plans received rainfall resulting in drop in temperatures in the valley.
Famous tourist destination Gulmarg in Baramulla district, which recorded almost 2 feet of snowfall since Saturday, has come to life as tourists and locals have started thronging this popular ski-resort. People are seen enjoying snow and taking pictures and some doing snow skiing.
“When we got to know that Kashmir will receive snowfall from November 14, we made a plan and arrived here to celebrate Diwali at Gulmarg amid snowfall,” said Arjun Manish Gupta, a resident of Mumbai, who arrived here last Friday.
“Tourism has been badly hit since August 5 last year. As parts of Kashmir including Gulmarg received snow, we are expecting a good number of tourists will visit here,” a hotel owner at Gulmarg said.
A senior official of Tourism Department said the snowfall was an encouraging sign for tourism. “If Gulmarg receives some more snow in coming days, then winter sports will be started very soon there,” he said, adding snow carnival and other recreational events are lined-up in Gulmarg, Pahalgam to boost tourism in Kashmir.
Similarly, tourists are also enjoying gondola ride in snow-draped Gulmarg.
With the receiving of snowfall, authorities have decided to organize events under various disciplines including snowboarding, skiing, snow show, snow cycling and other games at Gulmarg in coming weeks.
At the same time, the snowfall has also brought miseries for some masses
. Authorities have issued advisory of snow avalanche for various parts of Kashmir and asked to remain alert. On Wednesday one army man died and two soldiers also got injured due to a snow avalanche in Tangdhar area of North Kashmir.
The recent snowfall also led to closure of Srinagar-Jammu Highway, which has been thrown open now. The Highway is the only link road connecting Kashmir with the rest of the country.
“It takes over 10 days trucks laden with apple and other items to reach various fruit mandis like New Delhi from Srinagar. Whenever highway gets closed, we are not able to export our goods resulting fruits perish in Kashmir,” said Ali Mohammad, a fruit dealer from South Kashmir’s Shopian district.
Director Meteorological Department Sonam Lotus said Kashmir would receive another wet spell from tomorrow.
He said last year Kashmir received snowfall in November highest in six decades. “So far we have received good snowfall this season but it will be premature to say if valley receives more snowfall than two previous years,” he told news agency Kashmir Indepth News Service (KINS).

 

ACB produce charge-sheet against ex-EE in bribery case in Kashmir

Srinagar, Nov 19: The Anti Corruption Bureau (ACB) on Thursday produced charge-sheet in a court against then Executive Engineer (EE) Roads and Buildings (R&B) Division Bandipora in a bribery case.
A spokesman of the ACB said Thursday evening that charge-sheet was produced in the court of Special Judge Anti Corruption Baramulla against then EE R&B Bandipora Abdul Aziz Bhat in case of the Prevention of Corruption Act Samvat 2006 of Police Station ACB Kashmir against the accused.
He said a case was registered on the basis of a written complaint lodged in Police Station Anti Corruption Bureau wherein it was alleged that the complainant has executed and completed the works of R&B Division, Bandipora.
But Bhat was not releasing the payments.
The complainant requested him several times, but the EE did not release the payment of Rs5,18,089 without bribe. Finally the EE demanded a bribe of Rs 20,000 for release of the payment.
After registration of the case, a trap team was constituted and the services of independent witness were utilized.
He said on April 26, 2019, the accused EE was arrested red handed while demanding and accepting an amount of Rs 20,000 money from the complainant.
The Investigation of the case was concluded as proved against the aforementioned accused public servant for launching prosecution and the chargesheet was produced in the court of law, he said adding the next date of hearing has been fixed on December 26, 2020.

 

PIL for guidelines on CWSN admission: HC grants Govt 4 weeks for reply

Srinagar, Nov 19: High Court has granted government four weeks more time to file response to a Public Interest Litigation, seeking issuance of the appropriate guidelines for admission of Children with Special Needs (CWSN) under Right To Education Act.
A division bench of Chief Justice Gita Mittal and Justice Puneet Gupta granted the time after NH Shah, Sr. AAG, representing the authorities, sought further time to file the reply.
“Let him file the same within four weeks,” the court said adding, “Rest of the respondents who have not filed the reply shall also file the same within the aforesaid period.”
The PIL also seeks directions from the court to ensure the admission, attendance and free education of Children with bench mark disability free from cost and any other barriers preventing them from getting quality education in the Recognized unaided private schools of Jammu and Kashmir.
The PIL has been filed by three persons, two of whom— Zaheer Abbas Jan of Bemina and Mudasir Shaban Dar of Bandipora— have stated that they are two social workers while another— Dr. Chitanjeet Kour of Nanak Nagar Jammu, a physiotherapist doctor by profession.
The petitioners said that Indian Parliament amended part 4 of the Constitution of India and incorporated Article 21 A, a new article in the constitution to incorporate Right to Education of a child between 6 to 14 years as their fundamental right. They said that a duty was imposed on the appropriate government to protect their fundamental right.
In 2009, they said, the Indian parliament enacted the Right of Children to Free and Compulsory Education Act, a follow up legislation for implementing the provision of Article 21A of the Constitution of India.
The special provision for the EWS/DG/CWSN children, they said, has been incorporated in the Act itself to address the practical difficulty. (GNS)

 

SDA seals two buildings at Bemina

Srinagar, Nov 19: The Enforcement Wing of Srinagar Development Authority (SDA) Thursday sealed two buildings, built in violation/deviation of the issued building permissions at Housing Colony, Bemina.
It was given out that the permission was granted for two separate buildings for residential purposes only, however the proprietors had built commercial buildings instead.
The drive was successfully executed in coordination with the Station House Officer Bernina, under the directions of Vice Chairman, SDA Dr. Bashir Ahmad Lone.
Meanwhile, as per the statement issued here the SDA has advised the general public not to indulge in any illegal construction whether residential or commercial without obtaining proper building permission from SDA.
It has also warned that any structure built in without obtaining building permission or in violation of building permission/land use or deviations of building permission shall be directly sealed/ demolished as per the provisions of COBO Act 1988.

Pulwama residents protest against improper drainage system

Pulwama, Nov 19: The residents of of Zasow village in Lassipora belt on Thursday staged a protest against the authorities for ‘failing’ to provide a drainage system in their area.
The residents blocked the main Litter-Pulwama road as a mark of protest against the government, which resulted in the traffic chaos in the area.
Witnesses said that the vehicles in large number remain stranded on the roads after the main road was blocked by the aggrieved residents.
The residents said that the authorities have failed to provide a proper drainage system in their area, which has resulted in immense hardships to the dwellers. “We time and again appeal to the higher ups to provide a proper drainage system in the area so that the residents here could heave a sigh of relief,” they said.
They added by paying no heed over their sufferings, the authorities are ignoring their plights. They appealed to the higher ups to look into the matter and redress their genuine grievances at an earliest.
A team of police headed by SHO Lassipora Hafeez Choudhary later visited the spot and pacified the protestors by assuring them that their grievances will be redressed soon following which the protest was called off—(KNO)

KU forms working group to identify gaps in Dal Lake restoration

Srinagar, Nov 19: The University of Kashmir has constituted a high-level Working Group to promote ecological restoration of the famed Dal Lake in Srinagar.

Apart from top varsity academics and researchers, the 15-member Working Group—to be headed by Vice-Chancellor Prof Talat Ahmad—comprises heads of several government departments and universities in the J&K Union Territory which are, directly or indirectly, associated with restoration of Dal Lake. It also includes members from the civil society.

“A lot of research has been done and continues to be done in this university on Dal Lake. With this Working Group in place, we want to utilise the outcome of that research into policy-making concerning the ecological and scientific restoration of the Lake,” Prof Talat said.

One of the primary mandates of the University, the Vice-Chancellor said, is to identify pressing issues of immense societal and environmental importance and promote research on the same.

“I am hopeful that this Working Group, which has members from the academia, government as well the civil society, would be greatly beneficial in devising appropriate strategies and frameworks for effective conservation of the Dal Lake, which is both an asset and heritage,” he said.

Prof Shakil A Romshoo, the Dean of Research at KU, who is also a member of the WG, said the panel was mandated with consolidating and disseminating knowledge in the University about the Dal Lake restoration among the stakeholders.

The Working Group will also prioritise areas of research for better understanding of the Lake problems, he said, adding that it will also “identify gaps” in the Lake conservation and management while suggesting collaborative efforts required to ensure optimal utilisation of resources for the same.

1 killed, 6 injured in Gurez accident

Bandipora, Nov 19: One person was killed and six others injured in a road accident at check-Nallah near Burnai area of Gurez in north Kashmir’s Bandipora district on Thursday evening.
Sub division police officer(SDPO) Gurez, Peerzada Ajaz said a passenger sumo bearing registration number JK15-2335, skidded off the road at Check-Nallah village, resulting in on spot death of the driver.
The deceased was identified as Muhammad Najmudin son of Sher Muhammad, a resident of Gujran, Tulail area of Gurez.
The six injured persons have been shifted to Sub district hospital Dawar for special treatment.
The injured persons were identified as Rehamtulla Lone son of Mohammad Jamaal lone, Abdul Gafar lone son of Abdul Jabar lone, Zahoor khan son of Mohammad Munawar Khan, Farooq Ahmad lone son of Abdul Samad lone, Zameer Ahamad Khan, Abdul Majeed Khan, the residents of Gujraan and Mohammad Sultan lone son of Mohammad Munawar lone of Muzgund Talail—(KNO)

Div Com, IGP visits B’pora, Kupwara; review poll preparedness

Srinagar, Nov 19: Divisional Commissioner Kashmir Pandurang Kondbarao Pole and Inspector General of Police Vijay Kumar Thursday visited North Kashmir’s Bandipora and Kupwara districts to review preparedness for forth coming elections.
The meeting at District headquarters Bandipora and Kupwara was attended by respective senior Civil/Police officers. The meeting focused on security and other related arrangements pertaining to the forth coming elections.
IGP Kashmir held a detailed security review meeting with the officers of police and CAPF. He also took extensive review of the security arrangements put in place for ensuring peaceful and smooth forthcoming elections.
Kumar at both district headquarters was briefed by the concerned Police/CAPF officers about various security measures adopted by them for ensuring peaceful elections. They also presented an overview of the steps initiated by them in the districts to counter the challenges faced at the ground level.
He stressed on the officers to ensure synergy, better coordination and communication among all the forces and civil administration working at the ground level.
He also urged upon the officers to strengthen the general security grid of the area to ensure upcoming elections are held in a peaceful atmosphere.
Both the district SSsP were instructed to keep vigil on anti-national elements besides generating specific intelligences and conducting anti militancy operations along with forces.

District Development Council Elections: Difference of opinion in seat sharing no big deal, fielding proxy candidates an issue

Srinagar, Nov 18: National Conference president Dr Farooq Abdullah and his son Omar Abdullah going into self-quarantine 10-days before the first phase of District Development Council (DDC) elections are slated to be held has triggered speculations that father son-duo want to remain aloof from the party cadres, who are seeking, mandate to contest these polls.
An analyst while talking to Precious Kashmir said that the National Conference is contesting the DDC polls in alliance with other parties, including Peoples Democratic Party, Peoples Conference and other political formations and NC leadership cannot take any decision unilaterally. “In the recent days few instances have come to fore where the PAGD could not develop a consensus to field a common candidate. In Beerwah, the PDP leader is contesting as an independent against the candidate of Peoples Alliance for Gupkar Declaration (PAGD). There is rift between the local NC and PDP leaders over seat sharing even in Kishtwar district,” the analyst added.
He said, “Differences of opinion among the party cadres are a part of the game but the parties that constitute an alliance fielding proxy candidates can lead to both the candidates ending up on the losing side as their votes can get divided.”
An observer said, “Farooq and Omar Abdullah won’t remain accessible to the party cadres for a week that would mean that by the time their self-isolation ends the first phase of the DDC polls would be just a few days away. Both the NC leaders during all these days have not addressed any election gathering they have stayed away from campaigning. PAGD vice-president Mehbooba Mufti is leading the charge and has been taking on the opponents head on.”
He said, “The DDC polls are a litmus test for the PAGD. If the alliance wins these polls it would mean that traditional parties in Kashmir will make a comeback, but if the PAGD fails to make any impact on the ground it will put the leaders of the alliance in a tight spot and they will have to look for other options.”
“Since the day PAGD has announced its participation in the DDC polls, the leaders of the alliance are sounding confident and are hoping that they would win with a thumping majority. They have already written off the Bharatiya Janata Party. These polls are a direct contest between the BJP and PAGD. For time being Farooq and Omar can sit in isolation and wait for things to fall in place and hope for the best,” said, a politician.

Remote Connectivity 

Higher reaches of Jammu and Kashmir recently received snowfall, leading to the closure of roads going across high passes like Zoji La, Sadhna Top, Razdan Pass, and Pir ki Gali. While the winter is in the early stage and snowfall has not been heavier so far, some of these roads have been cleared and opened for movement of traffic. The concerned authorities may try to keep these roads open but eventually with heavier snowfall, they will get totally blocked for the winter, the duration of which is almost six months. Some places like Tanghdar and Gurez in Kupwara and Bandipora district respectively get totally isolated in winter. A courier service operated by the Indian Air Force at the request of the J&K Government remains a link. Even in the present era defined by technological breakthroughs, helicopter rescues are required and are sought through the concerned Deputy Commissioners to transport people in need especially sick. The people of these areas have been craving for all-weather connectivity for a long time. The government needs to immediately put in place arrangements for ensuring helicopter service on a regular basis, more on an emergent basis.

There have been proposals, some of which are already being implemented, for tunneling various high mountain passes. One of them happens to be the construction of a 14-km tunnel which started at the over 11,500 feet Zojila Pass to keep Srinagar connected with Kargil, Dras and Leh. More than for the public, the road has strategic importance for military purposes. The people of Tanghdar have been for a long time demanding a tunnel to keep the area connected all throughout the year. The tunnel construction over Mughal road is stuck in a detailed project report by National Highways and infrastructure Development Corporation (NHIDC) entrusted with the job in March 2019. The corporation reported engaged Rodic Consultants Private Limited in a joint venture with Madrid-based Getnisa-Euro studios to prepare the DPR but there has been no headway so far. The tunnel on historic Mughal Road, which connects Kashmir with Poonch via southern Shopian district, would be an alternative to the Jammu-Srinagar highway, which often remains closed during winters due to snowfall and landslides besides other impediments. The government needs to hasten the processes to complete the tunnels. In the meantime, the government needs to explore the possibility for regular air connectivity and ensure infrastructure which would enable such operations so that the people of these remote areas do not suffer during harsh winter.
