Power crisis in Rakh village, residents block Sangam-Pulwama road

Pulwama, Nov 26: The residents of Rakh village in Litter Tehsil of South Kashmir’s Pulwama district have been left to lurch as the authorities have failed to provide them 100 KVA transformers. According to the locals, the existing 63 KVA Transformer has developed technical snags several times in the last few days.

The locals said they are demanding 100 KVA transformers in the area. They blocked the main Sangam-Pulwama road, thereby putting hundreds of passengers, students and others into a lot of inconvenience.

They said that PDD has miserably failed to repair their transformer fully as it develops technical snags frequently. Locals said that the 63 KV transformer allotted to Bonpora Rakh develops technical snag every month, resulting in immense hardships to them. They said that the locals contributed money from their pockets and got the transformer repaired several times but after a few days the transformer developed fresh snags.

They alleged that on papers a 100 KV transformer has been shown installed to the area but on ground only a 63 KV transformer has been installed.  Locals urged the concerned authorities to look into the matter at an earliest and sanction a 100 KV transformer for their locality so that they can heave a sigh of relief during the harsh winter.

When contacted executive engineer PDD division Awantipora, Er Altaf Ahmad, told KNO that the transformer is developing technical snags due to overload. “I have kept it in the critically overloaded transformers list. The issue will be resolved soon,” he said.

Development must sync with environment: KU VC

Srinagar, Nov 26: Development and environment protection should go hand in hand, Vice-Chancellor of University of Kashmir Prof Talat Ahmad said on Thursday, and called for collective efforts to address the pressing environmental challenges and concerns.
Addressing as chief guest a day-long environment awareness programme, organised to mark the Constitution Day, Prof Talat said: “There is a worldwide focus on sustainable development, which is possible only by ensuring a fine balance between developmental activities and environment protection.”
Referring to deforestation, frequent flooding, climate change and pollution problems, Prof Talat called for joint efforts by policy-planners, academic institutions, non-governmental organisations and citizens to adopt scientific and eco-friendly ways to halt environmental degradation.
“It’s therefore important to continuously raise environment awareness and consciousness levels among all the stakeholders,” he said, asserting that the country’s Constitution confers upon citizens a duty to protect and improve the environment.
Earlier, the VC read out the Preamble of the Constitution at a ceremony attended by top academics and officers.
The offline-cum-online awareness programme “Duty to Protect Environment” was organised by the varsity’s Fundamental Rights and Duties Awareness Cell (FRADAC).
Nodal officer FRADAC Dr Salima Jan, who’s also KU’s Media Advisor and Director EMRC, highlighted the objectives of the Cell and activities it has undertaken so far. “This Cell, which is a nodal agency for J&K and Ladakh UTs, is mandated with creating awareness in academic institutions about the fundamental duties enshrined in the Constitution,” she said, adding that today’s programme was being organised to mark the 71st anniversary of the Constitution of India, adopted on this day in 1949.
Vice-Chancellor of Central University of Kashmir Prof Mehraj-ud-Din Mir—the guest of honour—elucidated duties and rights underlined in the Constitution vis-à-vis environment. He also referred to various Constitutional provisions that call upon citizens to protect the environment as their fundamental duty.

 

DPEO Srinagar finalizes poll arrangements

Srinagar, Nov 26:  Polling arrangement for first phase in Srinagar district were finalized at an officers meeting held under the chairmanship of District Panchayat Election Officer (DPEO) Srinagar, Shahid Iqbal Choudhary, held here at Banquet Hall Thursday.

The meeting was, among others, attended by the General Observer, all the Returning Officers and Nodal Officers besides police and civil officers associated with the election process in the district.

A threadbare discussion was held on the transpiration, parking and traffic plans, EVM and material dispatch, status of strong-room, establishment of control room, deployment of zonal and sectoral magistrates Covid- 19 screening besides status of ballot papers and ballot boxes, boarding lodging arrangements for polling staff and their stay.

The Returning Officer and Nodal Officers briefed the Election Observer and DPEO about the arrangements put in place for ensuring free, fair, ethical, transparent, and Covid safe DDC elections and Panchayat by-elections under first phase scheduled for Nov 28, 2020.

Shahid urged upon the nodal officers and other concerned functionaries to make foolproof arrangements for holding free and fair polls.

COVID-19 vaccine set to become a reality

Srinagar, Nov 25: News about the COVID-19 vaccine coming soon has made people optimistic about pandemic ending soon.
There are reports that the vaccine is on cards but till now the government has not given any hint about its pricing. “Ones who can afford won’t mind paying for it but the ones who cannot may remain without getting vaccinated,” said an expert.
He said, “The COVID vaccine is mandatory for all and everyone should get it. If the government cannot provide it free it should at least make it affordable for the common people. Masses are eagerly waiting for the COVID cure to come and no one can be deprived of it.”
It’s in place to mention here that Prime Minister Narendra Modi recently asked the States to remain prepared for administering COVID vaccines to the people, but he warned of the possible side effects.
An official said, “We have got the directions from the higher ups to put adequate infrastructure in place to store the COVID vaccines as these require extremely low temperatures for storage.”
He said, “We are hopeful that by early next year supply will start arriving and the wait will end. Since the outbreak of COVID-19 in Kashmir the administration has been on toes but we have succeeded in controlling the infection to a great extent.”
A medico said, “The advent of winter has increased our anxiety. We don’t know how the virus will behave in coming days. Delhi and Punjab witnessing another wave of COVID-19 are not a good news. We are hoping that the new wave spares Kashmir as things will become difficult in chilly weather conditions in the Valley.”
He said, “Arrival of the vaccine will prove to be a big respite for everyone. People have been struggling continuously for the past nine months as the virus has behaved erratically since the outbreak of the pandemic. The news about COVID vaccine being in final stages has made people optimistic about the worst being over. But the common people should bear in mind that sanitizers, masks and social distancing cannot be avoided. These are three mantras which need to be followed even after the vaccine comes.”
Another medico said, “The guard cannot be lowered. People have to be extra cautious. It’s just a matter of one or two months before they will get the protection and can carry on with their daily chores without any fear of the virus. The cure has been found. Now, only the execution part is pending.”

 

District Development Council Polls:Ensure free movement of candidates: LG to DCs, SPs

Jammu, Nov 25: In view of the ensuing District Development Council (DDC) election and by-elections for Panchayats and Urban Local Bodies (ULB), the Lieutenant Governor, Manoj Sinha Wednesday reviewed the election preparedness of the administration in a high-level meeting with Divisional Commissioners, Deputy Commissioners, and Superintendents of Police through video-conferencing, here at Civil Secretariat.

Divisional Commissioners of Jammu and Kashmir briefed the Lt Governor about the status of preparedness regarding the elections particularly the logistical issues in view of the snowfall in remote hilly regions across the Union Territory.

During the review, the Lt Governor directed the officers to take all the requisite measures to maintain neutrality and ensure free and fair election. He directed them to take all the preemptive measures for the smooth and peaceful conduct of the elections, besides availability of basic facilities to be ensured for the security forces and polling staff. “DCs and SPs to meticulously ensure free movement of candidates of all parties, security arrangements and other preparatory measures for the ensuing elections”, he added.

Ensure all the facilities for people in far-flung areas so that everyone can exercise their right to vote irrespective of caste, creed, religion, or gender, said the Lt Governor.

Meanwhile, during the review of COVID-19 management and control efforts in J&K, the Lt Governor also took the first-hand appraisal of the preparations regarding the COVID vaccine delivery in the backdrop of the Prime Minister’s Video-Conference on Tuesday.

The Lt Governor asked the Financial Commissioner, Health and Medical Education Department, Atal Dulloo, to plan in advance and prioritize the delivery of the vaccine.

He asked the officers to ensure that all the COVID related SOPs and advisories shall be followed during elections also.

Later, the Lt Governor also took stock of the winter preparedness and logistic arrangements being made by the various departments across the UT. He asked the concerned officers to ensure uninterrupted drinking water and power supply, availability of public utilities like firewood, ration, medicines and other basic amenities and essential supplies, during the harsh winter days, especially in remote and difficult terrain areas.

He also laid special emphasis on ensuring uninterrupted road connectivity and proper Traffic management for smooth vehicular movement.

Atal Dulloo, Financial Commissioner, Health and Medical Education Department; Nitishwar Kumar, Principal Secretary to the Lt Governor; Divisional Commissioners, Deputy Commissioners, Superintendents of Police, and other senior officers were present on the occasion.

Mechanism in place to ensure transparent polls:  SEC Sharma

Srinagar, Nov 25: State Election Commissioner, Jammu and Kashmir, K.K Sharma Wednesday said that fool proof mechanism has been put in place to ensure peaceful, transparent and secure conduct of first time District Development Council elections and panchayat by elections in the Union Territory of Jammu and Kashmir which would go a long way in ensuring decentralization of powers to the grass root level.

 

State Election Commissioner was interacting with All Deputy Commissioners of Jammu Division through Video conferencing while chairing a meeting held to review law and order situation and security arrangements for ensuring smooth and successful conduct of polls being held between November- 28 to December-19.

 

The meeting among others was attended by Divisional Commissioner Jammu, Sanjeev Verma and IGP Jammu Mukesh Singh besides other concerned.

 

“Arrangements are being put in place to ensure conduct of polls in a free and fair manner across the UT,” the SEC maintained saying that “we have to ensure safe elections are held in the UT.”

 

While obtaining necessary feedback from the concerned Deputy Commissioners of different districts, the SEC was informed that adequate security arrangements shall be provided to all participating candidates whether party based or independent including star campaigners besides all other facilities to ensure comfortable campaigning in their respective areas.

 

Terming these elections as historic and watershed in the history of Jammu and Kashmir, SEC said the DDC polls which are being held for the first time in the UT are important and shall ensure district level leadership to the people besides accelerating the development activities of every area and village.

 

Besides discussing law and order and security arrangements, Heli services to far flung areas of Jammu division and other districts were also discussed during the meeting.

 

The SEC directed the Divisional Commissioner Jammu to ensure that snow clearance is done in the areas which are snowbound or are likely to get the snow fall in ensuing days. He said that an effective mechanism should be put in place so that the voters do not suffer and areas do not remain cut off from the district headquarters.

 

While reviewing the special arrangements of postal ballots for various categories of people including senior citizens and COVID- 19 positive in isolation and Migrant voters as well, the SEC said that they should ensure everyone who can’t turn up to the polling booth is given the opportunity to exercise his/ her right to franchise.

 

SEC asked the officers to ensure that necessary awareness is also created among people to follow all Covid related SOPs including use of face masks and hand sanitizers while participating in the election process. He also asked concerned officers and officials to ensure availability of face masks and hand sanitizers at all polling booths during the voting process to ensure containment of the spread of Covid-19.

 

 

DDC Polls: Former ministers, ex-MLAs in fray

Srinagar, Nov 25: A number of former ministers and legislators in Jammu & Kashmir have also joined electoral fray for becoming members of the district development councils, as elections for Legislative Assembly of the Union Territory seems nowhere in sight.
Details gathered by news agency—Kashmir News Observer (KNO), reveal that former minister and Congress leader Taj Mohiuddin has joined electoral battleground from Parenpillan, Uri in north Kashmir’s Baramulla district.
Taj, who served minister in PDP-Congress and NC Congress government between 2002 to 2014 before losing out to NC’s Muhammad Shafi Uri, is locked in electoral battle against Showkat Ali Khan of Peoples Alliance for Gupkar Declaration(PAGD), a grand alliance of seven parties comprising National Conference, Peoples Conference, Peoples Democratic Party and others.
Former MLA Sangrama Shoiab Nabi Lone is fighting the polls from Sangrama territorial constituency of Baramulla DDC.

Shoiab, who won 2006 by-poll from Sangrama segment after assisnation of his father Dr. Ghulam Nabi Lone, is contesting polls on ticket of Apni Party.
Shoiab is facing tough competition from independent candidate Irfan Hafiz Lone and Suhail Bukhari of PAGD.
Irfan, a TV panelist and social activist, has been vocal for restoration of Jammu & Kashmir’s special status after August 5, 2019.
Former Minister of BJP Shakti Raj Parihar and MLA Bharat Bushan are contesting polls respectively from Gundana (Doda) and Bhalwal (Jammu).
Former MLA Kathua Charanjit Singh, who joined BJP in 2019, quit the party few days ago to join fray as an independent candidate from his native area.
In Rajouri district, former minister Shabir Khan and ex-MLA Choudhary Muhammad Akram are contesting polls on ticket of Congress.
Former NC MLC, Shenaz Ganie is also contesting election as an independent candidate from her native Poonch district.
Two former ministers and an ex-MLA have also joined electoral battleground in Reasi district of Jammu province.
Former ministers, Abdul Gani Malik, Ejaz Khan and ex-MLA Mumtaz Khan are fighting polls from different seats in Reasi district of Jammu. (KNO)

DDC Polls: Former MoS, Usman Majeed’s wife among candidates

Bandipora, Nov 25: Wife of former Minister of State and former legislator from north Kashmir’s Bandipora district, Usman Majeed on Wednesday filed her nomination papers from Bandipora-A Panchayat block to contest the forthcoming District Development Council (DDC) elections.

 

An official told KNO that Firdousa Akhtar, wife of Usman Majeed filed her nomination papers from Garoora Panchayat halqa to contest the polls as the candidate of Jammu and Kashmir Apni Party headed by Syed Altaf Bukhari.

Pertinently, Usman Majeed is vice-president of the JKAP after he parted ways with the Congress last year.

Firdousa will be contesting the DDC polls from Bandipora-A Panchayat block that is going for polls on December 13 during the eight-phased DDC elections across Jammu and Kashmir.

She will be contesting against the PAGD candidate of Awami National Conference (ANC), Ghulam Mohiuddin Bhat, who also filed his nomination papers from Bandipora-A block today. As part of the seat-sharing pact, PAGD has field ANC candidates from this block.

Meanwhile, the wife of former MLA and senior People’s Democratic Party (PDP) leader Nizam-ud-din Bhat’s nephew also filed her nomination papers today to contest DDC election from Bandipora-B panchayat block.

Kaunser Shafeeq, wife of Advocate Shafeeq Ahmad Bhat will be contesting the polls for Peoples Democratic Party (PDP) from Bandipora-B block that is also going to polls on December 13. She has filed her nomination papers from Watapora Panchayat Halqa.

As part of the seat-sharing pact, PAGD has fielded PDP candidates from this block that is reserved for the woman candidate.

An official said that the last date for withdrawing nomination papers for Bandipora-A and B Panchayat block is December 01 and it will be going to polls on December 13.

Roshni Act: Farooq’s sister, mahant in second list

 

Srinagar/Jammu, Nov 25: National Conference president Farooq Abdullah”s sister, an influential mahant and two prominent hoteliers including a Congress leader figure in the second list of 269 people who have availed land under the now-scrapped Roshni Act.
The Jammu administration also released another list of seven persons who have allegedly encroached upon state land and it included a PDP leader, a retired inspector general of police and a senior superintendent of police.
According to the fresh list uploaded on the website of Divisional Commissioner, Kashmir, majority of the 131 beneficiaries including a former bureaucrat and his wife legalised their residential places under the Roshni scheme, while there are also names of dozens of businessmen who have got the ownership rights of their commercial buildings. This is the second list of beneficiaries issued by the divisional administration in accordance with the October 9 directive of the Jammu and Kashmir High Court which has declared Roshni Act “illegal, unconstitutional and unsustainable” and ordered a CBI probe into the allotment of the land under this law. The administration uploaded a list of 35 beneficiaries which included former finance minister Haseeb Drabu, some of his relatives and top hoteliers and a former bureaucrat earlier. The second list included names of prominent businessmen and hoteliers besides former bureaucrat Mohammad Shafi Pandit and his wife. Suriya Abdullah, sister of Farooq Abdullah, was also named among the beneficiaries who got ownership of an over three kanal plot under residential use.
According to the list, the land had been approved by the authorities but she was yet to pay Rs 1 crore fees. No notice has been issued to her since the time of approving the land in her name. In Jammu, the divisional commissioner separately released another list of 138 beneficiaries falling in Jammu south tehsil, mostly belonging to the majority community, who are in possession of over 107 acres of land which was vested to them under Roshni Act.

Though majority of them are agriculturalists and farmers, there are also some influential people including the trustee of Digiana Ashram, Mahant Manjeet Singh who owns seven kanals of land.

In a separate list under encroached state land (Physically Encroached but not shown in Revenue Record) other than Roshni, it identified seven persons who are in possession of over five acres of land. The list included PDP leader Talib Choudhary (two kanals), PDP office having three kanals of land at Bahu-Sunjwan tehsil, retired IGP Nisar Ali (three kanals), retired SSP Mirza Rasheed (three kanals) and prominent businessman Haji Sultan Ali, who owns the major chunk of 30 kanals of land.

The Jammu divisional administration had on Tuesday released separate lists of 541 people, almost all belonging to the majority community, in different tehsils who have availed land under the Roshi Act besides two lists of nine persons who have allegedly encroached upon the state land other than the Roshni Act, which included Farooq Abdullah and his son Omar Abdullah.

In addition, it had also released two more lists of 1,237 alleged encroachers falling in two tehsils, almost all from the majority community. On November 1, the Union territory administration cancelled all land transfers that took place under the JK State Land (Vesting of Ownership to the Occupants) Act, 2001 – also known as the Roshni Act – under which 2.5 lakh acres of land was to be transferred to the existing occupants. The principal secretary and revenue department have been asked to work out a plan to retrieve large tracts of state land vested under the Act. According to the high court order, a total of 6,04,602 kanals (75,575 acres) of state land had been regularised and transferred to the occupants. This included 5,71,210 kanals (71,401 acres) in Jammu and 33,392 kanals (4174 acres) in the Kashmir province. “Principal Secretary to Government, Revenue Department shall also work out the modalities and plan to evict encroachers from such State Land and retrieve the State land within a period of six months. Principal Secretary to Government, Revenue Department shall work out modalities for handling the money received for these lands after annulment,” the JK government had said in a statement. According to the order, complete identities of influential persons, including ministers, legislators, bureaucrats, government officials, police officers and businessmen, their relatives or persons holding benami for them, who have derived benefit under the Roshni Act, will be made public within a period of one month. The Roshni Act was enacted in 2001 with the twin objective of generating resources for financing power projects and conferment of proprietary rights to the occupants of the state land. It initially envisaged conferment of proprietary rights of around 20.55 lakh kanals (102750 hectares) to the occupants of which only 15.85 per cent land was approved for vesting of ownership rights. The scheme was finally repealed by the then governor Satya Pal Malik on November 28, 2018. Amid reports about its widespread misuse, the entire legislation was challenged before the high court which stayed the proceedings under the Act and also directed that neither the occupants having been conferred upon the ownership rights shall sell these lands nor can raise constructions on such lands. In 2014, however, the Comptroller and Auditor General had estimated that only Rs 76 crore had been raised from the transfer of encroached land between 2007 and 2013.

 

COVID-19 kills 12 more, 489 test positive

Srinagar, Nov 25: Jammu and Kashmir reported 12 more COVID-19 deaths in the last 24 hours, while 489 more people tested positive for the virus, officials said on Wednesday.
They said that fatality count due to COVID-19 has mounted to 1663, while 107819 have been infected due to virus in J&K till date.
Officials said that those who succumbed to the virus today include six each from Jammu and Kashmir regions.
The victims from Valley includes a 57-year-old woman from Phoruphet Langate in Kupwara district besides five from Srinagar—a 60-year-old woman from Lalbazar, a 60-year-old woman from HMT, a 80-year-old Natipora, a 66-year-old man from Lalbazar, a 60-year-old from Mehjoor Nagar.
Regarding Jammu, they said, three victims were from Udhampur, two from Samba and one from Kathua.
With these deaths, the total fatality count in the Valley has reached 1091and 572 in the Jammu region.
Srinagar district with 413 deaths tops the list followed by Jammu (292), Baramulla (160), Budgam (99), Pulwama (86), Kupwara (82), Anantnag (77), Doda (53), Bandipora (50), Kulgam (50), Rajouri (49), Udhampur (46), Ganderbal (37), Shopian (37), Kathua (36), Samba (29), Poonch (22), Ramban (18), Kishtwar(16), and Reasi (9).

33 travelers, 7 cops among 489 new cases
Meanwhile, thirty-three travelers were among 489 fresh COVID-19 cases reported in Jammu and Kashmir in last 24 hours, taking the total count to 107819.
Of them, 264 were from Jammu Division and 225 from Kashmir Division, officials said.
Giving district-wise details, they said, Srinagar reported 85, Baramulla 39, Budgam 33, Pulwama 5, Kupwara 24, Anantnag 5, Bandipora 17, Ganderbal 12, Kulgam 0, Shopian 5, Jammu 126, Rajouri 5, Udhampur 46, Doda 27, Kathua 10, Poonch 3, Samba 12, Kishtwar 22, Ramban 5 and Reasi 8.
A number of these cases were confirmd at CD hospital’s diagnostic laboratory and among others includes seven policemen.
The cases include male (23) from Chanapora Srg, seven males (33, 28, 28, 32, 27, 31, 31) from ITBP Lethpora, female (14) from Peerbagh, female (28) from Srinagar, male (67) from Sanat Nagar, male (64) and female (34) from Peerbagh, male (70) from Nowhatta, female (33) from Pampore, female (54) from Dalgate, female (70) from Chanapora, male (46) from Jammu, male (35) from Kathua, male (41) from Rainawari, male (48) from Rawalpora, male (45) from Zainakadal, male (50) and female (26) from Khanyar, three females (50, 74, 57) and five males (76, 80, 36, 26, 68) from NA, female (58) from Gogjibagh, male (46) and female (22) from Bemina, male (65) from Shalteng, female (25) from Natipora, female (35) from Ganderbal, male (49) from Lasjan, female (33) from Fazul Haq Colony Zakura, female (28) from Eidgah, male (33) from Alamgiri Bazar, female (30) from Bemina, female (72) from Baramulla, male (70) from Safakadal, male (40) from Hawal, male (70) from Saidakadal, female (60) from Keller, female (25) from Avengund, male (NA) from Khansahib Budgam, male (70) from Kunzer Baramulla, male (80) from Nehama Pampore, male (75) from Charisharief Budgam.
